Parliamentary party group leaders (PPG leaders) are crucial – yet understudied – actors in modern representative democracies. Inspired by the literature on parliamentary roles, we test a deductive approach in order to explore the attitudes and behaviours of PPG leaders. Given their common duties, such as monitoring group members and securing party cohesion, we expect that PPG leaders across several countries would exhibit a common pattern that distinguishes them from other MPs. However, neither a common, nor a distinguished pattern of attitudes and behaviour is confirmed by our results based on Partirep MP Survey data. This, together with other theoretical difficulties, points us to the need to study PPG leaders’ roles by using in-depth single-country studies.  相似文献

This research note examines patterns of MPs’ voting behaviour during ‘conscience’ or ‘free’ votes on three ‘morality politics’ issues in the lower house of the New South Wales state parliament in Australia: adoption rights for gay couples; scientists’ use of therapeutic cloning; and the status of the Sydney Medically Supervised Injection Centre. First, the research note reviews the literature on conscience voting and hypothesises that party will be the main predictor of voting patterns, but also establishes that previous studies have almost exclusively focused on national legislatures. Next the research note discusses methodological issues. Third, it presents the analysis of free vote patterns in the New South Wales parliament on the three ‘morality politics’ issues, along four key variables: party; sex; social ideology; and religion. The analysis of voting in the New South Wales parliament challenges existing explanations of free voting, where party is the key predictor of voting patterns. Intra-party unity figures show that party membership is a weaker predictor of voting behaviour in the two main political parties in New South Wales than in either the Australian parliament or in overseas parliaments. It is argued that at the subnational level other factors are more important in explanations of free vote patterns.  相似文献

This study seeks to establish the effect of parliamentary specialisation on cosponsorship of parliamentary proposals in parliamentary systems with high levels of party unity. Existing studies on presidential systems suggest that cosponsorship is mainly related to legislators’ policy preferences. It is proposed that in parliamentary systems cosponsorship is, in the first place, structured by the division of labour in parliamentary party groups: MPs who do not have overlapping policy portfolios will not cosponsor proposals. Other explanations, such as policy distance and the government–opposition divide, only come into play when MPs are specialised in the same field. This expectation is tested using data from the Netherlands, a parliamentary system with a clear division of labour between MPs. It is found that specialisation has a very large impact on cosponsorship.  相似文献

Are parliamentary parties cohesive because leaders successfully impose discipline on their MPs or because MPs prefer - hence support - the same policies as their leaders do? If the latter is correct, and party cohesion is produced largely by members' concordant preferences, then models that explain cohesion as a function of the disciplinary mechanisms available to parties once the MP is in Parliament (for example, the distribution of patronage or the threat of de-selection) are not useful. This article uses British and Canadian MPs' responses to candidate surveys to estimate MPs' positions on a variety of ideological dimensions and then shows that MPs' preferences on these ideological dimensions only partially explain how often they vote against their parties. Indeed, even after one controls for an MP's ideological preferences, party affiliation remains a powerful predictor of the MP's loyalty or dissent - suggesting that party discipline does, in fact, contribute to cohesion. This article examines the marginal role played by Northern Ireland (NI)'s MPs in Parliament. Sectarian conflict, party fragmentation, and regional administrative reorganisation over the last 25 years have heightened the local visibility of NI MPs, with the result that most place a low priority on active participation at Westminster. While Northern Ireland's future constitutional status dominates the political agenda, differences among the province's major parties on this issue have had little effect on how MPs approach constituent matters, intercede with government agencies, or define their representational role. Northern Ireland's MPs tend to have a particularistic perspective, a clientelist orientation, and little practical experience in consensus‐building across communal divisions.  相似文献

The early twentieth century saw many democracies adopt proportional representative systems. The textbook explanation, pioneered by Rokkan, emphasize between‐party electoral competition; the rise of the Socialist vote share made Bourgeois parties prefer PR systems to maximize their seat share. While appealing, this account is not entirely compelling. Consequently, scholars are investigating within‐party explanations of support for such reforms. Particularly, Cox, Fiva, and Smith show how list PR enable party leaders to discipline members and build cohesive parties. Relying on roll‐call votes across the Norwegian 1919 electoral reform from two‐round single‐member plurality to closed‐list PR, they show that the internal party cohesion increased following the reform. We investigate how the Norwegian electoral reform changed the content of parliamentary speeches. Comparing speeches from MPs present both before and after the reform, we show how parties become more cohesive in parliamentary debates under list PR than they were under the single‐member‐district system.  相似文献

Political competition is more realistically described as a dynamic process rather than as a series of static stages in which parties compete over policy and government formation. This paper focuses on legislative party switching as the main manifestation of this endogenously evolving process, linking individual switching behaviour to policy and office incentives that are assumed to evolve throughout the life of the entire legislature. Using a new data set tracking the timing of MPs’ changes in party affiliations between 1996 and 2011 in Italy, it is found that switching is mainly motivated by policy reasons and that it is more likely during government formation periods and budget negotiations. These results are a consequence of the interplay between MPs’ ambition and the alternation of key phases in the legislative cycle.  相似文献

This article aims at contributing to the discussion on the fiscal transparency puzzle. The authors challenge the idea that fiscal disclosure can directly increase fiscal accountability. Using an original data set at the level of individual members of parliament (MPs) in the Egyptian parliament, constructed from content analysis of budgetary discussions during the period 2000–10, it is shown that political incentives determined by a majoritarian electoral system curbed the willingness to check government fiscal behaviour, even among opposition MPs. This is because MPs still favoured pork-barrel behaviour to boost their re-election chances. Moreover, fiscal data disclosed could not be communicated to voters and the opposition showed a relatively higher avoidance against fiscal disclosure. The authors conclude that the electoral system is a dominant factor in shaping the final effect of transparency given its influence on the structure of political incentives.  相似文献

Understanding the behaviour of the elected representatives at the beginning of the transition period in former Communist countries provides an insight into some of the first freely elected parliaments after decades of authoritarianism. The role perception grasps the essence of how MPs position themselves in their decision-making process in a fuzzy institutional setting. By relying on the sole established institutions for that period (that is, political parties), this article tests to what extent the party type and size explain role orientations of the MPs in terms of delegates (from the party), trustees, and politicos. Using a dataset that includes over 600 MPs from four parliaments, this cross-national analysis reveals that MPs belonging to newly emerged and rather small parties are more likely to be party delegates compared with their colleagues.  相似文献

This paper ponders the question of whether Members of Parliaments' (MPs) previous experiences and personal attributes may have any impact on the way they behave once elected. In agreement with a recent stream of literature, the authors hypothesise that MPs with strong territorial roots might behave as agents of the local community, promoting its interests and demands in their parliamentary activity. The assertion that individual biographies influence legislative activity in parliamentary democracies runs counter to the commonly held view that in this kind of institutional setting, legislative assemblies are dominated by parties, leaving little room for individually oriented behaviour and little incentive to do anything that is not coordinated by party organisations. The article builds an original ‘index of localness’, the main independent variable, based on the place of birth and previous political experience at local level of MPs. Then, taking into account territorially targeted Private Members' Bills as a proxy for the territorial behaviour of each legislator, the hypothesis is tested by looking at both aggregate evidence and individual-level data. Aggregate data support the hypothesis, as they show a monotonically increasing relationship between the two variables: the more a legislator is linked to his/her territory, the more (on average) he/she will sponsor bills concerning the local area. Individual-level data confirm this finding, as the correlation between the two variables also holds when entering a number of control variables.  相似文献

In parliamentary systems, why do party groups of the government camp initiate their own bills instead of going through the cabinet? This article suggests that such governing party group bills occur for three reasons: (a) cabinets hand out bills to the parties on the floor; (b) party groups or MPs want to signal to constituencies; or (c) parties on the floor are dissatisfied with cabinet policy making. Arguing that the absolute and relative importance of these explanations varies with institutional context, country-specific hypotheses with regard to the number of governing party group bills in Germany are tested. As expected, mechanisms (a) and (c) are especially important in explaining the occurrence of governing party group legislation in Germany.  相似文献

This article details the distinctive style and political commitments that Green members of parliament (MPs) bring to representative democracy in Australia. Based on in-depth interviews with 16 sitting federal and state Green MPs, it examines the extent to which the political culture, grassroots organisation and values of this left-libertarian party influence the parliamentary role orientations and legislative behaviour of its MPs, and how this fits with existing research on parliamentary representatives. The analysis reveals mixed results: while the legislative priorities and representative focus of MPs appear to be influenced more by previous social movement and parliamentary experience rather than overarching party orientations, the party's culture has had a strong impact on MPs' views regarding issues of conscience and their style of representation. Drawing on the comparative experience of Green parties throughout Western Europe, this article utilises the prism of role orientations to assess the conflicting imperatives Australian Green MPs face in staying true to their movement origins while their party becomes increasingly professional and influential in the parliamentary arena.  相似文献

Party caucuses are increasingly important to members' allocation of time. This article reports findings from new data on the minutes, frequency, timing, and attendance of House party caucus meetings. I argue that the party caucuses increasingly affect political and policy information flows to members. This growing party coordination has resulted in a greater bonding and shared strategic information among rank‐and‐file copartisans. This research also contributes to the party effects literature. Earlier research on congressional partisanship has used roll‐call data to measure both member preferences and party effects. I investigate whether or not members' attendance at party caucus meetings immediately prior to key congressional votes imposes partisan cohesion beyond members' preferences. The results indicate that party coordination contributes to greater congressional party unity on key floor votes at both the bill and member level controlling for members' ideological preferences. This party coordination effect occurs even during a period of high intraparty preference homogeneity.  相似文献

Does the German mixed electoral system produce two types of representatives – MPs elected in the district who aim primarily to represent the interests of their constituencies and list MPs who are primarily loyal to their party or seek to serve ‘functional’ interest groups? The paper addresses this controversial question in two steps. It first uses sequence analysis in order to discover empirically just how prominent the exclusive ‘path into the Bundestag’ actually was by way of either the party list or the electoral district. The empirical basis is a data set covering all 3581 members of parliament from 1949 to 2009. Secondly, after having identified MPs with clear district or list careers, the paper replicates a study on committee membership asking whether district MPs sat more often in committees that are of relevance for their districts while list MPs more often sit in so-called ‘policy’ committees. The paper finds no evidence for a clear ‘mandate divide’ between MPs elected in a district and those numerous MPs entering parliament via the party list but also contesting a district.  相似文献

This paper considers the relationship between the growing dominance of career politicians in the Australian federal legislature and models of party organisation. Using data on MPs in the Australian federal parliament, this study maps changes in models of party organisation to the occupational profiles of MPs between 1949 and 2007. The findings show a correspondence between the phenomenon of cartelisation and the appearance of legislators whose previous occupation was in the political sphere. The authors suggest that there is a relationship between different modes of party organisation and both the supply of candidates and the demand-side factors influencing party selectors. The paper concludes that theories of recruitment should include a greater emphasis on models of party organisation to explain better the uniformity of recruitment outcomes across advanced democracies.  相似文献

A survey concerning intrusive/aggressive behaviours towards MPs was administered at Westminster, and in Queensland, New Zealand and Norway. Follow-up interviews were conducted with a sample at Westminster. This paper examines the experiences and associations of the 239 Westminster responders, of whom 81% had experienced intrusive/aggressive behaviours, 18% been subject to attack/attempted attack, and 53% stalked or harassed. Being stalked and subject to certain types of intrusive/aggressive behaviour were associated with younger age and being in the Commons five years or less, but serious incidents were more common in those who had been MPs for longer. There were no associations with brief periods of harassment. Some differences with party and constituency type emerged. Mental illness was prominent amongst perpetrators. Motives predominantly concerned personal grievances. Significant proportions of MPs suffered psychological ill-effects, necessitating inconvenient behaviour changes. Internal consistencies in these results and similarities to other sites are explored, and their implications discussed.  相似文献

Twitter, a microblogging site which allows users to deliver statements, thoughts and links in 140 characters to followers as well as a wider Internet audience, is the latest online communications technology adopted by MPs. Assessing the use by early adopters, this article considers which MPs are most likely to use Twitter (for example, tweeting), and how. Content analysis of MPs' Twitter feeds was conducted, and personal and political characteristics identified which may influence use. The data suggested that of the six characteristics tested, gender, party and seniority had most impact on adoption. Applying Jones and Pittman's 1982 typology, there is clear evidence that MPs use Twitter as a tool of impression management. Constituency service is a secondary function of the use of Twitter by MPs. Where MPs use Twitter as part of their constituency role it is to promote their local activity. This article notes that a small group of MPs use Twitter as a regular communication channel, but most are only occasionally dipping their toe into the microbloggersphere.  相似文献

This article explores the impact of federalism on national party cohesion. Although credited with increasing economic growth and managing conflict in countries with diverse electorates, federal forms of government have also been blamed for weak party systems because national coalitions may be divided by interstate conflicts. This latter notion has been widely asserted, but there is virtually no empirical evidence of the relationship or even an effort to isolate and identify the specific features of federal systems that might weaken parties. In this article, I build and test a model of federal effects in national legislatures. I apply my framework to Brazil, whose weak party system is attributed, in part, to that country's federal form of government. I find that federalism does significantly reduce party cohesion and that this effect can be tied to multiple state‐level interests but that state‐level actors' impact on national party cohesion is surprisingly small.  相似文献

Does representatives' legislative activity have any effect on their electoral performance? A broad theoretical literature suggests so, but real‐world evidence is scarce as empirically, personal and party votes are hard to separate. In this article, we examine whether bill initiation actually helps MPs to attract preference votes under flexible list electoral systems. In these systems, voters can accept the party‐provided rank order or vote for specific candidates, which allows a clear distinction between personal and party votes. The empirical analysis uses data on bill initiation by Belgian MPs in the period 2003–2007 to explain their personal vote in the 2007 elections. We find that particularly single‐authored proposals initiated shortly before the upcoming elections are associated with a larger personal vote.  相似文献

Legislative recruitment patterns are an important study in the field of political science, given their consequences for the practice of parliamentary government. The Australian parliament is a bicameral legislature, including a powerful elected upper chamber. This article details the pre-parliamentary party backgrounds of Australia's two major parties, the Australian Labor Party (ALP) and the Liberal/National Party coalition (LNP) in the 39th Australian Parliament (1998–2001). It is hypothesised that the pre-parliamentary backgrounds of Upper House major party MPs are dominated by central party experience, while the party experience of Lower House MPs is more significantly localised. It is further hypothesised that these differences in pre-parliamentary backgrounds will remain constant when the respective parties are evaluated individually. This appears something of a paradox given that one would expect central party activists to prefer a legislative career in the lower house, affording them greater ministerial opportunities. The causes of such deviations from expected background distributions amongst legislators is explored. Contrary to traditional findings, upper house MPs are highly partisan, performing functionary roles to assist their lower house colleagues secure re-election. Strong senator partisanship is reflected in the non-parliamentary practice of major party senators. Such partisanship is a consequence of party selection methods, the electoral system and pre-parliamentary party backgrounds, not necessarily the uniquely powerful Australian Senate. It is therefore significant in the Australian polity and may have consequences for less powerful and/or unelected upper chambers in other bicameral parliaments.  相似文献
