Learning and knowledge management are crucial capacities for many NGOs. This article attempts to answer such questions as: why is learning seen as so important for NGOs? How do successful NGOs actually learn? And what role do key individuals or leaders play in this process? The article draws heavily on the findings of a study of South Asian NGOs, which suggests that an NGO's ability to learn is dependent on its organisational culture and in particular the development of an internal culture of learning. The case studies from South Asia reveal that the creation of this 'learning culture' derives primarily from the attitude of the leadership towards learning: at the heart of a learning organisation is a 'learning leader'.  相似文献

This article questions the assumption that globalisation has fostered cultural dialogue. In order to understand how globalisation has specifically impacted the sphere of the cultural, it starts by examining the way cultural practises are transformed in its wake. Does globalisation yield new, global forms of culture? To address this conundrum, this article takes the example of a cultural movement that has sought to project itself on a global scale, the anti-whaling culture, exploring both its origins and the distinctive cultural forms it has constituted. It then raises anew the question of dialogue: what of the dialogue between this global anti-whaling movement and local cultures where whaling still occurs? And how does such 'global culture' negotiate with demands for cultural diversity?  相似文献

This article analyses the mixed forms and results of the institutionalisation of partial democracy in conjunction with free market policies in the last two decades in Latin America. It assesses trends and constrains in domains with important implications for the quality of democracy in the region, by asking the following questions: Is there an unequivocally new political and administrative culture or are older cultures proving to be resilient? Are the new means of delivering what have hitherto been regarded as public goods facilitating democracy, or hindering it? And are new constitutional arrangements and their legal corollaries and consequences facilitating participation and the formation of democratic public spheres? Posing these questions and looking for answers in the actual processes of democratisation and the introduction of free-market policies, moves analysis from the realm of models of democracy to the realm of democratic practice and highlights the ensuing tensions with the models of democracy adopted and shared with the core countries of the developed West. When implementing a transformational global vision and mission, three problems typically confront international NGOs: aligning different levels of planning and strategy; balancing global analysis and priorities against local realities; and identifying measures that both indicate progress and promote and encourage innovation. This article reports on the efforts of CARE International's Latin America Regional Management Unit to address these problems by introducing 'reversals' to common strategic planning principles and processes. It shows middle managers in NGOs how they can lead 'from the middle', and considers 'the region' to be the nexus enabling an organisation to change and learn across multiple hierarchical levels.  相似文献

What can the world hope for from the Peacebuilding Commission, given the record of the United Nations in this area? And what contribution can the European Union (EU) offer, given its own record in engaging with countries emerging from violent conflict? The essential task in peacebuilding is to restore a war-torn society's capacity to manage its own conflicts. The priority for the Peacebuilding Commission should be to develop international support and legitimacy for this task, avoiding muddying it with the foreign policy objectives of donor states. The EU has much to offer and much to gain from establishing this growing area of global governance on sound principles and internationally accepted lines. The paper argues that the EU can and should play a leading part in developing the Peacebuilding Commission. It reflects on principles that could be applied and practices that should be avoided.  相似文献

This article explores why the New Labour government in Britain stopped using the former Foreign Secretary Robin Cook's notion of an 'ethical dimension' to present its foreign policy to the public. The article begins by tracing the rise of the 'ethical dimension' in New Labour's foreign policy pronouncements. It then surveys some of the debates about the party's foreign policy record, investigating how far its explicit appeal to ethics merely overlies traditional British foreign policy practices. The final section discusses three possible explanations for New Labour's decision to abandon the language of an 'ethical dimension'. It is argued that this decision suggests two important lessons for the future relationship of ethics to foreign policy. While explicit ethical standards provide important benchmarks for activists and public intellectuals, they can also serve to highlight the failures of an administration at the expense of more positive developments. Consequently, jettisoning the language of an 'ethical dimension' may actually encourage a more sophisticated public debate that moves beyond the facile and misleading belief that foreign policies are either 'ethical' or 'unethical'.  相似文献

This article focuses on performance measurement in the democracy and governance (DG) programme of the United States Agency for International Development (USAID), in its Zimbabwe mission. The article tells the story of one qualitative indicator used for measuring progress, namely the 'Advocacy Index'. It traces the history of this indicator, from rationale and concept through the early stages of implementation. The article discusses the problems of quantitative measurement and observes that there have been a number of suggested 'qualitative' responses. It goes on to describe the introduction of the Advocacy Index by the USAID mission and the responses of its Zimbabwean partners, and draws out some tentative lessons and questions raised by the experience.  相似文献

The article explores the moral difficulties for international humanitarian workers operating as third parties in war zones. The main part examines current usage of the terms 'humanity', 'neutrality', 'impartiality', and 'solidarity', as they are used in the discourse of humanitarian operations. The article then considers the psychological implications for relief workers of operating as noncombatant third parties in war. Finally, the article recognises that a range of different positions is both inevitable and desirable in a given conflict, but concludes by emphasising the responsibility of any third-party relief organisation to be transparent in its position and to preserve rather than distort traditional humanitarian principles and language. It ends by recommending concerted support for international humanitarian law and its possible reform as the best way to focus the current debate about the place of humanitarianism in war.  相似文献

Abstract

In order for organisations to survive in an ever-changing milieu in the current business environment, sufficient crisis communication and management practices need to be in place. Despite this, organisational crises are often inefficiently managed, which could be ascribed to the lack of strategic management of crises (Kash & Darling 1998: 180). This article explores the lack of strategic crisis communication processes to ensure effective crisis communication with the media as stakeholder group. It is based on the premise that the media are one of the main influencers of public opinion (Pollard & Hotho 2006: 725), thereby necessitating the need for the accurate distribution of information. Furthermore, the study focuses specifically on the financial industry, which is arguably more sensitive and thus more prone to media reporting because financial services providers manage people's money (Squier 2009). A strategic crisis communication process with the media is therefore proposed, facilitated through an integrated crisis communication framework, proposing a combination of integrated communication (IC) literature, with emphasis on Grunig's theory of communication excellence, to build sustainable media relationships through two-way communication; and a crisis communication process that has proactive, reactive and post-evaluative crisis communication stages, thereby moving away from seeing crisis communication as a predominantly reactive function.  相似文献

ABSTRACT

Decay and decomposition have long been important to the histories of capitalist development but what are the particular forms that characterize the relationship between “waste” and value in post-2008 financialization? I argue that financialization is characterized by the organized conversion of distress into forms of financial value. To make this argument I lay particular emphasis on the rehabilitation of “toxic” assets through the practices of asset management in Ireland's National Asset Management Agency. I extend this argument by foregrounding political interventions staged around post-crisis housing, a critical strategy which seeks a certain point of confrontation between the abstract and the visceral. This strategy identifies the “afterlives of global capital” as sites that could incubate imaginative work designed to challenge finance in key ways. This provokes questions about financialized value: do we now locate value in forms of financial integrity or in decay, decomposition and detritus?  相似文献

This article presents an Indian view of the endgame in Kashmir. It seeks to answer two essential, if prosaic, questions: Does India have a plan for the final settlement of Jammu and Kashmir? If so, what are its essential elements? While there may not be a publicly discernable Indian game-plan, there is the possibility of durable peace in Kashmir. Events subsequent to the Kargil war of 1999, the terror attacks against America on September 11, 2001, and a shift in international public opinion regarding Kashmir all provide an opportunity for India settle the Kashmir question. These factors are, however, rooted in deeper changes within the Indian polity, including the growing consensus on economic and political decentralization and an ambition to increase India's international influence, which may increase India's willingness to commit itself to a potentially more long-term and imaginative course for its Kashmir policy.  相似文献

Huntington's division into three 'waves' of democratization is now widely used in the literature. However, he offers no overall causation for the ebb and flow of democratization. Elsewhere, Hobsbawm has used long-wave economics for the basis of a wave-like pattern of modern history. Might this provide a causal explanation for waves of democratization? This article argues that the democratization process follows a wave-like pattern that closely mirrors that of long-wave economics, if exogenous transitions are allowed for. In addition, it both provides a possible causation in that differing long-term economic trends give rise to differing political movements and priorities amongst citizens and questions the validity of Huntington's 'third wave'. The article helps to explain how the different theoretical approaches to the democratization process can be explained on a historical basis. Finally, it offers an alternative schema for a wave-like democratization process and suggests that a reverse wave is not likely to be imminent.  相似文献

Because of its dynamic nature, those confronting the al-Qaeda threat must follow its evolution very closely. As demonstrated here, this task is particularly challenging when counterterrorism is carried out under the aegis of international organizations. This article explores the threat identification function of the al-Qaeda Sanctions Committee (also known as the 1267 Committee) charged with supervising the UN sanctions regime against al-Qaeda and its associates. Examination of the role of threat identification in the committee's work, and of the content of the threat analysis presented in the periodic reports of its subsidiary monitoring team, suggests the marginality of strategic threat assessment and underscores the constraints created by bureaucratic and political factors. The article also demonstrates the failure of the Committee and the monitoring team to thoroughly engage in central questions regarding al-Qaeda's nature, objectives, and organizational strategy.  相似文献

In fully automated e‐negotiation all involved parties are software agents, so negotiation takes place in a multiagent system between software agents that have been developed as a computer system for automating tasks in a specific application domain. A multiagent system is a group of agents that interact and cooperate with each other to fulfill their objectives or to improve their performance. How do these agents negotiate with each other to manage their task interdependencies? What negotiation mechanisms are needed? These are important questions. In this article, we present a conceptual framework for modeling and developing automated negotiation systems. This framework represents and specifies all the necessary concepts and entities for developing a negotiation system as well as the relationships among these concepts. This framework can also be used to model human negotiations scenarios for analyzing these types of negotiations and simulating them with multiagent systems. The work reported in this article is the first unified framework that represents all the needed elements for modeling and developing automated negotiation systems and existing relationships between them.  相似文献

The proposed bilateral free trade agreement (FTA) between India and the European Union has thrown up many contentious issues among which public procurement is an important one. While India is reluctant to include public procurement in FTA, the European Union (EU) has been insisting that FTA without liberalisation of public procurement is not on the negotiating table. What makes India particularly attractive to the EU is not only the size of its public procurement market but also its rapidly growing economy and demand for infrastructure which presents EU firms with an opportunity to gain market access into this sector under the FTA setting. The EU is insisting on national treatment and non-discrimination as also transparency in Indian procurement system. Indian companies aspire to crack open public procurement market in the EU by entering it through the services sector. However, they are finding EU procedures for ‘data adequacy’ and policies relating to work visa difficult. India’s reluctance to negotiate government procurement under the FTA framework is also attributed partly to administrative costs required for making changes to existing framework and for establishing institutions to implement bilateral obligations. Though several deadlines have been missed, an agreement that could bring mutual benefit for both the EU and India is not out of reach.  相似文献

This article addresses normative ideas around the role of journalism and the news media's links to the democratic process in South Africa and many other post-colonial societies in the Global South. In particular, the article addresses questions around the news media's role as the Fourth Estate and its claims to public representation, as well as the role that new media and social media in particular play in the media-politics nexus and in the strengthening of democracy (in its many guises). The article assesses the contextual factors that need to be considered in the analysis of media development and the roles and functions ascribed to the news media from within the context of the post-colony and young democracies in the Global South.  相似文献

This article offers a critical discursive analysis of proper names used in Polish political discourse, focusing on six addresses to the nation made by prominent public figures of the Polish political scene?the president, prime minister, and the primate of the Catholic Church. The names used in the speeches did not function merely as means of referring to places or persons. The speakers used them to construct an ideologically preferred reality. Those used by the president of Poland ''embellished'' the Communist past of the country and showed his political (post-Communist) option as a viable proposal for Poland. The speeches made by the primate of Poland created a politically uncontroversial image of the country, with the head of the Catholic Church positioned as a moral authority. Finally, the visible absence of names in the prime minister's speech represented the etatistic view of Poland.  相似文献

Abstract

Recent governance reforms in Japan aim at promoting ‘the establishment of an environment that supports appropriate risk-taking by the senior management.’ The article evaluates the reforms on the basis of two questions: do the reforms tackle the right issues? And will they be effective? The Japanese economy faces indeed a performance puzzle. Despite Japan's strong efforts in the field of research and development, its excellent work force and abundant financial capital, the economy is performing poorly in terms of productivity. The performance puzzle seems to be closely related to the way large Japanese companies are governed, namely by boards filled with internally promoted lifetime employees. However, the correlation between board composition and performance is spurious. Both are influenced by a third factor, which manifests itself in the predominance of in-house careers. In-house careers determine the composition of boards and have, over the last twenty years, had a negative impact on economic performance. The governance reforms do not address the root of Japan's performance puzzle. They may nevertheless provide an important stimulus for redesigning the way Japanese corporations recruit, train and promote future leaders.  相似文献

View all notesThe worldwide spread of drug-resistant strains of tuberculosis (TB) bacteria is out of control and incidents of harder-to-cure TB illness are rising. This article explores the present and potential impact of extensively drug-resistant tuberculosis (XDR-TB)—a deadly, contagious and virtually incurable disease—on human health and state capacity. Detected cases of XDR-TB can occasion the implementation of extraordinary control measures, because some governments are sufficiently fearful of the disease as to frame it as an issue of national security. Such framing has the potential to precipitate more financial resources and stronger legal powers to bolster public health, but it might also increase the risk that emergency response measures will be counterproductive and/or unjust. Framing XDR-TB as a security issue is empirically plausible, and doing so is a good thing provided that increased response efforts promote rather than hinder the provision of universal access to adequate TB treatment over the long term. Two disease control measures that are motivated particularly by security concerns are border control and patient isolation. This article offers an assessment of each measure by reference to public health ethics in order to differentiate good and bad securitisation.  相似文献
