This essay considers the challenges that the gendered and raced transnational subaltern refugee subject poses to the order of ‘the liberal state’ and ‘the liberal subject’, and argues that the latter are bound up in complex ways with entrenched understandings of the ocean as elementally distinct from land. This distinction, constituted by the freedom of the sea-going individualist liberal subject, invariably raced as white and gendered as male, to range across the waves in search of new worlds to conquer, is one that is continually reproduced both in popular culture's contemporary sea romances, and in the spatial and legal demarcations of the nation and its limits. In the diverse forms of traffic flowing from south to north, the historical oceanic mobility of this unfettered liberal subject (always shadowed and weighted down by its invisible freight of non-white bodies) now meets the transversal movements of the contemporary transnational subaltern as complex subject. Through the narratives of two refugees to Australia, the article traces the possibilities of an embodied refugee poetics for inscribing new geographies across the global borderlands.  相似文献

Turkey hosts the world’s largest community of Syrians displaced by the ongoing armed conflict. The object of this article is to explore the damaging effects of a hostile legal context on female Syrian refugees in Turkey. I base my analysis on scholarship that theorises immigration legislation as a system of legal violence and I argue that the Temporary Protection Regulation and the Law on Foreigners and International Protection that govern the legal status of refugees in Turkey inflict legal violence on Syrian female refugees. This legislation keeps them in the regime of temporary protection and prevents their access to international protection. The temporary protection regime serves furthermore as the main determinant for other forms of legal violence inflicted by various actors. I explore the effects of the Turkish government’s inaction in terms of preventing and sanctioning the abuse of Syrian female refugees as unpaid sex and household workers. I show that the extended legal limbo on the conditions of employment of Syrian refugees secures female Syrians as the most precarious workforce for Turkey’s various sectors. Finally I claim that the forced confinement of Syrian beggars in refugee camps is instrumentalised for their disciplinary regulation.  相似文献

The starting point of this paper is that most of the international transboundary water management (TWM) processes taking place globally are driven by ‘the hydraulic mission’—primarily the construction of mega-infrastructure such as dams and water transfer schemes. The paper argues that such heroic engineering approaches are essentially a masculinised discourse, with its emphasis being on construction, command and control. As a result of this masculinised discourse, the primary actors in TWM processes have been states—represented by technical, economic and political elites operating in what generally gets termed ‘the national interest’. Left out are the local communities relying on the resource directly: the water users; the poor; women; and other important groups. Instruments such as the UN Watercourses Convention of 1997 make an effort to present an attempt at a gender-balanced approach—through asserting the importance of the ‘no-harm rule’ and the ‘equitable share approach’. However, they end up supporting the status quo through the omission of any reference to gender issues. The paper provides an overview of the masculinised discourse on TWM institutions, proposing that this is the case because of the intersection of two masculinised fields—water resource management and the disciplines engaged in the research of transboundary water management, namely, political science and international relations. The paper investigates two southern African examples that illustrate the potential for including a gendered perspective and pro-poor policies that take into account the needs of the water users or ‘stakeholders’. The analysis includes the international and regional legal agreements on transboundary water issues, searching for evidence of a gendered approach. It is concluded that the laws and organisations responsible for transboundary water management currently do not reflect a gendered approach, despite the international recognition given to the necessity of including women in water management structures at all levels.  相似文献

Exile     
Marta Raquel Zabaleta's autobiographical piece takes us through the trajectory of her exile as an Argentinian refugee, first in Glasgow and then in London. Forced to flee with her husband, a Chilean UN refugee, she describes the differences between the ways her husband and herself were treated by those in solidarity groups and other aid organizations and the particular difficulties faced by women refugees. She explores the isolating effects of having her professional identity and status erased as a refugee and of being relegated to the sole status of ‘wife’. Zabaleta also insists on the fundamental rights of refugees and asylum seekers to have both their histories and their desires for the future acknowledged by those in the host country.  相似文献

Women who began their lives as ‘New Australians’ in migrant centres, arriving from refugee camps and war-ravaged homelands, brought with them a range of interpretations of good health and its management. In post-WWII Australia, the medicalisation of maternity and infant welfare intensified in the context of a renewed anxiety about population and recent medical developments. This article investigates the systems and quality of care given to pregnant women, infants and new mothers in government funded accommodation centres. This care was delivered in the highly politicised context of a mass migration scheme sold to the host population as coming at minimum social and economic cost. We assess the impact of this political context on the care that was provided and reveal health care settings to be crucial sites for the examination of the complex biopolitics of gendered citizenship within the mass migration scheme.  相似文献

This article examines perceptions of motherhood as they developed during the late 1940s in the midst of the national struggle for independence in Eretz Israel (Palestine). It considers two case studies in which mothers who were ‘recruited’ by the emerging nation were temporarily separated from their children. The first case concerns women emissaries (Shelihot) who were called to help in Jewish refugee camps in Europe after the Holocaust. The second case involves mothers who were not evacuated with their children from their settlements during the War of Independence but remained, instead, at the front line. These situations led to the development of new perceptions of women and motherhood, which were shaped and matured during the national struggle for independence. The two case studies are used as lenses to explore women's own experiences and perceptions against the backdrop of the intensified idealization of motherhood in times of emergency circumstances.  相似文献

Visual representations of orgasm – whether in the flesh or mediated through a screen – are produced in a context of intense uncertainty about whether what is being seen represents an authentically experienced bodily event. Despite detailed scientific scrutiny and close attention to bodily signs, the authenticity of women's orgasm remains a site of cultural anxiety and contested gender politics. This uncertainty is exacerbated by the construction of female orgasm as inherently invisible or un-see-able, and ‘faking’ orgasm as a prevalent social practice. Drawing on existing literature from psychology, sociology and porn studies, this theoretical paper explores the problem of visually representing orgasm in the context of these uncertainties, and examines how the distinction between the ‘real’ and the ‘fake’ is structured by discourses of authenticity. Pornography and everyday sexual interactions provide ideal contexts for exploring the practices of producing and consuming visual representations of embodied experience because both necessitate a see-able orgasm which consumers/lovers can read as ‘real’. This paper demonstrates that considerable interpretative work is necessary to read the female body as authentically orgasmic in the context of cultural uncertainty, and that distinctions between the ‘real’ and the ‘fake’ are continually reworked. Drawing on the contrast between ‘surface’ and ‘deep’ acting (Hochschild, 1983), I argue that the distinction between the ‘real’ and the ‘fake’ cannot be established by recourse to unmediated bodily experience, and instead, researchers should consider how and when this distinction has traction in the world and the implications of this for gendered power relations, subjectivities and practices.  相似文献

In this article I examine the friction between xenophobic discourses on migration and the crisis caused by the politics of austerity in Greece. On the one hand, an ‘excessive’ influx of migration is managed through violent means by the state and the para-state; on the other, a ‘scarcity’ of domestic resources is blamed for a ‘rise’ in racist attitudes, and the political ascent of a fascist movement-cum-parliamentary party, Χρυσ? Αυγ? (Golden Dawn). ‘Crisis’ is said to give rise to ‘austerity’—and hostility. Inverting the inverted causal relationship between crisis, austerity and hostility, I problematise representations of hostility towards migrants that construct racism as a consequence of economic conditions or even as the antidote to the ‘bitter pill’ Greeks have been forced to swallow. I examine how racialised and gendered violence secures the politics of austerity in Greece focusing on three eruptions of violence (the feminicidal acid attack on Konstantina Kouneva, the murder of Shehzad Luqman and the drowning of eleven refugees near the island of Farmakonisi). I draw concrete connections between the politics of austerity and what, drawing on Sara Ahmed, might be termed an ‘affective economy of hostility’ that articulates racialised and gendered modes of belonging and estrangement. Some bodies are rendered vulnerable and precarious, while others assert an entitled relation to national space while being economically disentitled by austerity measures.  相似文献

Abstract: This essay examines Nila Gupta's literary representation of the conflict in Kashmir in her short story cycle The Sherpa and Other Fictions (2008). Born and raised in Canada, Gupta has a diasporic perspective and a feminist political stance that values women's solidarity and political involvement across borders. Her short stories explore the feminist thesis that the sexual crimes committed against girls and women at times of conflict are a direct consequence of the appropriation of women's bodies for symbolic uses within the dialectics of patriarchal nationalisms. However, her stories' restrained style and their publication in a small activist press preclude easy commodification in a global market avid for narratives of ethnic violence. By reading Gupta's creative texts in relation to academic studies of communal sexual violence and nationalism, humanitarian reports on refugees and gendered violence and journalistic accounts of the conflict, this essay attempts to assess the power of literature to offer nuanced and complex representations of violent conflict and its consequences. Special attention is paid to the representation of life in the officially designated ‘migrant camps’, to the difficult issue of the social stigmatization of rape victims and to the many ways in which women are implicated.  相似文献

In this paper, I explore the experiences of women who found refuge in Serbia during the war in the former Yugoslavia. I look at the women's experiences of both leaving home and coping with everyday life in refuge. The exploration of refugee women's experiences is mainly based on analyses of their own stories, which I collected while researching women and war. In spite of all the hardship of their lives, refugee women who fled to Serbia have been treated by Western media, the public and aid organizations as ‘UNPEOPLE’ or as non-existent. Making their experiences visible as women, refugees and citizens is the main purpose of this article.  相似文献

Gender gaps in some aspects of the labour market in Europe narrowed during the recent economic crisis, mainly because men were hit harder and because of the ‘added worker effect’. Therefore, the number of families with a single wage-earner, in particular female-headed households, increased. However, the differential impact of the crisis on male and female labour force in part was an unintended effect of the ‘gendered’ and ‘racialized’ structure of the labour market. Occupational concentration in care and reproductive work and the public sector in fact protected women from unemployment. Adopting an intersectional approach and using individual and household data from the Labour Force Survey from 2008 to 2015, the aim of this paper is to assess to what extent the gendered and ‘racialized’ structure of the Italian labour market has changed, both from a quantitative and qualitative point of view, and to what extent the increase in female breadwinner families, especially among migrants, hides widening or narrowing intersectional inequalities by gender and citizenship.  相似文献

During the period following the abolition of slavery by the French colonial government in 1896, the Southern Highlands of Madagascar was settled by ex-slaves. These early settlers constructed a foundation myth of themselves as tompon-tany, or ‘masters of the land’, a discourse not only equating land with tombs, kinship and ancestors, but also coupled with a skilful deployment of ‘Malagasy customs’. In order to exclude later migrants who also wanted to settle, the ‘masters of the land’ attempted to establish control over holdings in the area. To this end, and to reinforce their own legitimacy as landholders, the tompon-tany labelled subsequent migrants andevo (‘slave’ or of ‘slave descent’) who – as a tombless people – have no rights to land. Because they have neither tombs nor ancestors, the landless andevo are socially ostracised and economically marginalised. As an ‘impure people’, they are not entitled to a place in the hereafter.  相似文献

Youth, particularly female teens, are encouraged to self-monitor and be responsible for their actions online in order to avoid harm from cyberbullying, ‘sexting,’ and other forms of cyber-risk. Highlighting findings from 35 focus groups with Canadian teens regarding sexting, we show the continued saliency of a gendered double standard applied to the online distribution of nudes. Our sample of male and female teens (n = 115) from urban and rural regions, aged 13–19, underscores the relatively lower ‘stakes’ involved with sexting for male teens. We explore this trend with specific reference to the salience of hegemonic masculinities and the gendered aspects of public and private spaces, both online and offline. Public exposure of nudes has potentially serious stigmatizing consequences for youth. We highlight teen experiences sending and receiving images of male penises (‘dick pics’), which is an under-researched aspect of sexting. We show the relative ubiquity of receiving ‘dick pics’ among female teens, exploring various reactions, and male motivations for doing so from male and female standpoints. Policy implications are discussed with specific reference to school-based cyber-safety programs, which our participants indicate remain highly gendered, neglecting epistemological questions around male experiences and responsibility.  相似文献

The aim of this article is to discuss the way prostitution was perceived during the British rule in Palestine (1918–48), analyzing the differing perspectives of the British colonial authorities and the Jewish national community. The major concerns of the civil and military colonial authorities were focused on issues of ‘social hygiene’ and the trafficking in women and children. This often involved the transfer of both legislation and discourse from the metropolis. The Jewish community, on the other hand, was concerned mainly with the evolving national project. Prostitution was seen as a ‘mixing ground’ of Jewish women and British and Arab men, thus threatening the boundaries of the national collective. Whilst the article is attentive to the importance of studying prostitution in its historical specificity, it also considers the many ways in which this case study illuminates the complex series of relationships between both colonialism and prostitution, and gender and nationalism. Women were important to the imagining of the nation not only for their symbolic power—as ‘mothers of the nation’, for example; the construction of nationalist discourses also involved focusing on ‘negative’ gendered phenomena, such as prostitution. In these ways, the article seeks to contribute to our understanding of the multiple significance of gendered categories in the process of nation-building.  相似文献

The contributors to this issue focus on legal internationalism (Peroni 2016; Turan 2016), including hybrid mixes with nationalist forms (Sankey 2016). They have provoked us as editors to think more about these sites and forms of engagement. Sankey shows how civic participation in the ECCC has played a key role in surfacing the gendered harms of separation and starvation. Turan highlights the problems with ICC exclusion of the experience of men and boys from sexual violence. Peroni expresses her hesitations over the Istanbul Convention given an association between assumed vulnerability and migrant women, while admiring its uncoupling of violence and culture. Cruz’s interview with Wendy Brown (2016) contextualizes and expands on these themes as they consider, with other participants, the future of feminist theory in the context of neo-liberal capturing of rights and legal space. Thinking more about internationalism and commitment in this context also helps us hold a mirror up to ourselves as we reflect more critically on our own naming of FLS as an ‘international’ journal. Together these contributions, and the reviews of new work, play a role in fleshing out an editorial commitment to enacting the journal as a living thing that ‘hangs together somehow’ (Mol 2002) even as it is known differently in different places.  相似文献

In her 1999 article ‘The Scent of Memory’, Avtar Brah maps the ways in which gendered, classed and racialised identities and subjectivities are produced in the diaspora space of Britain. ‘The Scent of Memory’ begins, repeatedly returns to and ends with the figure of a mother – Jean, a white English woman in the Southall of the 1970s and 1980s. One way of reading this article is as a series of interruptions, each of which allows us to see Jean differently, to replace her in what Brah has memorably termed the entanglement of genealogies of dispersion with those of staying put (Brah, 1996: 181). In this article, I stage my own set of speculative interruptions, through which recent feminist theorising of maternal subjectivities confronts the ways in which the maternal and the reproductive are conceptualised, metaphorised and mobilised in contemporary accounts of community cohesion, Britishness and belonging. At stake is our ability to challenge those still-dominant discourses that naturalise repetition and sameness as the necessary ground of belonging, obscuring and ignoring the gendered, racialised and other differences that mark Britishness, and which thereby reproduce the migrant and the minoritised as a problem for the stability of British identities. Following on from and extending Lisa Baraitser's claim that thinking about the relationship with the other ‘might just as well start with the mother’ (2009a: 153), I ask whether rethinking the reproductive can enable a more complex account of the ways in which ‘the native’ is transformed in diaspora spaces.  相似文献

In this article, I use a Marxist feminist methodology to map the organisation of migrant sex workers’ socially reproductive paid and unpaid labour in one city and country of arrival, London, UK. I argue that unfree and ‘free’ (sexual) labour exists on a continuum of capitalist relations of (re)production, which are gendered, racialised, and legal. It is within these relations that various actors implement, and migrant sex workers contest, unfree labour practices not limited to the most extreme forms. My analysis reveals that many migrant sex workers have very limited ‘freedom’. This is in stark contrast to the classical liberal claim of sex worker rights activists and academics that the vast majority of migrant sex workers are free, and therefore not coerced, exploited or trafficked. I then consider whether the emerging labour approach to trafficking could help achieve ‘freedom’ for migrant sex workers. Advocates argue that anti-trafficking efforts must, and can, be refocused on extending minimum labour and social protections to all vulnerable workers. I argue that this approach is disconnected from material interests and history. Rather, migrant sex workers, sex worker rights activists, and all migrant and citizen workers and activists globally must collectively organise against ‘labour unfreedom’ and hence for meaningful control over their labour and lives.  相似文献

Abstract

In this article, the author addresses the problem of how much historians can understand about the identities of individuals living in a different epoch in time, in relation to what has been termed the ‘fabulous fiction’ of black women's identities in slavery and freedom. A central argument is that stereotypes of black women were highly gendered and clustered around contradictory representations, particularly the ‘Sable Venus’, ‘She Devil’ and passive ‘drudge’. Thus, the persistence of an African-centred ‘woman's culture’ and strategies of resistance, collaboration and survival are vital to understanding black women's self-defined (as opposed to white attributed) identities. The first section examines the relationship between gender, race and culture in the mediation of African and slave women's identities. This is followed by a critical deconstruction of the ‘Sable Venus’ and interrelated black and white gendered identities in colonial slave society. The final section analyses the importance of the ‘She Devil’ in representing the resistant slave woman who defied the ‘fabulous fiction’ of white stereotyping of black women. A wide time span is adopted in order to analyse how black women's relationship to the gendered power structures underpinning colonial slavery shifted over time, as did ‘white visions’ of their identities. Unifying themes are the central location black women had in the development of colonial relations between black and white and the implications of contact at the harsh interface of African and European cultures for black women's gendered identities.  相似文献

Despite claims of ‘evidence based policy’, the place of empirical evidence in family law reform is ambiguous. There is ongoing socio-legal analysis of the differential value and uses of quantitative data and anecdote in detailing women’s experiences and advocating for change. In this paper, we engage with these issues through a focus on how data were constructed in a key government report, Every Picture Tells a Story, which was used to officially define the problem and outline recommendations in the controversial 2006-08 reform of the Australian Child Support Scheme. Our discussion focuses on two questions: what legitimacy is accorded to different kinds of evidence in family law reform processes?; and, how is this legitimacy gendered? We applied feminist critical discourse analysis to the type, source and claims of the data included in the child support chapter of the report. Our findings indicate that both quantitative data and anecdote were used to privilege fathers’ financial interests and autonomy; in contrast, women’s voices and interests were marginalised. Thus, we argue the legitimacy of data is ascribed through its relationship to the gendered definition of the ‘problems’ of child support, rather than the type of data per se.  相似文献
