《鹿特丹规则》已于2008年12月11日在联合国大会上正式通过,并于2009年9月23日在荷兰鹿特丹举行签字仪式。在回顾《鹿特丹规则》签字仪式及此后的最新进展的基础上,简要评述《鹿特丹规则》的制定背景和发展历史,并对《鹿特丹规则》生效后可能带来的一些重大变革进行分析。     

Feminism and Contemporary Liberal Citizenship: The Undecidability of 'Women'

Liberal citizenship has been seen as posing a dilemma for feminists. Either women are taken to be equal to men, in which case their specific capacities as women are unrecognised and their citizenship is substantively unequal; or else women are taken to be different, with the consequent risk that the rights citizenship allows and the obligations it imposes will again be substantively unequal. On this view, women cannot simply be included in liberal citizenship because the meaning of the liberal public sphere is constructed in opposition to the private sphere of natural feminine care and women's subordination to male heads of household. Using Derridean deconstruction to examine three significant moments in liberalism, this paper argues that the term 'women' is more productively seen as 'undecidable' in this tradition, working both to construct the binary opposition between public and private on which it depends but also to disrupt it. While the feminist critique of liberalism is important to analysing the logic by which women have been positioned outside full citizenship rights, in practice feminists have made some gains by reconfiguring the terms of liberalism around this undecidability. The aim of the paper is to carry out something like a genealogy of contemporary liberalism in order to discern its multiple origins and contingent development; we will then be in a better position to understand the practical possibilities for women's citizenship in Britain today.     

The Europeanization of social movements in the Czech Republic: The EU and local women’s groups

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings.     

Cultural Conservation Meets Douyin

We arrived very late to the city shimmering with neon lights. The road was narrow, long and winding, but the driver knew it like the back of his hand. We entered huge gates decorated with flags and the guesthouse owner decked out in traditional attire welcomed us by serving up a late night dinner. Tasty. The place we arrived at was Danba, or Rongzhag, a county of the Garze Tibetan Autonomous Prefecture in Sichuan Province. Zhonglu is one of the area's oldest and best pre-served villages. In Tibetan, the name means "the promised land."     

Imperial Families: women writing home in Georgian Britain

This article critically engages with the concept of home to question what home meant and how it was constructed in eighteenth-century Britain. It particularly focuses on elite imperial families for whom ideas of home were significant, yet fragile as family members became dispersed across ever-greater distances. It uses letters as its source base to examine how families managed to construct a sense of home and belonging despite different locations and underlines the important role that women played in organizing and completing the work of home building. In doing so this article challenges understandings of homes as stable entities and highlights how elite imperial families worked to constantly negotiate and construct them.     

Maximizing social equity as a pillar of public administration: An examination of cannabis dispensary licensing in Pennsylvania

Public administration upholds four pillars of an administrative practice: economy, efficiency, effectiveness, and social equity. The question arises, however, how do administrators balance effectiveness and social equity when implementing policy? Can the values contributing to administrative decisions be measured? This study leverages the expansion of medical cannabis programs in the states to interrogate these questions. The awarding of dispensary licenses in Pennsylvania affords the ability to determine the effect of social equity scoring on license award decisions, relative to criteria that represent the other pillars. The results show that safety and business acumen were the most important determining factors in the awarding of licenses, both effectiveness concerns. Social equity does not emerge as a significant determinant until the second round of licensing. This study then discusses the future of social equity provisions for cannabis policy, as well as what the findings mean for social equity in public administration.
