ABSTRACTThis study assessed the role of alternative dispute resolution options in the complaints management systems of the eight policing jurisdictions in Australia and the single jurisdiction of New Zealand. The available literature shows that a large proportion of complainants would like to participate in mediation, and that both complainants and police who experience mediation report much higher rates of satisfaction than those experiencing traditional adversarial investigative and adjudicative processes. Experiences with informal dispute resolution or ‘conciliation’ options are more mixed, and they are susceptible to tokenism and misuse as a convenient administrative means of disposing of complaints. Despite this situation, the data obtained from police and oversight agency sources in this study showed that options were limited to informal resolution conducted by senior officers, with an ostensible focus on behavioral improvement but with no meaningful publicly available data on outcomes. The paper concludes by advocating for a best practice complaints management system that includes mediation within a consultative framework focused on behavioral improvement. 相似文献

In line with psychological and economic discrimination theories, street‐level bureaucracy studies show a direct effect of citizen characteristics on officials' judgements, or show how street‐level bureaucrats employ stereotypical reasoning in making decisions. Relying on sociological double standards theory, this study hypothesizes that citizen‐clients' status characteristics influence officials' evaluations not only directly, but also indirectly and more pervasively by influencing the interpretation of other signals. By means of a policy‐capturing study among Dutch frontline tax officials, this study takes a first step in testing double standards propositions in the context of official–citizen encounters. The findings support only some hypotheses, but indicate that citizen‐clients' level of education could serve as a moderating context affecting the interpretation of cues. The article provides important theoretical and methodological guidelines for future research on stereotyping at the front line. 相似文献

In 1996, members of the Supervised Visitation Network approved initial standards and guidelines for practice. The approach taken was to develop standards of good practice that could be both educational and advisory. It was recognized that the standards as approved were a start and also that they would need to be revised with time and experience. That review is currently in process. The standards and guidelines are published here to reach practitioners in the field, including attorneys and court personnel whose clients require supervised visitation, and to encourage comments and debate. Moral qualities of food are usually communicated through labels. Such quality signalling serves to increase the value of a given product. However, the signalled qualities are uncertain and presume a significant degree of trust. The article examines how moral qualities are developed procedurally and analyses the advanced landscape of labelling in Swiss retail trade. It is shown that the construction of moral qualities is based on the involvement of various third parties. These include (1) charitable organizations which are responsible for defining the different quality standards, (2) competing profit-oriented certification organizations which attest conformity with their respective standards, as well as (3) public authorities which accredit the certification organizations and thereby provide them with legitimacy. The article shows that the interplay of third parties conceals the uncertainty of valorized products and reveals that values based on moral quality standards are developed in the valuation processes upstream of the actual market transaction. 相似文献

AbstractOfficial and confidential self-report data on 83 convicted adult male sexual abusers were analysed to examine whether sexual offending progression can be better predicted from distal antecedents, or from proximal antecedents and outcomes associated with the first sexual abuse incident. Fifty-six offenders who sexually abused more than one victim (multiple victim offenders; MVOs) were compared to 27 offenders who sexually abused a single victim only (single victim offenders; SVOs). MVOs were younger at the time of their first sexual abuse incident, and were more likely to first abuse male and non-familial children. With the exception of sexual attraction to male children, no differences were found between the two groups on distal antecedents. Proximal antecedents and outcomes associated with the first sexual abuse incident were significantly related to multiple victim offending. Logistic regression analysis identified the presence of sexual difficulties in the month prior to the first abuse incident, and sexual excitement immediately preceding the first incident, as significant unique predictors. Implications for risk assessment and risk management are discussed, and future research directions proposed. 相似文献
