Academic entrepreneurship has been intensively applied to the area of technology innovation and diffusion in the US. Along with the promotion of innovative approaches, universities take advantage of knowledge spillovers from their laboratories to the market for both economic development and financial gains. This study assessed individual university productivity in technology transfer using feasible measures of multiple input–output combinations and data envelopment analysis to examine panel data gathered over the period 1999–2007. A major finding is that there was substantial growth in the average productivity of university technology transfer during this period. The average annual productivity gain in the 90 universities was over 30%, indicating that universities’ technology transfer activities were relatively efficient in terms of their input to output ratio. The positive shifts in average productivity changes were primarily due to the increasing frequencies of commercial outputs. This finding suggests that universities and public policy should pay attention to stimulate commercial activities rather than to increase investments for upgrading a next level of realistic, long-term strategies.  相似文献

Abstract

Defendants often feign (i.e. simulate) dissociative amnesia for their crimes. The Symptom Validity Test (SVT) may be used to detect such feigning. Some studies have shown that feigning amnesia for a mock crime has memory-undermining effects. In this study, we wanted to replicate the memory-undermining effects of simulated amnesia. We also examined whether such effects would occur when participants’ memories were evaluated with a SVT. Thirty participants committed a mock crime and then simulated amnesia for it. During a follow-up test, participants were instructed to perform as well as they could on a free recall test and a SVT. Their memory performance was compared with that of a control group (n=30). Although only a minority of simulating participants (7%) was detected by our SVT, the memory-undermining effect of simulating amnesia appeared to be a robust phenomenon. That is, ex-simulators displayed poorer free recall, more commission errors, and lower SVT scores relative to memory performance of honestly responding controls. However, at follow-up testing the poor memory of ex-simulators did not take the form of a real amnesia (i.e. random performance on SVT).  相似文献

Household registers, which were compiled every three years and contained a variety of demographic information, are invaluable sources with which to investigate family and demographic behaviors of historical populations in Korea, especially during the period of the eighteenth and nineteenth centuries. Linking three sets of household registers that covered the area of Danseong from 1780 to 1786, in this study we examine longitudinal features of Korean household registers. We assess the degree of attrition over six years at both individual and household level, and identify social and demographic characteristics associated with attrition. Our investigation shows a considerable degree of attrition of individuals and households over six years which is significantly associated with the social status of individuals and the household heads. We supplement the analysis of exits with the analysis of new entrances, which shows that in each year of register a substantial number of individuals, comparable to the size of individuals and households lost, were newly added. Those who newly entered the registers are very similar in their characteristics to those who exited the registers. We discuss the implications of our findings for studies that rely on Korean household registers to examine family and demographic behaviors of historical populations in Korea and East Asia.  相似文献

Energy demand is surging in the developing world, and international organizations play an important role in the funding of energy projects. However, there is virtually no empirical analysis of how different organizations choose their project portfolios. This article examines the energy funding of different international organizations, with a particular focus on the World Bank’s International Development Association (IDA) and International Finance Corporation (IFC). We use data on 888 projects in 128 recipient countries funded by nine major international organizations during the years 2008–2011. Relative to other organizations, the IDA is found to invest less in fossil fuels and more in projects that improve energy access for the poorest people. The IFC emphasizes fossil fuels while downplaying the importance of energy access. Overall, fossil fuels now receive only a minority of energy funding. However, energy access is only emphasized in a tiny minority of projects.  相似文献

After North Korea conducted its fourth nuclear test in January 2016, China’s response was stern enough for certain China analysts to posit that the Middle Kingdom’s approach to its Cold War ally was changing. In reality, however, China’s imports from North Korea, especially coal, a crucial mineral for the North’s income but banned by United Nations (UN) Resolution 2270, did not decrease. Politically, China also strived to maintain mutual relations with North Korea. Based on its strategic and other cost-benefit calculations, Beijing needs to maintain economic and political ties with Pyongyang and thus has no incentive to seriously observe the U.N. resolution. In this context, China is expected to virtually repeat the gestures it made in the past in dealing with the North. Under these circumstances, sanctioning North Korea through China is not considered a viable option in tackling the nuclear issue; rather, the USA and South Korea should change their policy approach toward this problem.  相似文献

While many scholars have discussed the merits of collaborative governance, especially for addressing complicated modern policy challenges, the literature has paid less attention to how business can serve as an effective collaborative partner during the formation of mandatory policies and regulations. Drawing on scholarship in the management sciences and combining it with literature in public administration and public policy, the authors elaborate on four distinct types of business responses to proposed regulations based on degrees of political activity and social responsiveness: defensive, reactive, proactive, and anticipatory. They then characterize the reasons why proactive firms are more likely to be valuable collaborative partners with policy makers and public managers: their engagement may avoid costly stalemates that frequently hinder policy making and help develop cost‐effective, flexible policy approaches to complex social problems.  相似文献

This article discusses the link between development and peacebuilding to analyze South Korean aid activities in North Korea in the context of the Korean conflict, where there are deep-rooted cycles of conflict episodes, and to explore the possibility of aid for peace on the Korean peninsula in the future. The Korean conflict is a large part of what makes South Korean aid to North Korea ineffective. For the past 20 years, South Korean aid to North Korea has fluctuated greatly, due to the context of the Korean conflict. The Korean conflict, once seemingly on the way to resolution, appears to have reverted to a time before the end of the Cold War. Many people in both the North and the South still see each other as the enemy. Most of the South Korean aid projects in North Korea have been suspended indefinitely and the fluctuation of aid to North Korea caused serious debates within South Korean society. At one point, the debates grew so heated that they were called the ‘South–South conflict’. Building on the conceptual framework of conflict sensitive development and strategic peacebuilding, this article argues that, to overcome the current impasse, all stakeholders must better understand the context of the Korean conflict and the interaction between the context and themselves, and develop a comprehensive strategy together, to encompass the multiple issues raised by the Korean conflict, as strategic peacebuilding proposes.  相似文献

The paper aims to examine an applicability of the livelihoods approach to poverty studies in urban China. Basically, the approach identifies the poor as active agents tackling the problem with the type and level of capabilities, assets, activities on which they draw for their livelihoods. It highlights the multifaceted reality of their struggles against poverty. This paper argues that the livelihoods approach, which takes a people-centred approach to reduce poverty, can be a new platform for the assessment of poverty in urban China.  相似文献

This paper addresses the question whether or not regional middle power states are capable of making a significant contribution to enhancing regional cooperation via regime creation processes. A combination of “nonregime” and the middle power analysis is applied to produce hypotheses about less-developed cases of regime creation in Northeast Asia. Among the attractions of such an approach are that (1) cases of failure to create international regimes as well as cases of success are important to understand the emergence of global governance institutions, and (2) the different roles of various state actors should be understood beyond hegemonic power. The explanatory power of this approach is illustrated by transboundary air pollution issues in Northeast Asia, chosen because the international relations literature has emphasized the development of European regional environmental cooperation and global environmental issues. The paper examines participation by the Republic of Korea (ROK) in both comprehensive and issue-specific environmental cooperative mechanisms to tackle transboundary air pollution. It concludes that the ROK as a middle power has played a promising role to initiate and lead some positive competition between member countries, but at the same time, it highlights challenges that need to be met for creating solid regional environmental cooperation.  相似文献
