Purpose

Theories of procedural justice have facilitated the development of a process-based approach to policing which emphasizes the fairness of the manner in which the police exercise their discretion. The study examines whether procedurally fair behavior by the police affects two types of citizen behavior during encounters: citizen disrespect toward the police and citizen noncompliance with police requests.

Methods

This study uses data from systematic social observations of police-citizen encounters to examine procedural justice factors on citizen behavior. Because of the reciprocal nature of police-citizen interactions, an instrumental variable is used in the statistical analysis to help address the causal relationship between police force and citizen disrespect.

Results

The statistical analyses find limited support for procedural justice factors. Two types of procedurally fair behavior by the police, police demeanor and their consideration of citizen voice, are significant in reducing citizen disrespect and noncompliance, respectively.

Conclusion

Procedural justice factors have limited and inconsistent impacts on the two types of citizen behavior, and future research should address the limitations of this study and evaluate process-based policing with more data from social observations of police-citizen encounters.  相似文献

One of the major trends in policing sweeping across democratic societies since the mid-1990s is a management approach commonly known as COMPSTAT. Despite widespread global adoption, empirical evaluation of the impact of COMPSTAT lags behind popular accounts of its crime control benefits.

Purpose

This article evaluates the crime control impact of Queensland Police Service's version of COMPSTAT known as “Operational Performance Reviews” (OPRs).

Method

A mixed model analytic approach was used to assess the role of OPRs in explaining spatial and temporal variations in crime patterns across Queensland's 29 police districts.

Results

Analysis of the impact of OPRs on reported crime (specifically assaults, robberies and unlawful entries) suggests major differences between police districts, and that some districts are driving overall statewide crime reductions, whilst others confound positive effects of implementation of OPRs in Queensland.

Conclusions

The results demonstrate that the crime drop experienced throughout Queensland found in prior research (Mazerolle et al., 2007) is most likely attributable to a small number of police districts. The implication of these findings is that a number of districts could (and should) be called-upon during maturation of Queensland's OPRs to reduce specific crime problems in their districts and facilitate ongoing crime reductions across the state.  相似文献

Purpose

Extant scholarship has examined pornography's putative link to the commission of sex crime. Yet, virtually no research speaks to whether an offender's exposure to pornography during many different stages of life elevates the violence of a sex offense. The current study addresses this gap.

Methods

Using retrospective longitudinal data, we systematically investigate the effect of offender pornography exposure during adolescence, adulthood, and immediately prior to the offense on the level of physical injury as well as the extent of humiliation experienced by sex crime victims.

Results

Findings indicate that adolescent exposure was a significant predictor of the elevation of violence—it increased the extent of victim humiliation. Results also suggest a tempering, or cathartic effect of pornography—using pornography just prior to the offense was correlated with reduced victim physical injury. No effects, however, were observed for adult pornography exposure.

Conclusion

Pornography use may differentially influence offenders’ propensity to harm or degrade victims over the life course.  相似文献

Researchers commonly use secondary data counts of police employees from police agencies. There has been some concern with using such data, yet there have been no published systematic assessments of their reliability.

Purpose

This paper compares the reliability of annual counts of police officers and civilians from the FBI's Police Employees data to those in the International City/County Management Association's (ICMA) Municipal Year Book reported for 38 large city police agencies between 1954 and 2008.

Methods

We use bivariate correlations and visual analyses of line charts to demonstrate the reliability of these two datasets, examining in particular situations in which inaccuracies emerged.

Results

Overall, both data sets record accurate counts of police employees, but there is some evidence of reporting irregularities. These irregularities manifest themselves as either city/agency-specific or temporally-bounded reporting errors.

Conclusions

Although reporting errors are rare in these data, future researchers should consider the potential impact of reporting errors for certain years and agencies.  相似文献

Purpose

A prominent explanation of why certain groups of people fear crime more than others focuses on physical and social vulnerability. Some researchers have argued that physical vulnerability characteristics (e.g., gender, age, health) are more important in determining one's fear of crime while others have argued that social vulnerability characteristics (e.g., race and socioeconomic status) are more important.

Methods

We test the independence of the physical and social vulnerability characteristics through a nationally representative sample of Americans. Using a multilevel path modeling approach, we examine whether the physical or the social vulnerability explanation is more powerful in its explanation, or whether a combination of both vulnerabilities explains fear of crime.

Results

Results suggest that the two explanations are interdependent to some degree; with the direct effects of social vulnerability being most tied to physical indicators of vulnerability through indirect effects. To a lesser degree, the direct effects of physical vulnerability are also tied to fear of crime indirectly through indicators of social vulnerability.

Conclusions

Purpose

Criminologists have devoted much attention to identifying the factors that drive stability in antisocial behavior. This body of research has, however, overlooked the contributions of behavior genetic research. This study sought to blend behavior genetics with the different perspectives used by criminologists to explain stability.

Methods

Employing a behavioral genetic research design, the current study analyzed the correlation between adolescent and adulthood crime (a 13 year time span was covered between the two time points) among a sample of sibling pairs drawn from the National Longitudinal Study of Adolescent Health (Add Health).

Results

The findings revealed that genetic factors accounted for nearly all of the stability in offending behavior from adolescence to adulthood. Environmental factors (particularly, of the nonshared variety) accounted for the majority of the changes in offending.

Conclusions

The implications of these results for criminological research and theory are discussed.  相似文献

Objective

The objective of this study was to estimate the benefits and costs of using electronic monitoring (EM) and home detention to reduce crime committed by parolees and probationers.

Method

Data from a national survey of state prison inmates was adjusted and used to estimate the number of crimes that would have been committed by all parolees and probationers over the course of one year in the absence of EM and home detention. The data were analyzed in combination with existing analyses of the effectiveness and costs of EM and home detention and the economic costs of crime to estimate the benefit-cost ratio of nationwide implementation of EM and home detention with all parolees and probationers.

Results

EM plus home detention could avert an estimated 781,383 crimes every year. The social value of the annual reduction in crime is $481.1 billion. Society would gain $12.70 for every dollar expended on the proposed intervention.

Conclusion

EM plus home detention could be an effective deterrent to crime and could have enormous social benefits, especially if it is applied early and saves what would otherwise be habitual offenders from a life of crime.  相似文献

Objective

The purpose of this research note is to explore the validity of college student samples for criminology and criminal justice research. Some scholars have suggested that college populations are comprised of individuals who are different from the rest of society and that the use of college students for social research may distort our theoretical understanding of crime and criminality.

Method

The National Youth Survey is used to assess, college students’ self-reported behaviors, frequency of behaviors, and attitudes in relation to the general population.

Results

The results indicate that there is almost no statistically significant difference in behaviors and only minor differences in the frequency of behaviors and attitudes.

Conclusion

The findings from this investigation suggest that while college students may be culturally unique, this uniqueness does not seem to affect validity.  相似文献

Purpose

To investigate the importance of immediate spatial neighbors when investigating local crime patterns.

Methods

Local indicators of spatial association are used to identify local crime clusters. The classification scheme of these local crime clusters is then modeled in a multinomial logistic regression.

Results

The results show that immediate spatial neighbors are important for understanding local crime patterns. Though (positive) spatial autocorrelation has long been known to be present with crime data, this analysis suggests that negative spatial autocorrelation (if present) has a significantly different implication. Generally speaking, when predicting a local crime cluster type, the immediate spatial neighbors are more important for correct prediction. As such, a low local crime area that is surrounded by high crime areas presents itself as a high crime area in the regression results.

Conclusions

Therefore, efforts to understand the criminal nature of an area must not consider that area in isolation.  相似文献

Purpose

Procedural justice and police legitimacy have been recognized as important antecedents to people's willingness to cooperate with police officers and obey the law. What existing literature lacks, however, is a thorough psychometric examination of procedural justice and police legitimacy with respect to convergent and discriminant validity.

Methods

The present study employs confirmatory factor analysis to examine convergent and discriminant validity and ordinary least squares regression to assess whether revised scales operate similarly to ones used in past research.

Results

Results suggest that the legitimacy construct is not internally consistent and that one of its subscales loads with the procedural justice items to form a single scale composed of both procedural justice and legitimacy items. Regression analyses indicate that the modified measures operate similarly to traditional ones.

Conclusion

It is urged that researchers pursue the theoretical and empirical development of procedural justice and police legitimacy in order to further the study of the normative model of policing.  相似文献

Purpose

While reentry funding is flowing into states, its target efficiency and effectiveness depends on whether it goes to the right people in the right ways. The purpose of this study was to examine whether and how the amount of time incarcerated affects reentry readiness.

Materials and Methods

A population-based survey was conducted. Approximately 4000 soon-to-be-released male inmates were drawn from a state correctional system. Readiness is described in terms of feeling ready and material, social, and treatment resources available for reentry by time served on current conviction (episode effect) and since age 18 (cumulative effect). Generalized hierarchical linear models were used to estimate the effects of demographic, criminological, and time served variables on reentry readiness outcomes.

Results

Reentry vulnerability increased with time served since turning 18 (cumulative effect) but not with time served on the current conviction (episode effect). Inmates serving more than 10 years since turning 18 were at greatest reentry risk.

Conclusions

The findings indicate that inmates who have served more prison time over their lifetime have more pronounced needs and risks suggesting that reentry funding be targeted towards those who have served more time over the course of their lifetime.  相似文献

Objective

This state of the art review of 102 studies is a primer on ADHD and its major comorbidities for criminologists unfamiliar with the genetic, neurobiological, and evolutionary literatures.

Materials and methods

Neurological, genetic, medical, and criminal justice data bases were keyword searched for articles on ADHD and/or articles using ADHD as a major independent variable.

Results

ADHD is a disorder that is closely connected to externalizing behaviors, conduct problems, and criminal behavior across the life course.

Conclusions

To date, ADHD research has been carried out primarily by biomedical researchers and de-emphasized by criminologists whose training is overwhelmingly in the social sciences. The special expertise of criminologists in uncovering environmental correlates of antisocial behavior can benefit biomedical researchers who in turn can assist criminologists in uncovering the individual-level correlates of antisocial behavior.  相似文献

Objective

In spite of the growth of forensic science services little published research exists related to the impact of forensic evidence on criminal case outcomes. The present study focused on the influence of forensic evidence on the case processing of homicide incidents.

Materials and Methods

The study utilized a prospective analysis of official record data that followed homicide cases in five jurisdictions from the time of police incident report to final criminal disposition.

Results

The results showed that most homicides went unsolved (34.5% conviction rate). Only 55.5% of the 400 homicide incidents resulted in arrest of which 77% were referred to the district attorney. On the other hand, 94% of cases referred to the district attorney were charged. Cases were more likely to have arrests, referrals, and charges when witnesses provided information to the police. Suspects who knew their victims were more likely to be arrested and referred to the district attorney. Homicides committed with firearms were less likely to be cleared. The most noteworthy finding was that none of the forensic evidence variables significantly influenced criminal justice outcomes.

Conclusions

The study results suggest that forensic evidence is auxiliary and non-determinative for homicide cases.  相似文献

Purpose

This study examined the views on crime causation from a sample of randomly selected Philadelphia area residents.

Methods

Through the use of a phone survey, residents (N = 359) were asked thirty seven questions related to their level of support for several criminological theories, including classical theory, biological theory, psychological theory, social disorganization theory, strain/general strain theory, subcultural theory, social learning theory, social control/general theory, labeling theory, critical theory, and environmental criminology theory. The analyses assessed whether the views of respondents differed by race, gender, and political ideology. Both across-race and within-race analyses were also conducted to determine the nuances of the support for specific criminological perspectives.

Results

The results pointed to numerous significant gender differences and across-race differences in public opinion on crime causation but few within-race differences. The results also confirmed previous research that supported the notion that one's political ideology is tied to the level of support for certain criminological theories.

Conclusion

Overall, the results point to the merits of including the views of lay persons when there are discussions pertaining to crime causation.  相似文献

Objective

In the late 19th and early 20th centuries, criminological efforts to prevent or reduce crime were centered on addressing presumed biological causes of crime. Most of these strategies involved calls for eugenics—proposals that today are considered unethical and morally reprehensible. Biologically-oriented criminology and crime control policies have re-emerged with new sophistication and attention to the importance of social context. Additionally, developmental crime prevention, with a special focus on biological/physiological risk factors in the early life course, has become influential in criminology. This paper examines the relevance of biology to modern day crime prevention.

Materials and methods

Narrative review of the theoretical and empirical literature of biology and developmental crime prevention.

Results

There are a growing number of developmental crime prevention programs that address biological risk factors for delinquency and later criminal offending. These programs are found in the family, school, and community domains. Evidence suggests that these programs can reduce crime.

Conclusions

While “biological crime prevention” as a separate field has not yet emerged, findings show that crime prevention programs can and do address biology in a sociologically sensitive manner—and these programs have shown significant impacts on crime.  相似文献

Purpose

To explore the extent to which patterns of police misconduct, particularly residual career length (RCL) and residual number of offenses (RNO), change over time in theoretically expected ways, and to determine whether such career features can adequately predict future misconduct when compared to traditional Early Intervention (EI) system criteria.

Methods

This study employs retrospective, longitudinal data gathered for a large cohort of police officers followed for a significant portion of their career and uses personnel complaints as the primary indicator of police misconduct.

Results

Distributions of RCL and RNO are presented according to 4 criteria: year of experience, complaint number, time since the last complaint, and onset of first complaint. There was a decline in RCL and RNO with experience and onset of first complaint. While RCL declined by complaint number, RNO remained steady. This is also true of time since last complaint. Risk scores derived from RCL and RNO were moderately predictive of future misconduct, but fared better than those derived from standard EI system criteria.

Conclusion

EI systems do not adequately predict future misconduct, but there appears to be value in taking a broader view of complaint patterns of officers as a way of increasing predicative validity.  相似文献

Purpose

This study was designed to assess whether black inmates hold more positive outcome expectancies for crime than white inmates in an effort to inform the debate on the nature of well documented differences in criminal involvement between blacks and whites.

Methods

Positive outcome expectancies for crime were measured in 393 black male inmates and 154 white male inmates housed in a medium security federal correctional institution using the Outcome Expectancies for Crime (OEC: Walters, 2003b) inventory.

Results

Black inmates reported significantly stronger positive outcome expectancies for crime than white inmates after controlling for preexisting group differences in age, education, marital status, confining offense, response style, general criminal thinking, and negative outcome expectancies for crime. Anticipation of social benefits for crime in the form of love, respect, and security were particularly salient in distinguishing between black and white inmates.

Conclusions

It is speculated that an interaction of motivational (high achievement motivation), structural (blocked economic opportunities), and cultural (peer reinforcement) factors may be responsible for black-white differences in crime with important implications for theory, research, and clinical practice.  相似文献

Purpose

Critics of asset forfeiture claim that forfeiture laws create financial incentives that inappropriately influence police behavior. The present study examines the relationship between measures of the financial incentive and legal burdens for civil asset forfeiture on federal equitable sharing payments to local law enforcement to determine whether police behavior is affected by different statutory incentives for forfeiture activity.

Methods

Using LEMAS and DOJ forfeiture data, this study addresses some of the limitations of previous research by using a multi-year average for forfeiture activity, an improved measure of financial incentives for law enforcement, and multiple measures of statutory burdens to law enforcement to determine the impact of forfeiture laws on forfeiture activity.

Results

Consistent with anecdotal reports and limited prior research, findings indicate that agencies in jurisdictions with more restrictive state forfeiture laws receive more proceeds through federal equitable sharing.

Conclusions

Results suggest that state and local law enforcement agencies use federal equitable sharing to circumvent their own state forfeiture laws when state laws are more burdensome or less financially rewarding to these agencies, providing additional evidence that police operations are influenced by financial incentives.  相似文献

Purpose

To understand fully the nature of residential burglary one must examine the situational context, and offender's behavior during the burglary. Although several behaviors appear to be distinctly related to sexual burglaries, including voyeurism, fetishism, sexual violence, and sexual murder, a systematic typology of the characteristics of residential sexual burglary is lacking. The purpose of the study was to develop a typology of residential sexual burglary.

Methods

The present study investigated 224 incidents of residential burglary with recorded sexual components. A typology classifying these incidents was developed using Latent Class Analysis.

Results

Three types of sexual burglary were identified. Fetishistic noncontact burglaries typically occurred in unoccupied houses and involve fetishistic behavior, but no theft, violence, and weapon. Versatile contact burglaries were characterized by rapes occurring in apartments and involving theft, violence, and weapon. Finally, perpetrators of sexually oriented contact burglaries raped their victim in houses but these incidents rarely involved theft, violence, or weapon. Previous offenses were also analyzed; the three distinct types of burglary appear to be embedded in different prior offense histories. The practical implications are discussed.

Conclusions

This research underscores the importance of examining the situational context and offender's behavior during a residential burglary with sexual components.  相似文献

Purpose

This study examined the interaction between homicide victim and offender criminal lifestyles and the situational characteristics of homicides that occurred in the city of Newark, New Jersey from 1997 through 2007. Three research questions were explored: (1) what are the lifestyles exhibited by homicide victims and offenders; (2) are there different types of homicide actors (i.e., victim and/or offender) based on their criminal lifestyle; (3) do varying homicide actor (i.e., victim and/or offender) types influence the characteristics of homicide incidents?

Methods

Five hundred and thirteen homicide incidents was used to answer the three research questions. Hierarchical Agglomerative Cluster and Logistic Regression Analyses were employed to answer the research questions.

Findings

The findings showed that criminal lifestyles were indeed very common among homicide victims and offenders, and that they resemble each other. The findings also showed that there were two types of homicide victims and offenders, and that these types influenced the etiology of homicide incidents.

Conclusion

Overall, the results suggest that researchers and practitioners should take into account the criminal lifestyles of potential victims and offenders when tailoring homicide prevention strategies.  相似文献
