Abstract

It is posited here that the coalition imperative of holding the alliances together just to keep in office leads to behavior that is not altogether ethically acceptable. This is not to say that all coalitions are bad by definition; they are not. The issue is: how many partners and what the minimum understanding among them are ideal to run the government? It is suggested that a large and unprincipled coalition on the one hand would debilitate a government, and on the other lead to political corruption and even blackmail. Contrarily, a smaller number of parties with some affinity in ideology and a common purpose would be beneficial for a stable democracy. To glean some insights, the United Progressive Alliance coalitions cobbled together by the Congress Party Prime Minister Manmohan Singh in 2004, and consequent to the 2009 elections, are studied here.  相似文献

Developing countries have limited control over the distributional and substantive dimensions of international institutions, but they retain an important stake in a rule-based international order that can reduce uncertainty and stabilize expectations. Because international institutions can provide small states with a potential mechanism to bind more powerful states to mutually recognized rules, developing countries may seek to strengthen the procedural dimensions of multilateral institutions. Clear and strong multilateral rules cannot substitute for weakness, but they can help ameliorate some of the vulnerability that is a product of developing countries’ position in the international system. This article uses the contemporary international politics of intellectual property rights (IPRs) as a lens to examine North-South conflicts over international economic governance and the possibilities of institutional reform. Lacking the power to revise the substance of the World Trade Organization’s Agreement on Trade-Related Aspects of Intellectual Property Rights (TRIPS), developing countries, allied with a network of international public health activists, subsequently designed strategies to operate within the constraining international political reality they faced. They sought to clarify the rules of international patent law, to affirm the rights established during the TRIPS negotiations, and to minimize vulnerability to opportunism by powerful states. In doing so the developing countries reinforced global governance in IPRs. Ken Shadlen is lecturer in development studies at the London School of Economics. Technology Trade     
This study addresses the question of why some countries import more research and development-intensive goods than others. Using a panel data set of 80 countries for the period 1970–1995, results indicate that domestic investment, foreign direct investment and the quality of intellectual property rights systems positively affect technology imports. However, the higher the percentage of the workforce with primary studies, the lower technology imports are. Moreover, intellectual property rights tend to reinforce the positive role played by foreign direct investments in importing technology while the ability of imitation reduces the effect of intellectual property rights.  相似文献

The role of the state is changing under the impact of, for example, globalization. The changes have been variously understood as the new public management (NPM), the hollowing–out of the state and the new governance. This special issue of Public Administration explores the changing role of the state in advanced industrial democracies. It focuses on the puzzle of why states respond differently to common trends.
This introductory article has three aims. First, we provide a brief review of the existing literature on public sector reform to show that our approach is distinctive. We argue that the existing literature does not explore the ways in which governmental traditions shape reform. Second, we outline an interpretive approach to the analysis of public sector reform built on the notions of beliefs, traditions, dilemmas and narratives. We provide brief illustrations of these ideas drawn from the individual country articles. Finally, we outline the ground covered by all the chapters but we do not summarize and compare their experiences of reform. That task is reserved for the concluding article.  相似文献

ABSTRACT

This article highlights the objective of the special issue which is to understand the status of public administration in six profiled countries – Egypt, Jordan, Lebanon, Libya, United Arab Emirates (UAE), and Turkey – in the Middle East and North Africa (MENA). The special issue explores public administration as a concept—the diversity of guiding general principles that determines how governments administer the affairs of state in the context of their governance frameworks—and as praxis—the diversity of public administration structures, procedures and practice, and reform initiatives. It is evident that the countries profiled have adopted a mode of public administration and governance that mirrors its history, and its cultural, geo-political, socio-economic, and conflictive environments. In this context, the editors hope that the articles presented in this special issue will contribute to advancing the public administration literature in MENA.  相似文献

This paper provides a broad introduction to the special issue and examines the main contours of regional governance in the Asia Pacific. It suggests that prevailing theories of regional co-operation in the Asia Pacific fail to pay due heed to the manner in which regional integration is rooted in domestic coalitions, economic strategies, and state forms that prevailed in the boom years of the 'Asian Miracle'. The paper then goes on to argue that the collapse of the developmentalist project has given way to the new regulatory state, which in turn spawns new forms of regulatory regionalism that place a heavy accent on policy co-ordination and harmonisation.  相似文献

Where hiv/aids is concerned, the twin goals of ‘zero new infections’ and an ‘aids-free generation’ are now, due to advances in treatment (and treatment as prevention), a realistic possibility. However, these goals can only be achieved through the scaling-up of treatment to the point of universal access. It is inevitable that the success of any scaling-up will be predicated on cost, particularly of hiv/aids medicines. This article argues that recent changes in the global intellectual property landscape—effected by way of bilaterally- and plurilaterally-negotiated trade agreements initiated by developed countries—jeopardise the target of universal access. Enhanced protection of international intellectual property rights increasingly poses a threat to the development of, and international trade in, generic medicines. Unless developing countries move to reinvigorate moribund multilateral institutions, particularly the wto, they will lose control of the intellectual property agenda, and thus the ability to impose an alternative vision regarding universal access.  相似文献

This paper offers a contribution to recent debates on European Union (EU) external trade and development policy, with a specific focus on the African, Caribbean and Pacific (ACP) group of countries. The question asked is why the EU encountered such difficulties in the attempt to translate its normative preferences for freer trade and closer economic integration into a series of binding agreements? Drawing on both economic constructivist and historical institutionalist insights, it is argued that the case for reform initially rested on a strong convergence between institutions and ideas, enabling the EU to discursively present desired policy reforms as necessary to satisfy World Trade Organisation trade rules. However, in due course, the institutional dynamics behind the latter began to diverge from the EU's policy preferences and blunt its norm-based argument – thus creating the space for transnational coalitions to, first, question and, ultimately, undermine aspects the EU's trade and development prospectus for the ACP.  相似文献

The objective of this special issue of the International Journal of Public Administration I understand is to focus on the shift we see in Latin America toward what is described as free market policies, and political democracy, and how this is coming about through a process of critical thinking about their future and their special role in the world economy. This is a laudable objective and one which hopefully will result in gaining deeper understanding for the highly developed countries of the realities of Latin America as well as their genuine needs for their long term viable development.

This initial article will diverge from the regular format of learned articles in this special issue, as it will summarize some of the main points of a book from which it is extracted. The purpose is to give a perspective which often goes unnoticed, that is, a vision of economic development from the perspective of the countries of South (Latin America) looking North (highly developed countries). This perspective takes into account as well as sociocultural/ecological considerations and exposes a number of long term concerns which the conventional economic approach to development of the North has not as yet been successful in incorporating. The purpose is to provide food for serious thought regarding our present concept of progress and development for Latin America in the long term and to consider how this approach is closely tied to the role of international business and government policy in the region.  相似文献

This article takes issue with two assumptions associated with the permanent return migration of ethnic Greeks and ethnic Germans from the former Soviet Union. It suggests that their return has turned out to be less ethnically motivated than policy makers have assumed and that many returnees, immigrating permanently as fully fledged citizens, continue to retain elements of circularity in their lives, of different nature and intensity. Both returnee groups experience varying degrees of social and economic exclusion and this might explain why some members maintain links with their area of origin. Adopting a comparative approach, this article draws on insights from ongoing fieldwork, with particular focus on interviews with return migrants in both countries.  相似文献

Both leadership and public value are increasingly seen as concepts highly relevant to public administration, not only because of complex societal challenges but also as ways to address pluralistic interests in society. This article explores in detail the varied conceptualizations of public value and of public leadership. Furthermore, we argue that political astuteness provides an important conceptual linkage between leadership and public value, enabling actors to read, understand and foster coalitions around diverse and sometimes competing interests. In this introduction to the symposium, we analyse the different conceptualizations of public value, of leadership, and also show how the six articles explicitly or implicitly draw on the linking concept of political astuteness. The term “coalition against terror” is commonly used, but is fundamentally misleading. Multiple coalitions against terror exist in different issue areasincluding military, financial, law enforcement, intelligence, and reconstruction. These coalitions are independent of each other, and yet inextricably linked, both enabling and constraining each other's actions. Actions taken by the military coalition can undermine the intelligence coalition, for example, by destroying documents and other information during attacks. Overlapping membership may also cause challenges, for countries who disagree with the approach of one coalition many restrict their cooperation with the others. A successful counterterror strategy must account for the interactions of the various coalitions, understanding how actions taken in one area may cause tradeoffs and unintended consequences in others.  相似文献

The contemporary forces impacting teachers and teaching are capable of becoming an overwhelming, uncontrollable wave of disaster or an opportunity for proactively redesigning teaching at a higher level of commitment, performance, and relevance to make and shape critically important intellectual and societal contributions for the future. This symposium aims to galvanize the teachers in post-secondary education to reject the deadly viruses of reactive fear, credentialed complacency, and intellectual rigidity in their current stages and replace them with proactive options, alternatives, and designs.

More specifically, this Introduction clarifies why the respective articles were commissioned to appear in this symposium based on the reasons, concerns, and observations that stimulated the Editor to pursue and design a symposium on teaching in the social sciences.

The concluding contention of this Introduction is that all teachers can, and must, influence the events in both their personal and professional lives by actively immersing themselves in the values, visions, and cultural anchors of their profession, discipline, craft, society, and belief systems. There is no doubt in the Editor's mind that the symposium presentations will add much substance that will help make all of us great teachers.

This paper is the introduction to a SCID special issue on “Global Pressures, National Response, and Labor Rights in Developing Countries.” We focus on the potentially conflicting demands that developing countries face from international institutions for better labor standards versus more labor flexibility. This is studied through a comparative analysis of four regions: Eastern Europe, Latin America, East Asia, and the Middle East. The major international institutions we examine are the International Labor Organization, International Monetary Fund, World Bank, bilateral and plurilateral trade agreements, and multinational corporations. This introductory paper presents a review of existing literature on labor standards and labor flexibility with particular focus on the role of international institutions in promoting the two processes and their impact on labor market outcomes. It also describes our project and its contribution to the debates, including a discussion of our main methodological innovation, namely, the construction of new indices for labor standards and flexibility. In empirical terms, it compares the indices across the four regions and provides an analysis of the impact of the indices on labor market outcomes.  相似文献

After sabotaging almost every privatization since the 1970s, the Argentine private sector suddenly began to support privatizations in 1991. While public choice approaches that stress the cost impact of policy can explain the anti-privatization behavior of the private sector prior to 1991, they are less successful at explaining this recent shift in behavior. This article explains this shift by focusing on political coalitions. By expanding (or reducing) the set of attainable outcomes, political coalitions shape the political choices of firms. Prior to 1991, the rent-seeking private sector led a huge multi-sectoral anti-privatization coalition that repeatedly preempted the Executive from privatizing. In 1991, this coalition disintegrated as a result of a reordering of economic institutions. Devoid of its traditional allies, the private sector chose to acquiesce to privatizations. Thus, political coalitions can be more important in shaping firm behavior than economic considerations such as the cost-impact of public policy or the size of rent markets. This article also explains why, in many countries confronting comparable anti-privatization coalitions, privatizations are likely to emerge with an unexpected mixture of competition-enhancing and competition-restricting policies. The relationship between property rights and development has always been a central concern for both theorists and policy makers. The growing role of information and communications technology in the economies of both North and South intensifies the salience of this issue. This commentary extends the discussion of the two visions of property rights that are introduced by Weber and Bussell (2005). In one, property rights are restructured along the lines pioneered by the open-source software community to create a “new commons” of productive tools; in the other, Northern corporations successfully defend their politically protected monopoly rights over intangible assets and even extend them through a “second enclosure movement” to an ever larger set of ideas, information, and images. Currently, the second enclosure movement remains dominant, but which of these visions is likely to predominate in the longer run depends on the interests and potential power of key actors and on the possibilities for alliances among them—not just Northern corporations, but Southern states and private entrepreneurs, as well. Peter Evans is professor of sociology and Marjorie Meyer Eliaser Chair of International Studies at the University of California, Berkeley. His research has focused on the comparative political economy of developing countries, particularly industrialization and the role of the state, as exemplified byEmbedded Autonomy: States and Industrial Transformation (Princeton: Princeton University Press, 1995). Public Administration has asked me to comment on the articles discussing recent developments in judicial review contained in this special issue. This is a most generous invitation, for which I would like to thank the editors, in particular Professor Michael Lee. This is a daunting task too. Before I attempt it, I wish to say that the following are the comments of an outside and foreign observer who had recently the opportunity to study the English legal system.
I propose to consider the questions raised in three parts; firstly, the manner in which the recent reforms have been introduced and their likely consequences; secondly, the practical effects of judicial review on the administration; and thirdly, the cultural, social and political factors that influence the shape and role of administrative law.  相似文献

This article serves as an introduction to this special issue of twq on ‘Debt and Development in the New Millennium’. It highlights the gaps in our knowledge about debt that the following contributions seek to fill and why this is important, both analytically and politically. In doing so, it discusses two core objectives of the special issue: first, to examine the role(s) that debt plays in mediating the underlying tensions of neoliberal-led development and its emphasis on market-led growth and poverty reduction schemes; and, second, to interrupt, contest and deconstruct the dominant economic representations and meanings of debt. Although the contributions draw on different theoretical frames to explore different features of debt across a variety of social spaces, a core hypothesis running through each article is that that there are additional complex and paradoxical dimensions to debt beyond what is represented by its common-sense economic meaning as an amount of money borrowed, voluntarily, by one party from another. This introductory article concludes by providing the reader with an overview of each contribution comprising the special issue.  相似文献

ABSTRACT

Autocratic governments make claims about why they are entitled to rule. Some autocracies are more talkative than others, but all regimes say something about why they deserve power. This article takes seriously these efforts by introducing and interrogating the concept of autocratic legitimation. After engaging in a definitional discussion, it traces the development of autocratic legitimation in modern political science by identifying major turning points, key concepts, and patterns of inquiry over time. Ultimately, this introductory article aims to not only argue that studying autocratic legitimation is important, but also to propose contexts, concepts, and distinctions for doing so productively. To this end, the article proposes four mechanisms of autocratic legitimation that can facilitate comparative analysis: indoctrination, passivity, performance, and democratic-procedural. Finally, the essay briefly introduces the five original articles that comprise the remainder of this special issue on autocratic legitimation. The article identifies avenues for further research and identifies how each article in the issue advances down productive pathways of inquiry.  相似文献
