This article considers Hillyard’s first application of the term “suspect community” to the Irish in Britain in the era of the Prevention of Terrorism Act (PTA) and its more recent application to Muslims in the global war on terror. A review of the application of the term “suspect community” and research in the field points to the problems associated with constructing an entire population and to problems of misidentification. Ethnographic and other evidence illustrate the stigmatisation, alienation and violence that results from its deployment. Given these difficulties and Greer’s objections to the use of the term “suspect community”, a redefinition of the concept of “suspect community” is proposed, borrowing from Anderson’s concept of the imagined community. The “suspect community” is not merely the product of legal and security apparatuses, but the product of a larger cultural apparatus or “imaginary”. It is redefined as “a community created in and by the securitised imagination and enacted in a processes of ‘othering’ through a range of security practices of counter-terrorism”. The “suspect community” is not an embodied community, but an imagined one, whose boundaries are permeable and shifting and in the eye of the beholder. Its operations are distinct from Islamophobia or anti-Irish racism, yet racism, Islamophobia and other forms of subordination may well be implicated in the process of “othering” the suspect. The effect of being “suspect” on the performance of identity and citizenship is indicated in the conclusion.  相似文献

Although political violence has proven to be difficult for governments to manage, predict or control, previous research on the impact of relevant federal government actions and US presidential rhetoric on terrorist attacks and hate crimes demonstrates that what the US government does matters in ways that are both expected and unexpected. In the US, government counterterrorism strategies changed rapidly in response to the September 11th, 2001 attacks on the US. The Bush administration formed a new executive department, centralised intelligence agencies, invested in tangible counterterrorism measures, implemented two invasions and occupations, and spoke publicly about terrorism on a near-daily basis. Yet much has changed since that research, as the US has since elected a president whose presidential campaign relied upon espousing antagonism towards Muslims, immigrants and other minority groups. Further, President Trump’s administration has repeatedly demonstrated its commitment to isolate and suppress Muslims as a strategy to combat Islamist extremism in contrast to previous administrations’ more cooperative approaches. This article considers what existing research tells us about whether and how the different actions of the Trump administration may fuel both Jihadi and far-right extremism.  相似文献

This article argues that an historical investigation of air power makes possible the critique of current regimes of drone surveillance and bombing as a practice of state terrorism. By identifying certain key themes regularly used in terrorism studies for the classification of violence as “terrorism”, this article shows that early air power theorists understood military aircraft as essentially instruments of terrorism. A central argument permeating these theorists’ conception of air power was that the military value of aviation lay in its capacity to target the enemy’s population and, by means of bombing, generate a significant “moral effect” – that is, a psychological effect against the morale of civilians. This strategic formula constituted a central component of British air control schemes during the interwar period, where terror bombing was deployed systematically in order to control and pacify colonial populations. In arguing that widespread and long-lasting terror remains an inalienable feature of air power, this article concludes with a call for a critique that accounts for the fact that current deployments of armed drones – for instance, the US “targeted killings” programme – effectively reproduce these historical and material conditions of terrorist violence.  相似文献

“She is of good behaviour and a good Muslim. Against this background, I accept on the evidence before me that this defendant gathered together the contents of the SD card in order to explore and understand the charges which her brothers faced. There is no evidence that she was motivated by their ideology or was preparing to follow them.” The judge in the case of Umm Ahmed clarified to the court that she had not been involved in illegality or had any intention to pose a threat to the UK. Despite this recognition, he sentenced Begum to a 12-month prison term for possessing the magazine Inspire which she had been reading to understand her charged brother’s case. What is unknown is the story of how Umm Ahmed was subjected to a deradicalisation programme, under the auspices of PREVENT and CHANNEL, without any indication of actual involvement in terrorism. The use of deradicalisation narratives in schools, universities and hospitals has led to the criminalisation of large sections of the various Muslim communities in the UK. Based on our experience of cases such as Umm Ahmed, we hope to present a view of how an aggressive anti-Muslim narrative that is based on assumptions subverts the political expression/identity of individuals by turning them into potential threats. The advocacy group CAGE has been working with Umm Ahmed in order to highlight the abuse of the terrorism narrative in her case, but also to understand the actual implementation of PREVENT and CHANNEL beyond their conceptual promotion as a safeguarding tool. By understanding the everyday interactions with PREVENT, a picture can be formed of the way that a false presentation of narratives can lead to a person becoming an “extremist” or “terrorist”, while the truth may lie in a completely alternative place.  相似文献

That terrorists, criminals, and their facilitators exploit the global marketplace is well known. While the global movement of illicit goods is well documented, robust empirical evidence linking terrorism and organized crime remains elusive. This article posits Network Science as a means of making these links more apparent. As a critical case study, Hezbollah is quite possibly the most mature globalized terrorist organization, although it thinks of itself as the “Party of God.” However, the means seem to justify the ends: this article shows that Hezbollah’s holy men have no qualms about resorting to pornography, contraband cigarettes, immigration fraud, and credit card fraud to raise funds. Beyond establishing links, Social Network Analysis reveals other important characteristics, such as the relative autonomy from Hezbollah headquarters that local fundraising networks enjoy. That finding implies a paradigm shift: Hezbollah is no less a terrorist organization than an organized crime syndicate. This is apparent in a network’s structure. Transnational Organized Crime is typically about nodes being connected to many others in the network. Yet, Hezbollah fundraising networks allow such connectivity because of the group’s typically high levels of mutual trust and familial relationships. This creates a vulnerability that can be exploited by law enforcement and intelligence organizations.  相似文献

This article presents biographies of three activists of the Student Islamic Movement of India (SIMI). Following 9/11, the Indian state banned SIMI for fomenting “terrorism”, “sedition” and “destroying Indian nationalism”. Of the three SIMI activists, Qasim Omar had spent 30 months in prison and Samin Patel, a US citizen of Indian origin, 27 months. Both these prominent SIMI leaders were charged with denigrating the photo of India’s flag and making provocative speeches. I interviewed them after their release. The third was an ordinary (non-office bearer) activist. Drawing on their biographies, I argue that Islamist radicalism or “terrorism” should be construed politically. Contrary to the prevalent politics, the pivot of which is bare rationality of profit and loss and ruthless pursuit of national interests, the kind of politics SIMI actors enact is best understood as a profound act of ethics manifest in the quest for justice. As such, they are not enemies of freedom, democracy and human rights; on the contrary, activists such as those in SIMI strive to rescue freedom and human rights from being monopolised and molested by the mighty few and thereby truly universalise them. Against methodological nationalism, I take the post-World War II global order as the human condition in which to situate the radical politics of these young SIMI activists.  相似文献

The rhetorical use of labels in the war on terror has become an important tactic post 9/11. One such example is the deployment of the categories of “moderate” and “extremist” within counterterrorism discourse, with Muslims distinguished as either friend or foe based on this dichotomy. The moderate Muslim label is a relational term, only making sense when it is contrasted with what is seen as non-moderate (i.e., extremism). Such binary constructs carry a range of implicit assumptions about what is regarded as an acceptable form of Islam and the risks posed by the Islamic religion and Muslim communities. In this article, we explore the implications of this labelling for Muslim communities. In particular, we explore the interpretations Muslims themselves accord to the dichotomy of moderate and extremist and consider whether the use of such binary terms is at all helpful as a way of rallying Muslims to the cause of tackling terrorism and radicalisation. We draw on focus group data collected from Muslims living in Australia to inform our analysis.  相似文献

This article examines the first three literary reactions to Fenian terrorism: Robert Louis Stevenson and Fanny van de Grift Stevenson’s co-written novel, The Dynamiter (1885); Tom Greer’s A Modern Daedalus (1885) and Henry James’ The Princess Casamassima (1886). Although these works approach terrorism from different angles, they set the pattern for subsequent treatments that will “give primary voice to the perspective of the terrorist”. “Zero”, the hapless bomb-makers in The Dynamiter, is a surprisingly urbane, sympathetic figure; Greer illustrates both the necessity and the moral quandaries of terrorism and James shows considerable sympathy for anarchism’s causes, even though terrorism threatens high art and culture. I also hope to show that fiction can provide excellent source material for studying the cultural imaginary of terrorism and, by extension, make a bid for the inclusion of literature scholars under the umbrella of Critical Terrorism Studies.  相似文献

ABSTRACT

A growing body of evidence documents that Islamophobia is a significant social issue in the UK. This evidence also reveals an empirical link to “Islamist” terrorism, revealing a nexus between security and the social emergence of prejudice. Drawing on critical approaches to security and applying them to the case of the UK in 2017, this article explores this nexus conceptually and empirically. To do so, it examines the discourses of various governance institutions (including the media, the political elite, and security professionals) as they respond to “Islamist” terrorist events. It argues that these governance institutions individually and collectively – and often unwittingly – stigmatised and securitised “Muslim” identity. The structural emergence (i.e., the institutionalisation) of Islamophobia in the UK, this article contends, can largely be understood through these processes. This article therefore offers an illustration of some of the logics of how prejudice is embedded in societal structures, which has normative implications for how these processes might be successfully contested.  相似文献

Professor Marc Sageman’s latest contribution to terrorism “studies” builds on an ever-increasing critique of a field in which “expertise” is something that is largely taken for granted, rather than empirically “known”. His book Misunderstanding Terrorism seeks to refocus our attention towards what is knowable through a Bayesian analysis based on his unique access to acts of terrorism within the Western world. Key, however, is his framing of what terrorism “is”, and to that effect, this review article first assesses the work of two individuals writing on terrorism, Rafaello Pantucci and Shiraz Maher, to place Sageman’s significant book within a wider context of terrorism literature.  相似文献

This article focuses on the so-called “brutalization” of terrorism. The brutalization thesis as part of the larger theoretical concept of “new terrorism” argues that “new terrorism” is more brutal than “old terrorism.” Many scholars claim that the 9/11 attacks mark the beginning of a new era of terrorism that has lifted international as well as domestic terrorism to a new level of violent brutality. Others argue that this process had already started in the early 1990s. After discussing possible ways to operationalize a brutalization of terrorism, for example focusing on suicide bombings or terrorist attacks against soft targets, this article tests the empirical credibility of the brutalization thesis regarding both potential starting points. Data from the Global Terrorism Database (GTD) shows that only three out of nine indicators increased significantly during the 1990s, partially backing the idea of a general brutalization, whereas increasing numbers of suicide attacks and beheadings after 9/11 support the notion of a qualitative change in terrorism and its brutality connected with the idea of maximizing media and public attention. Yet, these developments are regionally limited and the brutality of this “new terrorism” exceeds the levels known from the zenith of “old terrorism” in the 1970s and 1980s in only a few cases.  相似文献

The “terrorism industry” that has been constructed by the war on terror has become institutionalised in the past decade, contributing in part to a significant increase in the overall public perception of terrorism and a dilution in meaning of the term “terrorist.” A linear regression analysis of the relationship of poll data collected from American citizens and frequency and lethality of terrorist attacks shows that this increased awareness has occurred despite the fact that terrorist attacks on American soil have decreased over the past decade. Considering the often-stated purpose of terrorists is to inspire fear, a central goal of the industry and the government should be to diminish these effects. However, the frequent and offhand use of the term “terrorist” fails to contextualise and counter the varied dispositions and motivations of terrorists and other non-state actors. To reduce public worry while working within the boundaries of the institutionalised terrorism industry, the study of terrorism should be conducted, and counterterrorist policies designed, using a new interdisciplinary framework that would allow the terrorism industry and the government to move beyond the binary designation of “terrorist” and “non-terrorist” to a greater spectrum of classification, from terrorists and violent non-state actors, to guerrillas, insurgents or criminals. A more nuanced framework could reduce public fear of terrorism and increase the effectiveness of counterterrorist policies.  相似文献

This article examines the values and attitudes present within the 2002 video game Tom Clancy’s Splinter Cell, and the methods employed to convey them. It compares the game’s message with the rhetoric contained in the Bush administration’s post-9/11 “war on terror” narrative. A qualitative content analysis of a Splinter Cell “game movie” and gameplay sessions is undertaken to examine the messages communicated through elements of simulation and representation. This article finds that Splinter Cell and the “war on terror” narrative express similar perspectives of terrorism and counterterrorism. First, both exaggerate the physical and normative threat of terrorism, and portray it as overwhelmingly powerful. Second, both sources justify violent counterterrorism action through claims of necessity, urgency and self-defence. Third, violence is consistently portrayed as effective for achieving the desired objective. Finally, violence and military action are represented as simple solutions that ultimately lead to victory over terrorism. The parallels between the messages within Splinter Cell and the “war on terror” rhetoric indicate that the game was shaped by the post-9/11 culture in which it was developed. More significantly, however, Splinter Cell perpetuates and legitimises the “war on terror” narrative by conveying its message through an immersive interactive environment.  相似文献

ABSTRACT

Despite the contribution of Foucaultian inspired approaches to Critical Terrorism Studies, this article invites us to consider Hegel’s epistemological insights. Foucault’s power-knowledge nexus is an invaluable intellectual tool which reveals how terrorism can be a “social fact”, yet it rests on a genealogical account of history and a passive notion of subjectivity determined by power (regimes). Hegelian philosophy maintains some of the benefits met in Foucault’s approach (sociality and contingency of knowledge) while providing a richer epistemological account. This article introduces Hegel’s epistemological insights to: i) challenge the portrayal of terrorism as a major external threat against the western liberal democratic states in the vein of “New Terrorism” or the “Clash of Civilizations”; and ii) domestically explore how the concept of liberal democratic rights, equality, freedom affect the interpretation of counter-terrorist bills, the threat perception of terrorism and domestic polarisation. Hegel’s insights critically interrogate the notions of “liberal rights”, “equality” and “freedom”, revealing how their ambiguous definition accommodates inherent contradictions which can fuel a controversial interpretation of counter-terrorist bills, leading to domestic polarisation and (reciprocal) radicalisation. Therefore, Hegel’s epistemological insights reveal how the defective definition of human rights, equality and liberty can amplify the effects of Terrorism and radicalisation.  相似文献

ABSTRACT

In examining the Global War on Terror, the effects of presidential rhetoric on the framing of terrorism has been well documented. However, little previous work links terrorism and its status as an “othered” phenomenon to differential legal prosecution in a post-9/11 era. Using the Prosecution Project data set, we compared “othered” individuals, as defined by a Muslim, Arab/Middle Eastern, and/or foreign-born status, to “non-othered” individuals charged with terroristic felonies. Furthermore, we subdivided the dataset into three analytical time blocks: the George W. Bush administration immediately post-9/11, the latter half of the Bush administration, and the Obama administration. For the first and third time blocks, we found that “othered” individuals were prosecuted significantly more frequently than “non-othered” individuals. These findings call into question the effect of presidential rhetoric and the national framing of terrorism on the legal prosecution of “othered” individuals.  相似文献

ABSTRACT

A lot of ink has flown over the issue of political under-representation of Muslims in India and over affirmative action measures needed to redress this imbalance. However, a minimal amount of attention has been paid to how Muslims are finding new ways to counter this under-representation. The Ministry for Minority Welfare and subsequent creation of the Minority Welfare Department seem to have expanded the locus of representation for Muslims beyond elections, legislatures, and membership of political parties. Consequently, the number of “Muslim representatives” has increased, in addition to MPs and MLAs who strictly speaking are supposed to be “people’s representatives.” Focusing on two Muslim groups’ engagement with the minority welfare bodies, the article contends that the success or failure of Muslim appointments to state bodies is based not so much on religious differentiation as on the ruling party’s electoral strategies, and their inclusion in these bodies only reinforces their minority status without integrating them entirely in the political process.  相似文献

ABSTRACT

In the conceptual literature on terrorism, there is no shortage of answers to the question: “What is terrorism?” Indeed, the terrorism literature has been heavily criticized for a deluge of definitions. And yet the booming quantitative terrorism literature generally examines a narrow set of “what is terrorism?”: how country-level factors explain variation in the number of terrorist attacks. This article demonstrates the variety of ways in which scholars currently operationalize terrorism and compares them to the ways it could be operationalized. I replicate studies using alternative operationalizations of terrorism to examine the consequences of the terrorism literature’s collective bet to focus on attack counts at the country level. Finally, I discuss the implications of the narrow set of operational choices with an eye towards how a greater variety of approaches would produce a more robust research agenda.  相似文献

The conventional wisdom among US foreign policymakers is that drones enable precise strikes, and therefore limit collateral damage. In contrast, critics point out that many civilian casualties have ensued, and they variously cite poor intelligence and imprecision of the strikes as reasons for this. Critics have also raised concerns that the US and its allies are engaging in “lawfare” to legitimise violations of human rights law. As such, some have questioned whether academic engagement with the legal questions surrounding targeted killings amount to collusion with state attempts to legitimise human rights violations. This article will argue that by conceptualising the targeted killings programme as a form of state terrorism, we are better equipped to provide a critical analysis of the drones programme within the context of a long history of violence and terrorism which has underpinned the imperial and neo-imperial projects of the UK and US. The article will then argue that there are important similarities between the targeted killings programme, and previous UK and US counterinsurgency operations, including prior uses of air power, and operations involving the internment of terror suspects, and the targeting of specific individuals for interrogation and torture or disappearance. Common to these programmes is that they are forms of policing aimed at crushing rebellions, stifling disorder and constructing or maintaining particular political economies, through terror. Also common to these programmes are the attempts made either to conceal illicit actions, or in the event they are exposed, to shroud them in a veil of legitimacy. The article concludes by offering some brief reflections on why we should not abandon the quest to resolve the thorny legal questions around the targeted killings programme.  相似文献

“Leaderless resistance” and “lone wolf terrorism” are concepts that have steadily gained importance in the study of oppositional subcultures and terrorist groups, being used to describe the operational realities of a variety of terrorisms, from groups like Al Qaeda to Anders Breivik. In this article, I seek to describe leaderless resistance as a rhetorical construct, a meaning-conferring “ideology of effervescence” that lifts the spirits of both movement progenitors who advocate the strategy as well as incipient lone wolves who consider responding to their exhortations. Through an examination of the case of Wiebo Ludwig and the EnCana pipeline bombings of 2008–2009, I show how these rhetorics emerge in the interactions between activists and their political enemies. With this conception, we can (a) understand more fully the discursive/rhetorical dynamics involved in asymmetrical struggle, (b) problematize the acceptance of the organizational reality of leaderless resistance in the terrorism literature, and (c) question the assertion of some terrorism scholarship that refers to leaderless resistance and other ideologies of effervescence as hallmarks of the “new terrorism.”  相似文献
