Research has suggested that lesbian, gay, bisexual and transgender (LGBT) young people are “at-risk” of victimization and/or legally “risky.” Relatively few studies have examined the social construction of risk in “risk factor” research and whether risk as a concept influences the everyday lives of LGBT young people. This article reports how 35 LGBT young people and seven service provider staff in Brisbane, Queensland, Australia perceived LGBT youth–police interactions as reflecting discourses about LGBT riskiness and danger. The participants specifically note how they thought looking at-risk and/or looking risky informed their policing experiences. The article concludes with recommendations for improving future policing practice.  相似文献

Trust is critical in ensuring public co-operation with police and in turn building police legitimacy. Trust has been regarded as especially critical when police have sought to develop more positive interactions with diverse groups. Understanding how police officers perceive others and how this shapes trust in members of diverse groups is still developing. This study contributes valuable information regarding police perceptions of trust in minority group members; an area under-researched in policing studies, particularly in an Australian context. To understand how police recruit perceptions of socialization, interaction, and living and work choices affects their perceptions of trust in diverse groups of people, data were collected from a population of Police Recruits and Protective Service Officers (N = 1609) during pre-service awareness training. These were used in a Stepwise OLS model to ascertain opinions of trust in people distinguished by diverse identities. The results show socializing, and experiencing positive interaction whilst socializing with people from diverse groups, and the age of the participants, has a significant impact on the perceptions of trust police recruits have in members of diverse groups. However, this may not be enough to uphold positive levels of trust over time.  相似文献

Police legitimacy is crucial to the maintenance of law and order in any society. In communities marred by high instances of societal manifestations of dysfunction, tenuous legislative frameworks, poradic implementation, and dismantling of crime fighting strategies, there is greater emphasis placed on quick-fix crime fighting solutions and policing initiatives. The focus is placed primarily on what police officers are mandated to do as opposed to practical applications underscored by systematic hindrances to professional practice. Examining interview data from a pilot study on police fear of crime in Trinidad and Tobago, this study is intended to explore connections between police perceptions about personal powerlessness and the exercise of state power. Here we examine the discourses of N = 12 senior police officers with an average of 22.83 years of service to attain a preliminary understanding of instances presenting a conflict between professional practice and perceptions of self-preservation. The findings suggest a need for officers’ constant consideration of the repercussions of professional competence and the need for continued navigation of blurred constructions of police legitimacy and subjective determinants of criminality against a backdrop of acknowledged personal powerlessness.  相似文献

Recent UK media reports have often portrayed Muslim communities in a negative light (Allen, 2010). Indeed, the frequent media focus of Muslim's being arrested for counter-terrorism offences have been reported in great length. Yet the Muslim community remains diverse and is one of the longest established UK communities within Britain. However, previous studies show that there remains a tense relationship with the police and Muslim communities (Awan, 2011) with negative attitudes held by many young British Muslims towards the police (Kundnani, 2009), and indeed negativity remains stronger from young people from minority ethnic communities. The focus and aim of this research was to gather perceptions from the Muslim community in Birmingham as regards whether they would choose or recommend a career within the police service. Thus the objective for the study was to try and get a better understanding of Muslim perceptions about police recruitment.This article reports on the findings and implications of a small-scale study conducted in 2011 comprising of interviews with two Muslim groups namely the Bangladeshi and Pakistani communities from Birmingham (in the UK), where 20 people were interviewed in four groups consisting of (5) participants. The categories included Young People (aged between 15 years and 18 years); Community Leaders; Mosque Representatives and Female Groups (aged between 18 years and 30 years) which aimed to identify and gather the views of Muslim communities in respect to their views about choosing a career with the police service. Analysis revealed that the Muslim community responded in a fairly homogeneous way: they had a lack of trust towards the police and also issues were raised about the legality of counter-terrorism policing operations; a perception that the police service were a racist organisation and that the police had failed to engage with the Muslim community in Birmingham which had left a negative experience of Muslim communities and the police.3 Recommendations to improve the image and recruitment into the police service include more pro-active work with local communities and the use of community policing as a means to reach out to otherwise ‘hard to reach groups’.  相似文献

Community-oriented social capital strategies and punitive-oriented policing approaches conflict. Establishing local networking initiatives with community-oriented policing at the centre lends itself to an assets-based policing approach, based on honouring, mobilizing and extending the assets of community members. Scholars argue about the need for comparative research on convergences and divergencies across subcultures on the streets and communities. Based on qualitative data gathered from working class communities in Scotland and Denmark in 2014, the article draws inspiration from community-generated theory of social capital to explore the micro-sociology of experiences and understandings about community–police integration policy initiatives. We use this perspective to argue that the building of positive inter-generational and police–community relationships is the result of social exchanges and officers’ use of what we call ‘constructive investment strategies’. Ironically, our insights from Scotland to Denmark also suggest what appear as positive achievements of community policing may instead intensify residents’ negative perceptions of police officers and organizations. In this way, the article illuminates the tangled and conflicted nature of these embedded symbolic interactions, social capital formations and the latter’s form as a potential positional and ‘tribal’ commodity.  相似文献

Citizen police academies (CPAs) are popular programs developed by police departments with the twin goals of educating the public about law enforcement and improving police-community relationships. Citizen police academies can help law enforcement agencies by providing them with graduates who may support police departments through volunteering, crime reporting, advocacy, and crime prevention. CPAs may aid citizens by providing them with opportunities to work with the police to make their communities safer. During the course of the citizen police academy, not only will participants have opportunities to learn more about the police depar'tment and their communities, but they may be given opportunities to patrol with police officers, solve mock crime scenes, or attend moot court. This study examines citizen police academies in Tennessee and provides an exploratory investigation of the programs and its participants. Data obtained from 31 police departments indicate CPA programs with more than a 20 year history in Tennessee. Results of a pretest and posttest of 4 citizen police academies’ participants found that attending these programs significantly and positively changed participants’ familiarity with the police chief, local law enforcement, community crime, and the criminal justice system.  相似文献

The purpose of this study is to compare a specialized community-oriented policing (COP) unit to a reactive unit on officer perceptions of public contact and officer perceptions of job performance. We also compare bicycle patrol officers to motor vehicle patrol officers within these units. Using a static group comparison design, questionnaires were distributed to officers within the Toronto Police Service (n = 178). Bicycle patrol is associated with more contacts with the public and higher rates of proactive policing when compared to motor vehicle patrol and bicycle officers are more likely to rate higher on several measures of crime control. Officers with a COP mandate engage with the public for a wider variety of reasons compared to those with a reactive mandate, and are more likely to rate higher on perceptions of performing job duties in a procedurally just manner. This study demonstrates the value of a specialized COP unit that includes bicycle patrol in achieving tenets of COP. It contributes to the literature on COP and the use of bicycle patrol in law enforcement by presenting the perspective of the police officer.  相似文献

This study explores the public perception of a community in Britain, towards a police constabulary in the UK. The study sought to explore how the levels of satisfaction between Black and Minority Ethnicities (BME) and non BME communities towards this police force in the UK. Using a mixed-methods approach, data was obtained by the use of self-completion questionnaires of 112 participants in an area in the UK and the use of a total of 31 semi-structured interviews. The findings show that participants questioned police competence, the duty of police officers, policing conduct in relation to investigations, experiences of prejudice and expectations communities have of the police. The results for this study showed that there is some support for the idea that the perception of the police during the first contact with a member of the public is likely to be the most powerful predictor of future opinions on the police. This comes from the idea that the public are concerned not only with what the police do in the community, but how they do their work. Finally, as the current study is concerned with policing the local communities, it is important to remember that members of the community will respond positively to being included in police procedure deliberations and audits. The findings suggest that there is still much work to be done by the police service in order to improve the relationship with the communities that they serve. We argue much more emphasis should be placed on community work and increased engagement with younger people in schools and the wider general public.  相似文献

Growing attention to the unique ways in which women of color’s bodies are racially profiled and policed has prompted questions concerning gender-specific impacts of law enforcement practices. Arrest statistics, patterns of enforcement, and high-profile cases of police violence against Black women and other women of color suggest that gaps in policy and implementation will disproportionately affect women of color. In the current research, the policies of 36 police departments across the country were examined to ascertain the degree to which they address profiling, police sexual misconduct, and other gendered experiences of policing. The findings reveal considerable divergence in attention to regulating police behavior in the context of interactions with women and lesbian, gay, bisexual, and transgender (LGBT) people, exposing important gaps in police policies, and highlight a need for further research and action specifically focused on intersectional factors at play in the context of policing women’s bodies.  相似文献

Abstract

The two core elements of community policing are community partnership and problem solving (Rosenbaum, 1994). A major challenge that continues for proponents of community policing is developing and evaluating programs in areas with diverse ethnic groups. While many agencies have successfully developed community policing programs, empirical evaluations of community policing are scarce in areas that include a variety of minority groups. This research explores the effectiveness of community policing by examining citizen satisfaction with local police. Analyses are conducted with data from the Bureau of Justice Statistics on Criminal Victimization and Perceptions of Community Safety in 12 United States cities. The results indicate that Whites and Hispanics have the most positive perceptions of police, while Blacks, Eskimos, Asians, and Pacific Islanders have negative perceptions of police.  相似文献

Much of the information regarding community policing is based upon research conducted in large urban areas. In contrast, this article utilizes survey data to examine resident perceptions of community-policing practices in a small southern town. Low response rates from minority citizens, along with the negative impressions reported by minority participants, point to race as a major concern. Black respondents are less willing to trust the police, express greater dissatisfaction with the police, and grade the police significantly lower than do white participants. Interestingly, community-policing measures do not appear to enhance perceptions of the police. Suggestions for future research are offered.  相似文献

Many have suggested police diversity will improve police-community relations, but research testing this hypothesis is inconclusive. We investigated perceptions of police race, ethnicity, and diversity in a heterogeneous sample of prospective police officers. Data are drawn from interviews with 42 criminal justice college students in the Southwestern United States, of which 15 were Hispanic, and who each wanted to become a police officer. Participants supported diversity in policing, and collectively expressed a belief that race plays a central role in policing today. Furthermore, participants expressed support for the ideals of both passive and active representative bureaucracy. Hispanics in the sample in particular anticipated they would positively affect police relations in Hispanic neighborhoods and encourage immigrants to cooperate with police.  相似文献

Despite the prominent role that procedural justice has taken in policing research, we know surprisingly little about police perceptions of procedural justice as an effective tool in their encounters with members of the public. In this study, we start with a focus on the perceptions of police recruits in a major police service, exploring their perceptions of procedural justice and its role in policing. Using data from a questionnaire of 450 police recruits in the early stages of their initial training, we find that orientations supportive of procedural justice significantly predict reported intentions to use procedural justice approaches in interacting with others, as well as the prioritization of procedural justice responses to a typical policing encounter (traffic violation). We also find that belief in an obligation to obey the law is significantly associated with perceived procedural justice outcomes. We argue that early supportive orientations towards procedural justice may be important in understanding police officers’ future interactions with members of the public, promoting positive evaluations of justice among citizens, and minimizing the risk of coercive encounters involving officer use of force.  相似文献

Police body-worn cameras have been advanced as a solution to disparate perceptions among the citizenry, public officials, community leaders, and the police themselves in the highly contested arena of police-citizen encounters. As with previous innovations in policing it is important that programs or policies developed for street-level application be planned in advance, and the opinions of police officers should be understood prior to implementation. This study provides survey responses from police officers in Buffalo and Rochester regarding their perceptions of body-worn cameras. Survey items were borrowed from prior research in Phoenix and Los Angeles. It also included items intended to measure the officer’s opinions about examining camera images prior to writing a report, an issue that is the subject of some disagreement among policy makers. Findings suggest similar attitudes toward body cameras not only among Buffalo and Rochester police officers, but also with police officers in other agencies. Almost all respondents agree or strongly agree that police officers should have the ability to review body camera images prior to writing a report. The policy implications of this finding are discussed.  相似文献

Abstract

In this paper, we use responses from a 1998 Office of Community Oriented Policing Services (COPS) and Bureau of Justice Statistics (BJS) survey to investigate how the concept of community policing and the individual strategies associated with this public safety policy shape African American, Latino, and white perceptions of police officers. Community policing exerted differential effects on Latino, African American, and white perceptions of the police. Despite intentions to improve police-minority relations, community policing most strongly and positively affects whites' perceptions of neighborhood police. Both the public pronouncement and actual tactics of community policing had a greater impact on white perceptions of the police than they did for Latino and African American views toward the police, even though community policing also fulfills its promise to reduce tensions between the police and racial and ethnic minorities. Understanding the differences among African Americans, Latinos, and whites is critical to the evolution of community policing policies. Recognizing the importance of these differences, instead of adopting a “one size fits all” approach, puts the police and community members in a position to better realize the potential benefits of community policing.  相似文献

ABSTRACT

Racial bias afflicts police practices across the globe. Police discrimination against and mistreatment of racial and ethnic minorities is indeed difficult to underestimate. While much attention has been thus paid to racially biased policing, fewer studies examine the question from the reverse angle, namely how the police themselves combat racist offences. This article offers empirical insights into the policing of racial hatred in Sweden, a relevant yet relatively understudied case. Drawing on interviews with police officers and crime investigators, I discuss law enforcement perspectives, e.g. perceptions and reasoning in relation to the investigation of racist offences. Findings evince a rather narrow approach as regards the constructions of racist motive that involves a relatively restricted use of bias labelling in identifying hate incidents, especially when the boundaries of racial hostility are perceived as blurred. I argue that while such an approach may reflect a legitimate effort to demonstrate the existence of a motive behind an offence, it may also lead to an underestimation of more mundane forms of racism and their harms inflicted upon racialized individuals and communities. The results have implications for ‘recognition’ and ‘belonging’ as benchmarks of democratic policing, and ‘the promise of inclusion’ associated with combatting hate crimes.  相似文献

Abstract

This paper presents the results of a survey evaluating the views of 1322 residents of York, UK around their perceptions and attitudes towards crime, their local area, and the police with the aim of understanding the main factors affecting public confidence within the city. The study uses Structural Equation Modelling to develop several models which are evaluated to examine whether differences in public confidence in the police exist across disparate local communities with varying degrees of neighbourhood perceptions. The results indicate that even in a relatively small city such as York, the factors which most affect an individual’s views of the police can vary wildly depending on an individual’s perceptions regarding their local area. The results suggest that policing strategies aimed at improving public confidence must be altered depending on the views residents hold regarding their local communities.  相似文献

The negative impact of traumatic and other work-related stressors on the health of police officers is well-documented. Spiritual development is also commonly mentioned in the professional literature as an effective means of protecting officers from the ill-effects of policing, reportedly resulting in improved health and wellness outcomes. However, few empirical studies have been conducted to support claims regarding spirituality and police officer health. The present study investigated what types of spiritual practices police officers used, the relationships between spiritual effort and spiritual growth regarding various psychological and stress-related symptomatology, and whether differences in psychological and health outcomes existed between police officers engaging or not engaging in spiritual practice (N = 193). With one exception, the results do not support the notion that enhanced spirituality is associated with lower illness symptoms or perceived stress. Rather, opposing findings were demonstrated involving positive associations between spiritual growth and distress. Spiritual effort, however, was inversely associated with alcohol use, a behavioral-based coping mechanism. Implications of these findings are discussed, and suggestions for reconceptualizing police health and spiritual practices are introduced.  相似文献

There is tension between the core tenets of procedural justice and those of order maintenance policing. Research has shown that citizens’ perceptions of procedural justice influence their beliefs about police legitimacy, yet at the same time, some order maintenance policing efforts stress frequent stops of vehicles and persons for suspected disorderly behavior. These types of programs can threaten citizens’ perceptions of police legitimacy because the targeted offenses are minor and are often not well‐defined. Citizens stopped for low‐level offenses may view such stops as a form of harassment, as they may not believe they were doing anything to warrant police scrutiny. This paper examines young men’s self‐described experiences with this style of proactive policing. Study findings highlight that order maintenance policing strategies have negative implications for police legitimacy and crime control efforts via their potential to damage citizens’ views of procedural justice.  相似文献

This study examined whether indicators of compromised police legitimacy explained variations in violent crime within New York City police precincts from 1975 to 1996. Integrating models of urban cultural attenuation and procedural justice, the study hypothesized that variations in patterns of police misconduct and over/under policing (the indicators of police legitimacy) would predict variations in violent crime rates of communities characterized by concentrated structural disadvantage. Using a panel design and controlling for the relevant ecology of crime factors and spatial autocorrelation, the study found that in communities characterized by high disadvantage, incidents of police misconduct predicted variations in violent crime; in communities characterized by extreme disadvantage, both indicators of compromised police legitimacy (misconduct and over policing) predicted variations in violent crime. The study found no significant relationships between the indicators of police legitimacy and violent crime in communities of low disadvantage. Findings support emerging arguments that emphasize the importance of formal institutions of social control in the most structurally disadvantaged communities (that is, those often subjected to cultural attention) and suggest implications for the ecology of crime model and police accountability.  相似文献
