我国反恐情报及预警系统框架设计

情报工作是反恐战争取得胜利的关键性因素。我国反恐情报及预警系统建设面临着组织体系不够完善、反恐数据分散、整合程度低、反恐信息源单一、反恐数据处理技术落后、反恐情报专业人才匮乏等主要问题。反恐情报及预警系统的建设,应立足于当前及未来反恐作战的需要,具备动态监测、风险预警及决策支持等功能。反恐情报及预警系统的基本框架由数据收集、信息处理、知识获取、情报预警四大模块构成。该系统在组织体系上由反恐情报与反恐行动两大相对独立但又相互依赖的单元组成。多种类型、多种手段、多种方式获取的反恐情报各有长短,在反恐作战应用中可以互为补充。在反恐数据处理及分析中,利用软件着重测量恐怖组织的网络特性指标,可以为瓦解恐怖组织提供重要的作战决策依据。反恐预警体系是在基础层、应用层和决策层三个相互独立又相互联系的系统之间实现的整合。     

试论情报安全机构在反恐斗争中的职能

“9·11”事件发生后,国际社会对恐怖主义问题一直十分关注,反恐也成为各国情报安全机构的一项重要任务。情报安全机构在反恐斗争中处于核心地位,起着至关重要的作用。从历年来世界各国反恐斗争的实践来看,情报安全机构在反恐斗争中肩负着四项职能,即预警职能、打击职能、防范职能和协调职能。其中,以预警和打击职能最为重要。     

新时代反恐工作的探索与展望——基于湖北省的实践及经验

反恐情报研究是一种参照性指导方略和确定性思维方式，是立足于“情报主导警务”的反恐实践的方法论。剖析反恐情报研究存在的问题，对于探索和改进我国反恐情报研究方法，具有重大的理论与现实意义。反恐情报实战化问题研究，是立足于新疆反恐工作实际，以实战化运用为抓手，实现传统与高科技的有机结合，不断提高预警防控能力和“一体化”联合作战能力。

法国反恐怖预警机制研究

近现代以来,法国一直面临着严重的来自国内外恐怖主义势力的破坏与威胁。为了有效应对恐怖主义活动,法国较早地建立了专业的反恐预警机制,并在实战中不断完善。其预警机制的一个显著特点就是动态跟踪评估恐怖主义威胁,并据此及时调整具体的反恐行动。另外,法国为了打击防范恐怖活动,还专门制定了较为完善的反恐法律,建立了灵敏的专业的反恐队伍,并不断加强反恐情报建设。这些均对我国的反恐预警工作有很好的借鉴意义。     

提高公安民警反恐应急能力研究

面对当前严峻的反恐形势和暴恐事件的复杂特点,客观认识我国公安民警反恐应急的现状,应重点培养情报侦查能力、案件侦办能力和应急处置能力。在打击暴力恐怖犯罪工作日益常态化的形势要求下,完善反恐应急管理机制,增强反恐应急专业水平,健全公安民警权益保障机制,提高公安民警反恐应急能力。
