This paper discusses the advantages and limitations of economic evaluation as a measurement methodology within the Australian government's outcome and output framework including preliminary benefit–cost analysis of Australian Federal Police investigations. The results suggest that the Australian Federal Police is returning over $5 to the community for every dollar invested in fraud and drug investigations. It is concluded that benefit–cost analysis is a useful tool for comparing the price of an output to the value of an outcome. The method has limitations. Not all outcomes will admit of easy assessment and the information may be difficult to collect. However, the use of surrogate measures and extrapolation of results may overcome most of these limitations. 相似文献

The paper examines the impact of distributive justice and procedural justice variables on judgments in seven countries (Bulgaria, France, Hungary, Poland, Russia, Spain, and the United States). Subjects were presented with each of two experimental vignettes: one in which the actor unsuccessfully appeals being fired from his job and one in which the actor unsuccessfully goes to an employment agency to seek a job; they were asked to rate the justness of the outcome and how fairly the actor had been treated. The vignettes manipulated deservingness and need of the actor (distributive justice factors) and impartiality and voice in the hearing (procedural justice factors). Four hypotheses were tested: first, a distributive justice hypothesis that deservingness would be more important than need in these settings; second, a procedural justice hypothesis that the importance of voice and impartiality vary depending on the nature of the encounter and the forum in which it is resolved; third, because of their recent socialist experience, Central and Eastern European respondents make greater use of need information and less use of deservingness information than Western respondents; and fourth, that distributive justice and procedural justice factors interact. The distributive justice hypothesis is supported in both vignettes. The procedural justice hypothesis receives some support. Impartiality is more important in the first vignette and voice is more important in the second vignette. The interaction hypothesis was not supported in the first vignette, but does receive some support in the second vignette. The cultural hypothesis is not supported in either vignette. The implications for distributive and procedural justice research are discussed. 相似文献

We report on a sample of 135 deliberate self-harm (DSH) patients who were assessed by a general hospital DSH service, and on those who were offered aftercare by, or telephone open access to, the service. Patients' satisfaction with assessment and treatment, and their outcome were investigated at follow-up 12-20 months later. Four-fifths of patients reported the assessment following DSH to have been helpful and the assessor sympathetic. Thirty-three (24%) of the 135 patients assessed were offered treatment by the DSH service but 13 declined or failed to attend. Of the 20 who engaged in treatment, 17 (94%) were satisfied with their care. Open access to the DSH service by telephone was offered to 53 (39%) patients, nine (22%) of whom reported at follow-up that they had used this facility. A specialist DSH service can effectively assess and treat patients following DSH. It is important that the service is accessible and acceptable to patients. 相似文献

In the present study a two-part animism questionnaire was devised and administered to 200 female undergraduate students who had fairly extensive course backgrounds in science. When these students were asked to classify each of 15 objects as living or nonliving, 67% (N=134) gave evidence of apparent animistic thought. Yet when the subjects were asked to choose which of several statements reflected their own definition of living, 66% (N=132) claimed that only plants and animals are living. Scientific background did not relate to performance on either section of the questionnaire. Results indicate that although the primary orientation of many young adults toward the word living is not a biological one, most college students areable to classify stimuli according to this criterion.Received her Ph.D. in lifespan developmental psychology from West Virginia University in 1971. This study proposed and confirmed three ways in which college students can perceive shared agency and two ways in which they can perceive non-shared agency with parents when pursuing educational goals in college. Differences and similarities were examined among participants
from four ethnic backgrounds (N = 515; 67% female): East Asian American, Southeast Asian American, Filipino/Pacific Islander American, and European American.
Results indicated that Asian American youth reported higher levels of non-shared agency with parents (i.e., parental directing
and noninvolvement), lower levels of shared agency (i.e., parental accommodation, support, or collaboration), and poorer college
adjustment compared to European Americans. However, ethnic similarities were found whereby perceived shared agency in education
with parents was associated with college adjustment. Multiple mediation analyses also indicated that our model of shared and
non-shared agency with parents explained differences in college adjustment between Asian and European Americans, though more
strongly for comparisons between European and East Asian Americans. Our results suggest that parents continue to be important

As the Bush presidency draws to a close, the foreign policy community is taking stock of contemporary U.S.-Northeast Asian relations, assessing the challenges and opportunities that are likely to confront the next administration. China presents both in abundance, as reflected in ongoing tensions and misunderstandings in the Sino-American bilateral relationship. This article assesses the prospects for Washington to improve its relations with China through the mechanism of “track two” diplomacy. First, we expand on the track two concept by examining its main components and functions with illustrative examples. We extend the existing conceptualization of track two beyond its traditional conflict resolution functions and develop an account of it as a mechanism for policy coordination and the reorientation of regional dynamics from conflict to cooperation. Second, we identify major areas of U.S. interest in Northeast Asia and show how track two diplomacy might usefully be pursued within these contexts.
