What role have the processes and institutions of international development played in creating and propagating ideas around the world? This paper demonstrates that networks of development-focused civil society institutions can form global epistemic bridges even where communication technology, global markets, infrastructure, or state services do not reach. Given the penetration of these ‘civil society knowledge networks’ throughout the world, it is crucial to understand how these networks form, and how they create and spread ideas, mediating between global discourses and local needs. This paper builds on a multi-sited case study of one such civil society knowledge network, which includes an international foundation, its partner non-governmental organisations (NGOs) in Kenya, and one village where these NGOs run a forest conservation project. The case study provides a closely textured analysis of the mechanisms of knowledge production and consumption in the network, including personality politics, language, technology, political connections and the power dynamics of knowledge flows. It demonstrates the ways remoteness and disconnection are overcome through the epistemic reach of institutional networks involved in development interventions.  相似文献

In recent decades, the world has seen many internal violent conflicts that dramatically affect the social, economic, and political conditions of human geographies at multiple spatial scales, from the national level to the scale of individual cities and communities. Geography, as a multidimensional discipline, should be in a unique position to contribute to understanding of such conflicts and of post-conflict geographies and their futures in terms of reconstruction and rebuilding. However, in the geography literature, there is little attention given to post-conflict human geographies and their related subjects. At present, there are many emerging post-conflict geographies, which would greatly benefit from theoretical and practical knowledge to guide their future. This paper aims to contribute to building a foundation for developing knowledge on reconstruction of post-conflict and ongoing conflict human geographies. Based on the existing multidisciplinary bodies of knowledge on post-conflict reconstruction, this paper develops a new conceptual framework for post-conflict reconstruction and for ongoing conflict reconstruction as a more adequate way to understand and plan reconstruction in the face of ongoing conflict and offers new insights for the reconstruction agenda.  相似文献

Activists, officials, and academics alike have often linked observations about an emerging global civil society to an incipient democratization of world politics. Global civil society is assumed to bring public scrutiny and "bottom-up" politics to international decision making "from outside" formal political institutions. Based on an analysis of uses of the concept of global civil society in 1990s global governance discourse (especially related to the major UN world conferences), this paper argues that the presumed democratization of world politics is better understood in terms of a double movement: on the one hand, "global civil society" depoliticizes global governance through the promotion of "human security" and "social development"; on the other hand, the emerging international public sphere (in the UN context) operates as a subsystem of world politics rather than opposing the system from outside. Practices of depoliticization are thus part of the political logic of (neo-)liberal global governance. The argument draws on Luhmann's systems theory and Foucault's analysis of governmentality.  相似文献

In response to rising popular disenchantment with elected officials, numerous scholars have sought to defend politics and restate why it matters. For the most part, however, these theoretical arguments overlook the views and reflections of politicians themselves. As a step towards filling this gap, the author surveys politician-centred studies from around the world and the reflections of academics who have become politicians. By paying careful attention to what ‘insiders’ say about life in politics, the author constructs a practical rather than theoretical defence of the vocation and the people who undertake it. The author argues that politicians' views remind one that human endeavour is central to the purpose and function of politics and associated political institutions. To link the practical views and experiences of politicians with the emerging literature on demonisation, the author revisits the work of Arendt and Weber. The author concludes that while one may not always like who politicians are or the ways they operate, revaluing endeavour allows one to give credit where credit is due; politicians may regularly disappoint people but representative democracy does not work without them.  相似文献

Over the past two decades authoritarian regimes in many parts of the developing world, as well as in East/Central Europe, have been replaced by democracies. This paper looks at the issue of democratization from a gender perspective. While many of the problems afflicting the new democracies, such as the elitist character of political parties, and the failure of the state to guarantee civil and political rights or make a significant dent in poverty affect all citizens, they are manifested and experienced in gender-specific ways. Women's persistent exclusion from formal politics, in particular, raises a number of specific questions about how to reform democratic institutions since these institutions are not automatically gender-equitable.  相似文献

This paper argues for an approach to researching citizenship and democracy that begins not from normative convictions but from everyday experiences in particular social, cultural and historical contexts. The paper starts with a consideration of the ways in which the terms ‘democracy’ and ‘citizenship’ have been used in the discourses and approaches taken within mainstream studies of citizenship and democracy, drawing attention to some of the conceptual blind spots that arise. We call for more attention to be paid to contextual understandings of the politics of everyday life, and to locating state, ngo and donor rhetorics and programmes promoting ‘active citizenship’ and ‘participatory governance’ within that politics. It is this kind of understanding, we suggest, that, by revealing the limits of the normativities embedded in these discourses, can provide a more substantive basis for rethinking citizenship from the perspectives of citizens themselves.  相似文献

Abstract?A feature of English local political folklore is the belief among national political parties, that Independent councillors are Conservatives in disguise. Yet, little evidence is given to support this idea because little is known about these councillors’ beliefs and assumptions or how they distinguish themselves from the party politics they eschew. In this article we address the question: Are all Independent councillors really Conservatives? Disappointment is a familiar experience of political life and often blame for perceived political failure is rightly attributed to the failures of our politicians or the political system. The aim of this paper, however, is to argue that disappointment is an inevitable feature of politics because of limitations and constraints that are intrinsic to the political sphere. With this in mind the paper explores some of the ways in which political conflict unavoidably generates disappointment, how it shapes the specific manner in which its corollary of hope and the discourse of hope operates in the political sphere, and how disappointment relates to questions of political unity. Appreciating the inevitability of disappointment should both help overcome some of the prevalent illusions regarding political possibility, as well as calm our discontent with politics by adapting our expectations and assessment of political life accordingly.  相似文献

Issues of rural development, state formation, and political effectiveness are of paramount importance in Africa today. Analysis of Kenya's Harambee self-help approach to development contributes to our understanding of these issues by clarifying not only the ways in which political and economic concerns are linked in one African nation in a hierarchy based on a patrimonial model of political behavior but also some facets of elite behavior and peasant-state relationships. This paper argues that self-help is central to Kenyan politics and hence to the operation of this model of political behavior, serving the interests and needs of both Kenyan elites and rural communities. Through their self-help projects rural Kenyans neither reject the state retreating into the economy of affection nor permit elites exclusive access to the benefits of both public and private resources. Rather, using elite networks to gain support for self-help projects, residents of rural communities improve their access to highly valued collective goods. These processes are currently being modified in some important ways by the Moi government.  相似文献

Improving public sector performance involves both ‘knowing’ and ‘doing’ problems. With the emphasis on the ‘doing’ problem, this study examines public managers as users of management instruments (MI) in attempts to improve the performance of public services. The article explores uses of three MIs in Finnish local government by using the conceptual framework of ambiguity. The article demonstrates why and how the use of MIs does not always simplify the public management exercise. It may become even more ambiguous. It is important to comprehensively understand the ways in which uses and users of MIs intervene in the process of public service delivery. It is argued that understanding MI uses in public administration necessitates a more profound theoretical approach acknowledging the ways in which ‘rational intentions' for performance improvements turn into situated, boundedly rational, managerial practice. In the context of productivity programmes, such understanding is essential to researchers and practitioners of public administration.  相似文献

This paper argues that western security practices are as biopolitical as they are geopolitical. Explaining that biopolitical security practices revolve around "life" as species existence, the paper explores how biopoliticized security practices secure by instantiating a general economy of the contingent throughout all the processes of reproductive circulation that impinge upon species existence. For this reason, "Governing Terror" does not merely reference the massive global security effort that is now devoted to governing terror. It observes how western security practices are themselves now also governed by a widespread fear of terror. It locates that fear in the way that western biopolitics has long adopted "the contingent" as its principle of formation. Here, "the real" is understood and experienced differently, as a general economy of emergence: "life" understood as constant nonlinear adaptation and change. The paper concludes that the state of emergency, which governs western politics of security at the beginning of the twenty-first century is not that of Carl Schmitt or Giorgio Agamben. The state of emergency which governs western security politics is the emergency of emergent life itself.  相似文献

This paper argues that a significant reframing of global poverty is likely to emerge in the next decade as world poverty becomes less about the transfer of aid and more about domestic distribution and thus domestic politics. This proposition is based on a discussion of the shift of much of global poverty towards middle-income countries. There are questions arising related to how countries are classified and to administrative capacities, as well as to domestic political economy, but it is argued that many of the world’s extreme poor already live in countries where the total cost of ending extreme and even moderate poverty is not prohibitively high as a percentage of gdp. By 2020, even on fairly conservative estimates, most of world poverty may be in countries that do have the domestic financial resources to end at least extreme poverty; this could imply a reframing of global poverty.  相似文献

A growing body of research suggests the existence of a disconnection between citizens, politicians and representative politics in advanced industrial democracies. This has led to a literature on the emergence of post-democratic or post-representative politics that connects to a parallel seam of scholarship on the capacity of deliberative democratic innovations to ‘close the gap’. This latter body of work has delivered major insights in terms of democratic design in ways that traverse ‘politics as theory’ and ‘politics as practice’. And yet the main argument of this article is that this seam of scholarship has generally failed to explore the existence of numerous pedagogical relationships that exist within the very fibre of deliberative processes. As such, the core contribution of this article focuses around the explication of a ‘pedagogical pyramid’ that applies a micro-political lens to deliberative processes. This theoretical contribution is empirically assessed with reference to a recent project that sought to test different citizen assembly pilots around plans for English regional devolution. The proposition being tested is that a better understanding of relational pedagogy within innovations is vital, not just to increase levels of knowledge, but also to build the capacity, confidence and contribution of democratically active citizens.  相似文献

How do welfare regimes function when state institutions are weak and ethnic or sectarian groups control access to basic services? This paper explores how people gain access to basic services in Lebanon, where sectarian political parties from all major religious communities are key providers of social assistance and services. Based on analyses of an original national survey (n?=?1,911) as well as in-depth interviews with providers and other elites (n?=?175) and beneficiaries of social programs (n?=?135), I make two main empirical claims in the paper. First, political activism and a demonstrated commitment to a party are associated with access to social assistance; and second, higher levels of political activism may facilitate access to higher levels or quantities of aid, including food baskets and financial assistance for medical and educational costs. These arguments highlight how politics can mediate access to social assistance in direct ways and add new dimensions to scholarly debates about clientelism by focusing on contexts with politicized religious identities and by problematizing the actual goods and services exchanged.  相似文献

Network forms of governance enable public managers to exercise considerable agency in shaping the institutions through which government interacts with citizens, civil society organizations and business. These network institutions configure democratic legitimacy and accountability in various ways, but little is known about how managers‐as‐designers think about democracy. This Q methodology study identifies five democratic subjectivities. Pragmatists have little concern for democracy. Realists regard networks as one of a number of arenas in which the politics is played out. Adaptors identify the potential for greater inclusiveness. Progressive Optimists think that network governance will fill the gap between the theory and practice of representative democracy, while Radical Optimists focus on its potential for enabling direct dialogue. Institutional design alone is not sufficient to enhance the democratic possibilities of governance networks. The choice of public manager is also salient. Adaptors or, preferably, Progressive or Radical Optimists should be selected for this role.  相似文献

A decade after the United Nations conferences on gender equality and social development, this paper explores their policy origins and discusses their differential impact on international aid since 1995. The author draws on her direct experience to consider why Copenhagen led to Poverty Reduction Strategies and the first Millennium Development Goal, whereas Beijing has become largely invisible in the mainstream world of aid. She argues that the powerful influence of economic rational choice theory associated with bureaucratic modes of thought has meant that the central debate in development policy has remained that of growth versus equity. Beijing's agenda of societal transformation offered another paradigm of development that has remained marginal. The paper concludes with a proposal. If international aid policy could handle more than one paradigm and thus be more open to different ways of thinking about economy, society and politics, aid agencies would be better able to support transformative processes for social justice.  相似文献

This article introduces the reader to the problems and the topics treated by the contributors to this special issue of the International Journal of Politics, Culture and Society. It offers a reflection on the concept of sociological imagination conceived as a key element for the task of facing the intellectual challenges of the present times. What is sociological imagination? How has it been used by the main cultivators of sociology throughout history? And particularly, how is sociological imagination being renewed nowadays by some of the most successful exponents of sociological research? These are some questions considered in this introduction. The new sociological imagination uses theory, history, empirical facts, logical formalization, systematic analysis, creativity, local knowledge, moral judgment and inspiration. What distinctively constitutes its elements is not just the search for correlations between abstract variables, but the search for pertinent relationships among facts, moral problems, structural conditions, historical concerns, personal worries and ethical values of contemporary societies. The new sociological imagination is a search for satisfactory ways of understanding the contemporary world in a rational, communicable, telling and coherent way, while also contributing to the development of the public sphere and a collective understanding of social issues.  相似文献

Al Qaeda has crafted a successful media strategy that is adeptly suited for the war of ideas against the United States. Osama bin Laden and Ayman al-Zawahiri have demonstrated a great ability to lead plural groups and exploit innovation with the use of technology. This article explores how they have connected with diverse audiences around the world with a constant message. The repetition of their platform themes and use of “message projection opportunities” demonstrate a great understanding of human nature, marketing strategy, global media, and world politics. In line with Prospect Theory, bin Laden and Zawahiri's messaging strategy emphasizes stemming losses over solidifying gains. Only through a better understanding of Al Qaeda's media strategy and all of its strengths, weaknesses, and idiosyncrasies can the United States truly recognize what it is up against and begin to construct an effective and comprehensive counter strategy.  相似文献

Debates continue about the impact of globalisation on human well-being. However, they are often based on little empirical evidence. This is not surprising, given the contested nature of the term 'globalisation' itself, the different ways in which health and well-being can be measured and the diversity of globalising trends in different parts of the world. The aim of this paper is to clarify some of these issues by looking at the recent experiences of women across a variety of social settings. It will begin with the development of a gender-neutral framework for analysing the links between globalisation and health. This will be followed by a more detailed examination of how sex and gender have shaped women's experiences of global change in ways that have been hazardous to the health of many of the most vulnerable. It will go on to identify the opportunities for improvement that these same changes have opened up and will conclude by discussing the ways in which many women are using these opportunities to reshape their lives in healthier ways.  相似文献
