Since the 1990s, the media and public authorities in many developed countries have published data on the quality of public services such as schools, hospitals and police. In the education sector the publication of performance indicators and league tables generated considerable debate. In this article, the policy context of this development in the education sector is analysed in conjunction with the problems associated with the public reporting of school performance indicators. This is followed by a discussion of the need for an accepted set of publication standards. The aim of this article is to initiate a debate about whether international consensus can be reached on the content of such a set of standards, and whether a particular set of standards, developed in the Dutch context, is applicable in and relevant to other countries. These Dutch standards have been applied to a variety of English, American and Dutch publications. The results of the analysis suggest that if the Dutch standards were applied, school performance publications could be significantly improved.  相似文献

The willingness of public professionals to implement policy programmes is important for achieving policy performance. However, few scholars have developed and tested systematic frameworks to analyze this issue. In this study, we address this by building and testing an appropriate framework. The aims have been: (1) to build a three‐factor model (policy content, organizational context, and personality characteristics) for explaining willingness to implement policies; and (2) to quantitatively test the model through a survey of Dutch professionals. The results show that policy content is the most important factor in explaining willingness. Nevertheless, organizational context and the personality characteristics of implementers also have a significant effect and should be considered when studying the attitudes of professionals towards policies. This research helps in understanding the willingness or resistance of professionals when it comes to implementing policies.  相似文献

This article addresses community participation in local government, a controversial issue in the era of governance. Under the context of decentralisation reform in particular, active participation of the community in local governance has been expected, where as a range of critical arguments has been made on its concepts, ideas and feasibilities. Despite the significance of the issue, practices of community participation at the local level are academically under-examined, even in developed countries, let alone in developing countries. Given such situations, empirical observations from local governments of the Philippines and Uganda are introduced and comparatively analysed with in a specific analytical framework of participation. By doing so, the artide leads us to some keys to success for community participation schemes in the development context, which include the local leadership, functions of the central government and enhancing awareness of values of community participation both in the public and the local government.  相似文献

Many of the case studies on collaboration tout the success of collaborative efforts, and theory building efforts focus almost exclusively on conditions for successful collaboration. Notably missing from the literature are efforts to comprehend why collaborations fail. Given that participants in a collaboration are invested in the collaborative effort, why does a collaboration fail? In addition, does the membership of the collaborative effort impact the factors for success or failure? By examining extant literature on both collaboration success and collaboration failure, we seek to identify a set of factors common across the literature that are foundational to a framework of collaboration failure.  相似文献

In recognition of gender inequities, more than 80 countries have applied a gender perspective to their budget process, initiatives referred to as gender-responsive budgeting (GRB). Research on GRB initiatives has focused on whether they reduce gender inequities. However, if it is to have a lasting effect, GRB must reform the budget process and become integral to government administrative routines. We examine the experiences of several countries with GRB initiatives and identify the key factors explaining implementation success or failure. We find that these factors are similar to those that explain the success of earlier budget reforms focused on efficiency and effectiveness. While the equity objective of GRB differentiates it from other budget reforms, these factors provide the context for understanding GRB initiatives. Although gender parity is just one dimension of social equity, the success of GRB initiatives shows that governments can use their budgets to meet social equity objectives.  相似文献

Research has demonstrated that pilots contain multiple shifting purposes, not all of which relate to simple policy testing or refinement. Judging the success of policy pilots is therefore complex, requiring more than a simple judgment against declared goals. Marsh and McConnell provide a framework against which policy success can be judged, distinguishing program success from process and political success. We adapt Boven's modification of this framework and apply it to policy pilots, arguing that pilot process, outcomes and longer-term effects can all be judged in both program and political terms. We test this new framework in a pilot program in the English National Health Service, the Vanguard program, showing how consideration of these different aspects of success sheds light on the program and its aftermath. We consider the implications of the framework for the comprehensive and multifaceted evaluation of policy pilots.  相似文献

Claims that a particular policy has been a ‘success’ are commonplace in political life. However, a few of these claims are justified in any systematic way. This article seeks to remedy this omission by offering a heuristic which practitioners and academics can utilize to approach the question of whether a policy is, or was, successful. It builds initially on two sets of literature: Boyne's work on public sector improvement; and the work of Bovens et al. on success, failure and policy evaluation. We discuss the epistemological issues involved in whether it is possible to produce an objective measure of ‘success’. Subsequently, we present a framework for assessing success, focusing on three dimensions: process success; programmatic success; and political success. We then move on to raise a series of what we term complexity issues in relation to success for whom; variations across time, space and culture; and methodological issues.  相似文献

This paper will empirically analyse the evolution of national rule changes for the domain of post‐war Dutch higher education. We focus on rule changes because in the life cycle of rules – births, changes and repeals – change is the most common event. Our theoretical framework is mainly based on the organizational ecology and top management demography literatures. We will be integrating these perspectives, adapting them to our research context. In so doing, we focus on rule density, a minister’s demographic characteristics (such as age and tenure) and cabinet features (for example, power and turnover) as deteminants of rule changes. The empirical results provide significant support for the majority of our theoretical predictions. Overall, the results suggest that the ecological processes are the most robust, followed by the characteristics of ministers and the features of cabinets.  相似文献

Under the Best Value regime, the government requires local authorities to involve the public in determining the provision of services. Indeed, the Best Value legislation provides a legal basis for consulting citizens and the local community in relation to better management of local government functions. The guidance on Best Value also encourages local authorities to place performance management within a community strategy framework. These combined actions will, it is hoped, result in more innovative, effective and efficient provision. Arguably, however, the success of increased participation will be influenced by how and why the public are involved. This study draws on case study research to ask whether involving the public does result in innovative changes and to what extent those involved are empowered through the process, concluding that success for both the authority and service users is influenced by factors such as cost structures and whether the original intent includes careful consideration of how those involved might benefit from the process.  相似文献

The article considers the impact of the Health Action Zone (HAZ) in Plymouth through a theory-based evaluation that combines theories of change and realistic evaluation. The study assesses the impact of 37 projects sponsored by this HAZ. The extent to which these projects used a realistic evaluation/theories of change framework and achieved their objectives are evaluated. The impact of these projects on the three main objectives of Plymouth HAZ – developing partnership working; modernising the care system; and tackling health inequalities – is assessed and explanations for the success or failure of specific projects are identified.  相似文献

During the past few decades traditional state‐centred governing arrangements have been critiqued and replaced by alternative modes of governance. Higher education is one of the public sectors where such shifts in governance have been seen. As a consequence of the reshuffling of authority and responsibilities across the different levels in Dutch higher education, universities as organizations have become important foci of attention in the system’s coordination. The main question addressed in this article is to what extent we can speak of an organizational transformation of Dutch universities. Based on conceptual ideas from researchers such as Greenwood and Hinings (1996), Ferlie et al. (1996) , and Brunsson and Sahlin‐Andersson (2000) , we use a framework that focuses attention on the concepts of the construction of identity, hierarchy and rationality to systematically analyse the various aspects of transformations of professional organizations.  相似文献

Competency management has only recently been introduced into personnel management in Dutch central government. The decentralized nature of Dutch central government and its personnel management systems generates marked variation in the degree to which competency management is being applied across the Dutch civil service. The success or otherwise of competency management schemes in both government departments and the higher civil service in The Netherlands, the Senior Public Service, show mixed results. Although all departments have taken steps in the direction of competency management, a few well-developed programmes are in use. The competency management system of the Senior Public Service, then, serves as a basic tool for its management development programmes. Its aim is to enhance civil service professionalism among senior civil servants. The practical effects of competency management programmes, however, can be questioned. Because competency management links personnel development to pay and career decisions, it could well elicit strategic behaviour by staff members; at worst, it could run the risk of becoming a self-defeating initiative.  相似文献

The Netherlands experienced a spate of terrorist attacks by Moluccan nationalists in the 1970s. Lessons learned during this time should be re-examined as elements of the Dutch response are very relevant to current counterterrorism efforts. The so-called “Dutch Approach” is notable for its pragmatic and flexible nature and provided policymakers sufficient room for maneuver in responding to individual terrorist acts within the context of the greater conflict. Further deserving of renewed appreciation are the Dutch government's efforts to address and bridge the chasms within Dutch society by working hand-in-hand with Moluccan community leaders.  相似文献

In the early 1990s, in order to improve road safety in The Netherlands, the Institute for Road Safety Research (SWOV) developed an evidence-based "Sustainable Safety" concept. Based on this concept, Dutch road safety policy, was seen as successful and as a best practice in Europe. In The Netherlands, the policy context has now changed from a sectoral policy setting towards a fragmented network in which safety is a facet of other transport-related policies. In this contribution, it is argued that the implementation strategy underlying Sustainable Safety should be aligned with the changed context. In order to explore the adjustments needed, two perspectives of policy implementation are discussed: (1) national evidence-based policies with sectoral implementation; and (2) decentralized negotiation on transport policy in which road safety is but one aspect. We argue that the latter approach matches the characteristics of the newly evolved policy context best, and conclude with recommendations for reformulating the implementation strategy.  相似文献

This article investigates the adoption of New Public Management (NPM) in Dutch local government. According to Hood's concept of NPM, it will show the extent to which Dutch municipalities have adopted businesslike instruments and styles. Following Pollitt's framework on studying public management changes, a distinction will be made between changes in ideology, instruments, practices and impacts. The article concludes that, unlike ideological and instrumental innovations, the evidence for NPM-like practices and impacts is limited. To put it crudely, a lot of apparent changes in Dutch local government seem to be only skin-deep.  相似文献

An increasing number of developing and emerging economies have adopted an inflation targeting framework for monetary policy during the last two decades. This article investigates the politics of inflation targeting by focusing on the case of Brazil. I argue that the decision to implement an inflation targeting system in 1999 did not only reflect the concerns of political leaders with maintaining electoral support and external credibility. In addition, the choice of this new policy approach was informed by a shift in the technical consensus among Brazilian economists about the most effective way to tame inflationary pressures in a context of high capital mobility. The shift to inflation targeting thus reflected a process of social learning among technical elites, facilitated not only by the failure of the previous policy but also by the successful experience of other inflation targeting countries. Moreover, the evidence presented here suggests that, as the first country to adopt inflation targets in the context of an IMF-supported program, Brazil became a test case and a natural experiment for the redefinition of IMF conditionality and surveillance mechanisms. The paper thus sheds light on a process of reciprocal learning, whereby the IMF not only contributed to collective learning but also learned from the Brazilian case, subsequently becoming an active promoter of inflation targeting among developing countries.  相似文献

Russia's recovery from the deep economic crisis it experienced in 2008–2009 did not deliver clear political dividends for the Russian leadership. This is because of the context in which the crisis occurred and the way that the leadership, particularly President Medvedev, and many of its critics described the crisis. The oil-fuelled boom that preceded the crisis had the effect of deepening it. Economic recovery based on rising energy prices looks like a failure, rather than a success, and highlights the underlying structural problems of the Russian economy. Arguments about the need for modernisation from within government exacerbated this perception. This seems to have weakened the connection between approval for the leadership and economic growth, a staple of pre-crisis politics.  相似文献

This article examines Estonia's economic institutions, performance and vulnerability to the global economic crisis in the context of the varieties of capitalism framework. It shows that Estonia shares many characteristics of a liberal market economy, but that there are also some features which do not fit the classical model, notably its corporate governance institutions. It also suggests that the varieties of capitalism framework can account for key features of Estonia's economic performance, including its growth trajectory and adjustment to the global financial crisis. The article also reflects on the broader significance of these findings for understanding post-communist capitalism.  相似文献
