Australia–Asia relations are inextricably bound up with the development of notions of statehood and citizenship. The argument advanced here is that the way a state acts within the international community markedly determines how it relates to its own citizens. Here we suggest that the continuing and politically resonant idea of Australia as a ‘middle power’ is a crucial thread that links the international and national dimensions of citizenship building. From the very beginning of Federation, the contingent sovereignty of the new Australian Commonwealth in the imperial order became necessarily entangled with debate over national political institutions and citizenship building. Long after the end of the British Empire, the notion of middle power politics has determined the nature and shape of citizenship building. These statecraft projects of ‘citizenship building’ are profoundly shaped, determined and reinforced by the institutions and policies of regional engagement. We explore this framework through three critical junctures of domestic and external policy: 1. the emergence of dominion status on the basis of a common racial and cultural identity within the empire in the first half of the century;

2. the developing notion of a good international citizen during the Hawke and Keating period;

3. the invocation of Australian values by John Howard.

Much of the Cold War took place in the Third World. The three works authored by Gregg A. Brazinsky, Winning the Third World: Sino-American Rivalry During the Cold War; Jeffry James Byrne, Mecca of Revolution: Algeria, Decolonization, and the Third World Order; and Jeremy Friedman, Shadow Cold War: The Sino-Soviet Competition for the Third World, are reviewed here and they provide historical details. A consistent theme that emerges is the importance of ideological factors in driving the events are discussed. It is also clear that the Third World states were not passive objects of pressure from great powers but had agendas of their own. These books provide useful material for theorists of international relations and policy makers.  相似文献

Representatives of Dutch organizations were traditionally given a chance to defend the interests of their members in the many boards, councils and commissions that together form the corporatist channel in The Netherlands. The harmony and welfare the Dutch population has enjoyed since the Second World War are ascribed in part to the work of these institutions. They helped to bridge political gaps of class and religion by building compromise and consensus. But advisory committees and councils have also been described as somewhat shady and essentially closed institutions, forming an iron ring around the departments that hampered necessary policy changes. In this article, based on case studies on the selection of members of committees and a survey of all members of committees advising the central government, we will explore to what extent committees can still be described as bastions of conservatism. We will briefly describe selection processes, sketch a portrait of committee members and compare some characteristics of committee members and civil servants of individual ministries.  相似文献

The education and training of international public managers is a powerful mechanism for policy learning and transfer. In a way similar to the globalization of MBA studies, which has contributed to the international diffusion of Western derived management concepts, a number of countries are investing in overseas training programs for their public servants to bring back international “know how” and good practice. Although this practice has been coterminous with the expansion of relatively easier and affordable international travel, policy learning activity in the area of administrative reform appears to have intensified.

Though largely undocumented, the UK has witnessed a sharp increase in the number of cohorts of Chinese civil servants arriving to enroll in short courses. Many of these courses are conducted outside the University system and are arranged and hosted by independent organizations. Despite this being a growth industry, the impacts are unclear and raise a number of questions, such as, what is being learned about UK public administration and how much of it is being transferred back to China? What is it about UK public administration that has particular appeal to China? Although training and development may have a multiple agenda, the assumption is that its primary purpose is to facilitate knowledge transfer. This article sets out to understand whether this recent trend constitutes an agent of international policy transfer between Britain and China. To do this, the article analyses the nature of policy learning from the UK within a cohort of senior Chinese public servants.  相似文献

Bosnia and Herzegovina is politically fragmented, and so is the memory landscape within the country. Narratives of the 1992–1995 war, the Second World War, Tito's Yugoslavia, and earlier historical periods form highly disputed patterns in a memory competition involving representatives of the three “constituent peoples” of Bosnia and Herzegovina – Serbs, Croats and Bosniaks – but also non-nationalist actors within BiH, as well as the international community. By looking especially at political declarations and the practices of commemoration and monument building, the article gives an overview of the fragmented memory landscape in Bosnia and Herzegovina, pointing out the different existing memory narratives and policies and the competition between them in the public sphere, and analyzing the conflicting memory narratives as a central part of the highly disputed political identity construction processes in post-war Bosnia and Herzegovina. The paper also discusses the question whether an “Europeanization” of Bosnian memory cultures could be an alternative to the current fragmentation and nationalist domination of the memory landscape in BiH.  相似文献

This article examines the impact of international conflicts involving the Muslim world upon Australia's multicultural society by studying the Howard government's responses to tensions between Islam and the West since September 11. Specifically, it surveys the Howard government's participation in the ‘War on Terror’, other aspects of Australia's foreign and security policies, including the relationship with the United States, the emergence of immigration and refugee flows as national security issues, and the subsequent impact of all this on multiculturalism and in particular on Australia's Muslim community. At a broader level, the article challenges the argument that foreign policy is inconsequential for social policy, intercommunal, inter-ethnic and inter-religious relations. The internalization of the ‘War on Terror’ has reinforced a negative portrayal of Islam and Muslims in Australia by blurring the dividing line between ‘Islam’ on the one hand and ‘extremism’ and ‘terrorism’ on the other. The evidence suggests that government statements and policies, more generally had provoked apprehension amongst a wide cross-section of the Australian Muslim community. A major finding of this article is that unless care is taken, it is not inconceivable that the hitherto harmonious relationship between Muslims and other sections of Australia's community could be unnecessarily endangered.  相似文献

The 2008 Georgia war represented a turning point in Russian foreign policy. It was for the first time since the dissolution of the Soviet Union when Moscow invaded an independent country and for the first time when two members of the Council of Europe fought against each other. A premiere for Russian post-Soviet foreign policy was registered in 2014 too. The annexation of Crimea represented the first incorporation of foreign territories by Moscow since World War II. These two events generated the West's protest and blatantly contradict Russia's proclaimed foreign policy discourse centered around the respect for states' sovereignty and equality of actors in the international system. Starting from the assertion that the formulation of Russia's foreign policy is determined by the West's international behavior – Moscow looking whether to emulate or to find alternatives to it; the present paper will compare Russia's legitimization arguments for the 2008 war and the 2014 annexation of Crimea trying to assess how Moscow answers Western criticism and whether there is a continuity in Russian official legitimization narratives.  相似文献

Public sector reform in both developed and developing countries has now become a routine matter of public policy—reform is almost continuous, if not always successful. While the role of international transfer agents such as the World Bank and the Organization for Economic Cooperation and Development (OECD) in promoting reforms has often been noted, there has been no comprehensive mapping of the global network on public sector reform. This article makes a first attempt to map the close to 100 organizations that make up a loose global network around public administration and governance. It then provides a brief history of the evolution of the network, and the key events that encouraged a substantial degree of coherence among its members. It examines the practices and tools that are specific to this global public policy network, and concludes with some observations on policy transfer models. The article shows that in trying to understand the dynamics of public administration reform, we need to pay greater attention to this network, its members, and its influence over national policy priorities.  相似文献

This article is the fifth and final in a Nationalities Papers series providing an overview of the development of Romani political group representation and administration, from the arrival of Roma to Europe up to 1971, the landmark year of modern transnational Romani politics. The article concentrates on the period between the Second World War and 1970 and the emergence of the following phenomena which distinguish this period from those covered in the previous articles: some limited Romani participation in non-Romani mainstream political or administrative structures, an international Romani evangelical movement, reconciliation between Romani political representation and the Catholic Church, national institutions created by various governments to aid the administration of policies on Roma and rapid growth of non-governmental organizations addressing Romani issues.  相似文献

This article examines how rebel Serbs in Croatia reinterpreted narratives of World War Two to justify their uprising against the democratically elected Croatian government in 1990 and gain domestic and international legitimacy for the Republika Srpska Krajina (RSK) parastate. While scholars have written about the strategies nationalist elites used regarding controversial symbols and the rehabilitation of World War Two collaborators in Croatia and other Yugoslav successor states, the RSK's “culture of memory” has received little attention. Based on documents captured after the RSK's defeat in 1995, this article shows that it was not only the government of Franjo Tudjman that rejected the Partisan narratives of “Brotherhood and Unity,” but a parallel process took place among the leadership in the Krajina. Ultimately the decision to base the historical foundations of the Croatian Serbs' political goals on a chauvinist and extremist interpretation of the past resulted in a criminalized entity that ended tragically for both Serbs and Croats living on the territory of the RSK.  相似文献

The three worlds configuration was a product of Eurocentric mappings of the world to deal with the postcolonial situation that emerged after World War II. Mortgaging Third World futures to either capitalism or socialism, which was a premise of this mapping, also pointed to a future dominated by alternatives of European origin. The situation I describe as ‘global modernity’ refers to a post-Eurocentric modernity that has scrambled notions of space and time inherited from modernity. It is a product of modernity, and of the struggles that the idea of three worlds sought to capture, but those struggles have led to unanticipated reconfigurations globally, including the reconfiguration of capitalism that has globalised following the fall of the Second World (the world of socialisms). This article discusses the transformation of the urban space after World War I in the former Habsburg port city of Trieste. It reveals the key role played by the newly annexed northeastern Adriatic borderland in the national symbolism of postwar Italy, and it indicates how slogans and notions of Italian nationalism, irredentism, and fascism intertwined and became embodied in the local cultural landscape. The analysis is mostly concentrated on the era between the two world wars, but the aim of the article is to interpret the interwar years as part of longer term historical developments in the region rather than a break in its history. Looking at how monuments, buildings, and spatial planning in general functioned as ideological and national marking, and how this helped to shape the nation in a multi-ethnic town, this article seeks to contribute to a better understanding of changes as well as continuities in the modern history of south-central Europe. It argues that even if the cityscape had undergone drastic changes in its aesthetics after World War I, its ideological language was rooted in prewar nationalism and continued to support the local urban palimpsest in the Cold War.  相似文献

This article draws on Kingdon's Multiple Streams Approach (MSA) to consider international, not just domestic, flows of policy. It is argued that using the MSA in conjunction with international policy transfer and mobility theories allows for a fuller explanation of the development of smart electricity metering policy in Australia. The MSA is based originally on empirical research within a single country – the USA – in the late 1970s, and all three of the ‘streams’ identified as important to policy change – problems, politics and policy – are conceptualized as domestic. While recent scholarship has broadened the application of the MSA beyond nation state boundaries, it is argued that there is scope to further develop such ideas. In particular, the notion of policy mobility is introduced to capture issues about the globalization of policy, the role of non‐state actors and the material substance of policy.  相似文献

At the same time that comparative and international political scientists have been confronting the problems of analysing state behaviour under conditions of uncertainty, state-centred political scientists are attempting, somewhat belatedly, to deal with the increasing complexity and uncertainty which underpins modern governance. Yet despite similar research agendas these disciplines have continued to speak past each other. This article contends that policy transfer analysis can provide a context for integrating some key concerns of these disciplines. Further, we argue that the process of policy transfer should be examined through a structure and agency approach with three dimensions: global, international and transnational levels, the macro-level and the interorganizational level. This three-dimensional model employs the notion of a policy transfer network as a middle-range level of analysis which links a particular form of policy development (policy transfer), microdecision making in organizations, macrosystems and global, transnational and international systems. It is hoped that this approach will stimulate an empirical research agenda which will illuminate important policy developments in domestic and world politics.  相似文献

What light can foreign policy analysis (FPA) shed on how and when the balance of power between domestic coalitions in foreign nuclear policymaking changes and how these different balances directly affect policy outcomes? Drawing on interviews with scientists, technologists and career diplomats, this comprehensive examination of Argentine nuclear exports policy as public policy aims to depict when and how policies varied between 1976 and 2004, due to shifts in the balance amongst advocacy coalitions, albeit of incentives and constraints placed by international and institutional nuclear environments. The article provides a better account of how Argentine nuclear foreign policy changed under the influence of four competitive and contrasting advocacy coalitions: the pro-import substitution and protectionist coalition, the pro-technological autonomy and South-South trade coalition, the pro-business and commercial openness coalition and the antinuclear and pro-environment coalition.  相似文献

This article develops a three-level framework for analysing the role of memory in contemporary European politics. It tests the utility of this framework based on the three Baltic states and their public and political debates around the World War II anniversary commemorations in Moscow in 2005. Existing concepts for analysing the impact of memory on policy decisions are discussed first on the levels of domestic politics and bilateral relations. The article then provides a framework for researching a lesser acknowledged third level of memory politics within European institutions. The dilemma felt by the three Baltic presidents over whether or not to attend the Moscow ceremonies provides a unique opportunity to look at all three levels and demonstrate their relevance for understanding future memory struggles in an enlarged Europe.  相似文献

Although Russian President Vladimir Putin has been faced with numerous crises since coming to office in 2000, most importantly the war in Chechnya, the Iraq War was the first major international crisis with which his administration was confronted. As in the case of Kosovo for Yeltsin, and the Gulf War for Gorbachev, the Russian President had to deal with conflicting domestic pressures and apparently still more conflicting Russian national and international interests. Indeed, one result of such a situation was a post-war accusation that Putin actually had no policy or at least no consistent policy with regard to the Iraq crisis [Golan, G., 1992. Gorbachev's difficult time in the Gulf. Political Science Quarterly 107 (2), 213–230]. One may remember similar accusations of Gorbachev's “zigzaging” in the Gulf War and claims that the Yeltsin government failed to forge a Kosovo policy altogether [Levitin, O., 2000. Inside Moscow's Kosovo muddle. Survival 42 (1), 130]. Yet, a certain pattern did appear to repeat itself in the Iraqi crisis, namely, pre-war efforts to prevent a military conflict from breaking out, then gradual escalation of rhetoric if not actual involvement, and finally gradual but relatively rapid retreat to conciliatory posture toward the United States (in all three crises). Moreover, Putin was indeed consistent throughout the pre-crisis, crisis and post-crisis periods in his opposition to the Americans' use of force against Iraq and in the need to remain within a United Nations framework. Actually, one might ask (and we shall below) why Putin did not abandon the first part of this policy, in order to maintain the second component, when it became certain that the U.S. was going to attack with or without UN Security Council approval.  相似文献

The Slovene national movement of the late nineteenth century was based primarily on the myth of an eternal linguistic community, an essentialist position within historiography. The national development itself best fits into patterns described by Hroch and Gellner. Although most objective conditions for national constitution were met by 1929, it is not clear if subjective ones had been met by that time. World War II revitalized the nation-constitution process, particularly by warring Communist- and Catholic-supported political and military factions, both claiming to fight for a Slovene identity, while Communists also claimed to be fighting for a “Greater” (Megali) Slovenia. With the war’s end, and Slovenia becoming a Yugoslav republic and expanding geographically, there was no doubt of a Slovene national identity, as understood by Connor, among the general population. However, important developments followed in nation-constitution after 1945, particularly upon gaining independence in 1991. The process need not be considered completed. Slovenes may be considered leaning towards a cultural type nation, with a cultural nucleus in an essentialist understanding of the Slovene language.  相似文献

During the second half of the nineteenth century, British and Russians fought, sometimes violently, in an Asian front that ranged from the Caucasus Mountains to the west to China's Xinjiang Province to the east. This rivalry, known as the Great Game, nearly erupted into a full-scale war in 1885. Following the Russian Revolution and Civil War, the rivalry between the Soviet Union and Great Britain re-emerged. This article describes the Anglo–Soviet rivalry in troubled, war-torn Xinjiang during the 1920s and 1930s, a time when Britain was a declining power and the Soviet Union a new ascendant power.  相似文献
