This paper reveals the limits to representing cyberspace as a threat. In contrast to more conventional threats, the suggestion is that the not-immediately-apparent consequences of a cyber-attack make it largely reliant on official practices of representation. Exploring the implications of this reliance, the paper outlines how attributing meaning and culpability – always contested practices – are amplified in the potential absence of a readily apparent attack. Given these limits, does the cyber-threat then require a different lexicon of danger to both educate and engender a sense of caution? Examining the discursive construction of the cyber-threat, the paper demonstrates how this threat draws upon an established economy of danger – likening it to warfare and terrorism – but also suggests a limit to these representations. Specifically, by engaging post-structuralist literature the paper illustrates that these limits are best understood through an appreciation of the performative and the constitutive ‘lack’ in signification. It thus concludes that the value of the cyber-threat is not determined by transparently representing a cyber-attack. Rather, it is drawn from processes of hyper-securitization and through the establishment of institutions like the NATO Center of Excellence in Cooperative Cyber Defense that retroactively bring into existence the very object it purports to defend against. 相似文献

One component of the increasing emphasis on management in the public sector is an emphasis on serving the “customer” of public sector agencies. Although it is difficult to argue that the clients of the public agencies should not be served courteously and efficiently, there are a number of questions about whether they should be thought of as customers in the same way as in the private sector. Some of those questions are empirical, related to difficulties in clearly identifying the customers of agencies. Other questions are normative, related to the proper definition of the role of the clients of public agencies and the definition of the public interest. Traditional pollen preparation techniques provide clear residues for pollen identification; however, such methods are time-consuming, requiring repeated centrifugation, heating, and digestion with high-concentration hazardous chemicals. Tobacco leaves can effectively trap environmental pollen due to hairy surface and terpene-rich exudates. A new tobacco sample processing method was developed by using different extraction chemistry with surfactant. Marlboro Gold cigarettes were employed as model samples for method development. Parameters critical for pollen extraction, which include number of cigarette sticks used, extraction solution, and extraction temperature, were optimized. By using 1% dishwashing detergent to treat three cigarettes at room temperature, the improved method was able to recover sufficient pollen for microscopic analysis in three repeated centrifuge-washing steps and omit hazardous chemicals involved in traditional methods. We focused on the pollen of common ragweed (Ambrosia artemisiifolia), a plant native to North America, as an indicator to differentiate genuine and counterfeit U.S. brand cigarettes. Results from analyzing randomly purchased genuine (authenticated by forensic examination) and known counterfeit Marlboro Gold provided by law enforcement revealed that a significant amount (39%) of Ambrosia were consistently present in all genuine samples, while counterfeit contained none or only trace count. Similar results were found in other counterfeit U.S. brand cigarettes (all seized in the U.S.) involved in this study as well. Decision making in the European Union has been argued to present a ‘joint‐decision trap’, in which the ability of national actors to block decisions unilaterally produces decision making by the lowest common denominator. While this outcome is apparent in some decision situations it is far from a general outcome. The division of decisions into functional specialities and the continuing nature of the policy debates limits the capacity of ‘high politics’ to hinder decision making. The article demonstrates that the rigid use of veto capacity in coalitions causes risks for re-election. Justice was a high-salience domain of the German Liberal Democratic Party (FDP), which occupied this portfolio in its coalition with the Conservative majority in the federal legislative period from 2009 to 2013. By analysing several legislative projects the article shows that their contents or non-adoption were an effect of liberals' vetoes. This policy-seeking strategy provoked conflicts within the coalition and stalemate making it impossible to realise popular measures that would have enhanced the Liberals' reputation and the importance of the domain for the voters who were mainly interested in economic and social policy. Moreover, the Liberals' vetoes led to a loss of support from its major coalition partner in the pre-election campaign. In a double murder investigation, the victims were found after a prolonged stay in a drainage canal. In spite of the expectations, fibre examination established a multitude of primary and secondary transferred fibres. One of these fibre types was a colourless polyester fibre possessing a blue coloured molten fibre end. These matched one of the types present in the suspect's blue denim trousers. The aim of this study was to verify the rarity of this peculiar fibre type and more precisely its presence in blue denim textiles. Over five hundred different blue jeans textiles were examined and only one of these presented exactly the same type. The comparison involved microscopy, microspectrophotometry in the visible range and Raman spectroscopy. The results indicate this fibre type is extremely rare in a blue jeans fabrics and that “standard” blue denim should not be disregarded in case work. 相似文献

Two complimentary studies were conducted to investigate the inter-rater reliability and performance of juvenile justice personnel when conducting the Structured Assessment of Violence Risk for Youth (SAVRY). Study 1 reports the performance on four standardized vignettes of 408 juvenile probation officers (JPOs) and social workers rating the SAVRY as part of their training. JPOs had high agreement with the expert consensus on the SAVRY rating of overall risk and total scores, but those trained by a peer master trainer outperformed those trained by an expert. Study 2 examined the field reliability of the SAVRY on 80 young offender cases rated by a JPO and a trained research assistant. In the field, intra-class correlation coefficients were 'excellent' for SAVRY total and most domain scores, and were 'good' for overall risk ratings. Results suggest that the SAVRY and structured professional judgment can be used reliably in the field by juvenile justice personnel and is comparable to reliability indices reported in more lab-like research studies; however, replication is essential. 相似文献
