Abstract

Drawing on a neoclassical realist approach, this article analyses the foreign policy conduct of different Italian governments from 1994 to 2008. Pressured by the post-cold war international system, these governments have been compelled to raise Italy's profile within the international system. However, the way in which successive governments have responded has differed markedly. By looking at variables located at the domestic level – elite perceptions of the distribution of power and government instability – it is possible to explain these differences. Neo-classical realism is seen as an advance on Waltzian neo-realism precisely because it allows room for domestic as well as international (or systemic) variables, and because it has a very specific focus on foreign policy as such.  相似文献

In both disciplinary history and contemporary methodology, realism is conventionally cast as the antithesis of rhetoric. Born in reaction against the empty liberal rhetoric of interwar liberalism and espousing a robust materialism and rigorous rationalism, realism often seems the obstacle that rhetoric's focus on language, narrative, and social construction must inevitably confront and the challenge around which debates must again inevitably revolve. This article challenges this vision of the relationship between rhetoric and realism. Returning to the birth of international relations in the immediate post-war era, we demonstrate that early realists perceived rhetoric as central to action in domestic as well as international politics and that it was particularly important in the United States. This realist rhetoric is marked by an engagement with grand politics, with the relationship between rhetoric, political identity, social mobilization, political leadership, and foreign policy. Rather than taking either the American state or its national interest for granted, post-war realists sought to counter the dangers of the dominant historical rhetorics of American foreign policy and to develop an alternative rhetoric that could insulate American democracy from destructive tensions and provide the basis for robust and responsible action in world affairs. Recovering the relationship between realism and rhetoric is important not only in challenging disciplinary and methodological orthodoxies that obstruct creative theorizing, but also for its incisive contributions to thinking about American foreign policy amidst the profound changes and challenges it confronts today.  相似文献

When and why do states adopt new grand strategies? According to a “neoclassical realist” model, changes in international conditions are the chief cause of long-term adjustments in grand strategy, while domestic political-military cultures help specify the precise grand strategies chosen by state officials. What results are outcomes that appear surprising or skewed from a realist perspective. I test the neoclassical realist model against the cases of u.s. strategic adjustment in 1918–1921 as well as 1945–1948 and find that the long-term trajectory of America's rise to world power is best explained by international pressures. The precise strategies chosen in each period, however, were heavily influenced by American political-military culture. The implication is that theoretically inclusive forms of realism can provide convincing explanations for changes in grand strategy; furthermore, states can remain somewhat “differentiated” in terms of their foreign policy behavior, for cultural reasons, and in spite of international pressures to the contrary.  相似文献

Abstract

Through a qualitative analysis of three air disasters from Asia in recent years—MH370, MH17 and QZ8501—this article investigates the puzzle of how aviation disasters open up a sovereign state’s domestic governance and foreign policy to international questioning within an anarchic international system. This enquiry thereby highlights the gaps in the global governance of aviation, particularly in the areas of safety and recovery in the wake of aviation disasters. Three linked literatures demonstrate this dynamic. First, aligned with the ‘emotional turn’ in international relations, we show that the portrayal of air disasters and grieving next of kin in global media highlights the politics of grief and trauma. Second, aviation disasters surface the politics of disaster diplomacy in the guise of ‘security competition by proxy’ in the recovery process. Third, we emphasize that these shortfalls in domestic governance and international cooperation demonstrated by the attention-grabbing spectacle of aviation disasters consequently underscore important knowledge, norms and compliance gaps in global aviation governance. Aviation disasters and their aftermath thus shine an international spotlight on the state’s domestic governance and foreign policies in these three manners.  相似文献

A new awareness of the role of religion in international relations has started to inform concrete policy discussions in several Western Ministries of Foreign Affairs under the heading of ‘religious engagement’ in foreign policy. Italy is no exception, but as the country which hosts the Holy See, it represents a special case. As the approach to religion found in the historical record of Italian foreign policy shows, Italy has a comparative advantage and could well develop a unique model of religious engagement by strengthening the central structures involved in religious matters and foreign policy, as well as by using the vast network of Rome-based religious non-state actors as a forum of consultation and policy advice.  相似文献

Henry Kissinger was the single most controversial diplomat of the 20th century. This article explores Kissinger's approach to the philosophy of realism in international affairs, his role in Vietnam policy making, and his most recent engagement in the debate over the Iraq War. It argues that Kissinger's realism, although philosophically consistent and having roots within his own life's experience, was always tempered by his desire to exercise influence within the American political system. Once in office under Richard Nixon and then Gerald Ford, Kissinger came to recognise how significantly domestic politics shaped American foreign policy. His involvement in the Vietnam War demonstrates this, and one lesson he took from that conflict was the hope that Americans could be persuaded to move away from their convictions about American exceptionalism and recognise the limits of American power.  相似文献

ABSTRACT

Third-party intervention in ethno-religious conflict is an old phenomenon, although scholarly attention with a general range of application is generally new and uncommon. This study with attempt, through a systematic review of religion and other factors that can impact upon foreign policy role performance, to explain Pakistan's intervention in Kashmir, which led to full-scale war in 1965.

The article unfolds in six sections. The first provides an overview of thirf-party intervention in ethno-religious conflict. The second section introduces systemism a framework that brings together unit- and system-level factors. The theory of role analysis in foreign policy and its usefulness in explaining third-party, ethno-religious intervention is covered in the third section. Section four brings together systemism and role theory and eleborates linkages, with an emphasis on religion and other salient factors from the literature on foreign policy and intenational conflict. The fifth section presents the case study of Pakistan's intervention in India in 1965. Section six sums up the findings from the case study and offers a few observations about the contemporary situation in Kashmir.  相似文献

Abstract

A conventional opinion is that Russia is trying to destroy the liberal international order. Russia indeed defies it, but also justifies its foreign policy with the liberal order’s normative frameworks and reproaches the West for not standing up to these norms. Moreover, Moscow does not present any alternative vision. Russia complains about the internal contradictions of the liberal order: sovereignty vs. intervention, pluralism vs. universality, US hegemony vs. equality and democracy, although it also exploits these contradictions. In fact Russia demands an adjustment of the liberal order rather than its eradication and should, therefore, be classified as a neorevisionist power. Two elements underlie Russia’s at times aggressive foreign policy conduct. The first one, its feeling of being ill-accommodated in the present order, predefines the direction of the policy. The second, the prioritisation of foreign policy over domestic reforms, explains the intensity of Russian discontent and its occasional aggressive manifestations. Russia’s domestic consensus regarding its foreign policy, including views on the liberal international order, facilitates this aggressiveness. Three policy conclusions can be drawn: acknowledging that Russia uses the inherent contradictions of the liberal international order opens up possibilities for dialogue and an eventual overcoming of the crisis; the survival and strengthening of the liberal order depends on its embrace of all major players, including Russia, and hence, the need for some adjustments to the order itself; and finally such adjustments presuppose Russia’s readiness to shoulder responsibility for the (reformed) liberal international order.  相似文献

The strategic worldview of India’s political elite is typically described as having evolved in linear fashion. At the time of Independence there was ostensibly a broad consensus on the ends and means of diplomacy, which included peaceful co-existence and anti-imperialism on the one side, and non-alignment and non-violence on the other. This consensus, crafted by India’s first Prime Minister, Jawaharlal Nehru, is depicted as having steadily weakened over subsequent decades, eventually collapsing when diplomatic isolation and near bankruptcy toward the end of the Cold War compelled the adoption of a more pragmatic approach to foreign relations. The evidence does not support this narrative, however. Drawing on debates in the Constituent Assembly, this essay shows that from the outset there were voices, even inside the Congress Party, calling for realism in the conduct of international relations. Though Nehru’s dominant position meant that these critical voices were brushed aside at the time, recollecting them reveals that the realism that is said to have recently seeped into Indian foreign policy discussions is not a new development but rather the fruition of a long-standing critique.  相似文献

Turkey’s foreign policy activism has received mixed reviews. Some feel threatened by the alleged increasing Islamization of the country’s foreign policy, sometimes called ‘neo-Ottomanism’, which is seen as a significant revision of Turkey’s traditional transatlanticism. Others see Turkey as a stable democratic role model in a troubled region. This debate on Turkish foreign policy (TFP) remains dominated by a sense of confusion about what appear to be stark contradictions that are difficult to make sense of. Intervening in this debate, this article will develop an alternative perspective to existing accounts of Turkey’s new foreign policy. Offering a historical sociological approach to foreign policy analysis, it locates recent transformations in Turkey’s broader strategies of social reproduction. It subsequently argues that, contrary to claims about Turkey’s ‘axis shift‘, its changing foreign policies have in fact never been pro-Western or pro-American. All foreign policy ‘shifts’ and ‘inconsistencies’, we argue, are explicable in terms of historically changing strategies of social reproduction of the Ottoman and Turkish states responding to changing domestic and international conditions.  相似文献

Inspired by Rudra Sil and Peter Katzenstein's call for analytic eclecticism and making use of newly available, previously classified archival documents, we distill the essential logics of realism, neoliberal institutionalism, and constructivism and examine their role in shaping the debates amongst British policymakers in the context of German unification in 1989-90. We find that, although all the theoretical logics help shape the policymaking surrounding unification, none stands alone as a basis for understanding social reality. Indeed, all functioned together as British policymakers thought in terms of theory to make sense of German unification. The logic of realism clearly played an important role in shaping the perceptions of top British leadership, particularly Margaret Thatcher, of German unification as a problem. But realism did not determine the solution to the "problem." Instead, British policymakers drew on the logic embedded in neoliberal institutionalism, turning to institutions to manage the unification process. The reason for this can be found in the role of constructivist logics-particularly identity and rhetorical entrapment-that constrained British policymakers to cooperative policy options. By taking this approach, this article makes several important contributions. First, it sheds light on British policy during a critical historical moment. Second, it significantly improves understanding regarding Germany's historical and current place in Europe. Third, it ties major theoretical traditions together through a foreign policy analytical approach, and in the process suggests that many of the theoretical boundaries separating scholars are overdrawn. Finally, the article pushes international relations scholars to keep in mind the complex relationship between reality and theory. In the final analysis, bringing to bear these three perspectives highlights the complexity of the processes that produced British policy-and by extension those that shaped German unification-as well as the importance of breaking free of the strictures of the ideas versus materiality debate.  相似文献

Abstract

The Kremlin's change of leadership on 7 May 2008 and growing international fears of Russia's resurgence, especially in the aftermath of the Georgian conflict, make this an interesting time to reflect upon EU–Russia security relations. This article does so by examining closely the Survey of Russian Federation Foreign Policy and, one year on from its approval, drawing upon subsequent developments as preliminary corollary or otherwise of its bearing on policy. On balance, it seems that the Kremlin's evolving perception of Russia and international relations has encouraged revised priorities and objectives and a more forceful foreign policy that not only slow progress in filling the Common Spaces, but also increase the likelihood of Russia–EU competition especially in their shared neighbourhood.  相似文献

Neoclassical realism is often criticized by non-realists for being an ad hoc and theoretically degenerative effort to explain away anomalies for neorealism. In this paper, I argue instead that neoclassical realism is a logical extension and necessary part of advancing neorealism. Structural realism argues that the system constrains but does not determine state action and where foreign policy departs from what would be ideal behavior given a state's structural position, domestic politics and ideas are generally the cause. This focus on mistakes and maladaptive behavior, seen in such neoclassical realist concepts as over-or under-balancing, is necessary to avoid falling into the trap of merely using domestic politics and ideas to make neorealism more determinate and explain residual variance in foreign policy choice unaccounted for by structure. The article attempts to correct the mistaken presumption that particular paradigms own domestic politics and ideas, asserting instead that each paradigm has access to these variables but must make them their own.  相似文献

ABSTRACT

Periods of mutual enmity in US-North Korean relations are typically interrupted by more conciliatory gestures. How can the many twists and turns in this relationship be explained and hopefully overcome so that more long-lasting détente is accomplished? Drawing eclectically on realism and constructivism, we conclude that a nuclear deal should address not only North Korea’s interests in security and regime survival, but also its status concerns. Applying the same theories to the other part of the dyad – the US – we conclude that it may now have material interests in ameliorating the relationship, but that such a development requires US foreign policy discourse to cease depicting North Korea as “irrational” and “evil”.  相似文献

Religious identities based on both religious tradition and religious commitment have been increasingly influential in domestic U.S. politics for several decades, but the assumption remains that such identities are mostly unrelated to foreign policy. The authors suggest that domestic political incentives to expand the culture wars have combined with other trends, including the increasing use of unilateral executive power in foreign policy, to create an environment in which policymakers increasingly are tempted to make foreign policy based on domestic political incentives. Three case studies are highlighted: the “Mexico City” policy requiring foreign non-governmental organizations (NGOs) receiving U.S. aid money to pledge not to provide or educate about abortion, moving the U.S. embassy in Israel from Tel Aviv to Jerusalem, and efforts in the Trump administration to ban travel to the United States from majority-Muslim nations.  相似文献

Conventional wisdom has it that the new government of Romano Prodi managed to effect a significant “shift” in Italy's foreign policy away from the course of the centre-right in the proverbial first 100 days of government. A number of discontinuities with the foreign policy of the Berlusconi government have been invoked, ranging from Italy's relations with Europe and its transatlantic posture, to its engagement with areas of crisis such as the Middle East. But these claims have to be substantially qualified. In fact, it appears that the foreign policy of the Prodi government has rather pragmatically blended elements of change and continuity, and that the shift which has occurred in some areas should be understood more as a combination of domestic and international developments than a result of the change in government alone. Moreover, in order to really change Italy's foreign policy – and change it for the better – the government should focus on a different set of priorities, mainly the institutions, instruments, politics, and ideas of foreign policy.  相似文献

Slowly but steadily, a new international institution is emergingin East Asia: the ASEAN + 3 forum, comprising the ten membersof the Association of Southeast Asian Nations (ASEAN) plus China,Japan and South Korea. ASEAN + 3 is an interesting case of institution-buildingin that it is constructed around the core of an already existinginstitution, ASEAN, which was founded in 1967. The followinganalysis of this multilateral forum seeks to answer two theoreticalquestions: (i) Why do states cooperate? (ii) What happens totheir interests and identities once they communicate with eachother? In view of this task, I will offer a social constructivistvariant of international relations theory to explain the instigationof the process on the one hand and the processual constructionof the institution on the other. The underlying belief is thatnot only do states influence the development of internationalinstitutions, but that institutions can also exert influenceon foreign policy behaviour. The approach introduced here acknowledges that internationalreality is a social construction driven by collective understandingsemerging from social interaction. This approach to the explanationof the initiation and the subsequent development of an institutionrecognizes the existence of both material and normative groundsof foreign policy action. It differs from neoliberal institutionalismbecause in this theory as well as in realism collective interestis assumed as pre-given and hence exogenous to social interaction.In contrast, we suppose that social interaction ultimately doeshave transformative effects on interests and identity, becausecontinuous cooperation is likely to influence intersubjectivemeanings. This method of analysis corresponds with Moravscik'stripartite analysis of integration decisions: while the initialphase refers to the formation of state preferences, the secondand third involve the dynamic aspect of ‘constructing’international institutions: the outcomes of interstate bargainingand the subsequent choice of the institutional design.  相似文献

In the wake of the demise of communism and the advent of the 1990–1991 Gulf War, there is concern among some Western elites about a possible Islamic challenge to the prevailing international order. This paper explores the validity of that concern by looking at patterns of interaction and the notion of foreign‐policy change in four countries in the Muslim world—Iran, Egypt, Algeria, and Indonesia, as well as some developments in the larger Muslim world. Juxtaposing social change on foreign policy, the article postulates that economic realism is the definitive force in the international relations of these states; “militant Islam” is more a tool of radical diplomacy than a manifestation of transnationalism; and ties between states in the Muslim world display a regional regime‐style orientation. Domestic Islamization is found to be a force, which, overall, is contributing to accountability and, therefore, rationalization in the foreign‐policy realm.  相似文献
