作为对西方传统民主模式的一种反思和修正,协商民主的当代复兴有其深刻的社会背景,具有超越既有政治模式的意义及多维价值。政治平等、能力平等和社会自由仅仅是协商民主论者站在西方现实民主的基础上,从公民个体进入协商的视角得出的协商得以有效进行并取得实质性结果的必不可少的前提。而在根本意义上,有效运行的宪政和积极负责的公民社会才是协商民主的政治基础(制度性保障)和社会条件(社会支撑)。中西协商民主发展的不同理路决定了中国协商民主的进路只能是:通过社会主义宪政建设和协作型公民社会的培育,不断夯实民主基础,为协商民主拓展新领域,创制新形式。 相似文献

在医疗卫生体制改革中,"补供方"还是"补需方"的争论持续多年.这不但是决策者需要面对的重大政策问题,也是卫生经济学和医疗政策研究的重要理论问题.以福建省三明市为例,以公立医疗机构作为分析单位,研究地方财政对医院的补助、社会医疗保险的发展与医疗费用增长之间的关系.研究发现,财政补助占收入比重高的医疗机构的次均费用更可能低于财政补助比重低的机构;而医保的壮大与医疗机构费用增长之间没有显著关系."补供方"和"补需方"的选择意味着寻找政府管理和第三方机构经办的平衡点.就三明市而言,政府补助对于医疗机构费用控制的作用表明,通过"补供方"的经济杠杆效应控制医疗费用的过快增长仍有很大潜力",补供方"和"补需方"的平衡点需要进一步挖掘. 相似文献

This article introduces the concept of badass femininity, a marginalized femininity captured in the performances of contemporary b-girls (women breakdancers) and blues women of the 1920s. The author uses the work of Hortense Spillers, Maria Lugones, Chela Sandoval, and Angela Davis to argue that non-normative gender performances from the fringes of society are necessary consequence of histories of enslavement, genocide, and exploitation. Badass femininity is a one version of a multiplicity of femininities. Applying bargaining theory of international conflicts, we examine the successes and challenges of China’s strategic choices in its ascent after the Cold War. We suggest that China needs to alleviate information and commitment problems in order to rise peacefully. Since 2008, China’s “peaceful rise” strategy has faced serious challenges because of its “assertive turn” in diplomacy. We argue that China has not alleviated or settled these two problems successfully because of its ambiguous “core interest” diplomacy and undecided attitude regarding multilateral institutions in resolving the maritime disputes. China should engage in rule-based, institution building, such as a security community between China and ASEAN, to reinforce its peaceful rise commitments. 相似文献

The strategy of sharing program decision-making with youth in youth programs, a specific form of youth-adult partnership, is widely recommended in practitioner literature; however, empirical study is relatively limited. We investigated the prevalence and correlates of youth program decision-making practices (e.g., asking youth to help decide what activities are offered), using single-level and multilevel methods with a cross-sectional dataset of 979 youth attending 63 multipurpose after-school programs (average age of youth = 11.4, 53 % female). The prevalence of such practices was relatively high, particularly for forms that involved low power sharing such as involving youth in selecting the activities a program offers. Hierarchical linear modeling revealed positive associations between youth program decision-making practices and youth motivation to attend programs. We also found positive correlations between decision-making practices and youth problem-solving efficacy, expression efficacy, and empathy. Significant interactions with age suggest that correlations with problem solving and empathy are more pronounced for older youth. Overall, the findings suggest that involving youth in program decision-making is a promising strategy for promoting youth motivation and skill building, and in some cases this is particularly the case for older (high school-age) youth. 相似文献
