Over the last one hundred years, conflict researchers have developed a host of theories about which competencies and skills are most conducive to the constructive management of conflict. Our standard models and methods for conflict resolution, however, are particularly challenged in the face of the world's increasing complexity, dynamism, and unpredictability. In this article, I describe a new framework for addressing these challenges. Based on insights from research in complexity science, psychology, and peace and conflict studies, this framework comprises two meta‐competencies that help individuals resolve conflict and promote more constructive and peaceful relations in our rapidly changing world.  相似文献

Despite a principled commitment to assist people in need equally, the allocation of humanitarian assistance across conflict and post-conflict states shows remarkable variation that is not easily explained by differences in the level of recipient-need. This paper attempts to explain these “forgotten conflicts“ by analyzing the determinants of humanitarian aid to civil war and post-civil war states. Using cross-national panel data on humanitarian aid provisions, I show that the most important determinants of international humanitarian assistance are not always demand-side factors measuring humanitarian need – as the principals of humanitarian action would dictate – but often strategic factors that reflect donors’ political interests in providing humanitarian assistance. Although humanitarian aid to ongoing civil wars appears to be substantially more humanitarian than strategic in its allocation, humanitarian aid provided to post-conflict states in the aftermath of civil war tends to go to conflicts where donors perceive important strategic and political interests. These results suggest that one important explanation for why some conflicts are essentially ignored or gradually neglected over time is that strategic interests of donors can dominate humanitarian concerns over time.  相似文献

Social network analysis has been adopted by a number of governments in their counterinsurgency campaigns. By using network analysis, security agencies claim they can render militant groups impotent by targeting ‘nodal points’ or key links in insurgent networks. The article makes three arguments on the potentially counterproductive nature of social network analysis-assisted counterinsurgency campaigns. Firstly, social network analysis may be ‘too successful’ in stripping militant movements of a cadre who could negotiate a peace accord. Secondly, social network analysis-assisted campaigns fail to address the root causes of violent conflict. Thirdly, by denuding communities of social capital and social entrepreneurs, social network analysis – as a counterinsurgency tool – may condemn communities to underdevelopment and failed post-war reconstruction. In short, the ‘magic weapon’ of social network analysis might actually prolong the conflict it is supposed to help quell. The article employs the government of Sri Lanka's social network analysis-assisted counterinsurgency campaign as a case study, though it also has application to other cases. It concludes by considering if social network analysis can be put to more constructive uses, specifically in the rebuilding of communities after violent conflict.  相似文献

I examine why states violate norms they embrace as members of international society. The rationalist answer, that norms are violated whenever they conflict with interests, is underspecified and empirically challenged. Constructivists cannot address violations well from their structural, sociological perspective. I argue from political psychology that violations stem from the motivated biases of actors who face a moral dilemma between personal desires and social constraints. These biases compel leaders to interpret norms and situations in a manner that justifies violation as socially acceptable. The ability to do so depends on the norm and the situation. The more parameters a norm possesses, and the more ambiguous those parameters are, the easier it is for actors to interpret them favorably to justify violation. Oftentimes norms are what states make of them. If the situation is plausible for states to claim exemption, they violate; otherwise they are constrained. The U.S. invasion of Panama illustrates these dynamics.  相似文献

In this research, we explored the contributions of perceived procedural justice (PPJ) to the conflict management behaviors of adolescents when they experience conflict with their teachers. We tested an extensive model to determine how PPJ contributes to conflict management. We also extended research on PPJ to examine its impact on adolescents. Our results, acquired from a large and diverse sample of 256 high school students, indicate that PPJ had an impact on adolescents' approach to managing conflicts with their teachers. Students who perceived that their teachers' decision processes were just were less dominating and more avoiding, obliging, and compromising. In addition, we found that students' perceptions about the legitimacy of their teachers' authority mediated the relationships between PPJ and conflict management style. This study contributes to the rather scarce research on PPJ's role in conflict management and should be useful for educators searching for constructive, relationship‐based tools for conflict management.  相似文献

In examining constructive responses to the problems caused by violent ethnic conflict a distinction is often made between the ‘management’ and ‘resolution’ approaches. Indeed, they are often defined so as to make them incompatible with each other. The basic assumptions upon which the differences between these two approaches are based are analysed, and the weaknesses of each are explored. Finally, the assumption of basic incompatibility is questioned, because it is generally unhelpful in promoting conflict resolution; and an attempt is made to show how the two approaches can be combined by introducing the concept of peace‐keeping (management) and peace‐making and peace‐building (resolution).  相似文献

The interests, needs, and academic practices of conflict analysis scholars are often fundamentally at odds with those of conflict resolution scholar practitioners. In this essay, I make suggestions for new academic arrangements that could allow both groups to be productive and empowered in their theory building and teaching and also have positive impacts on the development of students and on global institutions and conflict environments.  相似文献

This article discusses an extension to the Thomas–Kilmann conflict mode instrument (Thomas and Kilmann 1977) designed specifically for conflict situations in which strong negative emotional relationships are at play. The Thomas–Kilmann (TK) model is widely used to help participants (disputants and mediators) identify how two basic conflict characteristics interact to influence how stakeholders shape their actions with regard to their interests. Essentially the TK Model is built on the premise that the two salient conflict variables are the relative importance of the relationships at hand and the substantive issues being discussed. These variables are illustrated with a simple matrix that shows how each party will interact with the other based on the relative importance it places on these variables. Graphically illustrating where the behaviors fall on the matrix can explicate parties' behaviors to add a new perspective that may change the dynamic of the conflict. But the TK Model does not address scenarios in which individuals have very negative or destructive relationships, and sabotage, blocking, and exclusion are behavioral norms. Hence, we developed the Baumoel–Trippe (BT) Extension to the TK Model to address the highly negative and often identity‐based conflicts that are often found in the world of family business. Accordingly, the BT Extension to the TK Model explores conflicts in which the relationships are not merely unimportant or uncooperative, but where they become negative to downright vengeful. There is so much at stake for family business stakeholders that the family relationships may become so adversarial that the very business and family harmony all parties value are at risk. With our extension of the TK Model, we seek to provide insight into how decisions might be made when stakeholders are in highly negative, conflictual relationships.  相似文献

What explains the continuation of strong executive power despite the introduction of new formal constraints on presidents? This article focuses on the elites working within the state agencies that execute presidential power, who benefit materially from their authority and have incentives to defy formal constraints placed on their own power. To evaluate this claim, I examine Kenya's 2010 constitution, which intended to reduce the power of Kenya's “imperial presidency” through formal constraints on the executive. As implementation has progressed, however, the executive bureaucracy – the Provincial Administration (PA) – has not changed in size, structure, or function, contrary to the explicit goals of the constitution's drafters. Using original interview and archival evidence, I find that the persistence of this agency – and by extension strong executive power – is due to PA administrators’ attempts to protect their material interests. This article shows that formal rule change may be insufficient to spur democratization in the face of entrenched authoritarian bureaucracies with strong incentives to maintain their pre-existing interests.  相似文献

What impact do failed mediated agreements have on subsequent mediation onset and success? The question of mediation onset and success is undoubtedly important, given that mediation is one of the international community’s preferred conflict management tools, but its voluntary nature leaves room for the conflict parties to (dis)agree to talks and possible settlements. Existing research suggests that previous mediation outcomes can affect subsequent mediation efforts positively or negatively – depending on the outcome in focus. This article argues that failed agreements – an outcome of mediation that has not been accounted for in existing literature – underscore the persistence of the commitment problem, and therefore the hazards of sharing private information. Consequently, the conflict parties question the utility of mediation, and the likelihood of subsequent mediation onset decreases. If subsequent talks take place despite the failed agreement, the conflict parties refrain from sharing private information, and reaching an agreement becomes thus less likely. Drawing on the Uppsala Conflict Data Program’s (UCDP) Managing Intrastate Conflict in Africa data set and the UCDP Peace Agreement data set, the results strongly underline the negative impact failed agreements have on subsequent mediation onset, and thereby show that agreement longevity is crucial not only for peace duration but also for leaving the door open to subsequent talks.  相似文献

Interpersonal conflict between colleagues within organizations negatively affects employee well‐being (e.g., stress). It is unclear how leaders' third‐party conflict management behaviors influence the relationship between employee conflict and well‐being. In this study, we examine the effects of leaders' perceived conflict management behaviors on the relationship between relationship, task, and process conflicts and the conflict‐related stress (as a measure of well‐being) that employees experience. We tested our expectations using a survey of 145 employees of an insurance company in the Netherlands. The results confirmed our expectations that the perception that leaders engaged in third‐party forcing behavior and avoiding behavior amplified the effects of conflict on conflict‐related stress. Furthermore, we found that leaders' third‐party problem‐solving behavior had a buffering effect on the association between relationship conflict and conflict‐related stress. Theoretical and practical implications are discussed.  相似文献

I wish first to address some of the simplistic myths about solutions to social conflict, and then reflect on problems that I have experienced with aid efforts organised by the international community, through the UN. In this, I shall focus on Bosnia rather than on Africa. Bosnia, as part of Europe, did not suffer the apathy that characterised international responses to events in Rwanda and Burundi before 1994. The second part of my presentation will address what I see as the flawed assumptions that often underlie the emphasis on economic reconstruction in the wake of war and conflict.  相似文献

In this study, we examined the role that perceived procedural justice (PPJ) plays in the conflict management behaviors that intimate spouses adopt and endorse. In this context, PPJ has been defined as the degree to which one perceives that his or her spouse makes decisions fairly, considerately, and in a participatory manner. To test the impact of perceived procedural justice on conflict resolution behavior, we applied the dual‐concern model of conflict management style. In an experiment in which participants read fictional scenarios and predicted spouses’ responses, we found that perceptions of strong PPJ enhanced the prediction of integrating (problem solving), compromising, and, to a lesser degree, obliging behavior. Perceived procedural justice also caused a reduction in avoidance behavior, but no effect we found on dominating (competing) behavior. In a following correlational study, we also found that PPJ positively correlated to enhanced integrating, compromising, and obliging behaviors, and these correlations were partially or fully mediated by the degree of “dyadic adjustment,” which is a measure of relationship health. In addition, in this second study, we found no correlation between perceived procedural justice and dominating or avoiding behavior. In both studies, participants either predicted or chose collaborative behaviors more than non‐collaborative ones. We conclude that the perception that one's partner is behaving in a procedurally just way can enhance active and egalitarian collaboration in marriage and other intimate partner relationships, but that the absence of PPJ does not seem to encourage active non‐collaboration, particularly not highly self‐centered dominating behavior.  相似文献

ABSTRACT

Prominent theories of ethnic conflict argue that instrumental ethnic elites incite violence in order to promote their own power. Yet this approach focuses primarily on political leaders and ignores other ethnic elites, meaning that we know little about how other influential actors think about provocation. In this paper, I present novel data from Northern Ireland on diverse elite attitudes toward polarising Protestant parades with a long history of sparking ethnic violence. Using original surveys of Protestant elected officials and clergy as well as interviews with ex-paramilitaries, this paper demonstrates that these elite groups have different, often competing, interests and opinions regarding contested parades: while politicians tend to support provocative parades, the others do not. By addressing elite actors that are often ignored, I present a more nuanced picture of elite-mass relations and ethnic mobilisation in conflict.  相似文献

Past studies regarding the success and/or failure of conflict management activities have brought about a wide range of results. In this paper we attempt to gain more definitive conclusions about effectiveness by accomplishing two tasks. First, using a basic theoretical framework we identify expectations of efficacy as they relate to differences between states, coalitions, and IGOs. Second, we also examine the utility of different conflict management techniques in an effort to place in greater perspective the effectiveness of mediation, the most utilized technique of third party intermediaries. Using a new dataset on third-party intermediary behavior in militarized disputes from 1946 to 2000, we find that while all conflict managers are useful in assisting belligerents in reaching a negotiated settlement, IGOs are the most effective. Additionally, while mediation is an effective technique to produce settlements, military intermediary actions, such as peacekeeping, are much more useful.  相似文献

Most intra‐ and interorganizational decision making entails negotiations, and even naturally talented negotiators can improve with training. Executive trainings for managers and leadership programs for publicly elected officials, public managers, and nongovernmental organizations frequently include negotiation modules. These efforts, however, have yet to reach community leaders who also need to develop their negotiation skills. We propose that members of disadvantaged low‐income communities who lack educational and economic opportunities, and are less able to advocate for their own interest, need to build and strengthen their civic capacity, including their negotiation skills, to become more effective parties to decisions affecting them. While many professionals and executives have access to training, such opportunities are less accessible to the leaders of these disadvantaged communities. Although such leaders draw from their own heuristic knowledge, skills, and abilities, they could also benefit from sharpening their negotiation skills. We propose that the multidimensional understanding of their community that members accumulate through direct experience is indispensable, nontransferable to outsiders, and not teachable through in‐class activities. Leaders with the ability to leverage knowledge and assets to connect effectively to community insiders as well as to outside people, institutions, and resources, however, possess some specific inherent personality traits as well an understanding of social structures, strategies, and agency, which can be taught and learned. Such skills as how to conduct negotiations around the table and away from it and how to identify community members who can help and how to rally them are also teachable. The cases were chosen to illustrate the knowledge, skills, and abilities (KSAs) that make these leaders effective in and beyond their communities. We highlight those KSAs that we think are teachable in the framework of a negotiation module in community leadership training to enhance civic capacity for community betterment.  相似文献

In this study, we examined the relationships between and among adolescents' attachment styles, conflict perceptions, and strategies for coping with conflicts with their peers. The study participants were 146 pupils at a junior high school who completed self-report questionnaires about their attachment styles (secure, anxious, or avoidant), conflict coping styles (avoiding, dominating, obliging, compromising, and integrating), and conflict perceptions (positive or negative), as well as social and academic status and the frequency with which they and their friends were involved in conflicts.
We found strong, statistically significant correlations between attachment style, coping strategy, and conflict perception. Generally, participants whose secure attachment scores were higher reported that they held more positive attitudes toward conflict, used more cooperative strategies to cope with conflicts, and were involved in conflicts less often; they also seemed to be less obliging and more dominating in their coping strategies. Avoidant attachment adolescents in our study displayed more negative conflict perceptions and made greater use of dominating strategies.
We also found that participants' conflict perceptions mediated the relationship between their attachment styles and coping styles. Because it is generally easier to change attitudes than it is to change attachment styles, which are more fixed, our findings suggest that changing adolescents' conflict perceptions, through school curricula, for example, may be an effective way to improve their ability to cope with conflict.  相似文献

Increasingly scholars have become interested in conflict behavior that falls short of war. Chan (1997), for example, has insisted that a concern for less intense engagements is crucial for fully understanding the conflict‐proneness of different regimes. Chan (1997) furthermore noted that scholars have generally failed to account for whether a state was the initiator or target of a dispute. Such a distinction, however, is crucial for discriminating the pacific effects of democratic culture and institutions. In this paper, I investigate the domestic determinants of US MID involvement and reciprocation from 1870 to 1992. I find that politics does not stop at the water's edge. Unlike Gowa (1998) who found no relationship between the use of force and dissatisfaction with the status quo, I uncover an association between US domestic conditions and whether the US was an initiator or target of a MID. Not only is the US more likely to be targeted during periods of domestic political weakness, but Democratic administrations also appear to be challenged to a greater extent than their Republican counterparts. Furthermore, when targeted, the US is much more likely to reciprocate when the initiating state is a non‐democracy suggesting that regime type continues to play an important role in conflict propensity even after a demand has been made.  相似文献

The metaphor of the vicious circle is deeply embedded in analysis of protracted conflicts. Yet in at least some instances conflicts that appear to be self‐reinforcing in the short term are in the longer run producing conditions out of which new political orders can emerge. These protracted conflicts are thus dynamic, not static, crises and require post‐conflict assistance strategies that are informed by accurate trend analysis. The case of Somalia is used to illustrate the dramatic changes that occur over time in patterns of armed conflict, criminality, and governance in a collapsed state. These changes have produced a dense network of informal and formal systems of communication, cooperation, and governance in Somalia, helping local communities adapt to state collapse, manage risk, and provide for themselves a somewhat more predictable environment in which to pursue livelihoods. Crucial to this evolution of anarchy in Somalia has been the shifting interests of an emerging business community, for whom street crime and armed conflict are generally bad for business.  相似文献
