The dominant narrative concerning the Bush Doctrine maintains that it is a dangerous innovation, an anomaly that violates the principles of sound policy as articulated by the Founders. According to the conventional wisdom, the Bush Doctrine represents the exploitation of the 9/11 terrorist attacks, by a small group of ideologues—the “neoconservatives”—to gain control of national policy and lead the United States into the war in Iraq, a war that should never have been fought. But far from a being a neoconservative innovation, the Bush Doctrine is, in fact, well within the mainstream of U.S. foreign policy and very much in keeping with the vision of America's founding generation and the practice of the statesmen in the Early Republic. The Bush Doctrine is only the latest manifestation of the fact that U.S. national interest has always been concerned with more than simple security.  相似文献

Debates regarding the Bush Administration's grand strategy began long before the forty-third president left office. A group of distinguished historians and political scientists have argued over the course of the last few years that the Administration's grand strategy did not represent a major break with historical precedent, as is sometimes argued, but continued the evangelical support for liberty that has always made the United States a “dangerous nation” to tyrants. Along the way, this revisionism creates straw men, and co-opts or redefines terms that are central to the traditional understanding of U.S. foreign policy. It also seems to misunderstand grand strategy itself, focusing almost entirely on continuity of ends while ignoring the rather glaring discontinuities in the ways that generations of U.S. presidents have chosen to pursue them. Overall, the revisionist project fails in both of its tasks, which are: To make the case that the Bush administration took actions of which the Founding Fathers would have understood and approved; and by implication, to justify the unnecessary, tragic war in Iraq.  相似文献

The United States has yet to reconcile its strategic culture to the realities of the post-9/11 era. In the absence of a consensus on grand strategy, America's military and civilian leadership is arguing that in a world of “persistent conflict,” America must exercise its power in increasingly indirect ways. This essay explores the current surge of interest in the so-called “indirect approach” and its possible relevance for the strategic environment of today and tomorrow. We briefly consider a strategic framework for an indirect approach, what true implementation would take, and the attendant risks of such a path. Pursuing a global indirect approach in the absence of such a framework could send America stumbling to the farthest corners of the globe only to harm her own strategic interests.  相似文献

With the end of the Cold War, the subsequent global war on terror, the global economic recession, and wars in Afghanistan and Iraq, one would think that the United States would have formulated a grand strategy for dealing with these problems. This, however, is not the case. This article advances a grand strategy of “restrainment,” as a guiding concept for our approach to international politics. It builds from the principle that U.S. policy must seek to restrain—individually and collectively—those forces, ideas, and movements in international politics that create instability, crises, and war.  相似文献

To the extent that a grand strategy can be discerned in the first year of the Obama Administration, its defining features are not a break from the past but continuity. As the President himself has analogized since taking office, crafting grand strategy is like parallel parking. He has only been able to make changes to grand strategy around the margins since a number of existing commitments limit his freedom of action. This article first identifies the structural determinants of grand strategy, pointing to the international distribution of power, American bureaucracy, and public as the key sources of strategic constraint and opportunity. It then shows how shifts in these factors—comparatively less U.S. power, an overstretched military organized around counterinsurgency operations in Iraq and Afghanistan, and an American public weary from an aggressive grand strategy—produced a shift in grand strategy that predated the 2008 election and that remains consistent with the current strategic setting. It is for these reasons that the 2008 “change” election has produced considerable continuity in American grand strategy.  相似文献

This article hopes to contribute to the strategic content of U.S. foreign policy by offering a definition of grand strategy and case for reorienting U.S. policy around it. Rather than advocate a specific grand strategy—a matter still open for debate—the analysis concludes with a set of attributes to assess whether a proposed grand strategy constitutes a “good” grand strategy. It concludes by introducing the concept of an applied grand strategy approach, which may help to identify and assess the strategic implications of foreign policy choices.  相似文献

If there is no single long-standing American grand strategy, one nonetheless sees through the course of U.S. history the tracks of a grand strategy. It started with the idea of a U.S. monopoly in the Western Hemisphere, along with balances of power in the chief theaters of the world; with belief in the primacy of sea and air power and the need for an economic system to support these; and the objective of transforming international politics. Since 9/11, even if the strategic hierarchy, intensity, and political basis have changed, the Bush administration has largely been continuing in this same project, with a sensible strategy but poorly considered tactics.  相似文献

How was the ouster of Saddam Hussein defined as the solution to America's Iraq problem? Current scholarship on the U.S. invasion of Iraq tends to focus on the post-9/11 road to war, promoting models of policy capture, intelligence manipulation, threat-inflation, or rhetorical coercion of Bush administration opponents. In this essay, I trace the “Ideapolitik” of regime change in the 1990s and show that Bush's post-9/11 rhetoric was firmly embedded in a preexisting foreign policy consensus defining Saddam Hussein as the “problem” and his overthrow as its “solution.” Drawing upon recent research in international relations and public policy, I show how the idea of regime change prevailed in redefining American strategy for Iraq. While the September 11, 2001 attacks had important effects on the Bush administration's willingness to use force, the basic idea that ousting Saddam Hussein would solve the Iraq problem was already embedded in elite discourse. Saddam Hussein's ouster was not simply the result of idiosyncratic or nefarious decision-making processes within the Bush administration, but was instead the realization of a social choice made by U.S. foreign policy elites well before George W. In the aftermath of the 9/11 attacks, the foreign policy of the Bush administration was shifted radically in its pursuit of the war on terror. As part of this change, the administration announced a new strategic doctrine in 2002 in the form of the National Security Strategy of the United States which was to become known as the Bush doctrine. At its heart this document advocated the use of pre-emption and unilateralism in its pursuit of pre-eminence. This article traces the development of this thinking and subsequent application of this doctrine, and argues that policy failures in Iraq have nothing to contribute to American foreign policy in the second term. His argued that because of this failure, it is not a doctrine worthy of the name.  相似文献

The West's treatment of irregular fighters in the “war on terror” was highly problematic. This article contends that we must look beyond the assumption that political and strategic considerations compromised the law and led to the “invention” of the category of the “unlawful combatant.” Rather, the law of armed conflict itself includes strong exclusionary mechanisms towards irregular fighters. These exclusionary strands in the law came to dominate the West's strategic decision-making on the treatment of irregular fighters. Moreover, the fact that irregular fighters became such a vital issue post-9/11 was not a result of the war on terror being a new kind of war, as has often been argued. Rather, this article suggests that it reflects an identity crisis of the West's regular armed forces at the start of the twenty-first century.  相似文献

Debates over U.S. grand strategy have devoted a disproportionate level of attention to the War on Terror itself rather than the evolving strategic environment. Challenges including an impending shift in the balance of power, structural deficits, and divided public opinion will significantly impact the policy options available to government leaders, but they have not been adequately addressed. This article analyzes the options available for U.S. grand strategy following the George W. Bush presidency by relating key U.S. national interests with domestic and international policy constraints on the horizon. The analysis concludes that the United States must adopt a defensive grand strategy to rebuild popular consensus, to prevent further strain on the military, and to consolidate its gains in Iraq and Afghanistan. However, this strategy will require flexible coalitions, not formal international organizations, because of a significant divergence of security interests and capabilities with its European allies.  相似文献

The war on terror, which began with the horrific terrorist attacks on the World Trade Centre (WTC) and the Pentagon in the United States (US) on 11 September 2001, has now entered its second year. Much has been happening since. The Taliban regime in Afghanistan, a regime believed to have harboured Al-Qaeda, is now gone. The terrorist organisation Al-Qaeda led by Osama bin Laden is believed to have been disrupted and weakened. The despotic regime of Saddam Hussein in Iraq, believed by the US as a regime that supported terrorism and posed a threat to international security, has been toppled, and the country is now under American occupation. Despite such significant developments, however, a clear fact remains: terrorism has not been defeated, and in fact, is increasingly more dangerous and more active in perpetrating horrendous terrorist acts against humanity. As long as the world remains threatened by terrorism and terrorists, it seems that the war on terror will still go on indefinitely.¶This paper provides a reflection on the world since the war against terror initiated by the US, the predicaments of Southeast Asian Muslims in such a war on terror, and the imperative of democracy as an important element in a long-term strategy to counter terrorism.  相似文献

Energy security has prompted China to turn its strategic gaze to the seas for the first time in six centuries. For now, Taiwan remains Beijing's uppermost priority, but there are signs that Chinese leaders are already contemplating the “day after” matters in the Taiwan Strait to resolve them to their satisfaction. In the meantime, China is attempting to shape the diplomatic environment in vital regions such as Southeast and South Asia using “soft power.” By invoking the voyages of Zheng He, the Ming Dynasty's “eunuch admiral,” Beijing sends the message that it is a trustworthy guarantor of Asian maritime security. Following its encounter with insurgent violence in Iraq, the U.S. Department of Defense (DoD) has sought to improve the U.S. military's ability to conduct counterinsurgency. This effort suggests a potential turning-point in the history of the U.S. military, which has traditionally devoted its attention and resources to “high-intensity” or “conventional” combat. Given this institutional culture, what are now the prospects of the U.S. military ‘learning counterinsurgency’? In many ways, the ongoing reorientation is promising and targeted, informed directly by the U.S. campaign in Iraq. At the same time, Pentagon priorities still reveal a remarkable resistance to change, and this in spite of the radically altered strategic environment of the War on Terror. Given this intransigence - and the eventual fall-out from the troubled Iraq campaign - the ongoing learning of counterinsurgency might very well fail to produce the type of deep-rooted change needed to truly transform the U.S. military.  相似文献

The United States has never followed only one grand strategy at a time. In this article, I develop the concept of “hybrid” grand strategies—strategies that vary by time and place, and combine the advantages (or disadvantages) of pure strategic archetypes such as containment, integration, regime change, bargaining, or non-intervention. I argue that hybrid strategies have been ubiquitous in American history, varying more by emphasis and degree than by absolute contrast. Moreover, U.S. hybrid strategies have often succeeded in accomplishing their major goals.  相似文献

Prior to the Iraq War, there had been a long series of American wars in which U.S. leaders often maneuvered the other side into “firing the first shot.” This strategy of “passive defense” amounts to an American way of going to war, and it dates back at least to the U.S.-Mexican War. The United States thus retained the moral and legal legitimacy, an asset which is especially important in a democratic political system. The Iraq War represents a fundamental departure from this American way. It might be the worst crisis since Vietnam. but that war was just another entry in the U.S. playbook for how to go to war. The Iraq War not only contradicts longstanding practices in American foreign policy, but it has the potential to issue in far greater international disorder than the Vietnam War. This catastrophe may make future presidents more heedful of John Quincy Adams’ prophetic words: go not abroad in search of monsters to destroy.  相似文献

When George W. Bush entered the White House in early 2001,American foreign policy was based on unilateral principles and favored disengagement from global conflict resolution. The United States declared it's decision to withdraw from the Kyoto protocol, refused to negotiate with North Korea, and, in particular, it's pursuit of a national ballstic missile defense system,in face of global opposition, further reinforced the position of its unilateralism.The terrorist attacks of September 11, 2001 came as a shock to the world. The United States suffered not only physical casualties, but felt a psychological blow as well. For the first time since the 1941 Japanese attack on Pearl Harbor, the United States had been attacked at home. Unlike Pearl Harbor, the attacks on September 11 targeted civilians and the cornerstones of the American way of life- their financial and government centers. This article argues that the elevation of preemption to a cardinal status in the Bush Doctrine following September 11, 2001 resulted from a larger strategic consideration—to convince rogue states to discontinue their weapons of mass destruction programs and their sponsorship of terrorism. Dismantling the Saddam Hussein regime in Iraq as a demonstration of preemptive action was seen as necessary to ensure the forceful and credible conveyance of this message to other rogue states, especially Iran and North Korea. I call this strategic logic behind publicizing preemption, "demonstrative compellence." Because the logic of preemption in the Bush Doctrine relied heavily on the Iraq war and its demonstrative force, it has little relevance to the future conduct of U.S. foreign policy and should not be described as revolutionary.  相似文献

The fundamental objective of the United States in its efforts to reform justice systems abroad has been to develop effective institutions of criminal justice that can support transitions to democratic government. Unfortunately, the United States has not been doing this as well as it might, Iraq being the most dramatic case. These efforts lack coherent Congressional oversight and strategic vision, neglect improving the normative quality of local justice systems and developing the capacity to manage by results, and subordinate local reform to the security needs of foreign countries. To remedy these shortcomings, the United States needs to develop and coordinate justice assistance programs that are context specific, recruit and deploy justice specialists from all sectors and levels of the American justice system, incorporate a developmental perspective in justice assistance programs, and formulate programs that are based on proven “best practices.”  相似文献

The Bush administration's decision-making process leading to the invasion of Iraq in 2003 has been singled out for its many shortcomings: failure of intelligence; lack of debate concerning options; an insufficient invading force; and poor postwar planning. Contrary to the administration's claim that no one foresaw the difficulties of waging a war in Iraq, many concerns about the challenges the United States would face were raised inside and outside of government. Yet, none of this information had a significant effect on the decision-making process. This paper develops a decision-making model that integrates elements from the individual to the organizational level and explains how important information was marginalized, leading to a poor policy outcome. The model illustrates how the combined effects of the president's formal management style, anticipatory compliance on the part of key players, bureaucratic politics, and the intervening variable of the 9/11 terrorist attacks contributed to a defective decision-making process.  相似文献
