What does state terrorism look like? How do we distinguish it from other forms of mass state violence, such as repression or genocide? Based on the developing literature on state terrorism, this study presents three expectations that violence perpetrated by the state should meet if it is to be classified as state terrorism: these are (a) that the violence is perpetrated by agents of the state, (b) that the violence is visible, and (c) that state terrorism focused against a state's own citizens will be carried out by an autocratic, personalistic regime. Drawing substantially on a series of primary sources, this study demonstrates that Idi Amin's regime in Uganda from 1971 to 1979 did engage in state terrorism against its own citizens.  相似文献

In light of ongoing work to improve nuclear attribution capabilities, policymakers could be tempted to consider a nuclear terrorism deterrence doctrine relying strongly on the ability of those capabilities to support retaliation against states that supply materials used anonymously in an attack. Although the United States must develop the best possible nuclear attribution capabilities, at the very least to support response actions after an attack, prospects for deterrence are uncertain. To accommodate these uncertainties, as well as the wide range of possible nuclear terrorism scenarios, the United States should adopt a broadly scoped operationally ambiguous declaratory policy in the context of a comprehensive strategic doctrine to prevent nuclear terrorism.  相似文献

Employing a discourse analytic approach, this paper examines the silence on state terrorism within the broader terrorism studies literature. An analysis of this literature reveals that state terrorism is noticeable mainly for its absence as a subject of systematic academic study. Following the textual analysis, the main finding – the silence on state terrorism within terrorism studies – is subjected to both a first- and second-order critique. A first-order or immanent critique uses a discourse's internal contradictions, mistakes and misconceptions to criticise it on its own terms. In this case, the absence of state terrorism is criticised for its illogical actor-based definition of terrorism, its politically biased research focus, and its failure to acknowledge the empirical evidence of the extent and nature of state terrorism. A second-order critique entails reflecting on the broader political and ethical consequences of the representations enabled by the discourse. It is argued that the absence of state terrorism from academic discourse functions to promote particular kinds of state hegemonic projects, construct a legitimising public discourse for foreign and domestic policy, and deflect attention from the terroristic practices of states. The exposure and destabilisation of this dominant narrative also opens up critical space for the articulation of alternative and potentially emancipatory forms of knowledge and practice.  相似文献

There has not been a single instance of nuclear terrorism in the fifty‐plus years since the end of World War II. The dissolution of the Soviet Union, however, has rendered nuclear materials and technology vulnerable to various forms of diversion, which may enable terrorist use of nuclear or radiological devices. The several terrorist options in this regard are described and evaluated. Nuclear capabilities based upon theft or construction of a device are viewed as remote possibilities. Environmental contamination through a radiological device or reactor sabotage is (and has been) a viable option. A general theoretical principle is advanced as a possible explanation for the terrorist avoidance of the nuclear option.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

There is a general tendency among analysts to treat the activity of the United Nations Security Council as a barometer for measuring the evolution of global security issues. However, despite the Council's central role in multilateral counterterrorism since 9/11, there exists no comprehensive and coherent empirical measurement of its activity on terrorism. This research gap has resulted in contradictory assessments concerning the beginning, the regularity, and the consistency of the Council's activity on terrorism. In an effort to introduce more academic rigor to terrorism studies, researchers need to systematically address this deficit. This article makes a fundamental contribution by introducing a new dataset, the UN Security Council and Terrorism Dataset. It outlines the problems of previously available data and specifies the materials and methods used for the creation of the dataset. It continues by presenting key results from this unprecedented data collection effort and illustrates general trends in the Council's activity on terrorism. Based on this extensive empirical research, it finds that the UN Security Council's activity on terrorism has evolved more regularly and consistently since 1946 than previously thought. This conclusion indicates new directions for future research.  相似文献

The casual media observer might well believe that nuclear terrorism is highly likely in the United States and it is a question of “when, not if.” This is the view of the “conventionalists.” But there is a second school, the “skeptics,” that believes the nuclear world is more secure than at any time in history and that the possibility of a nuclear terrorist event is overstated. This article articulates arguments made by these two schools of thought and develops a framework for analyzing the issue. It concludes that while enhanced national and international vigilance against nuclear terrorism is necessary, when viewed through an historical lens, today's margin of nuclear safety may actually be higher than in the past.  相似文献

ABSTRACT

The international security community is increasingly concerned about the nexus between indiscriminate terrorism and the proliferation of nuclear technology and materials. Many nuclear terrorism threat assessments focus primarily on terrorist motivations to employ an atomic bomb, the availability of nuclear know-how and technology, and the opportunity for clandestine organisations to acquire fissile material. Scholars and experts, however, often neglect to elaborate on the challenges for terrorist organisations in organising and implementing the construction and detonation of a crude atomic bomb. This will most likely be a complex project. This article will therefore explore the organisation of such an endeavour. To be precise, we will highlight the impact of the organisational design of the terrorist group. The organisational design determines the division of tasks and how coordination is achieved among these tasks. It therefore has a strong impact on the functioning of any organisation, especially an innovative and complex terrorism project. Building on a case study of Los Alamos, we inductively infer that terrorist organisations face an inherent effectiveness-efficiency trade-off in designing a nuclear armament project.  相似文献

The history and identity of fundamentalism is complex. Religious fundamentalism names an ideological perspective found in most, if not all, major religions and is currently associated with variant forms of extremism and religiously-motivated acts of violence, including terrorism. Following a discussion of religious extremism per se, a typological paradigm of religious fundamentalism that attempts to demonstrate the ideological development from what might be referred to as an “initial” and relatively benign fundamentalism into extremism and thence to terrorism, will be presented. A discussion of a model of fundamentalism as applied to Islam will provide a comparative basis for assessing Christian fundamentalism and extremism, so setting the scene for an applied exploration of religious extremism and terrorism with particular reference to Christian contexts and examples.  相似文献

Abstract

This paper reports data from a content analysis of television news coverage of terrorism. A proposed typology of terrorism and media coverage is tested with stories from network news in the United States and Canada. The typology posits that media coverage of terrorism depends on the act's relation to institutional power bases. The two types of terrorism outlined either seek out or avoid media coverage, depending on whether they challenge or reinforce institutional power. Because of media's interrelationship with the economic and political institutions, coverage of terrorism will take on the flavor of these institutions’ perspective. The data show that although media cover terrorist acts that are linked to U.S. institutional interests, the tone of such coverage casts uncritical perspective. The implications for the general message system of news, with particular regard to the media's contribution to international understanding, are explored.  相似文献

The relationship between terrorism and culture was systematically examined using three high-quality global databases. Contrary to prior research, terrorism—collapsed across form and era—was not related to any of Hofstede's cultural dimensions. Yet, particular forms of terrorism—incidents involving substantial casualties and damage, suicide bombings, and the proportion of incidents involving fatalities—all showed relationships with cultural dimensions. Tolerance of terrorism and relative tolerance of the 9/11 attack were related to cultural dimensions and terrorist events. Finally, populations that were relatively voiceless, disengaged from their communities, suffering, angry, and hopeless showed more tolerance of terrorism and incidents of terrorism.  相似文献

France has had a long history of struggle with various forms of terrorism and over the past decade has achieved particular success against Algerian Islamic terrorist groups – the GIA and GSPC – with close links to Al-Qaeda. This article reviews France's experience of terrorism since the end of the Second World War and details the evolving state responses to these challenges and the sophisticated anti-terrorist apparatus that now serves the French state. It then considers the role of France in the post-11 September ‘war on terrorism’ and argues that France remains in the front-line of the struggle against Al-Qaeda and that the French experience has much to contribute to the international war against Islamic terrorism.  相似文献

This study offers a meta-information analysis of the state of the art of terrorism research from structural disciplinary perspectives, and by comparisons with several other fields of study. It observes the interrelationship of disciplinary characteristics, specifically, scientific collaboration among terrorism researchers, the growth rate in the number of conferences in the field after 9/11 and the fragmentation of terrorism studies into separate research specialties. These three trends coincide, indicating the growing importance and visibility of terrorism and counter-terrorism studies for government decision-makers and an increase in funding for this research, much of which is channelled in specific desired directions. The new research on terrorism has created disciplinary studies on the subject in the sciences and the life sciences, side by side with traditional social science research. The fragmentation of the field, growing collaboration and the appearance of conference proceedings on terrorism are indicative of the beginnings of an autonomous academic research field, a distinct discipline of study. In great part, these developments are not only due to the infiltration of new subject areas into the network of terrorism research, but also to the expanding number of journals devoted to different aspects of the subject. The road to recognition as an academic discipline depends on whether the various aspects of terrorism studies can be integrated into one comprehensive branch of learning. This ability, in turn, is conditional on the field's cognitive structure or knowledge characteristics, as well as on the shifts and changes in the actual terrorism scene in the future that might influence the nature of research.  相似文献

This article will provide an overview of one specific non‐military threat that is beginning to assume greater prominence on south‐east Asia's broadened security agenda: political terrorism.1 Although by no means new to the south‐east Asian environment, for much of the twentieth century its importance was sidelined and, in a sense ‘contained’, by the more pressing concern over US‐Soviet nuclear rivalry. With the end of the Cold War, however, the ‘bottle has been uncorked’ on a variety of lower‐level threats, with issues such as terrorism now taking on greater prominence and relevance in their own right as significant regional and national security concerns.2  相似文献

The Global Initiative to Combat Nuclear Terrorism (GICNT) is an innovative, multi-pronged action aimed at enhancing the domestic capacities of a state, as well as its ability to interconnect internationally and to deal with the risk of a terrorist attack involving nuclear or radioactive materials. The GICNT, a joint US-Russian initiative, has now evolved into an informal network of over 70 countries. It pursues an objective of boosting the protection, detection, prosecution and response capabilities of a state by fostering cooperation on three levels: between a government and its agencies; between government and the private sector; and between like-minded states. Given its comprehensive approach to the nuclear terrorism threat, the initiative has great potential. Nevertheless, structural flaws such as the absence of any evaluation mechanism and the exclusion of military-related nuclear materials and sites are likely to make its impact far less global than expected.  相似文献

The argument in this article is that ‘terrorism’ is not necessarily unethical. It begins with the argument that terrorism should not be denned as immoral. It is also argued that terrorism should not be condemned categorically. Finer judgments are needed. This paper examines John Locke's political theory in order to see if it can offer any important insights into how to deal with international terrorism. The paper begins by outlining the central aspects of Locke's social contract theory and the way that Locke thinks that it is mirrored in international relations. A general definition of ‘state of nature’ and ‘legitimate common authority’ is offered that is then applied to both civil conflict and international terrorism. The situation that nation-states find themselves in with respect to international terrorist organisations is then analysed in terms of these concepts. The United Nations and the European Union are then examined in order to see if they fulfil the criteria of legitimate common authority necessary to deal with international terrorism in a just and unbiased manner.  相似文献

The issue of terrorism has been a significant source of influence on the relationship between Iran and the U.S. since the Islamic Revolution. Iran's friendship with extremist groups that are designated as terrorist groups by the U.S. State Department is seriously challenging America's foreign policy. This article attempts to explore the prospect of confrontations on the issue of terrorism between Iran and the U.S. through a detailed analysis of their different interpretations and mutual recognitions of terrorism and through an in-depth analysis of the measures each party has taken regarding this confrontation. This article argues that the confrontation between Iran and the U.S. regarding the issue of terrorism is not strictly about terrorism. Rather, it is also about the conflicts of policies that result from different security interests and political values. Resolving the issue of terrorism depends on the reconciliation of the relationship between Iran and the U.S. Without mutual trust between the two nations, Iran will continue to support extremist groups in order to increase its influence against the external and internal pressures it is currently under, and the U.S. will continue to contain Iran's regional ambitions and seek changes in its behavior.  相似文献

Strikingly, little systematic study of the relationship between democracy and terrorism has been undertaken. This article addresses this lacuna by laying some groundwork for further analytical study of the issues. It does so, first, by suggesting a family of independent variables related to the concept of political access that might be employed in this research; and second, by introducing a more expansive set of dependent variables, which will help capture the diverse effects of political access on militant group activity. The bulk of the paper examines the variety of causal logics that could potentially connect democracy and terrorist group activity, drawing from five analytical approaches to understanding terrorist motivation evident in the literature. Two major conclusions follow from the analysis. First, the democracy and terrorism debate constitutes not one research question, but many. Second, the prediction that follows from many approaches to terrorist motivation is not that democracy should promote an easy, inevitable lessening of terrorism. Rather, a more refined understanding of when democracy, or other forms of political access, may reduce violence or yield other desirable (and undesirable) outcomes is essential.  相似文献

ABSTRACT

Two psychological perspectives on terrorism are distinguished, approaching it as a “syndrome” and as a “tool,” respectively. According to the “syndrome” view, terrorism represents a psychologically meaningful construct with identifiable characteristics on individual and group levels of analysis. According to the “tool” perspective, terrorism represents a strategic instrument that any party in a conflict with another may use. Research thus far has found little support for the “syndrome” view. Terrorists do not seem to be characterized by a unique set of psychological traits or pathologies. Nor has research uncovered any particular “root causes” of terrorism. The vast heterogeneity of terrorism's users is consistent with the “tool” view, affording an analysis of terrorism in terms of means-ends psychology. The “tool” view implies conditions under which potential perpetrators may find terrorism more or less appealing, hence offering guidance for the “war on terrorism.”  相似文献
