This research reports on a public-opinion survey on intergovernmentaland border issues in Canada and the United States conductedin mid-April 2002. In the United States, there was an upsurgein public support for the federal government in 2002 over 2001,and a slight decline in public evaluations of state and localgovernments. Increased support for the federal government wasespecially notable among whites, Republicans, and respondentswith post-undergraduate education-groups that previously registeredlow support for the federal government. Canadians reported lesssatisfaction with all governments in their federal system, lowersupport for their federal government, and much more regionaland partisan division over intergovernmental issues. On internationalborder issues, Americans and Canadians generally agreed thata common border-security policy would be a good idea, thoughCanadians were slightly more likely than Americans to preferease of cross-border trade over improved border security.  相似文献

There has been growing academic and public interest in corporate political lobbying in both the UK and EU in recent years. In Britain, links between politicians and commercial interests have been one of the areas examined by the Committee on Standards in Public Life (‘the Nolan Committee’ and now ‘the Neill Committee’). A visible but under‐researched aspect of political lobbying by firms and other groups is the range of activities that take place at annual party conferences. An exhaustive study of these activities at the three main British party conferences between 1994–97 is reported, covering the period from Tony Blair's first appearance as party leader to the aftermath of the 1997 General Election. There is clear growth of visible lobbying, particularly at the Labour conferences, over the period leading up to the election, and a dropping off in 1997; particularly at the Conservative conference. The relationship of residential setting (living with parents vs. living away from home while attending college) and gender with late adolescents' perceptions of their relationships with parents was examined. Four hundred four undergraduates students (mean age=20 years, 4 months) from two midwestern universities completed surveys. Two hundred four subjects lived with their parents and commuted to school, and 200 lived away at college. Controlling for student's age, parents' education, and financial and family considerations as factors in the choice of a college, living away was associated with greater independence, support, and mutual respect between parents and adolescents. In contrast, students who lived at home felt parents underestimated their maturity, and reported more conflict and avoidance in their relationships with parents. Regardless of residential setting, women reported more mutuality and support in their relationships with parents than men. The results suggest the importance of considering contextual issues during the transition to adulthood.This research was supported by a Campus Grant to the first author from the University of Michigan-Dearborn.Received Ph.D. in developmental psychology from the University of Michigan. This study uses a Policy Delphi to discern differences in perspective among and within groups responsible for formulating and implementing vocational rehabilitation policy. Four groups of players were chosen for our analysis: government officials, academics, directors of rehabilitation centers, and the staff who interface with program participants. Significant differences were found between the groups regarding the relative importance of possible legislative goals. This suggests that the failure of vocational rehabilitation policy to promote a work agenda may be attributed to a lack of consensus among policy implementors. The Delphi technique could help policy planners understand the different perspectives within the implementation community, and hence craft more realistic legislation.  相似文献

This article considers the problem posed by the need to build policy coherence across the levels of government but with a focus on the strategic role of the centre in the hollow state. It considers the Social Exclusion Unit (SEU) as an example of a structure, the taskforce, designed to meet the demands of coherence-building. It concludes that, far from the centre being hollowed out, resulting in a permanent loss of capacity, there is a growing emphasis in the core executive on strategic co-ordination and the emergence of institutions such as the SEU indicate a counter-tendency to hollowing out: filling in.  相似文献

Household survey data on age at first use of alcohol, tobacco, marijuana,and hard drugs can be biased due to sample selection and inaccuraterecall. One potential concern is attrition, whereby individuals who getinvolved with substance use at an early age become increasingly less likelyto be surveyed in successive years. A comparison of data from the NationalHousehold Survey on Drug Abuse (NHSDA) with data from a longitudinal studysuggested that attrition might have caused substantially less bias thandid forward telescoping, the inflating of age at first useover time. The evidence of forward telescoping was particularly pronouncedwith respect to age at first use of alcohol. This paper presents a procedurefor correcting the distribution of age at first use for forward telescoping(but not attrition) by viewing a portion of the NHSDA data collected insuccessive years as constituting a cohort study. Results are presented fromapplying this procedure with NHSDA data collected from 1982 to 1995 forrespondents born 1968–1973. The findings suggest that preventionprograms need to be introduced at an earlier age than would be indicatedby uncorrected retrospective data. Other implications are alsohighlighted.  相似文献
