From a discipline without a subject to a subject without a discipline.

This article suggests an approach to the classical issues of the public administration theory, through the so-called new institutionalism. It argues that public policies could be taken by public administration theory as a new object of study, which this theory has gradually lost in the past. Nevertheless, whether the policy sciences can be useful1 or not to develop public administration as a discipline depends on the theoretical bridge offered by the new institutional approach. To propose how and why is the main objective of this article, based on the Mexican academic debate.     

我国应当建立“和解不起诉”制度

相对于犯罪人而言,被害人是弱者。如果能够使被害人从被犯罪人欺辱的状态,变为教育挽救加害者的力量,才能认为被害人已经成为强者。我国现行的《刑事诉讼法》仅赋予被害人“准当事人”的法律地位。实践证明,司法权包揽的刑事诉讼实际效果并不理想;“暂缓起诉”是在法律规定之外由检察院设定了“考察权”,有违“法律面前人人平等”的原则。和解不起诉有利于对加害人、被害人的双向保护,足以促使犯罪嫌疑人真诚悔罪,以和解不起诉终结案件,有利于建设和谐社会。     

营造和谐周边构建和谐世界

2005年9月,胡锦涛主席在联合国成立60周年首脑会议上发表了《努力建设持久和平、共同繁荣的和谐世界》的演讲,向世界传递了中国渴望和平发展,并希望与世界各国共同建设一个和平、繁荣、和谐世界的意愿.     

Designing a secure Iraq: a US policy prescription

The third Western attempt at regime construction in Iraq is now underway. Western plans to rebuild the Iraqi state will fail again if they ignore the real roots of Iraqi insecurity: its geopolitical weakness. The preoccupation with designing a new constitution ignores the historical evidence of the 1930s and 1950s that it is bound to fail. Surrounded by far larger powers such as Turkey and Iran, Iraq desperately needs long‐term commitments of arms and allies. While de‐garrisoning is a vital part of the regional peace puzzle, an insecure Iraq destabilises politics in Baghdad and fuels arms competitions. Thus the USA and UK must intercede on Iraq's behalf and help to resolve the long‐standing disputes over the unfair division of the Shatt al‐Arab with Iran, and access to sea arrangements with Kuwait. If Iraq is permitted to drift away a decade after reconstruction, its regime will again fall.

卡斯特罗是古巴人民衷心爱戴的领袖,是中国人民熟悉和敬仰的老朋友。卡斯特罗以古巴国务委员会主席兼部长会议主席身份对陕西的访问, 使我们有机会一睹这位共产主义战士的魅力与风采。那是十年前的往事了。1995年12月2日下午,卡斯特罗结束了在北京的国事访问,在我陪同团团长、国家计委主任陈锦华的陪同下乘专机抵达西安,开始了他对陕西为期两天的参观访问。
