政府服务能力的强弱是衡量服务型政府执政能力和施政水平的重要标准之一。要提升地方政府的服务能力,地方政府自身必须加强服务效能建设,提高公务员素质,为广大人民群众提供更多、更好的公共服务。

关于设立取得时效制度的立法建议

取得时效是大陆法系国家的一项重要制度,目前我国民事立法尚未对其作出规定。本文主要介绍了取得时效的构成要件,阐述了设立该制度的必要性并在最后提出了一些立法上的建议。     

Overcoming the Original Sin of the “Original Condition:” How Reparations May Contribute to Emancipatory Peacebuilding

This short article explores the relationship between transitional justice mechanisms and peacebuilding by analysing the role that reparations may play in transforming or deepening conflict. Research seeks to identify potential components of an emancipatory approach to peacebuilding through the prioritisation of ‘transformative reparations’ processes, framing this proposal within the case study of collective reparations to the trade union movement in Colombia.

革命战争年代,我们的母亲张铁曾担任陈云同志的秘书。生前,母亲从不炫耀这段光荣历史,但出于对子女的教育,也经常给我们讲一些陈云同志的光辉业绩。上世纪四十年代初,由于日寇的疯狂“扫荡”及国民党顽固派的经济封锁,陕甘宁边区的财政、经济极其困难。冬季来临,前方将士连御寒的棉衣、棉鞋都没能配备。在解决给养问题的过程中,陈云同志深入调查研究,从制作一双鞋需要多少布、棉、麻、线,制成鞋需多少人工等,都一一计算。然后经有关部门将棉花、布匹、麻等分装成包,发放基层。解放区军民同仇敌忾,人人动手,很快我前方将士就得到了御寒的冬衣…     

A Practice Research of Psychiatric Social work：A Case Study of Kunming Y Hospital

This paper is based on the case of psychiatric social work in Kunming Y Hospital. We discuss the main contents and methods of psychiatric social work and find out the work of psychiatric social work under the guidance of humanism and cognitive behavioral therapy can reduce the working pressure of the medical staff, enhance the confidence of the patient with rehabilitation, improve the patient's cognition and behavior, and promote the patient's social psychological rehabilitation. However, its service approach and intervention level is confined to individuals and institution, lacking the involvement of family and community. Meanwhile, the service is inadequate and cannot meet the needs of patients for complete rehabilitation. The future psychiatric social work needs to develop towards the intervention level and the system diversification direction, adhere to the social work standard and promote the service quality in multi-team cooperation.     

Intimate Partner Violence and Female Nurses’ Employment: Disclosure and Consequences

The study examined the relationship between women’s disclosure of intimate partner violence and their experience of employment interference, work-related consequences, and work participation in 140 nurses. Participants reported experiencing at least one employment interference tactic and 40 % of them disclosed their experience. Employment interference, work-related consequences, and work participation did not differ between nurses who disclosed violence/employment interference and those who did not. Further, our participants may have chosen to disclose employment interference in order to express their discomfort rather than to seek assistance or advice. Distribution of power governed by gender is an obstacle facing women in Jordan, limiting the extent to which they can be protected from experiencing IPV in the workplace.     

高职法学教育现代案例教学模式重构

法学教学中案例教学具有十分重要的地位,按照案例在教学中的地位,可将教学模式分为传统案例教学模式和现代案例教学模式。在对传统案例教学模式的反思基础上、面对高职法学教育的现状,应重构高职法学教育现代案例教学模式、重新确定教学价值目标、增加教学功能、改变案例教学模式。对学生的分析能力的培养应居于首位,要进一步提高学生的知识接受能力,使案例教学富有成效性。
