Increasingly, public administration in the United States operates in a densely interconnected international system in which local decisions and actions may trigger global repercussions—and vice versa—and the fate of communities in one region is bound to the choices of decision makers elsewhere. Administrative actors have become enmeshed in a complicated, interwoven pattern of governance in ways that shape actions, issues, and opportunities for influencing administrative agencies at national, state, and local levels. These developments call for a critical reappraisal of our inherited notions of governance, management, and accountability. Terrorist tragedy and responses to it call attention to these themes, but they apply broadly across the spectrum of governance challenges. To demonstrate this point, we analyze some implications of transnational governance for the institutions and practices of U.S. public management, with particular attention to another subject: environmental policy and management. A conclusion is that the public administration community must adjust traditional practices to facilitate the effective management of the global processes that, in turn, reshape the world.  相似文献

This article examines the sequencing of financial reform in LDCs in Bolivia. Bolivia undertook a dramatic stabilization program in 1985 and, over the next decade, steadily improved the oversight and regulation of domestic banks. I explain how these reforms proceed under three democratically elected administrations who each used political pacts to ensure legislative support for their agenda. At the international level, external shocks twice precipitated deeper banking reforms, but Bolivia's underdeveloped capital markets prevented the speculative attacks observed in other cases. The Bolivian experience demonstrates the potential for financial reform in the poorest of LDCs and the need for further research in similar cases.  相似文献

The present paper uses various data sets and statistical techniques to examine the outcome of gerrymandering under the Voting Rights Act of 1982 on turnover rates in the U.S. House of Representatives, as well as the competitiveness in Party primaries for House seats. Evidence presented here suggests that political redistricting at the federal level (namely for U.S. House seats) has tended to favor incumbents in both the Party primaries and general elections. In fact, some results suggest that turnover rates (for 1988) are between 8.9 and 10.3 percentage points lower within states that engaged in such redistricting efforts. Our findings generally support the main tenets of the public choice view of legislator behavior.  相似文献

According to Gottfredson and Hirschi's (1990) A General Theory ofCrime, all illegal activity is the manifestation of a single underlyingcause. The authors argue that inadequate child-rearing causes individualsto develop a similar type of propensity for criminal and analogousbehavior. Gottfredson and Hirschi label this characteristiclow self-control. Six dimensions, which can be identified intheir theory, are suggested to comprise a final low self-controltrait. Further, low self-control is proposed to be an invariantcharacteristic (i.e., its form does not change with the age of theindividual or context in which the person resides). In this research, weevaluate these two propositions. First, the six dimensions are measured andused to determine if a multidimensional model can explain another commonfactor—low self-control—in two samples of individuals (fromdifferent locales) with dissimilar mean ages. Second, low self-control inboth samples is tested for invariance. We test the proposed invariance oflow self-control by examining if the parameter values in a model, which isreflective of Gottfredson and Hirschi's conceptualization of thecharacteristic, differ across the two samples of individuals. The resultssupport both of Gottfredson and Hirschi's propositions. Lowself-control does appear to be a multidimensional characteristic whosedimensions represent another common factor. Low self-control also appears tobe an invariant latent trait that members of these two samplespossess. These tests help to clarify Gottfredson and Hirschi'sconceptualization of low self-control.  相似文献

The Draw A Person test has continued to be one of the most frequently utilized psychological tests with children and adolescents. This is especially true for the child/adolescent populations in state hospitals. Because of the frequent criticism leveled against the DAP's validity, this study was undertaken in order to provide normative data for the DAP with this particular clinical population. Previous research has focused on the drawings of the same sex as the subjects; this study deals with the characteristics of the drawings of the opposite sex. The subjects were 84 male and 66 female psychiatric patients from the Adolescent Unit (AU) at Rusk State Hospital. As each patient was admitted to the AU, he was scheduled for psychological testing, with the DAP, the Revised Beta, and the MMPI being a part of this testing. The results of this study indicate that IQ ranking is the most significant factor affecting DAP test performance by male subjects. IQ ranking was not found to significantly influence the drawings by females. Neither MMPI test performance nor social background factors were shown to significantly affect DAP test performance. It is suggested that in order for the DAP to become a more objectively utilized personality technique, a scoring method should be developed that takes into account the overall quality of the drawing in conjunction with the individual details of each area of the figure drawn. More focus should also be given to the characteristics of the opposite-sex figure drawn by the subjects and its potential interpretation.Received his M.S. degree in psychology from North Texas State University in 1968. This article examines option hedging strategies that enable politicians to manage budgetary risk. While the theoretical risk management arguments are general, the simulation analysis considers the example of oil revenue risk in Texas, and estimates the costs and benefits of an option hedging program. To evaluate government option hedging strategies, the study develops a hedge quotient measure that compares the future value of realized revenues plus net option proceeds to the future value of expected revenue. The average hedge quotient is found to be lower for the option hedging strategy than for the unhedged position, illustrating the cost of an option hedging program. Nevertheless, option hedging effectively manages extreme downside risk and stops large budget deficits from occurring. Politicians may also like option hedging because it preserves the potential of realizing budget surpluses.  相似文献

The collection of Malayalam records entitled Vanjeri Grandhavari, taken from the archives of an important Namputiri Brahmin family and the temple under its leadership, provides some long-awaited information regarding a wide range of legal activities in late medieval Kerala. The organization of law and the jurisprudence represented by these records bear an unmistakable similarity to legal ideas found in dharmastra texts. A thorough comparison of the records and relevant dharma texts shows that landholding Namputiri Brahmins, who possessed enormous political and economic power in the region, mediated the implementation of dharmastra into the legal system. From this comparison arise new understandings of law and legal categories such as custom and positive law. Moreover, such comparisons begin to elucidate the problems involved in Western assumptions that it is textual law, not its interpretation and application by humans, which controls behavior. The Vanjeri records demonstrate not only the importance of dharmastra as a historical document but also the manner and extent to which dharmastra provided the foundation for legal systems in Kerala as well as in other regions of India.  相似文献
