Geographic variation in rebels’ use of terrorism is not well understood. This article explains the use of terrorism in civil conflict through examining geographic variation in terrorist attacks across first–level administrative regions. Two explanations are tested using data on 47 groups in 21 countries: that terrorism is intended to punish supporters of counterinsurgency efforts or to destabilize regions of the country that are both outside of rebels’ military reach and have substantial grievances against the regime. Results show that terrorism is most prevalent in national capitals and regions that are more deprived. The findings suggest that rebel groups face multiple incentives for violence beyond zones of direct military confrontation with the government, using both highly visible attacks against the center of power and attacks intended to geographically expand the rebellion. The findings imply maximizing public service provision and minimizing economic inequality may reduce the breadth of rebels’ potential expansion.  相似文献

Scholars maintain that, similar to insurgency, terrorist violence is precipitated by both relative deprivation and state weakness. Yet aggrieved minority groups within a country should turn to terrorism when they are weak relative to the state rather than strong. Empirical evidence shows minority group discrimination and fragile political institutions to independently increase domestic terror attacks. But it remains unclear whether grievances drive domestic terrorism in both strong and weak states. Using data from 172 countries between 1998 and 2007, we find that for strong states the presence of minority discrimination leads to increased domestic terrorism, while for weak states the presence of minority discrimination actually leads to less domestic terrorism. Consequently, increasing state capacity may not be a panacea for antistate violence, as nonstate actors may simply change their strategy from insurgency or guerrilla warfare to terrorism. Efforts to reduce terrorist violence must focus on reducing grievance by eliminating discriminatory policies at the same time that measures to improve state capacity are enacted.  相似文献

Do interstate relations influence the sources and targets of transnational terrorism? A considerable body of recent research suggests that the answer to this question is yes, and that one state may sponsor terrorist attacks to weaken the bargaining positions of other states. We suggest, in contrast, that positive or cooperative actions invite terrorist attacks from a different source: nonstate groups wishing to spoil interstate cooperation that they oppose. We assess this argument with a dyadic dataset using monthly data on transnational terrorist attacks and cooperative and noncooperative actions between states. Our results suggest that spoiling in response to interstate cooperation is an important determinant of transnational terrorism.  相似文献

What explains the adoption of military innovations? In this article, we assess the empirical validity of adoption capacity theory by reconsidering one methodologically important case analyzed by Michael Horowitz: the diffusion of suicide terrorism. We show that, when addressing problems in Horowitz's research design, the case of suicide terrorism fails to support adoption capacity theory. We argue that, in order to account for the diffusion of this innovation, one needs to take into consideration the tactical incentives to overcome technologically superior enemies. The results of our quantitative and qualitative analyses suggest that terrorist groups fighting against very powerful states in terms of conventional capabilities are more likely to employ suicide attacks than those fighting against poorly equipped ones. Our findings are important because they provide systematic evidence in support of Kalyvas and Sànchez-Cuenca's argument that suicide terrorism is driven by tactical considerations and because they provide confidence in the external validity of Berman and Laitin's hardness of targets hypothesis. Our results also question Lyall and Wilson's finding that highly mechanized armies are inherently inadequate to win counterinsurgency operations. The superior conventional capabilities of a counterinsurgency army might in fact make traditional insurgent tactics ineffective and thus give insurgents an incentive to adopt suicide attacks.  相似文献

Fear is an integral part of terrorism. Fighting fear can thus be a crucial part of counterterrorist policies. In the case of terrorism, citizens look to the state for protection. Yet, most studies of terrorist fear emphasize individual-level factors. We lack studies that link fear to features of the state, especially whether democratic states are capable of reducing fear among its citizens. Our study aims to fill part of this research gap by asking whether democratic government reduces or increases fear of terrorism. We find that there is substantial cross-country variance in citizens’ fear of terrorism. The results suggest that fear is more widespread among citizens in non-democratic countries compared to citizens in democratic countries. Actual exposure to terrorist attacks has no impact on citizens’ fear of terrorism when we account for whether the country is a democracy or not. Hence, democratic government displays resilience towards fear mongering.  相似文献

This article evaluates the effects of terrorism on interventions into civil wars. Considering civil wars from 1970–1999, this study analyzes how the use of terrorism as a tactic affects external interventions on behalf of opposition groups, interventions on behalf of governments, and diplomatic interventions. While some authors would suggest that groups might utilize terrorism as a tactic to gain external support, this study finds little evidence that groups are actually successful in gaining such support. In fact, terrorism that targets civilians appears to actually decrease the likelihood of military interventions on behalf of opposition groups. Furthermore, in civil wars with high numbers of terrorist attacks there is a greater likelihood of economic intervention on behalf of governments, further weakening the potential benefit for groups in utilizing terrorism as a tactic. While this is certainly a welcome finding, a consideration of five case studies of suicide terrorism (Lebanon, Sri Lanka, Iraq, India, and Turkey) provides evidence that the use of suicide terrorism within civil wars may have decreased the likelihood of external interventions on behalf of the government and of diplomatic interventions. These results are more troubling and suggest potentially grave consequences for mediating many of these conflicts.  相似文献

Following the 9/11 attacks, transnational terrorism is seen as a potential catalyst for interstate war. Yet, the willingness of states to fight in response to terrorist violence is puzzling, given that the damage created by terrorism is relatively marginal. This raises the question: if terrorists are so weak and create such little damage, and interstate conflicts are so costly, why are states willing to initiate seemingly ruinous wars to fight terrorist groups? This essay proposes an explanation to address this question using current theoretical and empirical research on terrorism and interstate violence. Recent work indicates that while terrorists appear weak compared to states, terrorists can wield significant coercive power in smaller geographic areas. I argue that if these areas are strategically crucial to the government, such as areas with oil wells or mineral deposits, terrorist activity may precipitously weaken states relative to their rivals. I therefore argue that even if groups are only capable of killing at low levels, terrorism may lead to macrolevel power shifts, which may contribute to interstate violence.  相似文献

The evolution of United States anti‐terrorism policies has been marked by inconsistency and the lack of a unity of action. The declaratory no ransom policy enunciated by President Nixon has been constantly violated. In addition, the absence of a consensus on the nature of terrorism has been exacerbated by bureaucratic turf battles. This debate has created negative administrative and operational impacts on the organizations that are responsible for meeting the terrorist threat. Bureaucratically, despite the attempt to coordinate action through the lead agency concept, Washington's anti‐terrorism mechanism remain unnecessarily complex. Furthermore, different operational approaches to combating terrorism have impeded the development of an integrated counter‐terrorism capability. The need for streamlining has become critical in the rapidly transforming international arena. The use of terrorism by governments who seek regional hegemony and the development of the ‘Gray Area Phenomenon’ where non‐state actors employ terrorism as a means of realizing their objectives will challenge Washington's resolve. The political leadership faces the task of reconciling the present budgetary constraints with the requirements to identify and effectively respond to future threats.  相似文献

ABSTRACT

How do international actors influence dissidents’ decisions whether to challenge their states using violent means, nonviolence, both or neither? We argue that the presence of important actors affects dissident decisions to engage in violent or nonviolent contention by affecting whether dissidents expect that governments will repress or concede to dissident demands in response to this contention. We examine the effect of two prominent types of actors – powerful states with close ties to the government and Highly Structured Inter-Governmental Organizations (HSIGOs) on dissident behavior in all national-level elections in Africa from 2000–2012. Using integrated data drawn from four leading conflict events datasets, we find that dissidents are less likely to engage in violent contention when their government receives higher levels of military aid from the United States and in former French colonies, and more likely to engage in both violent and nonviolent contention when their state is a member of a greater number of HSIGOs.  相似文献

We examine whether refugee flows increase transnational terrorism in states to which refugees flee. Recent studies find that refugee flows contribute to the spread of interstate and civil war, but to a far lesser extent have studies examined how refugee flows could lead to other forms of political violence. We discuss two ways in which refugee flows can lead to transnational terrorism: how conditions in camps contribute to the radicalization of refugees; and how poorly host states treat refugees. We then conduct empirical tests using data on worldwide international refugee flows and transnational terrorism. Specifically, we model the effect of refugee flows on transnational terror attacks within a directed dyad framework to account for characteristics of origin and host states. Using a rare-events logit model, along with count models to check robustness, we find that refugee flows significantly increase the likelihood and counts of transnational terrorist attacks that occur in the host country, even when controlling for other variables. Given the prominence of refugee flows and populations worldwide, the results suggest that states with significant refugee populations and the international community at large should take measures to address the conditions in refugee camps, as well as the treatment of refugees by host states in order to prevent transnational terrorism.  相似文献

The incidence of domestic terrorism varies dramatically across the states of India. This study demonstrates that important state-level differences in political party systems help to explain different levels of terrorist activity within the Indian states. Analysis of statistical data on terrorist attacks as well as other political, social, and macroeconomic indicators of the twenty-seven Indian states and the Delhi municipality from 1998 to 2006, determines that Indian states characterized by multiparty electoral competition, a diffusion of legislative seat distribution among parties, and minority party government are more likely to experience terrorist attacks than states with stable, two-party systems and majority party rule. These party system features increase the likelihood that terrorism will occur because they nurture the political conditions under which terrorism is likely to flourish and because they impair government ability to craft coherent and effective responses to terrorism.  相似文献

Limiting the attention countries receive from the foreign press is thought to reduce the incidence of deadly foreign attacks, but by how much? We show that the incidence of deadly foreign terrorism increases as a nonlinear function of the level of foreign press attention states receive. As a result, the benefits of reducing foreign press attention to prevent deadly foreign terrorist attacks are uneven: some states stand to benefit more than others. Nevertheless, we also show that reducing press attention produces, at best, only minor reductions in the number of deadly foreign terrorist attacks states experience. These results suggest that reducing foreign press attention may not provide as much security as governments expect.  相似文献

Does religion lead to greater destructiveness from suicide terrorism? And if so, how does it influence this form of political violence? Recent analyses of terrorism point to the significance of religion, but are divided as to whether religion itself matters, or certain types of religious terrorist groups are actually driving suicide terrorist violence. This article draws on social movement theory and recent work in the study of suicide terrorism to argue that religion influences the severity of suicide terrorist attacks as an ideology groups use to justify their struggle and gain public support. This effect occurs regardless of a group's goals or organizational nature. The theory is tested using a generalized estimating equation to account for multiple attacks by several groups. The study finds that the religious ideology of a group greatly increases the number of deaths from a suicide attack, even if varying group motivations and structural factors are taken into account. The article helps to clarify the effect of religion on contemporary terrorism, contributing to the study of both terrorism and religion and politics.  相似文献

Do terrorist attacks by transnational groups lead governments to restrict human rights? Conventional wisdom holds that governments restrict rights to forestall additional attacks, to more effectively pursue suspected terrorists, and as an excuse to suppress their political opponents. But the logic connecting terrorist attacks to subsequent repression and the empirical research that addresses this issue suffer from important flaws. We analyze pooled data on the human rights behavior of governments from 1981 to 2003. Our key independent variable of interest is transnational terrorist attacks, and the analysis also controls for factors that existing studies have found influence respect for human rights. Repeated terrorist attacks lead governments to engage in more extrajudicial killings and disappearances, but have no discernable influence on government use of torture and of political imprisonment or on empowerment rights such as freedom of speech, assembly, and religion. This finding has important implications for how we think about the effects of terrorism and the policy responses of states, non-governmental organizations, and international institutions interested in protecting human rights.  相似文献

As part of a recent effort to bridge the studies of terrorism and civil war, new research has begun to emerge on the use of terrorism by rebel groups as a strategy of war. Building on these findings, we examine the role of affiliated political wings in shaping the use of terrorism by rebel groups during civil wars. We contend that the presence of an affiliated political wing during the civil war should increase the use of terrorism by rebel groups only in countries where there are relatively few restrictions on the freedom of the press. As political wings are often designed to engage with the civilian population through the dissemination of information, these apparatuses are in a key position to frame the use of terrorism as part of the rebel’s broader war effort. To test this proposition, we examine the use of terrorism by all rebel groups from 1970 to 2011. The results from the analysis provide strong support for our argument that political wings increase the use of terrorism by rebel groups only when the press is allowed to independently cover terrorist attacks.  相似文献

The centenary of the 1916 Rising marks a time of peaceful commemoration, across the island of Ireland. However, several violent dissident republican groups wish to seize it as an opportunity to re-organise in an attempt to bolster and legitimise their sustained paramilitary campaign. This study seeks to provide a greater understanding of how this paramilitary activity has manifested from 2007 to mid-2015. We do this by assessing target selection, through analysis of the Violent Dissident Republican (VDR) events database. The data suggest that civilian targets are the most regularly attacked. However, when exclusively analysing targets of detonated explosives, the data show that police, security personnel, and their infrastructure are more consistently targeted. The target selected can and does have an effect on attack method. These findings can both assist in protecting the potential targets of VDR attacks and contribute to the development of a strong nationalised, and localised, counter VDR narrative.  相似文献

Written media mould how civil society perceives acts of terrorism. In employing different framing techniques, news articles develop a unique narrative that influences how readers comprehend an attack. Past studies of the relationship between the media and terrorism ignore how media portrayals of terrorist attacks vary based on the attacks’ geographic location. By comparing two similar terrorist attacks, one that occurred in the West – Madrid, Spain – and the other in the East – Baghdad, Iraq – the paper seeks to explore how media coverage of terrorist attacks that occur in different geographic locations varies. Employing news frame analysis reveals how coverage of the 11 March 2004 commuter train bombings in Madrid differs from the 25 October 2009 double suicide bombings in Baghdad. Coverage of an attack on a Western nation compared to one on an Eastern nation contributes to Islamophobia and exacerbates an us–them mentality. Simply accepting information published in news articles at face value inhibits forming rational conclusions about the nature of terrorism.  相似文献

This article examines contemporary uses of terrorism in Colombia. Combining an historical analysis with the most complete database available on political violence, we illustrate how terrorism in Colombia constitutes a specific strategy that can be distinguished from other manifestations of violence. We argue that Colombia's non-state armed groups have turned terrorism into a pivotal element of their repertoires of action. These parties have not only increased their reliance on this strategy and introduced more refined forms such as de-territorialized terrorism, but also have specialized in particular terrorist attacks that suit their general objectives. While paramilitary groups rely mostly on massacres and forced disappearance, guerrillas concentrate on agitational terrorism including kidnappings and indiscriminate bombings.  相似文献

Much of the recent debate among policymakers and in recent scholarship focuses on how states should respond to terrorism: whether they should use harsh policies to punish terrorists and thus deter future acts, or concentrate on root causes and reduce incentives to use terrorism. Often ignored in this discussion are the characteristics that distinguish terrorist groups from one another, and that influence the effectiveness of a state's actions. This article examines group motivation—national-separatism, revolution, reaction, or religion—as one key trait, and finds that these different “terrorisms” do affect the relative success of various counterterrorist policies.  相似文献

Triadic deterrence is the situation when one state uses threats and/or punishments against another state to coerce it to prevent non-state actors from conducting attacks from its territory. Under what conditions is triadic deterrence successful? Some attribute outcomes to the balance of power between states. By contrast, we argue that the complex asymmetrical structure of this conflict requires attention to the targeted regime's relationship to its own society. The stronger the targeted regime, the more likely deterrent action will prove effective. Moving against non-state actors requires institutional capacity, domestic legitimacy, and territorial control, which only strong regimes are able to furnish. Whereas strong regimes can act to uphold raison d’état, weak regimes lack the political tools and incentives to undertake controversial decisions and enforce them. We illustrate this argument through analysis of between- and within-case variation in Israel's attempts to deter Palestinian groups operating from Egypt between 1949 and 1979, and from Syria since 1963.  相似文献
