A 20‐year‐old man, a cocaine addict and regular ecstasy user, with a medical history of allergic asthma died after ingesting half a tablet earlier the same day. The white tablet, stamped with a “smiling sun” logo looked very much like an ecstasy tablet and was sold as such. He experienced a severe asthma attack just after ingesting the half tablet and it evolved over the next few hours into fatal cardiorespiratory arrest. Biological samples, taken after embalming, were analyzed by high‐performance liquid chromatography tandem mass spectrometry (HPLC‐MS/MS). Analysis revealed meta‐chlorophenylpiperazine (mCPP) in concentrations of 45.8 mg in a similar tablet obtained later from the drug dealer, 5.1 ng/mL in the bile, 0.3 ng/g in the liver, 15.0 ng/mL in the urine, and its absence in a hair sample (<0.02 ng/mg), which indicated he was not a regular user (whereas strong concentrations of MDMA and cocaine were found in the hair). Interrogated by the police after his arrest, the dealer said that he had sold the victim and for the very first time two tablets with the same “smiling sun” logo. The tablet used for analysis was from the same brand as the one ingested by the victim. The autopsy excluded other causes of death, while the histological analyses showed a large number of polynuclear eosinophils in the bronchial walls, confirming the asthmatic pathology. None of the other organs examined (larynx, liver, heart, adrenal glands, and kidneys) showed any distinctive signs, and in particular no inflammatory infiltrate. The death was the result of an asthma attack in an asthmatic person, violently decompensated following ingestion of approximately 20 mg of mCPP.  相似文献

In this article I draw upon the published and unpublished works of R. G. Collingwood in order to discern the relation between the Leviathan of Hobbes, and that of Collingwood. First, an attempt is made to explain why Hobbes became important for Collingwood, having had no special status in the writings of the latter prior to the composition of The New Leviathan . Secondly, two misconceptions of the ostensible relation between the two Leviathans will be exposed. Thirdly, the two Leviathans are compared at the level of general intent. It is argued that Collingwood never meant merely to update Leviathan in a piecemeal fashion, but instead formulated an entirely different criterion of conduct from that offered by Hobbes. Finally, some of the arguments of the two Leviathans are compared. Principally, Collingwood found Hobbes deficient in failing to provide an adequate account of the perpetual transition from the state of nature to civil life. One of the aims of Collingwood was to make good this deficiency.  相似文献

The main contribution of this paper is to describe empirically how the rent-seeking process takes place in a regulated industry through the consistency in Board decisions. Evidence provided by discrete-choice decision models of regulators confirms that the conventional rent-seeking view of regulation is correct, namely to distribute wealth between various groups differently from what market forces would do. First of all, the structure of the rent-seeking activities in the Quebec regulated trucking industry is well explained. There exist behavioral uniformities (Russell and Shelton, 1974) in decisions taken by the Quebec Transport Commission, given its wide range of choice provided by the absence of detailed regulatory standards by the Quebec legislature. Secondly, trucking firms and large shippers are the interest groups seeking to extract artificially contrived rents. The capture theory of regulation is not a dominant political strategy and therefore does not analytically explain various trades taking place among interest groups when a permit authority is requested. So logrolling by regulators is clearly essential to maintain their non-transferable investment of time and talent and protect their political afterlife. Thirdly, large firms are more successful, at the margin, than small firms in their expansion because of their political effectiveness. The regulatory agency gives more rents to those who offer relatively strong electoral support to its party. Finally, appointed regulators do not achieve other positive payoffs from the regulatory process than those which may result from the agency problem. Does political uncertainty affect whether lobbyists contact government officials? We suggest that the answer depends on the type of uncertainty introduced. Distinguishing between policy objective uncertainty—where organized interests and lobbyists are uncertain about the policy intentions of decision makers—and issue information uncertainty—where policymakers are uncertain about the technical details of issues—we hypothesize that whereas an increase in policy objective uncertainty leads to a decrease in lobbying, a rise in issue information uncertainty leads to more lobbying. We test the hypotheses with longitudinal data from the Canadian Lobbyists Registry measuring change in the number of times lobbyists have contacted government ministries each month from 2008 to 2018. The results suggest that lobbying intensity does respond differently to these types of uncertainty. Whereas events introducing issue information uncertainty have a statistically significant positive relationship with lobbying, events introducing policy objective uncertainty do not.  相似文献

Are the rather generous welfare regimes found in most European countries sustainable; that is, are they competitive in a globalizing economy? Or will they, on the contrary, be crowded out by the more austere and less expensive regimes generally found in liberal Anglo‐Saxon countries? We first discuss this issue conceptually, focusing on the notions of institutional competitiveness, social investment, and short‐term and long‐term productivity. We then briefly present the results of an empirical study of 50 social indicators of policies and outcomes in 20 Organization for Economic Co‐operation and Development (OECD) countries during the early 2000s. We conclude that welfare regimes have not been forced to converge through a “race to the bottom.” There remain three distinct ways to face the “trilemma” of job growth, income inequality, and fiscal restraint: Nordic countries achieve high labor market participation through high social investment; Anglo‐Saxon countries attain the same objective through minimal public intervention; while Continental European countries experience fiscal pressures because their social protection schemes are not promoting participation to the same extent.  相似文献
