ABSTRACTThis article critically examines territorial strategies adopted by the Indian state to accommodate territorially concentrated minority groups in two very recent cases: the formation of Telangana (2014) and the Bodoland Territorial Council (BTC) (2003). We situate both cases within the broader context of linguistic state reorganization in India since the 1950s. We argue that while the formation of states on the basis of linguistic principle was necessary given the long history of demand for linguistic states in India, it is, as Telangana and BTC clearly bear out, not sufficient to accommodate minorities. This is especially the case when, inter alia, language is: (1) appropriated by the dominant group within a state (or states) as a vehicle to perpetuate political majoritarianism, (2) supplemented by weak power-sharing arrangement, and (3) occasioned by longstanding popular perceptions of historical injustices and relative deprivation. 相似文献

This article deals with the complex personality and legacy of a mysterious saint known both as a Sufī (Ḥājji Ratan) and a
Nāth Yogī (Ratannāth) and links his multiple identity as well as the religious movement originated from him, to the specific
cultural context of the former North-West Indian provinces. The first part is devoted to Ratan in the Nāth Yogī tradition,
the second to his many facets in the Muslim tradition, in connection with his dargāh in the Panjabi town of Bhatinda. The third and main part explores a particular movement, the Har Śri Nāth tradition. Presently

Building skills in qualitative research to inform pro-poor policy: experience from a Bangladeshi NGO
This paper describes the research methodology followed in the ‘Livelihoods of the Extreme Poor Project’, a collaborative research project in Bangladesh between PROSHIKA (a large national NGO) and DFID (the UK government department for international development). The dual purpose of this project was to learn about poor people's livelihoods and train the PROSHIKA research team in the use of qualitative research methods. The research findings were to be fed directly into policy formulation and the planning of new development interventions for the poorest people in Bangladesh. The paper provides an assessment of what the approach used achieved both in terms of building staff capacity and in policy influence, concluding that it has been largely successful in achieving its purpose. 相似文献
