Abstract Facial composite images are often used in the criminal investigation process to facilitate the search for and identification of someone who has committed a crime. Since the use of facial composite images is sometimes relied upon as an integral part of an investigation, it is important to ascertain information about the various decisions made and procedures implemented by law enforcement regarding the use of composites. A 39-item survey was developed to examine the prevalence of a number of procedures related to composite production, including the systems implemented, criteria for selecting systems, law enforcement training, satisfaction with systems, legal challenges, and procedural issues with respect to interviewing multiple witnesses and the distribution of composite images. Surveys were distributed to 1637 city, state and county law enforcement agencies nationwide; 163 completed surveys were returned. This paper summarizes our survey results and discusses the implications for investigative procedures, law enforcement training, and future research needs. 相似文献

Juvenile sex offenders (JSO) are a specific subset of delinquent adolescents that are receiving more attention because of the crimes they commit and the issues surrounding how to successfully treat their deviant behaviors. Given JSO are such predominant treatment concerns in society, it is essential to identify and target key risk factors. One sexual behavior, bestiality, may be of particular importance to address in treatment. In a meta‐analysis conducted by Seto and Lalumiere, a 14% rate of bestiality among JSO was reported. This current study examined the differences in JSO (n = 32) who admitted bestiality based upon a self‐report measure, the Multiphasic Sexual Inventory‐II (MSI‐II), compared to information elicited by polygraphs. The results indicated extensive underreporting of bestiality behaviors between these two sources of information (MSI‐II = 37.5%; polygraph = 81.25%). These findings are important given the reliance treatment programs place on information elicited from self‐report tools. 相似文献

Whereas electoral support for new-rightist parties is often understood as driven by ethnocentric anti-immigrant sentiments, scholars have noted that new-rightist politicians have, surprisingly, stressed culturally progressive arguments in the last decade. Using recent Dutch survey data (N = 1,302) especially collected for this purpose, the article analyses the electoral relevance of three types of cultural progressiveness for voting for the new right and their relation to the well-documented anti-immigrant agenda. The analysis shows that neither moral progressiveness nor aversion to public interference of religious orthodoxy underlies the new-rightist vote. Support for freedom of speech proves relevant, but, in accordance with literature on the new right’s electoral strategy and with theorising on framing, this only leads towards the new right among those who are ethnocentric. These findings are discussed in the light of electoral competition, and questions for further research are formulated. 相似文献

Scholars describe the proliferation of sustainability standards by multi‐stakeholder initiatives as part of an organizational field for sustainability. The aim of this article is to gain a better understanding of the institutionalization process of this global organizational field by focusing on the case of the ISEAL Alliance (the global association for sustainability standards). We show how ISEAL puts specific strategies into place to both reinforce and expand the role and influence of sustainability standards. This institutional entrepreneurship consists primarily of two dimensions: institutionalizing macro‐standards based on a market‐driven and procedural vision of sustainability; and simultaneously legitimating both the tools and ISEAL through internal and external enrolments and entanglements. The characterization of ISEAL's activities in this way brings politics back into the analysis of sustainability standard‐related technical debates and extends our understanding of how the micro‐dynamics within organizational fields are interdependent upon macro‐dynamics outside organizational fields. 相似文献

While the majority of research carried out on diamonds and development in Sierra Leone has focused on debates concerning the role that diamonds played in the country's civil war of the 1990s, little attention has been directed towards understanding how the emergence and consequences of ‘new spaces’ for citizen engagement in diamond governance are shaping relationships between mining and political economic change in the post‐war period. Recent fieldwork carried out in two communities in Kono District illustrates how the emergence of such spaces—although much celebrated by government, donors and development practitioners—may not necessarily be creating the ‘room for manoeuvre’ necessary to open up meaningful public engagement in resource governance. The analysis focuses on one recent governance initiative in the diamond sector—the Diamond Area Community Development Fund (DACDF)—which aims to strengthen citizen participation in decision‐making within the industry, but has frequently been at the centre of controversy. In framing and articulating socio‐environmental struggles over resource access and control in Sierra Leone's post‐war period of transition, the article highlights how the emerging geographies of participation continue to be shaped by unequal power relationships, in turn having an impact on livelihood options, decision‐making abilities and development outcomes in the country's diamondiferous communities. Abstract Relations between Russia, Ukraine and Belarus and NATO have placed more emphasis on cooperation than confrontation since the Cold War, and Ukraine has begun to move towards membership. At the popular level, on the evidence of national surveys in 2004 and 2005, NATO continues to be perceived as a significant threat, but in Russia and Ukraine it comes behind the United States (in Belarus the numbers are similar). There are few socioeconomic predictors of support for NATO membership that are significant across all three countries, but there are wide differences by region, and by attitudinal variables such as support for a market economy and for EU membership. The relationship between popular attitudes and foreign policy is normally a distant one; but in Ukraine NATO membership will require public support in a referendum, and in all three cases public attitudes on foreign policy issues can influence foreign policy in other ways, including the composition of parliamentary committees. In newly independent states whose international allegiances are still evolving, the associations between public opinion and foreign and security policy may often be closer than in the established democracies. 相似文献

While much social science literature has analyzed the cultural bases of social movement, activity, and the content of cultural production by social movements, relatively little has been written about the concrete social relations within which social movements do culture. This paper addresses the issue of what social movements are doing when they produce culture. Four dimensions of social relations within which culture is enacted are identified: the division of labor, the relations of power, tuning in, and embeddedness. A contrast between the how the People's Songsters Movement of the 1930s and 1940s and the Civil Rights Movement of the 1960s used American folk music illustrates how variation in these dimensions affects the effects that cultural production had on social movement outcomes. 相似文献
