Abstract. In an attempt to tighten up its financial systems and improve control of expenditures, the Canadian federal government has set up a new office, that of the Comptroller General. One of this Office's responsibilities is to administer the Treasury Board's policy on program evaluation, which says that all government programs should be periodically reviewed for their effectiveness in meeting goals and for the efficiency with which they are managed. The paper describes the Office's approach to program evaluation, reviews program evaluation policy in three other countries and discusses the principles and practical problems which limit the application of evaluation research. Evaluation activity in Canada is endangered in its cradle by two threats: the tendency of proponents to over-exuberance; and the cynics' view that the activity is of such limited applicability that potential savings are negligible. A third problem is a tendency to fuse together policy-related and management-related assessment activity. Evaluation activity conducted from the operational management point of view which takes program goals for granted will surely result in sequences of small victories and economies. This is worth doing well. But the dramatic import of effectiveness evaluation as a ‘bottom line’ for judging the worth of whole programs — that is, as a policy tool — should not be allowed to generate false expectations about the scope for improvement in routine management of the public service. Skull identification by electronic photo-composition can, with the help of a video-animation compositor, be further developed beyond the pure superprojection technique into an animated picture difference image. The employment of this combined technique to be recommended on account of the improved possibilities of control to be realized in the congruity of the superprojection composite picture.  相似文献

The photographic identification of a skull through the well-known superprojection technique can be modified and decisively improved by the use of a video-tape system. The identification method based on electronic photo composition is methodically simple to use. It offers the examiner the possibility to recognize the relationship between bone and soft part proportions, and the structure of the bone surface and the details of the soft part shape, as a concrete, tangible characteristic of identity to a substantially greater extent. The large number of controllable characteristics inherent in the ihgh degree of individuality of the skull offers not just an either/or "The skull fits"/ "It does not fit" into a photograph, but achieves proof of disproof of identity.  相似文献

Public policies to increase the efficiency of state and local governments through fostering the use of new technologies are based, implicitly at least, on theories of diffusion. Existing theories of diffusion have been found to be deficient. This paper presents an approach to the diffusion of technological innovations in state and local governments organized around the concept of diffusion milieus.A diffusion milieu contains those elements external to the organization which bring pressure to bear on the organization to alter its existing practices, which define the range of feasible alternatives to these practices, and which condition the information flow on the performance characteristics of the proposed innovation(s). These milieu components are then filtered through the internal decision-making process(es) of the organization to produce a decision to accept or reject the innovation(s). More specifically, the milieu contains (1) the specific nature of the demands upon the agency to change behavior (performance gaps), (2) the supply of alternatives to existing practices (technological change), (3) agency-executive relationships, (4) the activities of suppliers in marketing innovations, (5) the resources available to the agency to acquire new techniques, (6) the characteristics of the knowledge infrastructure which affect the search behavior and the degree of uncertainty associated with adopting new techniques, (7) the impact of intergovernmental relationships, and (8) citizen demands. The components of the diffusion milieu are then (9) related to a set of agency decision-rules concerning the adoption of new techniques.The rate of diffusion in each field will depend upon themagnitude of the components and on thelinkages between them.Functional fields differ in both respects.Research for this paper was supported by a grant from the National Science Foundation, Office of R & D Assessment.
