This paper develops and experimentally tests an institution that is specifically designed to promote efficiency without sacrificing equity. The principal result of the analysis is that the institution developed here performs well in the sense that efficiency is increased for a wide range of different initial distributions of wealth. The framework developed in this paper is relevant to policy makers who are interested in implementing more efficient institutions, but who are constrained by the political environment in which they operate.The author is currently a senior staff economist with the Council of Economic Advisers on leave from Carnegie Mellon University. The purpose of this paper is to formally examine the effect of placing constraints, such as the line-item veto or a balanced budget amendment, on legislative behavior. There are two basic findings that emerge from the analysis. First, constraints on one type of instrument, such as spending, will in general result in more widespread use of other kinds of instruments, such as regulation. Second, it is naive to conclude that constraints on legislative behavior will promote economic efficiency and/or reduce the growth of government. The primary contribution of the paper is to suggest how changes in the political environment can affect instrument choice, economic welfare, and the size of government.This research was supported in part by a grant from the National Science Foundation Decision, Risk and Management Science Program. The format for formal international negotiations on environment and development sometimes prevents negotiators from truly listening to each other and adapt pre-existing positions to realize constructive conflict resolution. In this paper we present and analyse “Multi-Actor Dialogue Seminars” (MADS) as an approach to contribute to transformative social learning and conflict resolution, and the contribution to tangible and intangible outcomes in formal negotiations. Unlike negotiations, the objective of MADS is not to agree on a text, but to identify areas of agreement and disagreement, build trust and understanding and identify policy options that are tailored to different cultural-political and value systems. As a case study we use the breakdown of the negotiations at the formal Convention on Biological Diversity (CBD) Conference in 2010 regarding “innovative financial mechanisms,” and subsequent two international Quito Dialogues using the MADS approach. Through a composite of methods this article reveals the effects of the Quito Dialogues on formal CBD negotiations. The Quito Dialogues contributed to bringing actors out of their deadlock and thereby paving the way for constructive results in the formal CBD negotiations, evident by references in CBD Decisions adopted by 196 CBD Parties. We discuss key design and implementation factors which were decisive for these effects including the importance of a bridging organization, trust building, exploration of both convergences and divergences, involvement of participants with diverse and conflicting views early in the planning, promotion of active listening and addressing diverse knowledge systems and power asymmetries. 相似文献

Abstract: One hundred Korean adults (50 men, 50 women) were scanned in the upright position using a cone‐beam CT (CBCT) scanner. The soft tissue (ST) thicknesses were measured at 31 landmarks, 10 midline and 21 bilateral landmark sites, and the means and standard deviations were obtained for male and female subjects. While 18 of 31 landmarks showed sex differences, the majority showed higher values for male subjects with the exception of a few landmark sites corresponding to the zygoma area, which showed smaller values in men than in women. The mandibular area showed greater differences between the right and left sides. Overall, the ST thickness measurements obtained in this study can be used as a database for the forensic craniofacial reconstruction of Korean adult faces. 相似文献

Why do countries that did not participate in the establishment of international standards converge on them in the absence of external coercion? The market‐based perspective asserts that market forces enhance cross‐national convergence on international standards. This paper challenges the market‐based perspective, focusing on compliance with the 1988 Basel Capital Accord in South Korea and Taiwan. First, it argues that adoption of the Basel Capital Accord by these countries was mainly driven by their regulatory authorities’ concern about the potential risk of foreign market closure to noncompliant banks. Second, it demonstrates that enforcement by the two countries’ regulatory authorities was crucial in ensuring compliance. These findings suggest that national regulatory authorities are still key actors in voluntary convergence on international standards. 相似文献

Governments throughout the world are requiring greater use of economic analysis as a way of informing policy decisions. This paper provides a comprehensive analysis of the use of impact assessment in the European Union, using US assessments as a benchmark. We find that recent EU impact assessments include more economic information than they did in the past, although important items are still missing. We also provide evidence that the quality of EU impact assessment increases with the expected cost of a proposal. Furthermore, we find that the quality of EU assessments that report high total costs is similar to that of US assessments. 相似文献

This paper evaluates the desirability of the new national speed limit using tools of normative and positive economic analysis. The theoretical case for a speed limit is analyzed, and it is concluded that externalities in driving may justify the use of a speed limit, among other policies. The principal costs and benefits of the present speed limit are then discussed, and available data are used in order to suggest the reasonable orders of magnitude of costs and benefits. A number of conceptual and empirical limitations of the analysis are emphasized. Finally, several alternatives to the national speed limit are noted. 相似文献
