社区警务是 2 0世纪末在国际范围内兴起的一种警务研究思潮和警务改革方式 ,其实质是在政府和警方指导下 ,警民密切配合 ,依靠社区力量 ,利用社区资源 ,强化社区功能 ,解决社区问题 ,减少社区犯罪 ,提高社区居民生活质量。它的产生具有深厚的思想基础和深远的警务传统源渊以及复杂的现实背景。     

谈澳大利亚的社区警务

澳大利亚的社区警务战略主要是:警务工作最大限度地融入社区;为社区提供优质服务;与社区和商业单位建立合作伙伴关系;预防犯罪立足于社区;警方不断扩大社会服务性工作等,对我国公安机关的社区警务建设,具有一定的参考、借鉴作用。     

中外社区警务之比较

社区警务不能简单地理解为一定区域内的警察工作,而是指存在于警方和社区之间的一种相互作用的过程,旨在共同发现和解决社区的治安问题。社区警务的出现既是６０～７０年代西方国家社会政治经济发展的产物,也是西方警务工作演化的必然结果。西方社区警务的内容：１．社区预防犯罪;２．改革巡逻方式,密切警民关系;３．提供社会服务,改善警察形象;４．建立社区反馈机制。中国社区警务的理论依据：１．公安工作的基本方针;２．社会治安综合治理。其基本形态是公安派出所。内容包括贯彻公安法规,进行法制宣传,管理户口等８个方面。中外社区警务的理论与警务模式比较,既有相同之处,也有不同之处。     

美国警务发展的三个历史时期

美国警务发展可分为三个历史时期或三种模式 :政治警务、改革警务和社区警务。在政治警务模式时期 ,警察与政治有紧密联系 ,腐败现象严重 ,警察效率低下 ;在改革警务时期 ,警察实现了专业化 ,但与社区的关系疏远 ,并变得极度紧张 ,在强化打击犯罪的同时 ,日益不能适应剧烈动荡的社会形势和迅速变化的社会关系 ;在社区警务时期 ,在新的基础上 ,警方和社区的联系又回归到紧密状态。社区警务是一种警务理念 ,它强调和公民一起减少恐惧感 ,解决和犯罪有关的问题和预防犯罪。警民协作和警察致力于问题的解决是众多社区警务概念一致赞同的两个基本主题。这种警务模式在目前行之有效。当然 ,社区警务并非是根治社会问题的万能药方。

警方公共关系是公共关系基本原理、方法与公安管理实践相结合的产物,是以提高警方自身影响力为基点,促进警察组织和公众良性互动,争取获得最大社会效益的一种管理职能和活动。枫桥警务实践作为“枫桥经验”的实现形式之一,始终强调依靠和组织群众预防化解社会矛盾,维护社会稳定,与警方公共关系具有共性功能。枫桥警务模式作为警方公共关系的一种积极探索和实践,对构建新型警方公共关系具有重要的借鉴和启示作用。

非传统安全与社区警务

随着非传统安全问题的显现,国内的安全环境将出现新的变化,主要包括与全球安全形势的关联度提高,社会和个体对安全事务的影响力增强,国家与社会的关系逐步重塑等。这既给社区警务工作带来新的挑战,也为其深入推进提供契机。为应对非传统安全威胁,社区警务需要进一步提升警方对社区安全工作的指导功能,努力开展多渠道合作,积极构筑和占据社区内的信息高地,促使社区警务实现自身的发展和完善。     

公安新闻标准与公安舆论危机

公安新闻标准的选择与公安舆论危机的生成有一定的内在联系。公安新闻的特点决定了公安新闻对媒体的吸引力，决定了媒体对公安工作的消极作用。为此，警方要做好舆情的监测和分析，预先做好防范，防止涉警案件或事件引起的媒体炒作产生公安舆论危机而对公安工作造成消极影响。
