Stakes and Welfare in Rent-Seeking Contests

Using a public-policy application ofTullock's two-player rent-seeking contest,this paper focuses on the relationshipbetween the aggregate expected utility ofthe players and their asymmetricvaluations. In our game these valuationsare the players' payoffs in the twopossible states of nature, namely, theapproval and rejection of the proposedpublic policy. Our main result provides thecondition that ensures that the aggregateexpected payoff of the two contestants (theinterest groups that compete on theapproval of the proposed policy) is positively related to the valuationparameters.     

Living dangerously: a defense of Mortal Peril

As one of the most controversial writers of our time, just the name Richard Epstein draws immediate attention from all sectors of academia. But if the hallmark of great ideas is the criticism they engender, Professor Epstein's words and thoughts are powerful indeed. In Mortal Peril, Professor Epstein outlined a fundamental shift in thinking that he claimed needed to occur before any discussion of health care could take place. The final consensus of the validity of Professor Epstein's views may still be a matter for history to judge, but in many ways, he has already won; with the strength of his logic and convictions, he has forced other scholars to address his concerns, and in doing so, he has refocused the debate on health care. At the symposium, Professor Epstein proved his indisputable eloquence and debating skill in answering and refuting the various points made by his many critics. Now, in writing, he thoughtfully considers and analyzes the views submitted by his colleagues, and solidifies the ideas that first found their expression in Mortal Peril.

Determination of Vehicle Speed from Recorded Video Using Reverse Projection Photogrammetry and File Metadata

The prevalence of security and in‐car video has increased the number of motor vehicle accidents captured on digital video. However, inconsistencies in how to accurately determine time and distance for vehicle speed has led to examinations with varying results. A potential solution for calculating time intervals is to use frame timing contained within many digital video file's metadata, recorded with 0.000001 sec precision. This paper examines a fatal motor vehicle accident where frame timing information was used with distance measurements from reverse projection photogrammetry to calculate vehicle speed. A margin of error was then calculated based on the accuracy in performing reverse projection photogrammetry distance measurements. The resulting speed calculation was then compared to event data recorder data and found to be within an average of ±1.43538 MPH. Using specific time intervals may lead investigators to more accurate speed calculations, specifically those involving variable frame rate video.     

Nato Enlargement and the Spread of Democracy: Evidence and Expectations

The second enlargement of the North Atlantic Treaty Organization (NATO) since the end of the cold war fueled an ongoing debate over whether the alliance contributes to democratization in Europe. In the 1990s, critics warned that the 1999 NATO enlargement would cultivate a new cold war and prove irrelevant to democratic consolidation in central Europe. Events have not borne out these forecasts, however. In Poland, not only did NATO build a civilian consensus in favor of democratic control over the armed forces corresponding to NATO norms, but it also delegitimized Polish arguments for defense self-sufficiency that had derived their credibility from Poland's experience of military vulnerability and foreign domination. Such democratizing and denationalizing trends have contributed to stability in postcommunist Europe. An assessment of the seven states that joined in 2004 similarly reveals some scope for NATO's influence in all cases. The alliance's access to domestic reform processes, however, will be uneven across cases in ways largely consistent with the predictions of the theoretical framework in this article.

     

Health Literacy in High-Risk Youth: A Descriptive Study of Children in Residential Care

Although previous studies have demonstrated that children in out-of-home care present with elevated levels of mental and physical health, educational, and behavioral problems, little is known about youth's ability to manage health care needs or access health information and support. This study evaluates the health literacy skills of 229 youth served in a residential setting. Results revealed that the majority of youth demonstrated some level of risk, and anywhere from one-quarter to one-third demonstrated significant health literacy deficits suggesting a need for additional research and treatment intervention. Implications, study limitations, and recommendations for practice and future research are discussed.
