The end of the Cold War has created new dangers and opportunities. The formation of an Indian Ocean Rim trading bloc has the potential to benefit some of the poorest people in the world. Regional maritime co‐operation could provide the catalyst for alleviating poverty on the Indian Ocean Rim by giving a spurt to incomes and employment from the seas.  相似文献

In recent years, Congress has recurrently failed to meet its minimum responsibilities in federal budgeting. This article analyzes whether it is possible to repair this problem, using concepts popularized by Allen Schick in his influential article “The Road to PPB.” His article compared the PPB reform effort to the history of budget process reforms that started with the design of the executive budget. It publicized a logical sequence of budget process improvements that started with control and then advanced through management and planning. The article did not substantially address the role of Congress, but eight years after it was published, Congress reasserted its constitutional role in the budget process. Its record of performance since then has ranged from mixed to dysfunctional. The Congress has been criticized for budgetary delays, micromanagement, myopia, procrastination, indiscipline, and an inability to prioritize intelligently. If these faults are set in stone, then an integrated system of budgeting, as described in “The Road to PPB” and related work, is unattainable. On the other hand, if reform of Congressional budgeting is politically feasible, improvements to that system can utilize the unique contributions that a legislature can make to a good system of budgeting.  相似文献

SUMMARY

Kierkegaard's authorship could be summarized in the following statement: what it means to exist, that is, what it means to become a Christian. The crucial category is den enkelte, the single one, who upon becoming aware of his true self in personal communication with God, reaches the highest possible level of self-realization in interhuman communication.

However, to assume that Kierkegaard merely tried to enforce his Christian perspectives, would be to misunderstand him completely. Kierkegaard's spheres of existence offer an overview of all possible modes of existence by means of which a human being could reach self-realization. His intention was to invoke his readers to choose their own mode of existence and to accept responsibility for their choice.

This article illuminates the communicological relevance of Kierkegaard's spheres of existence by discussing both the views of life characteristic of each sphere and the forms of communication by means of which they are expressed. It is also maintained that a full understanding of the spheres of existence requires a study of Kierkegaard's concept of the self. A brief sketch of Kierkegaard's life is included to highlight his own struggle for self-realization.  相似文献

Depression is a common and debilitating disorder in adolescence. Sleep disturbances and depression often co-occur with sleep disturbances frequently preceding depression. The current study investigated whether catastrophic worry, a potential cognitive vulnerability, mediates the relationship between adolescent sleep disturbances and depressive symptoms, as well as whether there are gender differences in this relationship. High school students, ages 16–18, n = 1,760, 49 % girls, completed annual health surveys including reports of sleep disturbance, catastrophic worry, and depressive symptoms. Sleep disturbances predicted depressive symptoms 1-year later. Catastrophic worry partially mediated the relationship. Girls reported more sleep disturbances, depressive symptoms, and catastrophic worry relative to boys. The results, however, were similar regardless of gender. Sleep disturbances and catastrophic worry may provide school nurses, psychologists, teachers, and parents with non-gender specific early indicators of risk for depression. Several potentially important practical implications, including suggestions for intervention and prevention programs, are highlighted.  相似文献

This paper investigates persuasion as a means of influence for the Federal Reserve Chairman in meetings of the Federal Open Market Committee (FOMC). Using textual records of FOMC meetings, federal funds rate targets have been recorded for Committee members who served in the Arthur Burns era (1970–1978). Results show that Burns-member differences in stated funds rate targets were lower when Burns made recommendations early in the meeting, consistent with the hypothesis that the Chairman is persuasive. Additional results show that members’ tendencies to respond to Burns's recommendations were related to their personal and political loyalties.  相似文献

The failures of regionalism and regional structures for cooperation between the five CIS Central Asian states are well studied. However, explanations so far do not convincingly account for the apparent enthusiasm of these states for the macro-regional frameworks of the Eurasian Economic Community, the Collective Security Treaty Organization and the Shanghai Cooperation Organization. This article argues that, as with previous efforts at Central Asian regional self-organization, these broader organizations still largely represent a form of ‘virtual regionalism’. But for the Central Asian states they offer a new and increasingly important function, that of ‘protective integration’. This takes the form of collective political solidarity or ‘bandwagoning’ with Russia (and China in the SCO) against processes and pressures that are perceived as challenging incumbent leaders and their political entourage. A primary motivation for Central Asian leaders' engagement in the EAEC, CSTO and SCO, therefore, is the reinforcement of domestic regime security and the resistance of ‘external’ agendas of good governance or democracy promotion. These goals are concealed behind a discourse that denigrates the imposition of external ‘values’ and continues to give pride of place to national sovereignty. This offers little to overcome the underlying fractures between states in Central Asia.  相似文献

Coalitions of free-marketeers, politicians, and environmentalists increasingly are turning to the use of market-based incentives in formulating environmental policy. One promising application of market-based incentives is in the management of residential municipal solid waste. This article focuses on unit-based pricing programs established in conjunction with community recycling programs. Using data gathered through telephone and mail surveys of 21 cities, we demonstrate the strong potential for unit pricing to improve the efficiency of residential solid waste management.  相似文献

The Persian Gulf War, the piesident's disinterest in domestic issues, the bitter debate over the fiscal year 1991 budget, and the upcoming re-apportionment all combined to make this year atypical The result is a document in which the most substantial change is the cover—a patriotic red, white, and blue Inside, it uses the "one book" format of fiscal year 1991 The budget examines different interpretations of the budget deficit, implements major changes in budgetary accounting, and outlines assumptions made in preparing the budget. This article investigates the extent to which and the ways in which a basic partisan alignment appeared to be forming in France between 1958 and 1988. During that period, the incidence of party identification rose from abnormally low to normal levels, and the composition of the alignment evolved from indeterminacy, through a left-right standoff, to Socialist party predominance. The basic question asked is how a partisan alignment is createdin the first place. The main elements of the answer suggested are by simplifying, clarifying, and stabilizing the terms of electoral choice. This process is traced closely, with special reference to the incidence of PI and the composition of the alignment by age in 1988, and including a comparison between France in 1968 and the U.S. in 1932. Finally, the fragility of the 1988 alignment is underscored. Comparatively new and shaped mainly by the partisan identifications of the younger citizens, the 1988 alignment was vulnerable to any weakening of the conditions that contributed to creating it. The party with the most to lose was the Socialist party, which had gained the most while the party system stabilized and the incidence of party identification rose.This is a revised version of a paper that was originally presented at the 1991 Annual Meeting of the American Political Science Association, Washington, D.C.  相似文献
