服务政府与责任政府是法治政府的基本特征和重要指标。强化服务行政观念,贯彻执法为民原则, 建立和完善贯彻权责统一原则的政府法律责任制度及其有效运转,是法治政府建设的重要选择。行政许可法制对于促进政府管理、执法方式转变和服务政府建设、促进政府职能转变、完善法律责任制度和建设责任政府具有重要的现实意义。

加快转变经济发展方式已刻不容缓。创新是转变经济发展方式的重要支撑。当前,我国创新水平与转变经济发展方式的要求还不相适应,必须在加强政府指导、优化创新环境、培养创新人才、转变创新模式、完善创新制度等方面加大力度,有所作为。     

政府履行职能方式的改革和创新

经过改革开放以来六次集中的行政管理体制改革,政府"经济调节、市场监管、社会管理、公共服务"的基本职能已经确立。2008年改革以来,又对转变政府职能提出了进一步要求。政府改革的成效不仅取决于职能转变到位、配置到位,而且取决于职能是否履行到位,有赖于履行职能方式的改革和创新。转变经济发展方式对改革和创新政府履职方式提出了新的更高要求。研究政府履行职能

新形势下地方政府社会管理新方式的路径研究

党的十七大报告将"完善社会管理,维护社会安定团结"列为加快改善民生的六大任务之一,为政府社会管理体制和方式的创新提出了新的指针。近年来地方政府围绕建设服务政府、责任政府、法治政府的目标,积极推进政府职能转变和管理创新,努力加强社会管理职能,不断完善社会管理体系,社会管理取得明显成效。但是管理体制不顺、管理效率不高、管理方式单一等问题仍没有得到根本改变。因此,如何适应新形势下社会管理发展的新形势新要求,特别是应对全球金融危机背景下社会矛盾频发的严峻局面,加强地方政府社会管理方式创新的路径研究,进一步整合社会管理资源,提升社会管理水平,维护社会稳定与和谐已成为党和政府在新时期面临的一项重大课题。

Chile-China Agreement on Astronomical Research
China and Chile agreed on an annual fund of US $3 million for joint astronomical research on October 4.
