Active learning is particularly well-suited to teaching across the range of perspectives inherent in the practice and study of international politics for two key reasons: (1) because of its capacity to highlight how subjective, intersubjective, and contested understandings play an important role in determining outcomes in the ivory tower as well as in the real world and (2) because of the compatibility between underlying theories of knowledge that inform active learning and the newer generation of IR theories including subaltern realism, social constructivism, constitutive theory, and postmodernism. This article explores the potential benefits of presenting these and other norm-oriented theories through active learning. It also discusses ways to overcome barriers to the integration of active learning techniques.  相似文献

The terrorist attacks in September 2001 on the world's most affluent country have highlighted the need to address the increasing disparity between the wealth of different nations. Rather than seeing global distributive justice as a concept non-conducive to their national interest, the affluent states might begin to accept it as an integral part of it, as one of evidently many means to prevent the proliferation of political extremism. This article analyses the role that international relations (IR) theory in its current state can play in this process. Since IR theories purport to explain, and possibly predict, behaviour in settings in which states face problems for which solutions beyond states are required and since global distributive justice is one such problem, it should be reasonable to expect that IR theories provide some answers to these questions. To that end the article critically assesses the major scholarly trends in the field for their ability to accommodate two recently developed normative proposals on global distributive justice put forward by Thomas Pogge and Hillel Steiner. IR theory is found to be inadequate to fulfil the demands usually directed at a theory, in that it fails, firstly, to appreciate the significance of norms in international politics and, secondly, to prescribe and recommend alternatives to policy makers.  相似文献

This article questions two interrelated myths pertaining to the interwar internationalism of the British Labour Party and the theories of so-called idealists in the academic discipline of International Relations (IR). In IR, interwar "idealists" are (in)famous for a detached and utopian approach to international politics. Conventional historiographical verdicts on the international policy of the Labour Party in the interwar period suggest that the party was the practical mirror of this naïve international outlook. In fact, the two themes are connected, most notably through Labour's Advisory Committee on International Questions . This article brings the study of Labour's internationalism and the international theories of purported idealists together by focusing on debates on the League of Nations and the use of force. The analysis reveals that conventional historiographical narratives are inadequate and too simplistic for grasping the diversity of Labour's internationalism and interwar progressivist ideas about international politics in general.  相似文献

Much of the scholarly attention on commitments in international relations (IR) has remained narrowly framed, focusing on how states and other actors make strictly strategic calculations to comply with international norms and/or treaties. The trouble with this rationalist approach is that it oversimplifies the moral basis of commitments. This article offers a deeper analysis of this moral basis as well as the positive ethical values that help to direct and shape the content of the moral commitments of agents in IR. The article argues that the ethical values of sincerity, empathy and sacrifice play a dynamic yet under-studied meta-level role in helping one to interpret and explain the transformative dimensions of moral commitments in IR. The article first develops a meta-level theoretical approach to commitment in international theory and then applies this approach to two particular emergent discourses in international politics: the responsibility to protect and moral criminal accountability.  相似文献

Research in comparative and international politics often deals with the same questions, such as the nature of war, the conduct of foreign economic policy, and the consequences of different political institutions. Yet there is a pronounced gap between these two subfields of political science. In neorealist theory, this gap is to be expected, since the structure of the international system cannot be reduced to facts about its component units. Given the incompleteness of international relations theory, it rarely provides knowledge that is sufficient to explain the actions of the component units. This theoretical insufficiency provides the motivation to bring theories of domestic and international politics closer together. Three attempts to integrate comparative and international politics are discussed in this article. The first derives from the logic of two-level games as originally advanced by Robert Putnam. The second relies on a special application of second-image reversed theory by Ronald Rogowski in Commerce and Coalitions. The third examines the merging of previously distinctive systems of rules and laws among countries in the European Union. This approach does not rely on a single exemplar (as do the first two) but uses a number of institutional and legal theories to conceptualize the domestification of a regional, international political system. Thus, strategic interaction, the domestic effects of international trade flows, and institutional merging of legal systems provide three quite different metaphors for narrowing the gap between our knowledge of domestic and of international politics.  相似文献

This article reflects some experiences in teaching International Relations (IR) by using films to supplement the use of simulations and role play scenarios. The authors have used simulations and role play scenarios in order to teach complex issues and theories, and to engage the interest of students. By using films to supplement the use of simulations in classrooms, it is suggested that students become more active in their own learning. A number of ways in which simulations and role play can be used in teaching are established here alongside an array of films that can be shown to students to complement such teaching approaches. The use of films to teach IR theory is also listed. It is concluded that the use of simulations, role play, and films in teaching IR can aid student learning especially in terms of IR theory.  相似文献

Much work has been done to deconstruct the links between knowledge and power in IR as "an American Social Science". This topic has arisen again with the re- launching of the English School of IR Theory in 2001. This essay argues that although the English School is critical of the power-knowledge dynamic, it actually exacerbates the problem by deliberately "nationalising" international theory. The essay traces the emergence and logic of the English School and its key concept "International Society". It argues that the English School is tied not only to national identity but to the rules of European Empire. Using the case of International Society's intervention in China, the essay shows how International Society uses "standards of civilisation" to draw borders between the subjects and objects of IR. But rather than tracing civilisation/empire to racial/national differentiation, the essay argues that "class" is used to differentiate between aristocratic member states of the club of International Society, and lower class colonies outside Europe. In other words, rather than looking to international ethics to regulate world politics, International Society relies on aristocratic etiquette for world ordering. Hence the theory is not as radical as its promoters suggest; rather, by limiting theoretical discussion to nation-states, the English School is a conservative confederate of other state-centric approaches to world politics. To do this, the essay looks beyond Eurocentric discourse and high diplomacy; it engages in a comparative IR theory that uses a new set of texts from China and the popular culture of manners.  相似文献

This essay expands upon a teaching approach that I used in my introductory international relations (IR) course for three semesters prior to September 11, 2001. The vast majority of the curriculum of the course is read through Independence Day , a 1996 blockbuster Hollywood film. Beginning with the film and the concept of world order it arguably provides through a fictional moment of world peace (or hegemony, depending how one interprets the leading role of the U.S. in the film and the significance of the Fourth of July holiday as the world's Independence Day, hence ID4 ) students are able to understand several key concepts in IR theory, as well as the major paradigms of IR thought that I present to them. ID4 presents the viewer with the IR field's two great mythological narratives, realism and idealism, and preserves the notion of the nation-state as the predominant actor and unit of analysis for understanding world history and key events in that history.  相似文献

This article proposes a new interdisciplinary perspective in international relations (IR). It suggests that contributions from perception studies can help us reconceptualize some elements of IR. Specifically, the article takes up the concept of Gestalt and applies it to European integration. The Gestalt laws and phenomena demonstrated by European integration can be identified in other examples of regional integration, as well as in various international organizations, or alliances. They also provide insight into other features of IR, such as the international order. The Gestalt approach per se may contribute to the development of a psychological constructivist theory of IR.  相似文献

This article aims to conduct a critical appraisal of two major discourses in South Korea on how to construct its national school of international relations (IR) in the global academic field. This article argues that South Korean IR academia's recent quest for an independent, self-reliant national school of IR with universal applicability still appears to be operating under a colonial mentality, either treating Korea as a mere test bed for mainstream rationalist IR approaches or mimicking the character of hegemonic IR theory, thereby reaffirming it. The normative consequences of seeking to promote a national rival to dominant theorizing provide an interesting case study on the sometimes hidden politics of IR scholarship.  相似文献

Methodological issues have constituted some of the deepest sources of misunderstanding between International Relations (IR) feminists and IR theorists working in social scientific frameworks. IR theorists have called upon feminists to frame their research questions in terms of testable hypotheses. Feminists have responded that their research questions cannot be answered using social science explanatory frameworks. Deep epistemological divisions about the construction and purpose of knowledge make bridging these methodological divides difficult. These epistemological standards lead feminists to very different methodological perspectives. Asking different questions from those typically asked in IR, many IR feminists have drawn on ethnographic, narrative, cross-cultural, and other methods that are rarely taught to students of IR, to answer them. Drawing on a range of interdisciplinary scholarship on feminist methodologies and some recent IR feminist case studies, this article analyzes and assesses how these methodological orientations are useful for understanding the gendering of international politics, the state and its security-seeking practices and its effects on the lives of women and men.  相似文献

ABSTRACT

This article critically explores the Foucauldian concept of “counter-conduct”, which has recently been applied to the study of resistance in international relations (IR). Whilst a counter-conduct analytic can destabilise a power/resistance binary, I argue in this article that it does not fully overcome onto-political assumption. Drawing on postcolonial and decolonial perspectives, alongside discussions with protesters during the 2014 “Umbrella Movement” protests in Hong Kong, this article traces how a counter-conduct analytic can fix and flatten the politics and ethics of struggle in other ways. Specifically, I draw out three limiting assumptions about power/resistance articulated by Foucault, which are then implicated in a counter-conduct analytic: (1) his intra-modern critique of power; (2) his undivided reading of the subject; and (3) his valorisation of the politics of struggle. Offering a constructive critique, this article considers the stakes of unsettling these intra-modern limits and the consequences for an emerging counter-conduct research agenda.  相似文献

Instead of always teaching students how to succeed—as is the norm in higher education—it might also be useful to teach them about failure. Understanding failure (that is, why actors fail to reach common objectives in inter-group settings) gives students deeper insight into how to resolve global problems, and the conditions under which success can be achieved. This enhances student awareness of complexity in world affairs, including the nature of inter-group relations. Simulations are a good way to teach students about the possibility of failure, and how to learn from it, because they allow students to go through the learning process on their own. In this article I discuss how a simulation I ran on Middle Eastern politics can be used as an example of how to instruct students about failure as much as about success.  相似文献

Abstract

In this article, we draw on insights from the interactionist perspective in sociology and international relations (IR) norm contestation literature to explore the relationship between deviance and normative change in international politics. In IR, this is still largely unexplored territory: we already know a great deal about how norms change, yet we know much less about the actual role norm violations play in this process. In order to address this gap, we conceptualize three types of normative contestation and affirmation that take place in connection with deviance (re)construction: (1) applicatory contestation and affirmation, reconstructing the meanings of international norms; (2) justificatory contestation and affirmation, challenging and reaffirming the legitimacy of international norms; and (3) hierarchical contestation and affirmation, contesting and reaffirming the relative value and importance of international norms. We discuss how, as a consequence of these dynamics, deviance-making produces both stability and change in the normative structure of world politics.  相似文献

This article addresses the problems that emerge when students in international studies courses approach the subject matter from the perspective of the first person plural. Whether in terms of "we,""us," or "our," many college students choose to adopt a personal perspective in discussions of international affairs. While it is natural for students to base their analysis of international studies on their personal observations and experiences, this inclination to adopt a collective first person approach detracts from the scholarly neutrality toward which students of global studies should aspire. Furthermore, a first person plural approach to course subject matter creates the false impression among students that they are all in agreement over contentious issues of global interactions and the theories employed to study them. The article concludes with suggestions for remedying the "we" problem, and offers advice for instructors who have encountered it in their own classroom.  相似文献

The wave of democratization in the 1990s has brought considerable challenges and opportunities for post‐cold war Africa. One such challenge is the democratic intervention of the Economic Community of West African States (ECOWAS) under the aegis of the multilateral intervention force, ECOMOG, to restore a democratic government and constitutional order. The ECOWAS democratic intervention in the West African state of Sierra Leone can be located in a wider debate about international dimensions of democratization. In several respects, it also reflects the changing nature of international politics in the post‐cold war period particularly with regards to certain traditional norms of international society, namely non‐intervention and state sovereignty. The ECOWAS democratic efforts in Sierra Leone demonstrate that it is increasingly becoming acceptable for regional and international organisations to ‘defend’ democracy, albeit under the auspices of forcible as well as non‐forcible humanitarian intervention. However, these kinds of external intervention on behalf of democracy have in most cases led to its retrenchment. This article therefore critically assesses how the nature of domestic politics led to the suspension of democracy in Sierra Leone, the domestic and international implications of the ECOWAS defence of democracy there and the country's post‐conflict democratic prospects.  相似文献

This paper gives attention to the geopolitics related to the Association of Southeast Asian Nations (ASEAN) as an alternative model of regionalism in theory and practice. Offering a rough periodization of ASEAN in IR theory, it considers interacting theoretical and empirical developments, and their geopolitics as one way to think about, first, ASEAN, its defining dynamics and processes of change, and, second, ASEAN's relationship to a larger IR theory literature defined by US preoccupations and the institutional trajectory of the European Union. Three periods are considered: a Cold War period, when ASEAN norms and practices developed relatively insulated from great power expectations and theorizing about ASEAN was minimal; the 1990s, when constructivist theorizing encouraged new thinking about alternative institutional models; and the 2000s, a period characterized by correlating great power pressures and a ‘functional’ turn in academic and theoretical debates about ASEAN. Special attention is given to the United States as a major, leading actor in both world politics and the institutionalization of international relations as a discipline, as well as the possibilities and constraints of institutional divergence in theory and practice.  相似文献

Abstract

What kind of theoretical or methodological changes are needed to more effectively theorize global politics? This question is one increasingly posed, one reason being the ever burgeoning weight of violence on our global political landscapes. To investigate this, the central concept examined at the workshop from which this special section emanates was relationality. Motivated by feminist scholarship, my initial question was, ‘Why did we not focus the whole workshop around feminist theory?’ This question is posed alongside the clear knowledge that the workshop was not ‘about’ feminism and thus it might not seem rational to choose such a focus. Yet given the concept and practice of relationality was so deeply embedded in feminist work, I wondered how feminism could have been forgotten. In this article, I explore the idea of ‘forgetting feminism’ through a further question, namely, ‘Is sexism (still) at work in international relations [IR]?’ This involves a perusal of the work of sexual politics and sexism, IR’s putative ‘failure to love’ and a personal, relational detour into the life, work and career of Lily Ling—corporeally suddenly absent but remaining a vital part of the work in which we are all engaged.  相似文献

While sociological concepts have often been implicitly used in International Relations (IR), recent years have seen a more explicit engagement between IR and Sociology. As with any such interdisciplinary assignation, there are both possibilities and challenges contained within this move: possibilities in terms of reducing IR's intellectual autism and opening the discipline towards potentially fertile terrain that was never, actually, that distant; challenges in that interdisciplinary raiding parties can often serve as pseudonyms for cannibalism, shallowness and dilettantism. This forum reviews the sociological turn in IR and interrogates it from a novel vantage point—how sociologists themselves approach IR concepts, debates and issues. Three sociological approaches—classical social theory, historical sociology and Foucauldian analysis—are critically deployed to illuminate IR concerns. In this way, the forum offers the possibility of (re)establishing exchanges between the two disciplines premised on a firmer grasp of social theory itself. The result is a potentially more fruitful sociological turn, one with significant benefits for IR as a whole.  相似文献
