On 11 September, terrorism became a much greater reality for Americans and much of the rest of the world. Indeed, that date marks the beginning of a new era for the global community, an era that may be called the Violent New World Order, or the Age of Fear. Since the events of 11 September, the United States has been working to build a coalition against terrorism consisting of countries throughout the world. More recently, the United States launched attacks on positions inside Afghanistan in order to wipe out Osama bin Laden's al-Qaeda organization and assisted the Northern Alliance in the overthrow of the Taliban government that had protected al-Qaeda. Given the military prowess of the United States and its allies, these acts have largely achieved their short-term goals. Over the long term, however, the United States, its allies, those countries that have been breeding grounds for terrorist organizations and those whose citizens sympathize with terrorist organizations need to look deeper at the causes of terrorism. On the surface, the religious zeal associated with the most prolific terrorist organizations appears to be something with which the United States and its allies cannot negotiate. The frustrations that drive people to acts of terror, however, are often rooted in adverse socio-economic conditions as well as cultural and political tensions that need to be addressed by underdeveloped nations and the larger international community. Since the deserts of Egypt gave birth to the rise of the first Islamic militant organizations, the Egyptian experience provides a perspective.  相似文献

This article explores virtually planned attacks, an innovation by the Islamic State (IS) in its global campaign of terrorism. It argues that the United States and its allies have successfully combined military, intelligence, and law enforcement activities with border security measures in Turkey to reduce IS’ ability to send foreign fighters home to conduct attacks against the West. IS leaders have responded by relying on a team of virtual planners. These individuals use encrypted online messaging applications, such as Telegram Messaging or WhatsApp, to gather local recruits, provide them with technical expertise, and pick the target. Historically, virtually planned attacks in Europe and the United States have not been as successful as those executed by foreign fighters. But attacks in Southeast Asia may provide a forewarning of what is to come.  相似文献

Abstract

The article discusses the emergence of a Russian version of the Bush doctrine in the Commonwealth of Independent States (CIS) and Russian officials’ conceptual stretching of the strategic culture embodied in the National Security Concept (NSC) and the Military Doctrine (MD) from 2000 onwards. While these documents seem to cherish multilateralism and United Nations (UN) primacy in questions of global and regional security, terrorist attacks on Russia proper have engendered a more assertive approach to regional security issues in the Caucasus and Central Asia and brought Russian officials to consider unilateral pre-emptive strikes against terrorist bases. In the case of the Caucasus, Russia has been striking against terrorist bases on Georgian territory and contributed to constructing a failed state, whereas in the Central Asian case, Russia has sought to revitalise the defunct CIS security framework and pledge assistance to ‘allies’ in the fight against terrorism. The article argues that the war against terrorism has given Russia a new footing in the CIS. The issue of security is more salient, as is the reliance on military force to facilitate it.  相似文献

Terror has been officially defined by many states and international actors. Although these definitions differ from each other to a certain extent, the basic divergence appears in the definition of the terrorist, since it reveals who is considered an ‘enemy’ by those actors. The difference between the definitions and lists elaborated by the United States and by the European Union on ‘terrorism, terrorist, and terror organization’ indicates their respective perceptions of the enemy as well as their differing global policies on terrorism. In Turkey, a country marked by a 20 year long struggle against terrorism, the definition of these concepts is mostly limited to domestic politics. The objective of this paper is to compare and contrast the official definitions of terror, terrorist, and terrorist organization by these three actors, including their respective international positions on terrorism.  相似文献

The war on terror, which began with the horrific terrorist attacks on the World Trade Centre (WTC) and the Pentagon in the United States (US) on 11 September 2001, has now entered its second year. Much has been happening since. The Taliban regime in Afghanistan, a regime believed to have harboured Al-Qaeda, is now gone. The terrorist organisation Al-Qaeda led by Osama bin Laden is believed to have been disrupted and weakened. The despotic regime of Saddam Hussein in Iraq, believed by the US as a regime that supported terrorism and posed a threat to international security, has been toppled, and the country is now under American occupation. Despite such significant developments, however, a clear fact remains: terrorism has not been defeated, and in fact, is increasingly more dangerous and more active in perpetrating horrendous terrorist acts against humanity. As long as the world remains threatened by terrorism and terrorists, it seems that the war on terror will still go on indefinitely.¶This paper provides a reflection on the world since the war against terror initiated by the US, the predicaments of Southeast Asian Muslims in such a war on terror, and the imperative of democracy as an important element in a long-term strategy to counter terrorism.  相似文献

This article addresses the issue of transnational terrorism in Southeast Asia. The objective of the article is to investigate the structure of the transnational element of terrorism to determine their impact on conflict resolution attempts in the region. The transnational terrorist organization Jemaah Islamyiah will be used as a single case for the analysis. From this analysis, obstacles toward conflict resolution originating from the structure of transnational terrorism are identified, and the article provides suggestions on how to circumvent these impediments.  相似文献

This article examines the main characteristics and evolution of European Union counterterrorism discourse, primarily through a comparison with United States counterterrorism discourse since September 11. It argues that while both actors share a great deal in common in the language they employ about terrorism, there are a number of subtle but highly significant differences. The article also argues that there have been a number of important evolutions in the discourse of EU officials over the past five years. The article concludes that the nature and construction of official EU terrorism discourse has a number of important analytical, normative and practical implications, not least because it rests upon a series of highly contested assumptions and narratives about the nature and causes of the terrorist threat.  相似文献

This article uses a large-n dataset to investigate the effect of terrorist attacks with American victims on the popularity of the U.S. president. The study uses two broad theoretical frameworks to analyze this effect, the score-keeping framework and the rally-effect framework. The findings of the study show that, when excluding the effect from the September 11, 2001 terrorist attacks, actual terrorist attacks have no generalizable short-term impact on the popularity of the U.S. president. This indicates that even though the topics of national security, terrorism, and the president’s ability to handle these issues are important in the political debate in the United States, actual terrorism has little or no short-term impact on presidential approval ratings.  相似文献

ABSTRACT

The decision in the case of Holder v. Humanitarian Law Project raised important issues about civil liberties in the United States (2010), including freedom of speech and freedom of association, in relation to U.S. foreign policy actions. While the decision has the potential to infringe on certain liberties, the decision itself was based on very limited information on the nature of terrorism, the foreign terrorist organizations involved, and the processes by which terrorist groups can be induced to peacefully re-enter domestic political systems. There are also concerns about what can be the arbitrary designation of groups as foreign terrorist organizations. These issues raise serious questions about the role of the Supreme Court in the overall political system and judgments in cases involving terrorism and foreign policy.  相似文献

The evolution of United States anti‐terrorism policies has been marked by inconsistency and the lack of a unity of action. The declaratory no ransom policy enunciated by President Nixon has been constantly violated. In addition, the absence of a consensus on the nature of terrorism has been exacerbated by bureaucratic turf battles. This debate has created negative administrative and operational impacts on the organizations that are responsible for meeting the terrorist threat. Bureaucratically, despite the attempt to coordinate action through the lead agency concept, Washington's anti‐terrorism mechanism remain unnecessarily complex. Furthermore, different operational approaches to combating terrorism have impeded the development of an integrated counter‐terrorism capability. The need for streamlining has become critical in the rapidly transforming international arena. The use of terrorism by governments who seek regional hegemony and the development of the ‘Gray Area Phenomenon’ where non‐state actors employ terrorism as a means of realizing their objectives will challenge Washington's resolve. The political leadership faces the task of reconciling the present budgetary constraints with the requirements to identify and effectively respond to future threats.  相似文献

Despite several overlaps between crime and terrorism, criminological examinations of terrorism to date have been limited. To fill this gap in the research, we examine several individual and contextual socio-demographic characteristics of a diverse sample of extremists operating in the United States who have committed violent crimes. In addition, we provide a comparative analysis to explain and understand differences between extremists who have committed violent crimes while active in either far-Right, far-Left (including environmental and animal rights extremists), or Al Qaeda and affiliated movements. To assess the impact of external factors on the nature of domestic extremist violence, we also comparatively examine these three types of domestic extremists before and after the September 11, 2001 terrorist attacks. We find several similarities across domestic extremists but many important suspect- and county-level differences as well. We end the paper with suggestions for future research that could extend the criminological study of terrorism.  相似文献

On the basis of cases such as the recent ban on the building of minarets in Switzerland or the prohibition on wearing a burka in France and the Netherlands, and the passage of terrorism legislation in various European countries in which there has never been a terrorism problem, as well as the recent history of counterterrorism in the United States, this paper examines how non-terror can become a terrorism problem and non-risk ideologically risky, while at the same time the real threats go undetected. The international prominence gained by Spanish Prime Minister Jose María Aznar when the George W. Bush administration declared a worldwide ‘War on Terror’ shows the political capital attached to terrorist risk. Countries may act as if afflicted by a case of ‘terrorism envy’ when non-risk may be perceived as political irrelevance. This paper argues that the dynamics of terrorism/counterterrorism should be seen in the cultural context of taboo while displaying the qualities of the Lacanian edge: a self-generating process that simultaneously links and separates them in a ‘non-relationship’ that is constitutive of the entire phenomenon.  相似文献

This article examines the United Kingdom's current response to international terrorism and argues that the response has been driven by heightened concerns of major terrorist attacks. From the enactment of emergency legislation to major structural changes within the intelligence community, the article surveys a range of measures that have been introduced since 11 September in an effort to reduce the vulnerability of the UK to a major terrorist attack. It conclueds with the observation that although, to date, the UK has avoided terrorist attacks at home, it is unrealistic to expect total security.  相似文献

The casual media observer might well believe that nuclear terrorism is highly likely in the United States and it is a question of “when, not if.” This is the view of the “conventionalists.” But there is a second school, the “skeptics,” that believes the nuclear world is more secure than at any time in history and that the possibility of a nuclear terrorist event is overstated. This article articulates arguments made by these two schools of thought and develops a framework for analyzing the issue. It concludes that while enhanced national and international vigilance against nuclear terrorism is necessary, when viewed through an historical lens, today's margin of nuclear safety may actually be higher than in the past.  相似文献

India has been a major victim of Islamist terrorism and has long fought against an array of Islamist terrorist groups. Since the 9/11 terrorist attacks, India's previously lonely struggle against terrorism has taken place against the background of the US-led Global War on Terror (GWOT). After outlining India's Islamist terrorist challenge, this article examines India's evolving approach to counterterrorism and how the GWOT has influenced it. It concludes that India has adopted a localized, defensive, law-and-order approach to counterterrorism which has evolved in response to various attacks over the years but still remains seriously underdeveloped. The GWOT has influenced Indian counterterrorism in important ways, although its influence has been subtle and indirect rather than transformative. The GWOT has enhanced Indo-American counterterror cooperation, shaped India's terror environment by launching the war in Afghanistan and enriched Indian counterterrorism with American experience. Just as important, it has also had an impact on India's debate on counterterrorism, civil liberties and human rights.  相似文献
