Abstract. We propose a rational choice model of premature cabinet termination involving considerations of expected gain in terms of electoral payoffs, policy payoffs, or portfolio payoffs. This approach, which distinguishes contextual variables that will generally affect the nature of cost-benefit calculations made by political actors from the factors that are most likely to have a direct impact on a particular decision to precipitate a cabinet crisis, leads us to several testable hypotheses. We provide a first illustrative test of our predictions with data from the Netherlands.  相似文献

Recent cross‐national comparative studies have found no effect of countries’ macroeconomic performances on trust in national political institutions, once political explanations (most notably corruption) are taken into account. Although political trust is not determined by the comparison of national economic performance to other countries, it is argued in this article that it is affected by comparisons to their own past performance. In a multilevel, fixed effects analysis of Eurobarometer data (21 waves in 15 European Union Member States between 1999 and 2011) the extent to which within‐country variations in economic performance affect political trust longitudinally is tested. Three major conclusions are reached. First, within‐country, longitudinal changes in performance (growth, deficits, unemployment and inflation) affect political trust. Second, the impact of macroeconomic performance is stronger among the lower educated. Third, even in times of economic duress, budgetary deficits tend to undermine political trust.  相似文献

A number of countries use forms of interactive policy‐making to increase the influence of citizens on decision making. Since there has also been an increase in citizen participation in The Netherlands over the last decade, in this paper, we provide a comparative analysis of 8 interactive projects initiated by the Dutch central government. The central aim of the paper is to understand processes of power in interactive policy‐making. We do so by raising two central questions: (1) how do power processes influence the setting‐up of a project, the negotiations within a project and the translation of the results of interactive projects into formal decision making circuits?; (2) to what extent and under what conditions do citizens and other stakeholders obtain influence in interactive projects, especially in defining problems, selecting solutions/instruments and realizing outcomes? Our findings show there is relatively little translation of the outcomes of the projects in regular decision making.  相似文献

SUMMARY

Traditionally political history tells the factual story of those who are in power and of those who want to be, often accompanied by studies of the formal expressions of power in the state and its institutions. During the past two decades this ‘old’ history of politics has been renewed and enriched by research from the perspective of political culture. Both in the Netherlands and abroad pioneering studies of political practices, concepts and styles of leadership have resulted from this new approach. In the next few years this cultural angle in the history of politics will be intensified, for instance in research of the understanding and institutionalization of democracy. The recently established research programme ‘Representation and Governance in the Netherlands’ (RGN) at the Institute of Netherlands History wants to take on board this ‘new’ type of political history as well as the ‘old’ variety in order to facilitate both the efforts of those scholars who want to explain cultural traditions and inherited appreciations in the day-to-day routines of politics as well as the work of historians who want to intensify the study of the formation and reach of the state. The RGN project ventures far back through the ages to explore the historicity of political institutions and bureaucratic procedures by opening up materials for analysing both the culture of governance and the practices of politics. In projects that link up the Middle Ages with the twentieth century, from the administrative organization of the counties of Holland and Zeeland during the Hainault period up to and including the establishment and reform of the constitutional state, sources will be recorded and made accessible. The interaction between society and government, often personified by intermediaries such as office-holders, civil servants, journalists, political advisers and the like, will become visible in the many documents to be edited. Upon their publication these sources will enable future researchers to study not only the history of the governing bodies, but also the role that subjects or citizens played or wished to play in shaping the state.  相似文献

This article explores the compound machinery of government. Attention is directed toward decision making within the core executive of the European Union—the European Commission. The article studies seconded national civil servants (SNEs) hired on short‐term contracts. The analysis benefits from an original and rich body of surveys and interview data derived from current and former SNEs. The decision‐making dynamics of SNEs are shown to contain a compound mix of departmental, epistemic, and supranational dynamics. This study clearly demonstrates that the socializing power of the Commission is conditional and only partly sustained when SNEs exit the Commission. Any long‐lasting effect of socialization within European Union's executive machinery of government is largely absent. The compound decision‐making dynamics of SNEs are explained by (1) the organizational affiliations of SNEs, (2) the formal organization of the Commission apparatus, and (3) only partly by processes of resocialization of SNEs within the Commission.  相似文献

Abstract. Gustav Radbruch is one of the most important German‐speaking philosophers of law of the twentieth century. This paper raises the question of how to classify Radbruch's theories in the international context of legal philosophy and philosophy in general. Radbruch's work was mainly influenced by the southwest German school of Neo‐Kantianism, represented by Windelband, Rickert, and Lask. Their theories of culture and value show an affirmative‐holistic understanding of philosophy as a source of wisdom and meaningfulness. Kant, on the other hand, belongs more to a fundamentally different, critical camp of philosophy. Although Radbruch has incorporated Kantian Elements into his theory, he is rather a member of the affirmative‐holistic camp. In the end the question will be raised as to what ought to be preserved of his philosophy.  相似文献
