In real‐world bureaucratic encounters the Weberian goal of perfect impersonal administration is not completely attained and unfairness sometimes results. Theories of bias attribute unfairness to social characteristics such as income, education, ethnicity, and gender. A random theory characterizes unfairness as the result of idiosyncratic conditions that give everyone an equal probability of being treated unfairly regardless of their social characteristics. In Latvia, bias would be expected on grounds of ethnicity as well as social characteristics, since its population is divided politically by citizenship, language, and ethnicity as well as socioeconomic characteristics. Survey data from the New Baltic Barometer shows that a majority of both Latvians and Russians expect fair treatment in bureaucratic encounters and multivariate statistical analysis confirms the random hypothesis. Insofar as unfair treatment occurs it tends to be distributed according to idiosyncratic circumstances rather than being the systematic fate of members of a particular social group. The evidence indicates that the professional norms and training of service deliverers are more important in bureaucratic encounters than individual attributes of claimants, even in a clearly divided society.  相似文献

The aim of this article is to investigate whether or not and how immigration policies affect immigration flows. Such policy impacts have hardly been investigated so far as the necessary data is lacking. For the first time, two new datasets are combined to systematically measure immigration policies and bilateral migration flows for 33 Organisation for Economic Cooperation and Development (OECD) destination countries from over 170 countries of origin over the period 1982–2010. The study finds that immigration policies have an important effect on immigration flows and thus that states are able to control their borders. To some extent the control capacities depend on other factors in attracting or deterring immigrants. The article shows that the deterrence effect of restrictive immigration policies increases when unemployment rates are high. It appears that, in these contexts, states start to care more about effectively protecting their national economy. Moreover, policies are more effective for migrant groups from former colonies or when the stock of this group is already high in a destination country. In these circumstances, information on border regulations are more easily disseminated, which in turn makes them more effective.  相似文献

As part of a strategy to remove perceived biases operating against it in the system used for elections to the House of Commons, the British Conservative party is promoting a revision of the rules used by the Boundary Commissions to ensure greater equality in constituency electorates. A Bill designed to achieve this—and also to reduce the size of the House—was introduced to the House of Lords in 2007. This paper critiques that Bill and suggests an alternative formulation that would better achieve the goal, whilst identifying a number of operational difficulties that its implementation would involve.  相似文献

Systems of laws, regulations, and institutions developed to counter money laundering provide powerful tools for fighting corruption. Currently, however, the potential benefits anti‐money‐laundering (AML) systems can provide in fighting corruption go largely unrealized, especially in developing countries. This mismatch poses a puzzle: Why are developing countries failing to best capitalize on their expensive AML systems by using them to fight corruption? The article is built on three core claims. The first claim is that it is logical to use AML systems for anti‐corruption purposes because of a pronounced overlap in the standards required for each and the rising costs of the former. The second section demonstrates specifically how AML systems could significantly augment anti‐corruption efforts, focusing on the importance of financial intelligence, asset confiscation, and international cooperation. Finally, although powerful outsiders have successfully diffused AML systems among developing countries, a lack of “ownership” in the latter explains why these systems are often established only as tokens to enhance international legitimacy and reputations.  相似文献

This article argues that throughout its history, the leadership of the Labour Party has chosen to embrace a benign view of the Civil Service, as part of a wider acceptance of the constitutional status quo reflected in the Westminster model. There has nevertheless been a long tradition in the wider Labour movement that has questioned whether Whitehall is capable of working for a government with radical aspirations. This article examines Labour's historical approach towards Whitehall, before reflecting on the extent to which the present Administration, while appealing to radical and reforming rhetoric has, like its predecessors, continued to embrace the status quo. It concludes by arguing that a contemporary and credible narrative capable of challenging the Westminster model has yet to emerge from the broader movement.  相似文献
