This article develops a concept of civil society in Central Asia distinct from that which emerged from the East European communist societies of the late 1980s. Kazakhstan presents a case study of a civil society that conceptually can be located between the vibrant civil society of the Baltic democracies and the civil society of the strongly repressive environments of Belarus or Uzbekistan. Kazakhstan's authoritarian structures and cultural traditions make it difficult to develop strong independent civic organizations – cooperation tends to mark state-civil society relations more than contestation, which shaped much of Eastern Europe's experience. Even in a context of relative affluence where civil society organizations are allowed some space to engage in critical activities, contestation tends to be minimized. This is only partially related to state suppression and cooptation; a political culture that views democratic processes as potentially destabilizing is also a significant factor. Kazakhstan represents a distinct Central Asian model of civil society, comparable to Russia but qualitatively different from that found in either Eastern or Western Europe, where civil society is less willing to confront the state, more cooperative with the authoritarian system, and wary of the potential for civic activism to degenerate into instability. Differentiating types of civil society is important because a key component of Western democracy assistance programmes has been providing assistance to build and strengthen civil societies. By refining our understanding of distinct civil society patterns in Central Asia, we can enhance our knowledge of political processes in this critical region, and we may improve the effectiveness of democracy assistance programmes. Since the 1990s, comparative scholars and constructivists have recognized the universally liberal character of democracy promotion and yet continued the analysis of difference in this area. Mainly in studies of German and US democracy promotion, constructivists have demonstrated the recurring and difference-generating impact of ideational factors. In this article, I hence assume the likeliness of difference and address the question of how we can analyse and explain those differences through a comparison of German and US democracy assistance in transitional Tunisia. I conceive of Germany and the US as a dissimilar pair and adopt a broad perspective to uncover differences at the diplomatic level and between and within the respective approaches to democracy assistance in Tunisia. Theoretically, I argue that national role conceptions hardly impact democracy assistance in a clear manner, and that roles are renegotiated in the process. I rather focus on liberal and reform liberal conceptions of democracy, which shape perceptions of the local context, and democracy assistance agencies different organizational cultures, which impact civil society support. Finally, I account for transnational dialogue and coordination as a factor mitigating differences in democracy promotion.  相似文献

Despite the fact that the assumed link between women’s empowerment, peace, and democratization has taken a firm hold in both theory and practice, the effectiveness of funding empowerment remains highly contested in the literature on gender, war, and democratic transformations. Drawing upon over a decade of fieldwork, this article offers lessons from the Balkans for funding women’s empowerment, with a particular focus on postconflict political transitions. I argue that there are two fundamentally different approaches to funding women’s empowerment, what I call the civil society model and the social movement model, and I lay out theoretical reasons why the social movement model is more likely to achieve enduring political change. I then provide a case study of how the United States government promoted elements of the social movement model in Croatia and Serbia as part of its democratization assistance, focusing on the challenges and promise of this approach.  相似文献

This paper explores the development issue of democratisation from a gendered perspective, emphasising the need to look for the building blocks of democracy within civil society sectors where women play a key role. Chilean and Argentinian women prove an important example for sustainable political development through their roles as Mothers, particularly in the 1980s in the movements to protest against political disappearances. The author seeks to demonstrate how these women's practical endeavours have made them an indispensable ingredient in the achievement of real democratic development at the grassroots level, and how they serve as a model for policymakers in developing countries elsewhere.  相似文献

The article examines the considerable literature on the relationship between sustainable development and democracy beginning with an exploration of the concepts. Various models have been put forward to describe this relationship and these can be viewed as various pathologies of development that may trap the unwary. Participation and empowerment are seen as a key to sustainable development by many authors, although there are widely differing interpretations of what this should mean. The search for people's empowerment has centred on moves towards decentralization and the strengthening of civil society. Decentralization has proved extremely difficult to implement in practice and having civil society act as a balancing mechanism to the power of the political elite has often proved to be no less illusory. Political participation is no guarantee of sustainable development as local and national elites will inevitably try to hijack the process. Whilst there is no strict correlation between democracy and sustainable development some items in the democratic package are capable of being prioritized and can help build sustainable development, in particular transparency in the management of resources, protecting human rights and encouraging social participation.  相似文献

Mainstream academic and policy literature emphasizes the nexus between an active and vibrant civil society sector and greater political accountability. As a result, support for civil society has become central to international policy efforts to strengthen democracy in the Middle East North Africa (MENA) region. However, the empirical evidence presented in this article questions the validity of this assumption. Drawing on information gathered through 38 in-depth qualitative interviews with women’s organizations from across the seven administrative regions of Turkey, and key representatives from the ruling Justice and Development Party (AKP), this article analyses the role of the AKP government in co-opting and influencing women’s organizations in Turkey. The results that emerge demonstrate that the government is actively involved in fashioning a civil society sector that advances their interests and consolidates their power. Independent women’s organizations report that they are becoming increasingly excluded from policy and legislative discussions, as seemingly civic organizations are supported and often created by the government to replace them. These organizations function to disseminate government ideas in society and to provide a cloak of democratic legitimacy to policy decisions. These findings and their implications have significant consequences for theory and policy on civil society and its role in supporting democracy.  相似文献

This article assesses whether civil society promotes democratization, as has been argued implicitly or explicitly in the political discourse, following the publication of Putnam's Making Democracy Work. The theorists of “third-wave” transitology have advocated civil society as the indispensable instrument for the survival and sustenance of democracy. This article, however, argues that civil society is not necessarily a democratic force. It may or may not have positive implications in regard to democratization and the functioning of democracy. Based on ethnographic fieldwork in the tribal-dominated south Rajasthan, this article analyses the case of Rajasthan Vanvasi Kalyan Parishad (RVKP), a Hindu(tva)-oriented non-governmental organization (NGO), to demonstrate how civil society could also be anti-democratic. It shows that by utilizing development as a medium of entry, the RVKP has not only successfully presented itself as a counter-force against the “threatening others”, such as Muslims and Christians but also mobilized electoral support for the Hindu nationalist Bharatiya Janata Party (BJP). In return, the BJP-led state government has provided economic, political and legal support to the RVKP and facilitated the Hindutva politics at the grassroots level. The article concludes that in the context of Rajasthan, a conservative state has collaborated with an exclusivist civil society organization – the consequence of which has not just been the spread of violence and demonization of religious minorities but also a serious undermining of cultural pluralism and democratic values of Indian society.  相似文献

The recent transition toward democracy in the third world and the former communist states has reopened the debate on the effect of democratization on women's parliamentary representation. While some researchers envisioned unprecedented opportunities for women's entry into national parliaments, others showed that democratization actually decreased women's representation in parliaments. Although the bulk of literature praises the recent political change toward democracy in Africa and analyses the internal and the external factors of this change, very little attention has been given to the effect of this change on women, in specific, women's legislative representation. The purpose of this study, therefore, is to examine the effect of the recent democratization on women's legislative representation in Africa. Cases are sub-Saharan African countries that have experienced multiparty legislative elections between 1990 and 1999. The study found that democratization overall has decreased women's representation in parliament. The countries that have proportional representation systems tend to have higher women's representation in parliament than the countries with majority or plurality systems. Gender quotas appear to improve women's legislative representation, but are practiced only by a small number of countries.  相似文献

This article reflects upon the debate on quotas for women in representative institutions of government. It poses the question whether current debates about quotas for women are relevant to debates on women's empowerment. In doing so, it points to the bases upon which the arguments for and against quotas have been presented within the Indian political system, taking into account the historical debates on caste, the emergence of coalition politics, the strength of the women's movement, and the engagement of women's groups with the politics of difference. The central argument of the article is that unless the issues of class‐based and caste‐based differences are taken seriously by women's groups in India, the wider question of empowerment cannot be satisfactorily answered. The conclusion assesses whether the Indian example is of relevance to wider debates on quotas as strategies of empowerment.  相似文献

This article explores the changing dimensions of women's empowerment over time in three Bangladesh villages where one of the authors has been conducting research since 1991. The article discusses theoretical issues related to the measurement of women's empowerment, and describes findings from a recent study in the villages exploring the current salience of indicators developed for a 1992 survey. In the article we discuss the types of social, economic, and political change that affect the measurement of women's empowerment; propose and explain a new set of indicators for the rural Bangladesh setting; and discuss implications for measuring women's empowerment in other settings.  相似文献

This article takes Chile as a case study to examine how the women's movement, the non‐governmental sector and the state have worked together to design policies for the prevention of domestic violence, and to transform the culture of authoritarianism which remains an integral part of gender relations within the state and in society. It conceptualizes the linkages between gender relations, authoritarianism and violence, examines how violence against women became a prominent issue during the transition to democracy, and shows that women's organizations have made significant advances in Chile as elsewhere in Latin America, by framing legislation on violence against women within the context of women's human rights. The study indicates that collaboration between the state, women's organizations and the police force can provide a window of opportunity to promote a democratic culture within the state and society.  相似文献

This article explores the implications of transitions to democracy for the economic policymaking process in developing countries. Democracy is supposed to give citizens oversight of their political leaders, while providing leaders with electoral incentives to respect citizens' preferences. Consequently, a shift from authoritarian to democratic rule ought to alter policymaking. Using the case of Brazilian trade policy, this article examines changed versus consistent patterns of post-transition interest aggregation, political participation, and economic goal-setting. Contrary to expectations of a notably enlarged role for the legislative houses, the study finds that Brazil's executive still dominates trade policymaking. However, significant and increasingly transparent interest aggregation occurs within the federal executive. Moreover, policy capture by sectoral special interests has decreased, while non-traditional civil society participants have gained some influence, and trade policy outcomes now are arguably more public-regarding. We find that Brazil's trade policy process has been incrementally democratized.  相似文献

The involvement of civil society organizations (CSOs) is widely regarded by students of the EU's domestic policy fields as enhancing transparency and accountability and, more generally, the democratic quality of political processes. This article explores the contribution of CSOs to the EU's Common Security and Defence Policy and assesses whether a democracy-enhancing effect of their involvement can also be demonstrated for this policy field. We analyse the contribution of CSOs based on two common models of democracy: the intergovernmental and the supranational model of democracy. We find that CSOs are indeed quite actively involved in the EU's security policy. With regard to their democracy-enhancing effects, however, our findings are rather mixed. While the engagement of CSOs does provide a remedy for the democratic deficits associated with intergovernmental decision-making, these organizations do not fully meet the demands posed by supranational governance.  相似文献

As Egypt and Tunisia begin difficult democratic transitions, comparative political scientists have pointed to the world's largest Muslim nation, Indonesia, as a role model. Seen as a stand-out exception from the global recession of democracy in the pre-2011 period, Indonesia has been praised as an example of a stable post-authoritarian polity. But a closer look at Indonesia's record in recent years reveals that its democratization is stagnating. As this article demonstrates, there have been several attempts to roll back reforms introduced in the late 1990s and early 2000s. While not all of these attempts have been successful, Indonesia's democratic consolidation is now frozen at 2005–2006 levels. However, the reason for this democratic stasis, the article argues, is not related to Diamond's notion of societal dissatisfaction with bad post-authoritarian governance. Opinion polls clearly show continued support for democracy despite citizen disgruntlement over the effectiveness of governance. Instead, I contend that anti-reformist elites are the main forces behind the attempted roll back, with civil society emerging as democracy's most important defender. This insight, in turn, questions the wisdom of the decision by foreign development agencies – in Indonesia, but other countries as well – to reduce their support for non-governmental organizations and instead intensify their cooperation with government.  相似文献

The momentous changes in the Middle East and North Africa have brought the issue of human rights and democracy promotion back to the forefront of international politics. The new engagement in the region of both the US and the EU can be scrutinised along three dimensions: targets, instruments and content. In terms of target sectors, the US and EU are seeking to work more with civil society. As for instruments, they have mainly boosted democracy assistance and political conditionality, that is utilitarian, bilateral instruments of human rights and democracy promotion, rather than identitive, multilateral instruments. In this article, we examine the patterns of civic engagement in non-democratic and democratizing polities of the Arab world. The theoretical argument incorporates two perspectives: modernization theory and utilitarianism. Specifically, we use wasta-seeking behaviour and indicators of human capital and citizen empowerment to explain the micro-level foundations of civic engagement. We build on the implications of these approaches to explain the civic gender gap and women's status in Arab societies. The results of a series of multivariate estimations using the first wave of the Arab Barometer Survey show that clientelistic behaviour along with higher levels of education and employment status explain citizens' involvement in various forms of civic activities. We argue that the former helps sustain traditional authoritarian structures and the latter may help democratization by strengthening civil society. We also detect a civic gender gap and find that citizen empowerment and modernization may narrow this gap in accordance with the democratic norms whereas utilitarian behaviour may generate a similar effect to indirectly undermine the status of women. These findings provide new insights about the complex interdependence of human development, clientelistic networks, women's status, and democratization in the aftermath of the Arab Spring.  相似文献

Organizations involved in the growing field of democracy promotion need to find effective ways to aid both political parties and civil organizations and, where necessary, to foster close collaboration between them. But they also must respect their autonomy and help them realize their own democratic objectives. It is important to recognize the differences between the two sectors: civil society should not be subordinate to parties, and it would be a mistake to wrap the party sector into an undifferentiated concept of civil society. Strategies to assist democracy should, then, distinguish between four main political contexts: authoritarian; emerging democracy; post-dictatorial situations where government is not committed to democracy; and war-torn or post-conflict countries.  相似文献

Spain's democratization process has mainly been described as a settlement between political elites in which civil society organizations played little part. Yet the literature on Eastern European democratization sets great store by the role of civil society, both for transition and consolidation. Does this different treatment reflect the approach adopted by analysts or the actual contrasting presence of civil society organizations in the relevant periods? The question prompts this re-examination of the role of civil society organizations in the Spanish transition. It finds that the answer depends in part on definitions of civil society, but mainly on the approach taken by authors in presenting their accounts. It finds that the elite settlement perspective silences or removes agency from the Spanish civil society organizations active in the transition.

An alternative view is developed through an in-depth review of the events following the death of the dictator General Franco in 1975 and a textual analysis of Spain's actual definitive settlement, the 1978 Constitution. The research demonstrates that civil society organizations were responsible for disrupting the dictatorship's intention to maintain an authoritarian regime, leaving it no option but to negotiate with civil society organizations such as political parties and trade unions, which were pursuing their own strategic goals towards co-construction of a socially advanced democracy. The article's approach bridges the gulf between top-down and bottom-up accounts of political change in Spain at the end of the Franco regime.  相似文献

Is peace more likely to prevail when the peace accord includes civil society actors such as religious groups, women's organizations, and human rights groups? This is the first statistical study that explores this issue. The article develops key claims in previous research regarding the role of civil society actors and durable peace, and proposes a set of hypotheses that focus on legitimacy in this process. The hypotheses are examined by employing unique data on the inclusion of civil society actors in all peace agreements in the post–Cold War period. The statistical analysis shows that inclusion of civil society actors in the peace settlement increases the durability of peace. The results further demonstrate that peace accords with involvement from civil society actors and political parties in combination are more likely to see peace prevail. The findings also suggest that inclusion of civil society has a particularly profound effect on the prospects for overall peace in nondemocratic societies.  相似文献

The main focus of this study is an analysis of the impact on civil and political rights of democracy promotion strategies applied by the European Union, the Council of Europe, and the Organization for Security and Cooperation in Europe in Moldova in the 1990s to early the 2000s. Nowadays, democracy promotion is at the top of the agenda of policy-makers around the globe. The results of these democracy-promotion activities are quite mixed: some of them seem to work in certain cases, others to have no effect whatsoever. There is also a lack of consensus regarding the effectiveness of various democracy-promotion strategies in the scholarly literature. This study aims to contribute to the existing literature by expanding the analysis to a new case (Moldova), focusing on one sector (civil and political rights), and comparing the effects of the two types of democracy promotion strategies (incentive-based and socialization-based). The study argues that domestic actors in Moldova tended to respond more to incentive-based democracy-promotion strategies than to socialization-based ones, and it also shows through qualitative analysis and process-tracing of the data that the absence of membership conditionality does not necessarily presuppose the failure of incentive-based methods.  相似文献
