Despite generations of research, political scientists have trouble pinpointing the influence of political parties on public opinion. Recently, scholars have made headway in exploring whether parties in fact shape policy preferences by relying on experimental designs. Yet, the evidence from this work is mixed. I argue that the typical experiment faces a design problem that likely minimizes the extent to which parties apparently matter. Because parties have policy reputations, experimental participants may already know from real-world exposure to political debate where the parties stand before they are told in the experiment—they are “pretreated.” This study investigates how real-world political context interferes with party cue stimulus in experiments. In two experiments I show that two types of “pretreatment” from outside the experiment—exposure-based and reputation-based—dramatically moderate the effects of party cues in experiments. Moreover, the politically aware participants—who are most likely to have been pretreated before entering the experiment—are the most sensitive to this interference from real-world context. Paradoxically, experimenters are most likely to find no effect of parties at the very time that their influence is strongest outside the experiment. These findings emphasize the importance of keeping real-world context in mind when designing and analyzing experiments on political communication effects and might help reconcile disparate results of previous party cue experiments.  相似文献

Why do some political parties in new democracies base their campaigns on promises of national public goods while others do not? Parties in new democracies often eschew programmatic policy proposals in favour of appealing to voters’ ethnic identities, distributing non-programmatic benefits, or emphasizing the personalities of their candidates. However, this is not universally the case. This article examines recent campaign strategies in two nascent democracies in Africa: Ghana and Kenya. The findings suggest that programmatic campaigning is much more common than is assumed, but that parties have different preferences for how much programmatic content they include in their campaigns. The article argues that differences in campaign strategies are largely due to differences in the composition of ethnic support for competing parties. Parties that draw a majority of their support from a single large ethnic group are more likely to develop campaign strategies based on programmatic, policy-based appeals in the form of specific proposals for national public goods than are parties with a more diverse ethnic base of supporters. I argue that these appeals serve as a pre-election commitment to counteract fears among the electorate of domination by the large ethnic core of the party.  相似文献

Campaigns can shape vote choice decisions by effectively framing issues for voters. I examine how campaigns do this by studying the content of issues appeals in television advertisements from U.S. House and Senate candidates. The use of issue frames is partisan. The two parties develop their own distinct rhetorical strategies on particular issues, showing that each party owns particular issue frames. In addition, campaign messages are sensitive to the partisanship of voters. Campaigns are more likely to use conservative frames in Republican-leaning districts and liberal frames in Democratic-leaning districts. Models of campaign strategy should incorporate not just what issues are discussed, but also the rhetorical choices campaigns make to address these issues.  相似文献

Since the Vietnam War, scholarly interest in public and elite opinion of U.S. foreign policy has grown. Because elites generally have greater access to policy makers and more consistent political views, most work on this topic has focused on elite opinions of foreign policy. Most research has defined the term elite broadly, often placing more emphasis on social status than political power. We will reexamine elite foreign policy beliefs using a different elite, presidential campaign contributors. We have two main goals in this article. First, we will assess the differences between the foreign policy outlooks of political campaign contributors and other elites. While many types of elites may influence policy, political contributors are particularly likely to gain access to policy makers. The second part of this research note offers some food for thought on the origins of these beliefs. We present evidence that foreign policy beliefs are related to the same ideological orientations that shape contributors' views on domestic issues. The origins of foreign and domestic policy views should probably be considered together.  相似文献

This article examines the way in which the news media frame public policy issues and the extent to which other political players (e.g., interest groups, politicians) influence this issue framing process. Our analysis focuses on the issue of gun control, comparing the rhetoric generated by interest groups and public officials on the Brady Bill and Assault Weapons Ban with actual network news coverage of this legislation from 1988 to 1996. Results indicate that both sets of political players employed several interpretative issue frames and worked hard to put their preferred themes on the agenda. However, at times, the media intervened in the framing process, especially as the debate matured. Specifically, the news media (a) structured the overall tone of the gun control debate, (b) adopted a distribution of framing perspectives different from that of politicians and interest groups, and (c) packaged policy discourse more often than not in terms of the "culture of violence" theme. These findings point toward previously ignored media effects and attest to the potential role the media play in shaping public policy debates.  相似文献

Undoubtedly, framing political issues is an effective means of influencing the distribution of opinion. But while most studies have shown the effectiveness of alternative issue frames on opinion, they largely ignore the role of the messenger. Our research examines whether message content or messengers are more important in influencing opinion. Four experimental conditions and a control were embedded in a statewide survey, allowing an explicit comparison between the impact of frames comprising message content alone and the same frames attributed to public figures identified with physician-assisted suicide. Results show that an attributed source is no more effective than content alone in influencing opinion on physician-assisted suicide and that the messenger might in fact reduce the intended influence of the message. We conclude with a discussion of our findings within the larger literature on political persuasion and attitude change.  相似文献

This article asks why the Government of Poland participated in the invasion of Iraq in March 2003 when a large majority of the Polish public was opposed to national involvement in Iraq. The aim is to further an understanding of the circumstances under which democratic governments ignore public opinion in their foreign policy decision-making. The article argues that a combination of three circumstances increased the willingness of the government to ignore the public. First, the Iraq issue had relatively low salience among the Polish voters, which decreased the domestic political risks of pursuing the policy. Second, the government's Iraq policy was supported by a considerable consensus among the political elite. Third, the political elites were unified in their perceptions that participating in the invasion would yield essential international gains for Poland.  相似文献

Little is known about how elected representatives attempt to manipulate public opinion and news media through their participation on regional open line radio or media straw polls. This article examines the systematic attempts by political actors to engage these media in the small polity of Newfoundland, Canada, where politics is characterized by the hyper-local nature of 590-VOCM radio programming. Our mixed-method study draws from talk radio call-in logs, online straw poll vote results, observation of the production of open line programming, and insights from local media personnel. We draw attention to two clandestine media management techniques. First, we analyze call-ins by elected legislators to talk radio that were timed to coincide with the known field dates of a public opinion polling company. Second, we report that handheld communication devices were used by senior members of the governing party to mobilize legislators and party personnel to repeatedly vote on straw polls on regional media Web sites. Our findings show that there is a substantial and statistically significant increase in the probability that legislators will call talk radio when pollsters are in the field. Furthermore, we document and explore the manner in which political elites mobilize to engage online media straw polls, and discover that straw poll questions which address political topics attract a disproportionately higher number of “votes” than nonpolitical questions. This micro-level study offers perspective for interpreting macro-level knowledge about political talk radio, horse race/game and strategic media frames, and about political elites’ mobilization and media management tactics.  相似文献

Journalists, candidates, and scholars believe that images, particularly images of war, affect the way that the public evaluates political leaders and foreign policy itself, but there is little direct evidence on the circumstances under which political elites can use imagery to enhance their electoral chances. Using National Election Studies (NES) panel data as well as two experiments, this article shows that, contrary to concerns about the manipulative power of imagery, the effect of evocative imagery can enhance candidate evaluations across partisan lines when they originate from the news but are more limited when they are used for persuasive purposes. By looking over time, the three data sets demonstrate different circumstances in which terrorism images have different effects on candidate evaluations—crisis versus non-crisis times and through news exposure versus direct use by a candidate. The NES data reveal that exposure to watching the World Trade Center fall on television increased positive evaluations of George W. Bush and the Republican party across partisan boundaries in 2002 and 2004. The news experiment that exposed subjects to graphic terrorism news in a lab in 2005/2006 increased approval of Bush’s handling of terrorism among Democrats. Lastly, an experiment where hypothetical candidates utilized terrorism images in campaign communication in 2008 demonstrates that both parties’ candidates can improve evaluations of their foreign policy statements by linking those statements to evocative imagery, but it is more effective among their own party members.  相似文献

Civic fusion occurs when people bond across passionate difference to solve a shared public problem. It requires bringing people close together under conditions that enable them to bond, even as their polarizing beliefs remain intact. In managing multiparty multi‐issue negotiations, public policy mediators help disparate, passionate parties negotiate actionable agreements. To achieve and sustain civic fusion, interested parties recognize and acknowledge confining assumptions and move through a continuum in which their certainty about each other and their presumed solutions is challenged and transforms to uncertainty and then to curiosity. They connect across common public goals and find mutual understanding and respect for the interests of others as they come to understand and accept the opportunities and limitations that are inherent to their complex situations. A steady stream of new understandings moves people beyond their long‐held perspectives to foster productive negotiations and build innovative solutions. Ultimately, the parties generate sustainable consensus agreements even as they retain their deeply held and often opposing values and beliefs.  相似文献

Elite polarization has reshaped American politics and is an increasingly salient aspect of news coverage within the United States. As a consequence, a burgeoning body of research attempts to unravel the effects of elite polarization on the mass public. However, we know very little about how polarization is communicated to the public by news media. We report the results of one of the first content analyses to delve into the nature of news coverage of elite polarization. We show that such coverage is predominantly critical of polarization. Moreover, we show that unlike coverage of politics focused on individual politicians, coverage of elite polarization principally frames partisan divisions as rooted in the values of the parties rather than strategic concerns. We build on these novel findings with two survey experiments exploring the influence of these features of polarization news coverage on public attitudes. In our first study, we show that criticism of polarization leads partisans to more positively evaluate the argument offered by their non-preferred party, increases support for bi-partisanship, but ultimately does not change the extent to which partisans follow their party’s policy endorsements. In our second study, we show that Independents report significantly less political interest, trust, and efficacy when polarization is made salient and this is particularly evident when a cause of polarization is mentioned. These studies have important implications for our understanding of the consequences of elite polarization—and how polarization is communicated—for public opinion and political behavior in democratic politics.  相似文献

Public Opinion and Foreign Policy: Elite Beliefs as a Mediating Variable   总被引:1,自引:0,他引:1  
Scholars have become increasingly interested in the nature of potential linkage processes between public opinion and foreign policy. The literature on elite beliefs suggests that the beliefs decision makers hold concerning public opinion may have an important influence on this relationship. This article argues that how decision makers perceive and react to public opinion depends upon their views of the proper relationship between public opinion and foreign policy choices. A theoretical framework to analyze beliefs is suggested containing two dimensions: (1) normative beliefs relating to whether it is desirable for input from public opinion to affect foreign policy choices; and (2) practical beliefs regarding whether public support of a policy is necessary for it to be successful. To explore this issue, this article reports the findings of a qualitative content analysis of Dwight D. Eisenhower's and John Foster Dulles's public opinion beliefs. Predictions of behavior are tested in a case study of the September 1954 Chinese offshore islands crisis. The results of this analysis suggest elite beliefs regarding public opinion may provide an important intervening variable worthy of further examination.  相似文献

美国总统特朗普执政以来,美国两党的斗争异常激烈,政治极化程度之深为近几十年来所罕见,有学者甚至称其为"超级极化"。面对政治极化及其背后的深层问题,美国总统特朗普为巩固执政权威、两党政客为解决国内经济问题,都将对华强硬作为优先事项。美国部分学术界精英等提出为了凝聚人心和强化国家认同,呼吁与中国开展新冷战。这股强大的力量与中美两国结构性矛盾趋于尖锐一起,共同推动了美国对华政策的极端化。但与中国对抗无法缓解美国激烈的党争,难以改善其国内的不平等问题,也解决不了美国国家认同面临的长期挑战。美国要走出政治极化,需要共和党或民主党通过选民重组获得对另一方的压倒性优势,从而长期主导政治议程。未来美国的党争还会非常激烈,但不管其国内政治如何演进,美国对华强硬的趋势都很难改变。  相似文献

This study examines the growth of popular support for a competitive multi‐party system as an indicator of democratic consolidation in South Korea. Using a national sample survey conducted in November 1993, it demonstrates that the South Korean mass public has been very slow to develop affective, behavioural, cognitive and evaluative links to political parties which, however, constitute an integral channel for representing its preferences in the policy‐making process. Contrary to the tenets of the neo‐corporatist and other theoretical models, this study finds that the failure of political parties to democratize their performance has been, and remains, a major factor inhibiting the development of popular support for a democratic party system. Based on this and other findings, we would predict much continuing difficulty and uncertainty in the process of consolidating South Korean political parties into a fully democratic party system.  相似文献

This paper outlines an approach to examining how public opinion is taken into consideration by political and governmental leaders and reviews recent studies that have followed this approach to evaluate the extent to which public opinion is subject to manipulation by political elites in diverse circumstances. The central idea of this approach is to treat public opinion as a “dependent variable” and to examine the role of the mass media in linking elite initiatives and the public. Instead of starting with polls that presume public opinion is an independent force, we start with elites and presume that they try to manipulate public opinion through the mass media and by other means. First, we look at why the emphasis on the independent nature of public opinion has become so prominent in political science. We argue here that viewing public opinion as a dependent variable is a more promising perspective. Next, we review and evaluate a number of studies that attempt to demonstrate the fruitfulness of our suggested approach. Each of the studies analyzed focuses on the initiatives of political elites and monitors the success of their efforts with targeted groups. These studies demonstrate the conditions that favor elite control as well as the opportunities for citizens to limit such control. In our conclusion, we outline a theory of the role of public opinion in modern mass democracies.  相似文献

This article examines the role of India’s states in shaping the implementation and framing of social policy within India’s federal system. Since the 2000s, the central government has overseen a substantial expansion of social welfare policies partly through a new push toward rights-based social provision. Yet, it is India’s states that are both responsible for an increasing proportion of total public expenditure on social welfare provision as well as determining the nature and effectiveness of that provision across space. Drawing on a comparative research program across pairs of Indian states, three critical factors explaining how state-level political environments shape social policy are identified: the role of policy legacies in shaping policy frames; the role of social coalitions underpinning political party competition; and the role of political leaders in strengthening state capacity to achieve program goals.  相似文献

We review contemporary research at the intersection of political communication and foreign policy, highlighting four themes: 1) new, more realistic and psychologically-nuanced approaches that account for limited information and issue framing; 2) the question of whether the flow of communication between the state and the public is best conceived as a closed system, or one that is open to outside influences such as foreign elites; 3) how variations in political or governmental structures, patterns of media access or ownership, and other institutional factors can alter the relationships between foreign policy and communication processes; and 4) whether or not it is useful to distinguish between foreign and domestic policymaking when analyzing the role of political communication. We also suggest avenues for further research in each section and conclude by summarizing these opportunities for continued theoretical development.  相似文献

Do parties change their platform in anticipation of electoral losses? Or do parties respond to experienced losses at the previous election? These questions relate to two mechanisms to align public opinion with party platforms: (1) rational anticipation, and (2) electoral performance. While extant work empirically tested, and found support for, the latter mechanism, the effect of rational anticipation has not been put to an empirical test yet. We contribute to the literature on party platform change by theorizing and assessing how party performance motivates parties to change their platform in-between elections. We built a new and unique dataset of >20,000 press releases issued by 15 Dutch national political parties that were in parliament between 1997 and 2014. Utilizing automated text analysis (topic modeling) to measure parties’ platform change, we show that electoral defeat motivates party platform change in-between elections. In line with existing findings, we demonstrate that parties are backward-looking.  相似文献

Increasingly, scholars are applying Social Movement Theory to explore how radical Islamist groups strategically employ framing to legitimize the use of violence. What has not been explicitly examined, however, is under what conditions radical frames are more resonant with the public than more moderate alternatives. This article argues that the strength of a particular frame depends on the credibility of the competing claim-makers. Drawing on public opinion polls from the Palestinian Territories, the article shows that the resonance of Hamas’ frames vis-à-vis the peace process between 1993 and 2006 depended on the ability of the Palestinian leadership to maintain its legitimacy. Since the Gaza take-over and Hamas’ shift to a position of leadership rather than opposition party, the organization's inability to deliver in the economic realm or to even feign any progress regarding the peace process damaged its credibility and reputation. Accordingly, its frames vis-à-vis the peace process also started losing their resonance with the public. An understanding of the dynamics of credibility can also help explain the continued moves towards national reconciliation between Hamas and Fatah.  相似文献

Communicators try to shape public opinion to their advantage by invoking social values. We examine a vivid example of this value framing in the debate over teaching evolution in the public schools. Supporters of intelligent design (ID) theory have pressed for greater acceptance in public schools by framing the issue as a question of fairness. A survey experiment revealed overwhelming agreement that including ID in science class is fairer than excluding it. This belief had a greater impact on tolerance for ID when the issue was framed with respect to fairness. A second study showed similar effects from a pro-ID documentary film. A final study showed that training in scientific reasoning counteracts the impact of the fairness value, thereby decreasing tolerance for ID. Combined, these studies show how political debate can be understood as a contest over which values deserve greatest consideration or emphasis.  相似文献
