Thanks to a suggestion made by Tim Shaw (Dalhousie University), the Editors of ISP decided about a year ago to commission a discussion of the textbook Power, Wealth and Global Order: An International Relations Textbook for Africa. This symposium aims at increasing our understanding of the different, regionally specific perspectives that can be brought to bear when studying international relations outside of North America and Western Europe. We want to thank Prof. Donald Gordon for the time he spent on examining the volume at hand and for his insightful analysis of the contribution made by the editors and authors of the textbook. Based on this discussion, we then asked four other authors from diverse areas of the world (Venezuela, Korea, Slovenia, and Russia) to read Prof. Gordon's analysis and respond to a set of questions we posed to them. Those questions and their comments follow Prof. Gordon's essay. We would also like to invite other ISA members from anywhere in the world to comment on this subject, as a continuing effort to engage important pedagogical topics in the pages of ISP.  相似文献

The perception of organised crime as an external threat to political stability and integrity, as well as to orthodox commercial activity, is based on an assumption about the motives and intentions of organised criminals. It invariably results in a call for a war against crime. The reality and the possible solutions are less dramatic but also more complex. Organised criminals are concerned with both legal and illegal businesses where bribery of public officials and involvement with orthodox commercial activity are part of that business. While organised criminals may want to enjoy the profits of their business rather than subvert societies what they do and how they do it can have adverse consequences for societies and should be addressed. In seeking to do this, however, it is necessary not only to analyse threats to target resources more effectively but also discourage those public figures and orthodox businesses whose enthusiasm for short-term benefit overrides their moral judgement and thus allows organised crime to be tolerated within the societies to which they are supposed to be an external threat.  相似文献

This paper describes the results of the analysis of the Dutch database of suspect financial transactions for the years 1994-1996. It provides a detailed insight into the money volume at risk, the reasons for disclosure and the persons and corporations involved. The results show that from the start 48% of the disclosed money reports had to be discarded as there was either no money involved or there was no crime-money. The remaining database showed that all the distributions were very skewed resulting in the conclusion that “few move little money and few move much” or 179 persons were responsible for 89% of the disclosed money movements. The paper raises some questions about the assumptions underlying the anti-money laundering policy and the requirements for designing an adequate disclosure system at a European level. It is to be expected that the development of an open economic space within the E.C. and the increased accessibility of Eastern Europe will lead to new patterns of cross-border crimes. So do the risks of becoming a victim of one of those crimes. However, the risks may not be spread evenly: some markets may become more affected by crime-entrepreneurs than other markets, though most attention is devoted to drug trafficking and drug money related money-laundering. However, organized drug trafficking and organized fraud are not so neetly seperated. From crimeentrepreneurial point of view one can broadly speak of cross-border crime markets in European regions.The criminological implications may be the development of Euro-crime markets in which crimeentrepreneurs develop lasting patterns of cooperation and cross-border organizations. This is already the case on the illicit drug market. Crime patterns on the field of organized commercial crime, toxic waste trafficking or EC-fraud point in the same direction. The implications for business and law enforcement alike are that without the development of new strategies of prevention and cross-border police investigations organized crime may well intertwine into the developiing European economic and social structure thus acquiring a corrosive foothold in the legitimate industry.  相似文献
