Refik Halid Karay was a prominent late Ottoman Turkish novelist and journalist, who felt at odds with the political environment of his time and did not hesitate to attack it with his humorous and satirical pen. In consequence, he was twice exiled from Istanbul, firstly for five years within Turkey, and secondly, when he was not allowed to enter Turkey for sixteen years as one of the so-called 150ers who were deprived of their citizenship. The life and times of this quick-witted writer of elegant Turkish prose are presented around the broad framework of his two memoirs of exile. The 150ers were later granted a pardon and Refik Halid Karay returned to Turkey in 1938.  相似文献

Greater Mekong Subregion (GMS) countries lack sufficient funds to combat climate change. The growth of projects under the clean development mechanism (CDM) is not consistent in the region and the relation of that growth to national GDP is not equivalent either. The disbursement of climate funds promised by different countries and donor organisations to different countries in GMS region is very low. A few countries have relied more on external funds to combat climate change, while some have developed their own funds. A strong database and involvement of civil societies might help the region better utilise these climate funds.  相似文献

The main thrust of the article is to analyze the state of problems of inter-organizational coordination in the upazila (second tier of local government) in Bangladesh. It also explains to what extent informal communication matters for inter-organizational coordination. Based on empirical data collected in 2009, findings of the study suggest that a number of factors have facilitated non-existence of inter-organizational coordination at the upazila. These factors include lack of division of activities, dualism in control over officers, lack of proper functioning of the committees, and dual authority in disbursement of funds and its impact on timely disbursement. Findings also suggest that in the absence of coordination among different departments, informal communication has been observed to be one of the prominent mechanisms of ensuring coordination. However, existence of factors like lack of willingness to be engaged in informal communication and lack of cooperation has hindered the process of building informal communication among different departments. Despite having some problems this research has concluded that informal communication has helped the process of coordination among different departments while they are carrying out their responsibilities.  相似文献

The purpose of this study was to examine the perceptions of Palestinian adults toward different dimensions of wife abuse. A cross-sectional survey, using a combination of self-administered questionnaires and interviews, was conducted among a systematic random sample of 624 adult Palestinian men and women from the West Bank and Gaza Strip (18 years or older). Study results indicated a strong tendency to justify wife beating in different situations, such as when the wife is perceived as having an affair with another man or as physically attacking her husband. Participants considered the following acts of husband's violence against wife as most severe: using a weapon (86%), having sex with the wife against her will (67%), and hitting her with his fist (57%). The majority of participants thought that wife beating should be considered a crime (82.3%). Traditional marital role expectations was the main significant predictor for all of the study criterion variables. Gender, place of residence, age, and marital status were significant predictors of some of the criterion variables.  相似文献

ABSTRACT

Drawing from securitization theory and Critical Discourse Analysis (CDA), this article examines how the Singaporean government has “securitized” cyberspace governance. It contributes value-add to the existing literature on securitization theory by evaluating the specific backgrounds and preexisting beliefs that securitizing actors bring with them to the securitization process. Taking the case of Singapore, this paper focuses on the military elites turned civilian politicans and policymakers that have been tasked with cyberspace governance. A discourse analysis shows how terminologies describing cyberspace as an “existential” issue and key personnel appointments with significant military backgrounds reflect the prevalance of military elites, terminologies, strategies that have become embedded within domestic cybersecurity governance structures. The use of military-style concepts such as “digital ranges” and “war games” in Singapore mirrors global financial industry trends where military-derived terminology has become widespread in preparing for cyber-attacks on critical information infrastructure. Two key focus areas of cyberspace governance are evaluated: online content regulation of Internet and social media networks, and legislation to protect critical information infrastructure. The paper concludes by discussing a range of concerns raised by the target “audience” of securitization processes, such as civil society and information infrastructure providers.  相似文献

Development planning in Bangladesh has not been conspicuously successful. Neverthless it is essential for the nation to continue to plan its economy. Bangladesh's plans must be explored within the context of the economic and sociopolitical constraints that are placed upon the plan and its implementation. The First Five Year Plan (FFYP) was prepared within the framework of a socialist economy but not implemented accordingly. The attitude of the government was a major factor in the eventual distortion of this plan. The mobilization of national resources and their allocation, land reforms, subsidy measures, and industrial policies pursued by the government appeared to protect group interests rather than following recommendations of the plan. A bitter triangular relationship emerged among the politicians, the bureaucrats and the planners. This can explain why the implementation of the plan fell short of what was minimally expected. Subsequent plans, unlike the FFYP which placed high priority on social sectors, have been formulated in favour of the more productive sectors of agriculture and manufacturing. The outcome has been a modest increase in economic growth, but inequality and poverty have tended to perpetuate themselves. To achieve growth with social equality, planning in Bangladesh appears to need strong public commitment and bureaucratic support, the absence of which may prove to make national development planning ineffective, if not counterproductive.  相似文献

In the weakened Ottoman Empire of the nineteenth century, revolts in the Balkans and subsequent Russian intervention led to the Russo-Turkish War of 1877 which resulted in a great loss of Ottoman territory and population in the European part of the Empire. After the ceasefire at Edirne in January 1878 and the signing of the Treaty of San Stefano in March 1878, the Congress of Berlin was convened in June 1878 in order to achieve a political settlement. High-level plenipotentiaries of the main European Powers took part in the deliberations. Against the backdrop of the Congress of Berlin, details are provided about the lives and careers of the members of the Ottoman Turkish delegation.  相似文献

This paper presents a critical analysis of two sites and services projects in Dacca, in the light of previous studies of low income housing. The analysis demonstrates that resource limitation is not the most important factor preventing resolution of the low-income housing problem, that there is a perverse use of resources which makes the situation worse, and that this use continues because it is in the pecuniary interest of the dominant interest group. The conclusions drawn are far from optimistic: (a) without radical changes in the main direction of resource allocation, there exists little or no possibility for an improvement in the living conditions of poor families; and, (b) the provision of housing for the lowest income group is more a question of political will and social engineering than building technology.  相似文献
