In many political systems the political neutrality of senior managers' tenure is often cherished as a key part of the politics-administration dichotomy and is subject to formal safeguards. We test hypotheses about the impact of political change on senior management turnover drawn from political science, public administration and private sector management theory. Using panel data to control for unobserved heterogeneity between authorities, we find that changes in political party control and low organizational performance have both separate and joint positive effects on the turnover rate of senior managers. By contrast, the most senior manager, the chief executive, is more sheltered: the likelihood of a chief executive succession is higher only when party change and low performance occur together. Thus the arrival of a new ruling party reduces the tenure of senior managers, but chief executives are vulnerable to political change only when performance is perceived as weak.  相似文献

Path dependency is an important notion in diachronic approaches to understanding social and political processes. The first section of this paper examines the application of path dependency to policy studies; the advantages of the concept in understanding policy development are highlighted by examples from pension policy and social housing policy in the UK, and the EU budget. The next section considers several criticisms of path dependency: (1) it is a fashionable label for the intuition that 'history matters' without a clear and convincing account of decision-making over time; (2) it explains only stability and not change; (3) its normative implications are confused and mostly left unexplored. The final section concludes that path dependency, despite being theoretically inchoate and difficult to operationalize empirically, is a valid and useful concept for policy studies. However, its proper application demands sensitivity from scholars to other temporal dynamics that may operate in policy development.  相似文献

Abstract

This article provides an analysis of the allocation of attention to policy problems on the local level, focusing on the executive agenda of six municipalities in the Netherlands over a 25-year period. It reveals that there is specifically a local politics of attention, showing differences between national and local policy agendas in specific policy areas. We did not find evidence that the political composition of the local executive coalitions leads to agenda differences, revealing the more problem-oriented and pragmatic nature of local politics. We did find evidence of an effect of institutional arrangements between national and local government on shifting patterns of attention, such as due to decentralisation. This shows that the local politics of attention is limited in scope and conditioned by the functions of local government and the institutional arrangements of policy making in the Dutch decentralised unitary state and that rearrangements affect these patterns of attention.  相似文献

This article addresses committee scrutiny undertaken through the three main UK devolved institutions (the Scottish Parliament, the National Assembly for Wales and the Northern Ireland Assembly). This is undertaken using a framework derived from scholarship about House of Commons select committees and a substantive comparative literature. Devolved committee scrutiny is thus compared and contrasted in relation to a three-phase analysis in terms of selection, evaluative and output elements.

The findings are also discussed in relation to core elements of institutional theory – institutional path dependency, ideational path dependency, the logic of appropriateness and the logic of consequence. This connection is used to develop several testable theoretical propositions concerning committee scrutiny. Findings about UK devolved committee scrutiny (and also scrutiny undertaken through House of Commons select committees) are also related to scholarship about local government scrutiny in Britain and contrasts and similarities specified. Furthermore, some testable theoretical propositions are applied to British local scrutiny.  相似文献

Many governments are devolving power to elected local councils, hoping to improve service delivery and citizen representation by bringing officials closer to the people. While these decentralisation reforms hold the promise of improved governance, they also present national and sub-national leaders with a complex array of options about how to structure newly empowered local political institutions. This article draws on cross-national experience and the latest research to identify the trade-offs inherent in structuring local political institutions. The study's specific interest is in the impact of strong, locally elected councils on governance and representation. Proceeding from an empirical basis that competitive elections are vital for the legitimacy and efficiency of local political institutions, the analysis first questions the impact of four institutional features – central versus local control, local executive versus local council authority, local council structure, and the role of parties – on service provision and fiscal solvency. The article's second section analyses the impact of decentralisation on political representation, with a particular focus on the role of institutional design in combating the threat of extremist parties. A final section summarises empirical findings and advances some policy-relevant conclusions.  相似文献

This article focuses upon the territorial challenges to the French state. There is a genuine policy puzzle in terms of how to join up separate agencies of the state that is far from unique to France. Introducing new evidence based on interviews with high ranking officials, politicians and representatives of territorial policy communities in 2010, the main body of the article focuses upon the two main territorial reforms of the Sarkozy presidency, the reform of the territorial state, and the local government reform. These cases reveal an original attempt to craft a political discourse based on public sector productivity and state puissance. The article explores the tension between synoptic models of reform, focused on the expectation of rapid and quantifiable macro‐level change that suits the short‐term returns of the political cycle; and institutionalized processes of meso‐level implementation, with different timescales, logics of appropriateness and configurations of actors.  相似文献

Overview and scrutiny committees were intended to provide a counterbalance to executive decision-making. This paper presents an 'audit' of local government scrutiny based upon research conducted over the last five years. Three key findings emerge from the review of evidence to date: the research findings are remarkably consistent over time and between authors; all research concludes that, in general, overview and scrutiny is still struggling; although a mixed picture emerges when examining progress on individual roles for scrutiny. Indeed, research indicates that scrutiny is - in some authorities - making a valuable contribution in terms of policy review but is still failing to hold the executive to account effectively. The relationship between scrutiny and performance management remains underdeveloped, whilst external scrutiny constitutes a marginal activity for most authorities. The paper concludes that such findings reflect the importance of local political and organisational factors which dictate the boundaries and shape of overview and scrutiny: representing a triumph of local context over government-prescribed structural and constitutional change.  相似文献

The changing nature of local political leadership in Britain over the past 25 years has received scant attention from political scientists. This article argues that changes in the roles and functions of local authorities have had a marked impact on the nature of local political leadership. Three phases (operational, transitional and collaborative) are identified and leadership roles are related to changes in the political context of local government. The fundamental tasks of leadership have not changed but what has changed is the balance or relative emphasis between them and the way they have been interpreted. While elected local authorities cannot ignore the implications of the changed external agenda – notably the advent of new forms of executive leadership – the way they respond still bears the mark of the local political culture.  相似文献

The modernisation of English local government has created new forms of executive leadership. These aim to deliver better management and greater public engagement. Drawing from a recent study of the views of elected councillors in a sample of contrasting councils, this paper considers how far the new political management has succeeded in enhancing public interest and involvement in local government. It is suggested that executive and non-executive councillors differ in their perceptions of the new arrangements and that public interest is still largely perceived as relating to issues of immediate and personal concern. Backbench councillors may feel relatively powerless in taking up issues. Stepping down from elected office could even provide greater opportunities to be involved in public and political affairs. Equally, there are many examples of positive initiatives to involve the public, including area-based organisation and the effective use of scrutiny. Elected mayors were more optimistic than councillors in their perception of public involvement, tending to see themselves as having a direct line to the public and serving to 'reconnect' council and public. Overall, however, public engagement remains the great unfinished business of local government modernisation.  相似文献

This article deals with the fact that central–local relations in a multilevel system often seems to create tensions. A district council reform in the city of Bergen, Norway intended to decentralise authority within the political system of the city ended up with a more centralised relationship between central and local levels. With this observation as a point of departure we categorise decentralisation according to the degree of discretion available for the local level concerning a) objectives and b) means to reach the objectives. By combining these dimensions we identify two types of decentralisation; administrative and political. We claim that all central–local relations will exert features of both types. The mere presence of political bodies is therefore not sufficient to characterise a specific relation as politically decentralised. We conclude the article by discussing some conditions for successful multilevel governance. The conditions draw on experiences from the Bergen district reform, but may have relevance in a wider context.  相似文献

We argue that direct democracy forms a specific context for NPM reform, with the voting population as a third agent beside legislature and executive constituting a considerable limit to the legislature's political steering capacity. In this context we expect that NPM will lead to a shift in political power between sovereign, legislature and administration. This article investigates the possibilities of outcome-based public management to ameliorate public action under these circumstances. The findings of the analysis of the NPM reform in the Swiss city of Bern indicate that problems of outcome-based public management are accentuated in a direct democratic system. The puzzling finding is that while the political players themselves see a shift in power between the electorate, legislature and executive, they are doing nothing to compensate this shift.  相似文献

Overview and scrutiny committees have been introduced in England and Wales as part of constitutional arrangements designed to improve local accountability. This article presents a conceptual framework for the evaluation of scrutiny arrangements based on five variables which have been identified as impediments to parliamentary scrutiny. A survey of Welsh councillors suggests that they perceive ‘resources and technical support’, ‘one-party dominance’, and ‘the relationship between scrutiny and the executive’ as factors which may influence the effectiveness of local scrutiny. The paper concludes that these findings have important implications for the extent to which political management reforms can enhance local accountability.  相似文献

Public sector management in Hong Kong was initially designed to rule the territory as a British colony. A number of changes took place in the last quarter century before Hong Kong's reintegration with China and the nature of public sector management has transformed over this period. An overview of administrative principles and practices and an analysis of changes reveal trends that were influenced by both local and international factors. The framework of traditional public administration in the territory adapted effectively to embrace the principles of new public management without much difficulty. The global economic crisis compelled the government to revise its strategies to expand public spending and adopt a further reduced role in the provision of public services. New social, economic and political challenges are driving Hong Kong to adjust to the changing circumstances and trends, and four noticeable shifts can be identified. They include shifts from an administrative to a political executive, from job cuts to job creation, from financial restraint to increased spending, and from public to private sector provision of public services. The trends are driven by local and international forces as well as the progress of democratization and political awareness in Hong Kong.  相似文献

As part of the proposed modernisation of Irish local government a directly elected mayor with executive powers will be introduced in Dublin in 2011. It is then anticipated that the system of elected mayors will be extended to the whole country. However, it is not known what impact this new form of executive leadership will have on the prevailing system whereby city and county managers are dominant. Drawing from experiences in the United Kingdom and the United States, this paper suggests that Ireland needs clear, unambiguous mayoral models. As a political leader with executive powers it is imperative that the mayor's relationships with both the council and the city/county manager are tightly defined. A US-style recall option would also enhance the Irish system.  相似文献

The scrutiny function, designed to enhance and provide a counterbalance to executive decision-making, is a key element in the modernisation of public service delivery in England. Early research expressed concerns about the effectiveness of scrutiny however, with lack of responsiveness by local decision-makers being suggested as one of the main difficulties. This paper applies a model of political influence strategies drawn from the business sector to analyse the strategies which health scrutiny committees in eight local authorities adopted in order to influence decision-makers. The relevance of the model to health scrutiny is assessed, and possible implications for enhancing health scrutiny in the future are discussed.  相似文献

Abstract

Political leadership at the local level has attracted growing attention in recent years in parallel with reforms of local government and of the municipal administration, as well as the debate on a shift from government to governance. Considering the power triangle of (i) the mayor, (ii) the municipal administration (executive officers) and (iii) the council, it is surprising that the latter has gained little interest so far. This article analyses how the roles of local councils as representative bodies are assessed by mayors from seventeen European countries and how differences in the perception of councils can be explained. Can differences be explained by institutional settings, the notion of the mayor towards the role of political parties or by the kind of interaction between the mayor and the council – or are specific local conditions and idiosyncratic personal factors crucial?  相似文献

Drawing on field theory, this paper aims to shed light on the development and functioning of the Kurdish literary world in Turkey, characterized, in particular, by the use of a non-official language. It argues that this “small literary world” is to be understood in relation to a “double macrocosm”: the sphere of Kurdish politics and the national Turkish sphere, which provide specific constraints and resources. The paper argues that in such a context the emergence of a literary field, autonomous from other social fields and independent from political stakes, follows an unpredictable path, and will not always be achieved political dimension of the literary act stresses its dependency on political stakes and the field of politics. This however does not impede the emergence of autonomous literary institutions. The multilingualism of the actors involved drives also toward another heteronomy: this small literary world is also to be understood in relation to the Turkish literary field. The paper first presents the macrocosms in which Kurdish literary activities developed. It then examines the progressive integration of a field freeing itself from political constraints. Lastly, it focuses on the trajectories of a few writers, the analyses of which show the intertwining of the different worlds.  相似文献

Health care services represent an extraordinary experimental ground for introducing wider political and institutional transformations of the state. The adoption of entrepreneurialism into European health care systems has strengthened technocratic decision making over traditional mechanisms of political control. In Italy, in the midst of a severe legitimacy crisis affecting the administrative and political systems at the beginning of the 1990s, New Public Management ideas seemed ‘the’ remedy against the pathological politicization of distributive politics. Much hope has been placed since in a new and ascending group of general managers, entrusted with the ambitious mission of running health care services more efficiently and with the unenviable expectation of resuscitating public trust in welfare institutions. By analysing the 1992 Amato government’s landmark health care reform in its substantive changes, this paper explores the last decade’s main reform trajectories of Italian health care reforms that irreversibly transformed its institutional arrangements and organizational structure, namely the enterprise formula and the regionalization of the health care sector. The paper suggests that the political turmoil of 1992–94 served as catalyst for radical policy change and argues that the single most important explanation for the enactment of New Public Management‐type reforms rests in a new executive reinterpretation of its legislative prerogatives and function.  相似文献

Twenty years after the fall of communism in Europe, the post-Soviet countries have not achieved a similar stage of democratic development. They have shown to be too diverse and historically too independent to follow one path of consolidation. This volume questions the premises of transitology, homogeneity, and path dependency theories and suggests an insight into the continuities and discontinuities within particular contexts of the given countries (Russia, Belarus, Estonia, Georgia, Ukraine, Poland and others). The latter quite often collide with each other and with the Western democratic values, thus putting a concept of a harmonious dialogue or a definite democratic solution for Europe into doubt. This volume challenges one-directional analyses of both communism and capitalism and offers an examination of their inner contrasts and contradictions that are a part of transitions to democracy. The irreconcilable differences between the two systems of ideologies determined by universalisms, such as utilitarianism, liberalism, harmony, and productivity, were derived from the post-Enlightenment heritage of the humanist ideals which today cannot be acknowledged without criticism. To grasp the dynamics of the post-Soviet countries that are developing their own democratic models requires looking into their political struggles, social fissures and complexities within their past and present, rather than observing them from the epistemological standpoint. Such a standpoint is criticised in this volume for seeing those countries as locked in one homogenous totalitarian paradigm. The abstractness of the universalist and utopian concept of transition imposed on concrete social relations is criticised, while the theoriticisation of democratic ideals is related to the political legitimisation.  相似文献
