Mainstream economics conceptualizes wages as determined by market forces and reflecting productivity and investments in human capital made by individuals. These views, which have become taken-for-granted explanations of what wages are, hide the underlying dynamics of the gender pay gap and place responsibility on individuals instead of gendered social structures. This article proposes viewing gender pay inequity through a sociological lens, which implies acknowledging the complex societal dynamics and roles of institutions and actors in shaping wages. The Nordic welfare states are often considered women-friendly, providing female citizens with social policies and services that have enabled their extensive participation in paid employment. Simultaneously, the Finnish welfare state has relied heavily on inexpensive labour provided by women, thus actively contributing to the formation of a secondary female-dominated labour market. The secondary status of reproductive work conducted within the public sector has been further strengthened and institutionalized by the Finnish corporatist system via collective agreements. In policy-making, the central actors defend their vested interests through non-decision-making, limiting the scope of decision-making to non-threatening issues. This article discusses the dynamics of the Finnish corporatist regime, welfare-state employment, and the impact of both on gender pay equity in Finnish society.  相似文献

ABSTRACT

Marxism has been the name increasingly given by friend and foe to contemporary radical revolutionary movements in the last couple of centuries. That opens the seldom-asked question, what about the radical revolutionary movements and ideas which could not be so described? For them the collective term often used negatively was ‘vulgar’, or, less negative but still unacceptable to Marxists, ‘utopian’ and ‘vernacular’. That last turn indicated spontaneous radicalism of the lower classes, which lack the incise language (polish?) of academic debate. The Oxford Dictionary defines ‘vernacular’ as the ‘language spoken in particular area by a particular group especially one that is not the official or written language’. It introduced often a history-passed-and-third-worldly accentuation. Experience has shown that most effective revolutionary movements were led by a group representing a mixture (interdependence?) of Marxism with vernacular radicalism, often described as Marxism with a ‘xxxx’ face (Chinese or Czechoslovak or something else). One can even conclude that for Marxism to make way it must link with radical local tradition, definitely not-Marxist. Moreover, it doesn’t quite ‘work’ singly, for its success depends on the mixture of Marxism and non-Marxism. It seems that particular role in that confrontation is defined by a conceptual (ideological?) set of collectively dominant ideas or ‘idols’. If so, a major blocking force to the advance of Marxist movements is, on top of the power of the existing state and political economy, some prevailing ideological elements accepted by the ‘masses’ since the Second International. Those would be ‘purism’, ‘scientism’, ‘progressivism’ and ‘statism’. We shall eventually touch in that context on supporting the revolutionary vernacular of the People’s Will party of Russia, its implications and its relations to Marx’s own Marxism.  相似文献

Mexico experienced the twentieth century’s first social revolution, a decade of struggle from which emerged a new political regime – a post-revolutionary authoritarian or single-party state one – with President Lázaro Cárdenas as leader by 1934. This post-revolutionary creation included organized labor and peasants, a strong interventionist state and a hegemonic party. Cárdenas’ U.S. counterpart, President Franklin D. Roosevelt, too, was leading dramatic ‘New Deal’ institutional and political revolution in the 1930s and 1940s that spawned a new order of expanded federal government, a renovated Democratic Party, and new movements and interest groups, notably, labor. Both nations featured the same major actors: the state, political parties, and organized labor. Both presidents calculated that preserving labor alliances was crucial for formation and legitimization of a new political order, for maintaining conditions conducive to private-sector investment and economic growth, and for political and economic crisis management. Labor’s growing role reshuffled corporatist alliances within and between international neighbors. This study places Mexico and the United States in comparative context in the early twentieth century and analyzes elite control and inclusion of organized labor in transformation of political landscapes in two different political regimes – a democratic one couched in an established constitution and a post-revolutionary authoritarian one born of a bloody upheaval.  相似文献

In this article, I use a Marxist feminist methodology to map the organisation of migrant sex workers’ socially reproductive paid and unpaid labour in one city and country of arrival, London, UK. I argue that unfree and ‘free’ (sexual) labour exists on a continuum of capitalist relations of (re)production, which are gendered, racialised, and legal. It is within these relations that various actors implement, and migrant sex workers contest, unfree labour practices not limited to the most extreme forms. My analysis reveals that many migrant sex workers have very limited ‘freedom’. This is in stark contrast to the classical liberal claim of sex worker rights activists and academics that the vast majority of migrant sex workers are free, and therefore not coerced, exploited or trafficked. I then consider whether the emerging labour approach to trafficking could help achieve ‘freedom’ for migrant sex workers. Advocates argue that anti-trafficking efforts must, and can, be refocused on extending minimum labour and social protections to all vulnerable workers. I argue that this approach is disconnected from material interests and history. Rather, migrant sex workers, sex worker rights activists, and all migrant and citizen workers and activists globally must collectively organise against ‘labour unfreedom’ and hence for meaningful control over their labour and lives.  相似文献

The Rwandan government's ongoing reconfiguration of the agricultural sector seeks to facilitate increased penetration of smallholder farming systems by domestic and international capital, which may include some land acquisition (‘land grabbing’) as well as contract farming arrangements. Such contracts are arranged by the state, which sometimes uses coercive mechanisms and interventionist strategies to encourage agricultural investment. The Rwandan government has adapted neo-liberal tools, such as ‘performance management contracts’, which make local public administrators accountable for agricultural development targets (often explicitly linked to corporate interests). Activities of international development agencies are becoming intertwined with those of the state and foreign capital, so that a variety of actors and objectives are starting to collaboratively change the relations between land and labour. The global ‘land grab’ is only one aspect of broader patterns of reconfiguration of control over land, labour and markets in the Global South. This paper demonstrates the ways in which the state is orienting public resources towards private interests in Rwanda, through processes that have elsewhere been termed ‘control grabbing’ [Borras et al. 2012 Borras, S.M., et al. 2012. This article shows how wildlife and marine conservation in Tanzania lead to forms of ‘green’ or ‘blue grabbing’. Dispossession of local people's land and resources has been gradual and piecemeal in some cases, while it involved violence in other cases. It does not primarily take the usual form of privatization of land. The spaces involved are still formally state or village land. It is rather the benefits from the land and natural resources that contribute to capital accumulation by more powerful actors (rent-seeking state officials, transnational conservation organizations, tourism companies, and the State Treasury). In both cases, restrictions on local resource use are justified by degradation narratives, while financial benefits from tourism are drained from local communities within a system lacking in transparent information sharing. Contrary to other forms of primitive accumulation, this dispossession is not primarily for wage labour or linked to creation of a labour reserve. It is the wide-open spaces without its users that are valued by conservation organizations and the tourism industry. The introduction of ‘community-based conservation’ worked as a key mechanism for accumulation by dispossession allowing conservation a foothold in village lands. This foothold produced the conditions under which subsequent dispossessions could take place.  相似文献

ABSTRACT

This paper analyzes frontier dynamics of land dispossessions in Ethiopia’s pastoral lowland regions. Through a case study of two sedentarization schemes in South Omo Valley, we illustrate how politics of coercive sedentarization are legitimated in the ‘civilizing’ impetus of ‘improvement schemes’ for ‘backward’ pastoralists. We study sedentarization schemes that are implemented to evict pastoralist communities from grazing land to be appropriated by corporate investors. It is argued that frontier imaginations of pastoral lowlands legitimate coercive practices of ‘emptying’ the lowlands for investments. ‘Improvement schemes’ enroll private investors and enterprises affiliated with Ethiopia’s ruling party in the politics of ‘thickening’ state presence in the pastoral frontier. Agricultural extension packages serve to expand state control over sedentarized pastoralists and make lowland resources more extractable, for investors and for the ruling regime.  相似文献

ABSTRACT

The term ‘postmaternal’ has recently emerged as a way to articulate the effects of neoliberalism on the public devaluing of caring labour [Stephens, Julie. 2011. Confronting Postmaternal Thinking: Feminism, Memory, and Care. New York: Columbia University Press]. This term suggests a valorisation of values associated with care and mothering that have traditionally been gendered and rely on a heterosexist matrix for their intelligibility. Marxist feminist writers during the 1970s struggled with the question of the particular form of care that reproduction entails, and this feminist archive has been recently extended to a discussion of ‘post-work’ [Weeks, Kathi. 2011. The Problem with Work: Feminism, Marxism, Antiwork Politics and Postwork Imaginaries. Durham: Duke], in which calls for the valuing of unpaid work as a viable form of labour have been reanimated. In this article I examine the relation between these two analytic categories – ‘postmaternal’ and ‘postwork’. Both categories require that we re-think some of the most trenchant issues in feminist thought – the sexual division of labour, the place of ‘reproduction’ in psychic and social life, and the possibilities for a new feminist commons.  相似文献

The most recent land reform in Uzbekistan, in which Large Farm Enterprises (LFEs) were split into medium-sized fermer enterprises, left, alongside the country's overwhelming majority of small dekhan peasants, continued strong state intervention in agrarian production. Three ‘forms’ (rather than ‘modes’) of production emerged: (1) state-ordered production of cotton and wheat; (2) commercial production, in particular of rice; and (3) household production of other food staples, including wheat and rice. These production ‘forms’ or processes are characterised by distinct input and output relations, terms of trade and technical requirements. They interrelate through competition for limited resources, such as land, water and other inputs, rather than competition amongst the actors themselves (the state, the new medium-sized fermers and the small dekhan peasants). A contest over resources is particularly evident between the (state-ordered) cotton crop and the (commercial) rice crop in the case study on which our argument is based, namely the province of Khorezm, a downstream part of the Amu Darya river basin, in the western part of the country.  相似文献

The incorporation of southern European countries into the European Union has transformed the relationship between peasants, the state and the international labour market. In order to illustrate the nature of this change as its affects southern Spain, examined here is its current impact on rural labour and the construction of interethnic ‘difference’ in Andalusia. It is argued that, in order to establish control over migration inland, the Spanish state has allocated to Andalusian peasants a ‘frontline’ role in forging a European identity in opposition to the migrant ‘other’, although this involves what is essentially a class struggle between peasants who – themselves migrants once – are now ‘insiders’ and rural employers, and migrants who are their agricultural workers and the new ‘outsiders’. In the Andalusian village context this takes a specific ideological form: namely, disputes between peasant insider and migrant outsider over such things as their respective occupation of and rights to space in the locality.  相似文献

This article examines the development of women's history in Scotland since the first conference of the International Federation for Research in Women's History (1989). The title is taken from a 1997 article in Scottish Affairs (issue 18), in which Esther Breitenbach asked whether the ‘curiously rare’ women in Scottish history was a case of the ‘suppression of the female in the construction of national identity’. Thus, this study focuses on key themes in the modern period of that history, notably education, the military, politics, labour, religion and literature. It concludes that while the place of women in Scottish history has indeed been asserted since 1989, and different questions are now being asked of the source material, women are still only slowly being integrated into mainstream studies.  相似文献

In existing histories of the development of multinational business, women are usually absent. Yet when the British confectionery companies of Cadbury, Fry and Pascall took the bold step to build an entirely new factory in Tasmania in the early 1920s, women workers were important, and mobile, actors. This article draws on business history archives and genealogical material, from both Britain and Australia, to explore how a select group of British women became the ‘pioneers’ of the Cadbury-Fry-Pascall company. It examines why women were key to the formation of an Australian subsidiary, how they influenced, and sometimes challenged, the creation of workplace culture and practice, and the consequences of this mode of female labour migration.  相似文献

Despite her contribution to some of classical Hollywood’s most renowned musicals, the largely unknown Lela Simone exemplifies one of Hollywood’s ‘anonymous movie workers’ (Leo Rosten) working in the shadows of film history. As music co-ordinator for MGM’s Arthur Freed Unit (1944–1957), Simone’s exacting technical supervision of sound and music recording and post-production ensured films such as The Pirate (1948), On the Town (1949), An American in Paris (1951), Singin’ in the Rain (1952) and Gigi (1958) achieved perfect synchronisation and polished production values. Drawing on archival sources this article engages with the methodological and conceptual challenges of making visible the labour of women, like Simone, working below-the-line in technical roles. Taking Simone’s work on sound and music in the iconic ‘Singin’ in the Rain’ number as a case study, the article illustrates how a micro-historical focus can bring a previously invisible realm of women’s labour, and agency, into view.  相似文献

ABSTRACT

The majority of studies using contemporary data report that women have a higher job satisfaction than men, and even more so in the occupations with a greater female share. This pattern, paradoxically given the lower pay of female-dominated jobs, is often attributed to women’s voluntary sorting into these occupations. In contrast, historical scholarship emphasizes the societal restrictions which shaped women’s vocational choices and the dissatisfactions with wages which led to the comparable worth movements around the world. During the 1980s, the Canadian comparable worth movement achieved momentum and instigated many legislative changes. By 1989, 6 out of 10 Canadian provinces had laws prescribing ‘equal pay for work of equal value.’ Using nationally representative Canadian data from 1989 to 1991, we examine how these legislations affected job satisfaction in pink and blue collar occupations. We find strong evidence for the higher job satisfaction of pink collar women in jurisdictions with a comparable worth legislation. The findings are discussed within the sociocultural context of the late twentieth century.  相似文献

This article looks at the characteristics of contemporary sports audiences from the perspective of gender, focusing on the phenomenon of female ultras or ‘professional’ football fans. Drawing on ethnographic research conducted in an Italian football ultras group composed of male and female fans, this paper offers an analysis of female participation in communities of organized supporters. In examining the role and position of women inside the considered group, the paper pays attention to their perception of the existing gender differences showing how female ultras explain inequalities on the basis of ‘natural’ and ‘innate’ differences and capacities between men and women. Existing patterns of male dominance are supported by female fans’ own discourses and performance of their gender identity in the ‘male preserve’. Rather than questioning male dominance and gender hierarchies, female supporters’ efforts appear aimed at being recognized as ultras ‘despite being women’.  相似文献

Doris Arnold (1904–1967) was a BBC radio personality and the UK’s first female ‘Disc Jockey’. She produced and presented the gramophone record programme These you have Loved from 1938. Despite her fame, Arnold is oddly absent from broadcasting histories and little is known about her today. Hers was one of the best known ‘rags to riches’ narratives of the early BBC: a typist whose musical talent propelled her to stardom. This article explores Arnold’s rise to fame through a detailed evaluation of her personal staff files which expose a complexity of gendered issues including status, clothing and pay.  相似文献

This paper identifies impacts of value chain inclusion on labour from a social sustainability perspective. It focusses on the tasks, livelihoods and subjectivities of Amazonian flood plain peasants (ribeirinhos) who collect açaí for sale to an expanding market. The ‘logic’ of ribeirinho chain inclusion is explored using a combination of labour process and human security indicators. While household income benefits can be significant, gains may be threatened by monoculture trends and local power structures. Human security indicators suggest further caution. Whilst ribeirinhos remain very ‘flexible’ workers, chain engagement entails insecurities, as highlighted by their variable views of collectivity and contradictory positions with respect to sustainability. Sustainable chain prognoses require a deeper understanding of agents' means and of the preferred choices and voice of those working at the beginning of chains.  相似文献

This article argues that neoliberalism with its pervasive patriarchy and co-option of feminism, renders women tacitly complicit in gendered pay inequalities. We show that in New Zealand, one of the world’s most neoliberal nations, women who might precisely be best equipped to argue for equal pay – engineers – do not do so because neoliberalism makes many feel responsible for, and accepting of, their lower salaries. In interviews and focus groups, many women engineers talk of deserving less pay than men because of their ‘choices’, their ‘personality’ and their lack of ‘responsibility’. In a disempowering environment, some women show agency by disavowing gender as a reason for the pay gap. Such narratives of individualized shortcomings reduce hope of collective action that might uncover and dismantle the systemic causes of pay inequity, which are not due to a woman’s choice or personality but rather what we frame as the neoliberal chimera.  相似文献

Michael Mann's interpretation of imperial rule is deployed here to theorise state formation during the era of Ottoman expansion and contraction. His five-part taxonomy of ‘compulsory co-operation’–namely military pacification, the military multiplier effect, the correlation of authority with economic power, labour intensification and the coerced diffusion of cultural norms – is applied to the Ottoman context in order to cast light on the relationship of the state with its agents and the peasantry. In doing so, it also seeks to reconsider an older debate regarding the ‘decline’ of imperial Ottoman rule and Istanbul's response to social change.  相似文献
