The political and economic debacle in Zimbabwe has led to a large-scale influx of Zimbabweans into neighbouring South Africa. This article argues that there is a complex and significant link between the domestic response to this immigration influx and South Africa's foreign policy towards Zimbabwe. South Africa's foreign and security policy elite preferred to use an immigration approach of benign neglect as a tool to promote its ‘quiet diplomacy’ approach towards the Zimbabwean regime, treating the influx as a ‘non-problem’. But increased xenophobic violence, vigilantism and protests in townships and informal settlements against Zimbabwean and other African immigrants, culminating in widespread riots across the country in 2008, contributed to a change not only in immigration policy but also in the mediation efforts towards the Zimbabwean parties. I argue that this foreign policy change was pushed by a process of ‘securitisation from below’, where the understanding of Zimbabwean immigrants as a security threat were promoted not by traditional security elites but by South Africa's marginalised urban poor.  相似文献

ABSTRACT

This article discusses the different ways in which the South African television industry has reacted to globalisation forces during the post-apartheid era that started in the early 1990s. Of particular interest is how the local television industry initially planned political and economic reforms aimed at bringing the industry more in line with global trends, but then later reacted mainly to protect the local television production industry against foreign competition and to protect local viewers against perceived cultural imperialism impacts of foreign programs. These protective actions were however not as successful as was intended with regard to promoting local television content production. The paper discusses the underlying dynamics of the globalisation and the various localisation processes that occurred (varying chronologically from primary, to secondary, to tertiary localisation), as well as the ways in which television industries in other parts of the world have reacted to similar global forces. It is contended that the local South African television production industry stands to benefit most in future if broadcasting policy makers respond more pro-actively to opportunities offered by global technological forces operating upon the industry. This is in agreement with the thrust of the latest broadcasting policy process of the Department of Communication. It is concluded that a recent joint initiative by the country's two major broadcasters in which an increased number of both locally produced and other “African” programs are being broadcast via satellite to prospective geo-cultural markets in the rest of Africa, holds promise for the future viability of the South African television industry.  相似文献

Abstract

In this article the author tracks various media and their usage in South Africa from 1994 to 2002 to see how they reacted o the extended choices in radio and television. Wider exposure to the media, that is, private radio and television stations other than the South African Broadcasting corporation (SABC), was supposed to deepen democracy in the sense that it would give people the opportunity to hear and see differing opinions on air. In addition, for the first time disadvantaged communities had a voice in the media in the form of community radio. In the context of the massive and positive political, social and administrative changes in a wide range of sectors in South Africa, it was surprising to see the relative stability of choices made by mass media users, in terms of both content and type. Some theoretical and pragmatic comments on this phenomenon are given in the article.  相似文献

Abstract

In South Africa the African moral philosophy ubuntuism is periodically raised as a framework for African normative media theory. At this stage, the ubuntu discourse cannot be described as a focused effort to develop a comprehensive theory on the basis of which media performance could be measured from ‘an African perspective’. It should rather be seen as an intellectual quest to rediscover and re-establish idealised values of traditional African culture(s) and traditional African communities. Yet, given South Africa's history of apartheid in which Christian nationalism was misused as a moral philosophy to mobilise a patriotic media in the service of volk (nationhood) and vaderland (fatherland), it is not too early to ask critical questions about ubuntuism as a possible framework for normative media theory. Such questioning is the purpose of this article. Against the background of postmodern and postcolonial perspectives on normative theory, questions related to the following are raised: the expediency of ubuntuism in the context of changed African cultural values, the distinctiveness of ubuntuism as an African moral philosophy, the vulnerability of moral philosophy to political misuse, ubuntuism in the context of the future of normative theory in a globalised world and changed media environment, and the implications of ubuntuism for journalism practice. It is concluded that ubuntuism may pose a threat to freedom of expression. Given the nature of contemporary South African society and its media system, the postmodern emphasis on diversity and pluralism as the cornerstone of future normative theory, is supported.  相似文献

ABSTRACT

This special themed issue of Communicatio explores the profound transformation of the political, cultural and intellectual contours of Africa from the vantage point of African film and grounded within the theoretical and epistemological discourses of trauma studies, memory studies, postcolonial studies, and decolonial studies. The contributors are particularly interested in exploring the relational flows between African cinematic works and the social and imaginary circumstances of their production, engagement and representation. Through an explication of the screen and viewing cultures from Africa, this themed issue wishes to make three contributions. The first is to the already established but on-going scholarly work of trauma studies, but specifically from an African, cinematic vantage point. The second contribution is to the theoretical body of work on African cinema (and in this context, “cinematic” includes both film/television). And the last contribution is to the emerging view that culture is a “two-way street,” to put it colloquially: a reversal of the dominant “Western” direction of culture, with an emphasis on different tones of social values and contexts, that have been marginalised in mainstream popular culture discourses.  相似文献

SUMMARY

Against the background of her research in Belgium the author discusses the role of the media, and particularly of television, in creating negative racial and ethnic images amongst children. This is done under the following separate headings: (i) setting of the problem, (ii) cognitive processes concerning images of ethnic minorities, (iii) racism and socialisation, (iv) images of ethnic minorities in television programmes for children, (v) the influence of television programmes on the formation of knowledge, attitudes and social behaviour, (vi) the role of education in combating racial and ethnic prejudices and finally (vii) the importance of media literacy training for combating the formation of negative racial and ethnic images/stereotypes.  相似文献

Abstract

In this article the need to revisit South African normative media theory and communication policy against the background of fundamental audience research is emphasised. This is done in view of the postmodemist argument that ‘classic’ normative media theory is no longer suitable as a yardstick for the measurement of media performance, quality and ethics in postmodern societies, in a changing media landscape. Bearing in mind that South Africa cannot be fully characterised as a postmodernist and advanced capitalist society, but based on the nature of its First World media system functioning in a multi-cultural, multi-racial, multi-ethnic and multi-linguistic society, the tendency to see ubuntuism as a point of departure for such revision is questioned. This is done in favour of an approach in which difference and diversity are acknowledged, including the different roles the media can play and the different forms in which it can (and do) contribute to social responsibility. As far as policy research is concerned, it is emphasised that such research should be based on normative theory about the role of the media in South African society. If not, South African communication policy will continue to be fragmented and responsive to mainly technological developments and opportunities, instead of being based on communicative goals and needs. This article concludes by emphasising that both normative theory and policy should be based on fundamental audience research, which is argued to be neglected in South African communication research.  相似文献

ABSTRACT

In 2011 South African short term insurer Santam (Santam Ltd.) put in place an advertising initiative that illustrates the power of a humorous brand narrative effected in conjunction with another brand. In this case, it is the South African arm of Nando's (Nando's Chickenland Ltd.), a fast food restaurant chain specialising in Portuguese-themed chicken dishes that rely heavily on peri-peri spices. The two well-known brands aired a series of five commercials on television and the Internet, trading good-humoured jibes centred around the value proposition of each company's offering. The resultant rise in social media viewership and consumer engagement was notable and illustrates the efficacy of a cobranded narrative run over numerous media platforms; in this case radio, television, social media, print and the Internet.  相似文献

SUMMARY

In this article the authors use 1922, (a ‘true story’) to probe the social function of television in South Africa. In particular they examine the transformations effected on historical “fact” by the genre of docudrama and the kinds of preferred readings this offers television viewers. The popularity of this form, they suggest, is that in this world of uncertainty, the docudrama gives viewers both pleasurable access to, and a moral orientation towards, the ‘real’.  相似文献

Abstract

For decades (perhaps, centuries) global media outlets have framed and represented Africa in a negative light. These media representations have tended to overlook the diverse political, economic, social and cultural experiences of individual African countries – a situation that has led to the uncritical lumping together of African nations under the appellation of ‘Africa’. When this happens, the specific and unique conditions of her 55 nations are squeezed into a one-size-fits-all media frame. Historical and ideological forces, both from within and outside the continent, have conspired to impose this fate on Africa. The philosophies of negritude and the Organisation of African Unity were among the complicit internal forces helping to sustain such views. To evaluate this phenomenon, this essay examines the underpinnings of the framing and representation of ‘Africa’ in global media through a review of the literature, and seeks to answer the question of whether the continent can speak for itself, using four country-specific examples. Current media practices within the African continent, enabled by local media policies and infrastructure, have tended to rhetorically position countries primarily in accordance with their national identities, while attributing the African appellation as a secondary frame of representation.  相似文献

Abstract

This study, the second in a two-article series, explores the interplay between attitudes, behaviour and media consumption in a sample of South African adults. Participants aged 16 years and older were drawn from a subsample of data collected during the 2007A South African Advertising Research Foundation (SAARF) All Media and Products Survey (AMPS®). Utilising statistical comparison of psychographic typologies, this study confirmed the existence of significant, albeit weak, relationships between mass media consumption, social attitudes and leisure interests/activities in this sample. Analyses of demographic variables revealed further significant relationships between mass media consumption and home language, work status, the SAARF Lifestages and the SAARF Universal Living Standards Measure (SU-LSM®). The findings are discussed in relation to available empirical literature and the need for advancement of the media psychology sub-discipline in South Africa.  相似文献

This article on othering draws on the narratives of Zimbabwean migrants from the country's two major ethnic groups, Shona and Ndebele, living in South Africa. Although Zimbabwean migrants are among the most disliked foreigners, migrants were othered differently based on ethnicity in South Africa. Ndebeles, who speak a language that is closely related to isiZulu and many of whom trace their ancestry to South Africa, generally fared better than Shonas. Zimbabwean migrants are not a homogeneous group, and the results suggest the need for a more nuanced approach in the analysis of their experiences in South Africa.  相似文献

Abstract

This article examines the commercial advancements of the South African Broadcasting Corporation (SABC) into the African regional media markets. In this examination, the focus is mostly on the SABC's Africa-orientated channels, SABC Africa and Africa2Africa, as a case study. The article posits that the SABC's regional commercial expansion is paradoxical in the sense that it is both advantageous and disadvantageous at the same time. At the theoretical level, the article identifies some limitations to applying theoretical and analytical frameworks such as the dependency paradigm, media and cultural imperialism in explaining regional expansionism driven by Southern-based national media organisations.  相似文献

China's multi-faceted endeavour to expand its influence in Africa has attracted worldwide scholarly and media attention. This article examines the different moments of China's soft power endeavour, from projection through its state media to representation and lived experiences in South Africa and Zimbabwe, two African countries which receive a significant level of attention in China's policymaking. Through interdisciplinary methodologies such as content analysis, online questionnaires and in-depth interviews conducted in China, South Africa and Zimbabwe, the authors found that China's state-engineered soft power initiatives have resulted in partial success in the two countries. The conclusions indicate that China faces many challenges in fully accomplishing its intended goal. The findings provide new insight into China's political impact in Africa within the context of Beijing's growing influence on Africa's political and economic future.  相似文献

ABSTRACT

While writing a fictionalised feature film screenplay set around the character of a South African doctor during his year of compulsory community service in a rural hospital, I began researching how this figure has been represented in other narrative films, particularly those stories told in an African setting. A number of films and television dramas, some made by African filmmakers and others by filmmakers from outside of Africa, have been produced around the medical encounter. My interest lies not in assessing the health messaging found in these films and programs, which is better left to the health educationalists and medical sociologists, but in examining the fictional doctor figure as the main protagonist in these films. While the sociocultural and political dimensions of medicine, health and illness are relevant, I refer to them only in passing while exploring the fictional imagery of the doctor figure within the imagined filmed-Africa as it appears in the films The Last Face, Beyond Borders and Le grand blanc de Lambaréné.  相似文献

Abstract

The elections of 1994 marked the beginning of a full-scale restructuring of the broadcasting sector in South Africa. Apart from changes related to ownership, editorial content, the media's position within society at large and its relationship to the government of the day, South African media have also undergone massive changes in terms of their languages of communication and the faces that are seen and heard. These changes were steered, in part, by debates on language equity and identity in South Africa. The politics of language equity in broadcasting reform has been shaped by conflicts over the legitimacy of who is represented, by what means, by whom and for what purposes. Afrikaans especially came under fire because of its privileged position before 1994. While the transition of South Africa to an inclusive democracy in 1994 freed Afrikaans from its apartheid shackles, it also made it one of only 11 official languages (Giliomee 2004: 25). The resultant debates about the position and status of Afrikaans – including that of speakers of Afrikaans – have intensified during the almost two decades post-apartheid. This article explores these discourses to establish the position of Afrikaans and its speakers as far as the South African Broadcasting Corporation is concerned.  相似文献

Abstract

In 2012 flame-grilled chicken company, Nando's, released a 52-second advert showing people of various races and ethnicities vaporising into thin air, one after the other, leaving a lone San Bushman wearing a xai who declares: ‘I'm not going anywhere. You f*#@ng found us here.’ Broadcasters SABC, DStv and etv initially banned the advert, citing fears of a xenophobic backlash. In 1996, former South African president, Thabo Mbeki, who was deputy president at the time, delivered what has become known as the ‘I am an African’ speech at the adoption of the South Africa Constitution Bill. In the speech Mbeki appears to codify ‘Africanness’ into a consciousness not just of history, but a shared history. The conceptual reach of his speech seems to imply that everyone who may share South Africa's history is somehow South African and African. This article argues that the Mbeki speech and the Nando's advert, taken together, draw attention to the simultaneous richness and poverty of citizenship in South Africa, and the potential benefits and contradictions of claiming citizenship in the sense preferred by the two texts. The context is supplied by a sampling of 22 randomly selected online comments centering on the censored advert.  相似文献

This article is framed by Adichie's (2010, 2) warning of ‘the dangers of the single story’. It investigates the local specificities and global resonances of the representation of violence projected in two African films. The documentary by Ross Kemp on gangs in Pollsmoor Prison in South Africa (2003) captures and generates distinct cinematic biographies that extend our perceptions of production, exhibition and distribution. In contrast, the fictional film, Dakan, by Guinean producer Mohamed Camara (2001), cinematises the enigma of homosexuality as taboo and an aberration, including the attendant socially constructed homophobia. Both films markedly underemphasise the political and pedagogical imperative of African film producers and audiences, and in this they contest ‘established’ representations of violence that have characterised documentaries about Africa and ‘Third Cinema’ (Solanas and Getino 1996). More critically, this article questions the palpable occlusion of systemic violence that characterises the multiple and complex views of Africa in these two films, to unpack the novel documentation and reformulation of violence, as disseminated by Kemp and Camara.  相似文献

Abstract

This paper draws on a mathematics audit of a South African newspaper to make a quantitative assessment of numerical accuracy in that local paper. It attempts to answer three research questions: how often do news reports in a daily newspaper include a quantitative element? How often do mathematical errors occur in those reports? What types of mathematical errors occur in those reports? Twelve consecutive weekday editions of the Cape Times, a daily newspaper based in Cape Town, South Africa, were examined to measure the frequency of quantitative elements in news reports, the frequency of mathematical errors in those reports containing quantitative elements, and the types of errors that occur. The data revealed that a large proportion of news reports include a quantitative element, supporting the hypothesis that journalists need to be mathematically literate. News reports with a quantitative element had a high rate of numerical errors, mostly due to a lack of ability in or attention to basic arithmetic. The findings raise questions about the numerical competency of South African journalists and concerns about the ability of the South African media to perform their normative role within a developing democracy.  相似文献

SUMMARY

On February 2, 1990 the media emergency regulations were rescinded by the state president, mr. F.W. de Klerk. This has lead to the idea in some quarters that the media in South Africa are now totally free. Contrary to this belief the author shows that at the start of 1991 a plethora of restrictions are still being placed on the media in South Africa. These restrictions are indicative of National Party media policy that has been formulated since 1948. In view of this, the general objections of the African National Congress (ANC) with regards to the present media system in South Africa are spelt out from a media policy perspective. The merits of these objections are evaluated, after which the Manoim-debate concerning future policy formulation is briefly dealt with. This debate was mainly conducted in the print media in 1990. The possible lessons that a future independent black press could learn from the demise of the Daily Mail are set out. To conclude, the idea is put forward that the media in South Africa should immediately start to agitate for positive media policy stipulations (a broad media policy framework). Some of the media policy issues that governments of the future will have to address, are also identified.  相似文献
