Traditional approaches have conceptualized political regimes almost exclusively with reference to domestic-level political factors. However, many current and historical political regimes have entailed a major role for international actors, and in some cases the external influence has been so great that regimes have become internationalized. This article explores the concept of ‘internationalized regimes’ and argues that they should be seen as a distinct form of hybrid regime type that demonstrates a distinct dimension of hybridity. Until now, regime hybridity has been conceived along a single dimension of domestic politics: the level of competitiveness. Yet, some regimes are characterized by a different type of hybridity, in which domestic and international authority are found together within a single political system. The article explores the dynamics of internationalized regimes within three settings, those of international occupation, international administration and informal empire.  相似文献

This article examines how the governance of justice and internal security in Scotland could be affected by the outcome of the Scottish independence referendum in September 2014. The article argues that it is currently impossible to equate a specific result in the referendum with a given outcome for the governance of justice and internal security in Scotland. This is because of the complexities of the current arrangements in that policy area and the existence of several changes that presently affect them and are outside the control of the government and of the people of Scotland. This article also identifies an important paradox. In the policy domain of justice and internal security, a ‘no’ vote could, in a specific set of circumstances, actually lead to more changes than a victory of the ‘yes’ camp.  相似文献

This article explores the impact of domestic norms on regional security practices in a pluralistic security community in the transatlantic area. A security community is considered to be ‘a group which has become integrated, where integration is defined as the attainment of a sense of community, accompanied by formal or informal institutions or practices, sufficiently strong and widespread to assure peaceful change among members of a group with “reasonable” certainty over a “long” period of time’ (Karl W Deutsch, Sidney A Burrell, Robert A Kann, Maurice Lee Jr, Martin Lichterman, Raymond E Lindgren, Francis L Loewenheim and Richard W Van Wagenen (1957) Political community and the North Atlantic area: international organization in the light of historical experience (Princeton, New Jersey: Princeton University Press)). Recent studies have aligned the concept of security community with the practice turn in International Relations theory. Although practice theory is able to explain peaceful conflict resolution within a security community, this article shows that its explanatory power is significantly weaker when it comes to military interventions outside the security community. The article theoretically and empirically investigates this argument by using the empirical case of extraregional conflict management in Afghanistan. The importance of domestic norms in constructing and perceiving regional security practices in out-of-area operations emphasizes the ‘local’ over the ‘regional’ as a crucial driver behind the emergence of a regional actor's understanding of security and thus for the formation and consolidation of regional peace.  相似文献

This paper assesses the main elements of SSR process in Sierra Leone, against its historical background as well as the imperatives of a responsive and responsible security sector. The reform of the security sector in Sierra Leone has enhanced the restoration of public safety in the country, and the positive features of the process relate to the inclusion of SSR as the first pillar of the country's poverty reduction strategy, and the emphasis of SSR on the decentralisation of the security apparatus. Significant gaps however remain. Donor dependency and the ‘youth question’ are continuing challenges. Arguably, the most significant deficiency is the fact that the security sector has not been adequately embedded in a democratic governance framework. There is an absence of functional oversight mechanisms, and a failure to involve other actors beyond the executive arm of government in the governance of the security sector. The paper cautions that SSR can be successful only as part of an overarching democratic post conflict reconstruction framework.  相似文献

The security and development nexus is on the public agenda of policy-makers and analysts as never before. It is becoming an article of faith that security and development are ‘inextricably linked’. The content and confines of the security and development agenda, however, are contested and confused. As one interviewee put it, ‘it's as if security is the new development and development is the new security’. This paper sets out to map the landscape of the development and security agenda in order that it might be navigated better. The focus is on how policy debates in this area are shifting, rather than on how these shifts are being implemented on the ground. Particular reference is made to the Department for International Development and its Strategy for Security and Development—an analysis of which throws into relief the tensions between the two spheres. It is argued that understanding the linkages between security and development must involve more than simply asserting that either one necessarily encompasses, requires or reinforces the other. Statements on security and development must be scrutinised against basic questions, not least whose security is at issue.  相似文献

ABSTRACT

The article interrogates the analytical purchase of the concept of militarism in the case of Libya, and its relationship to securitisation. While Libya is often associated with widely securitised threats to the international order, its military institutions have been viewed with suspicion and ambivalence across different phases of Libyan history, making of Libya an uneasy fit for standard categorisations of militarism. This prompts the question of whether and under what circumstances militarism can occur without and even against the military. Drawing on a historical-sociological analysis, the article shifts the focus to micropolitical dynamics and extra-institutional agency with a view to unpacking the complex entanglement of formal and informal armed actors in Libya’s hybrid security governance. The concepts of informalisation of militarism and militarisation of informality are used as analytical lenses to reconstruct the partial, failed, contested and hijacked attempts to build ‘modern’ military institutions in Libya. I suggest that the repertoire of militarism is not so much an end in itself, but a resource mobilised by local and international actors in a contentious field of state-building practices.  相似文献

This article examines the security certificate process that has been in effect in Canada since 1978 and the 2008 amendment (Bill C-3) of the Immigration and Refugees Protection Act. It highlights how democratic means can be used to subvert meaningful policy changes, and underscores the antinomy inherent in a nation-state's zeal to protect its citizens and appeals by a group of Arab Muslim men held under security certificates for suspected terrorist activities for their human rights to be recognised and respected by a state in which they are non-citizens. The problematic immanent in nation-states serving as guarantors of human rights and its concomitant misconstruing of human rights for citizenship rights are used to demonstrate that an ‘internal Other’ has been created in Canada. The security certificate, it is argued, in stipulating that detainees may request to be deported to countries where they regularly reside or hold nationality, makes them akin to Hannah Arendt's notion of the ‘rightless’ – people who have not only lost their home (i.e., polity) or ‘distinct place in the world’, but also their legal status. Consequently, even in an advanced democracy with grandiose claims to, and assurances of, individual liberty and fundamental freedoms, ‘rightless’ people face a great danger by the fact of being nothing beyond ‘human’.  相似文献

This article examines the links between development and ‘security’, situating these concepts within their philosophical and political contexts, particularly in relation to contemporary wars, including the ‘war on terror’, and the so-called ‘securitisation’ of development. The security of states does not necessarily ensure the security of their citizens, and the very concept of security is both complex and contested. The author provides a succinct summary of various interpretations of security – of states, collectivities, and individuals – showing how each is double-edged or ambivalent.  相似文献

This article explores ongoing debates about whether new media empowers individuals at the expense of formal organizations, and how the nature of organizations/organizing is changing. Focusing on Downing Street E-petitions, it presents a content analysis of over 33,000 accepted petitions, analyzing who or what ‘sponsored’ each petition alongside interviews with petition creators. The analysis finds a wide range of ‘affiliations’, from formal groups to personal information, though many formal groups chose not to use the platform. In apparent support of the populist position, and contradicting resource mobilization theories, individuals created 19 of the 20 most signed petitions. Bennett and Segerberg’s (2013) theory of connective action, and Chadwick’s theories of organizational hybridity (2007) and the hybrid media system (2013) inform a detailed qualitative analysis of how petitions were promoted, and the nature of organization that underpinned this. The analysis finds that organizational structure(s) underpinning successful individual petitions were complex, with extensive organizational hybridity and petitioners exploiting hybrid media logics. Connective action was also apparent, though this did not fit as easily with practice on Downing Street E-petitions.  相似文献

Abstract

Controversial cases such as the aborted coup in Equatorial Guinea and the employment of private contractors in the Abu Ghraib prison have brought the proliferation of private ‘mercenaries’ to worldwide attention. However, the privatization of military security is more diverse and complex than generally suggested. Specifically, one needs to distinguish between the use of private mercenaries in developing countries and the privatization of military services in Europe. Focussing on the latter, this article proposes that the privatization of military services in industrialized countries can be understood in terms of a shift from ‘government’ to ‘governance’. As a consequence, the emergence of a private military industry in Europe is not only characterized by distinct forms of governance failure; European governments have also developed new modes of governance to control the industry. Using the United Kingdom and Germany as examples, this article examines two modes in particular: public private partnerships and governmental regulation.  相似文献

Huge amounts are being invested in information and communication technologies (ICTs) such as mobile phones and their telecommunications infrastructure. Development agencies adopt a conventional view on the ‘climate’ needed to encourage such investment, believing particularly that good governance and security are required. We question this conventional view with a study of mobile telecommunications in three insecure states that score very badly in the Worldwide Governance Indicators. Data are limited, but they suggest that insecurity and ‘bad governance’ may not be the barriers to investment that are normally supposed. Indeed, it is possible – at least for this type of digital technology – that they may encourage investment.  相似文献

ABSTRACT

Although the US-led system of formal alliances remains the main pillar of the regional security architecture in Asia, alignment cooperation – centred on the Indo-Pacific maritime conceptualisation of the region – has been on the rise. This includes informal bilateral and minilateral agreements for security collaboration between regional and extra-regional US treaty allies or close security partners, notably Japan, Australia, India, the United Kingdom and France. While the various alignments complement and address the deficiencies of the formal US-led alliances, the functional and informal characteristics of alignments allow countries to pursue security cooperation both in conjunction with the United States and independently of it. This leads to a more fluid security architecture that increasingly reflects the diversity of emerging regional ‘architects’, among which Japan is assuming a leading role, as much as the region’s array of new security challenges.  相似文献

The New Partnership for African Development (NEPAD) agreed in 2001 between the G7 and African leaders is an ambitious initiative to resolve the problems of economic underdevelopment, political instability and armed conflict in Africa. Essentially, it rests on the promise of increased economic aid in exchange for African commitment to liberal political and economic governance. This article examines the implications of NEPAD for the EU's policies towards Africa. It argues that the EU's economic instruments are more suitable for tackling security problems in Africa than its evolving military capacity or global multilateral cooperation with African states through NEPAD structures. It is argued that extant structures of European-African relations can significantly impact on African governance processes and their security outcomes only if they can be graduated into ‘constitutive’ forms of economic intervention similar to processes of accession into the EU. Such a modification, based on variegated competitive partnerships, would be consistent with the French origins of European-African relations and maybe possible because of the links between French foreign policy and Europe's evolving global role.  相似文献

Already introduced to the academic and political debate some years ago, the concept of “security governance” still needs to be clarified. In particular, four main shortcomings need to be overcome to make the concept more useful for an assessment of current security dynamics: in the first place, attention has been devoted more to “governance” than to “security”, while failing to consider the role of the understandings and perceptions of the actors involved in the governance system. Second, the literature on the actors (governmental or not) involved is still fragmented. Third, the literature on security governance has too often been detached from reflections on regionalism, while it would be useful to further explore the relationship between cognitive definitions of regional and security dynamics. Fourth, the literature has predominantly focused on Europe and the transatlantic area, overlooking processes of “region-building” in security terms in other “unexpected” geographical spaces. After proposing avenues to overcome the current gaps in the literature, the Southern Caucasus is chosen as a case study to show the different instances of security governance emerging, thanks to definitions of the region in security terms that have involved regional and external actors, of a state and non-state nature.  相似文献

This article argues that the current attention on indigenous institutions, and the ‘local’ more generally, in peace-building and conflict management bears similarities with colonial and post-colonial attempts at pacifying volatile borderlands. This will be illustrated through a historical case study of the Southern Philippine island of Mindanao, which has witnessed a recurring Muslim insurgency throughout different phases of its history. In an attempt to cope with these violent uprisings, both the American colonial authorities and the authoritarian Marcos regime, as well as a range of contemporary international NGOs, have endorsed traditional institutional avenues of informal mediation. The argument for the deployment of the local in state reconstruction and peace-building as propagated in current literature on hybrid peace should therefore be reframed as a reinvention of colonial governance techniques of indirect rule. It will hereby also be argued that the underlying rationale for this current deployment of local/traditional institutions of mediation and governance confirms and builds further upon a colonial framing of the non-Western other as incapable of modern, liberal democracy.  相似文献

Abstract

The cross-border impacts of whistleblowing recently have become far more visible and consequential, as evident with the ‘Paradise’ and ‘Panama Papers’ leaks, which exposed tax and other financial wrongdoings of prominent personalities around the world, leading to scandals, resignations and prosecutions. Despite its new prominence, whistleblowing often continues to be seen as a series of ad hoc chance acts. We argue instead that whistleblowing is an increasingly institutionalized regulatory tool that is enabled by an emergent ‘whistleblowing system’, with similarities to other new forms of informal global governance. Whistleblowing can be controversial, and we develop a framework for assessing whether any particular whistleblowing event and the system that enables it are in the public interest. We then apply this analysis to the case of global tax evasion. We conclude that a whistleblowing system can make important contributions to difficult cross-border regulatory challenges such as tax evasion, especially where other governance systems fail.  相似文献

Japan, in responding to US expectations for support in the ‘war on terror’, has displayed a degree of strategic convergence on global security objectives, thus prompting policy-makers and observers to dub it the ‘Great Britain of the Far East’. This article argues, however, that Japan is far from assuming this role. For Japan, the ‘war on terror’ serves more as a political pretext for legitimating long-planned changes in military security policy that are often only marginally related to the US's anti-terrorism agenda. Instead, Japan has focused much more on using the terror threat rationale as a means to push forward its response to the regional and traditional security challenges of North Korea and China, even if at times it attempts to depict both as ‘new security challenges’ or as involving elements of counterterrorism. The final conclusion is that US military hegemony may be weakened by Japan's and the Asia-Pacific's potential divergence from the US global security agenda.  相似文献

Despite the exponential growth in the attention and resources devoted to security sector reform (SSR), positive tangible outcomes remain hard to find. A ‘conceptual-contextual’ divide exists between SSR's stated goals and its actual implementation, a fissure that suggests the need to re-evaluate its tenets as currently conceived and practiced. This paper contributes to such a reappraisal and argues for a new round of SSR debate and policy formulation that will be simultaneously more pragmatic and less ambitious, while listening carefully to the wishes of those who are to benefit from SSR. Our core argument is that the current understanding of SSR policy provides practitioners with neither the requisite intellectual foundation nor practical guidance to craft institutions that arrest insecurity. Consequently, a number of the central concepts of the current SSR agenda—local ownership, civil society, governance, multi-sectoral approach, etc.—need to be recast to make them operationally effective, managerially coherent, and susceptible to measurable evaluation.  相似文献

Normative power can be defined as the ability to govern interdependencies by means of rules, regimes and compliance strategies. This paper presents two case studies in security governance—international responsibility to protect in Sudan and counter-proliferation policies towards Iran’s nuclear programme—to evaluate the degree of normative convergence between China and Europe. It concludes that there are still major differences between Europe and China on employing normative strategies in security governance but that both modes of governance and identities as security actors are mobile so that the trend is towards convergence, albeit with some distance still to travel.  相似文献
