Consultocracy and its discontents: A critical typology and a call for a research agenda

In the past few decades, many sector‐specific case studies have been conducted on the use of consultants in the public sector. However, the overall picture of the qualitative changes facilitated by consultants remains fragmented, and a comprehensive framework on how “consultocracy” affects governance is lacking. This article shows how the increased use of consultants has impacted the operational logics of public administration and governance at large. Drawing from a large multisectoral case study from Finland as well as existing studies, a fourfold typology of how consultocracy shapes public administration is introduced. We argue that increased reliance on consultants contributes to the monopolization and privatization of public knowledge and ensuing dependencies, erosion of tacit knowledge, weakening of accountability, and strengthening of instrumental rationality. This research emphasizes the importance of understanding the links between these developments and the need to implement a comprehensive research agenda on consultocracy.     

Voting while ailing? The effect of voter facilitation instruments on health-related differences in turnout

Several studies suggest that people suffering from ill health or disabilities have a lower propensity to vote. Using six rounds of the European Social Survey, we examine whether the effect of health or functional disabilities on electoral participation is less or more pronounced in countries which utilize a wider range of facilitation instruments, such as advance or postal voting, proxy voting and voting outside the polling stations. Our findings show that with the exception of proxy voting, voter facilitation instruments not only have insignificant main effects but also a negative interaction effect with poor health/functional ability (FA). As a result, voter facilitation intensifies the health-related differences but not by activating those who are more active to begin with, as suggested in previous studies. The endogeneity argument thus seems most warranted explanation for our findings: countries with low turnout among people with impaired FA or health are more likely to adapt facilitation practices.     

Women’s perspectives on the value of a father’s initiative in shifting gendered practices within families

This paper explores the qualitative perspectives of women about a community embedded fathers’ initiative in Northern England. Projects to improve the well-being of men and their children are less common within the landscape of parent and child support, with mothers more often being the target recipients. Asking women about their perceptions of an initiative for fathers then offers original insights from women who are positioned as ‘related outsiders’, in that they were ‘outside’ the project but ‘inside’ the family and community. Findings suggest that women are able to see the positive impact of such a project, identifying that it offers a shared space for men and children, time for mothers without their children and can help with shifting roles and attitudes around childcare and emotional labour in the home. The initiative was also seen by the women as offering men more healthy means of coping, including men moving away from traditional hegemonic practices, which in turn shifted some women’s long held gendered beliefs about men as fathers. This research then offers a relational gendered backstory to a father’s initiative, demonstrating how such initiatives can potentially ‘undo’ gender and the positive implications this could have for families.     

Can you deliver a baby and vote? The effect of the first stages of parenthood on voter turnout

Becoming a parent is a profound change in one’s life that likely has consequences for political mobilization. This paper focuses on the earliest stages of parenthood, which have rarely been theorized nor empirically investigated. Close to childbirth, there may be substantial demobilizing effects due to hospital stays, immediate childcare responsibilities, parenting distress and the physical burden of pregnancy and childbirth. It is unclear how sizeable these effects are on political demobilization as well as the extent to which they are long-lasting. Based on two individual-level register datasets from Denmark and Finland, we compare the voter turnout among parents in local elections across different dates of childbirth. We find a robust negative short-term effect. We also find that the recovery periods after childbirth are differentiated by gender, illustrating a somewhat stronger demobilizing effect of early stages of motherhood compared to the early stages of fatherhood. There are also some indications that recovery periods after childbirth are slower for women with higher socioeconomic backgrounds. Our study shows that childbearing and childbirth have strong demobilizing, although mostly temporary, implications for electoral participation, even in these strong welfare states.
