This paper identifies spatial patterns of county-level presidential election outcomes from 1988 to 2000, and tests the retrospective (reward–punishment) and issue–priority models of voting behavior within the context of county-level geographical clusters. Based on our spatial analyses, we find that: the geographical concentration of the partisan vote has increased at both the global and regional scales. Globally, counties have become more likely to be clustered with similar counties in terms of their partisan support. Regionally, Democrats have increasingly received more votes from the East and the urban areas than Republican candidates while the opposite is true in the West and the rural areas. The regression analyses also support aspects of the issue–priority model of voting behavior, while the retrospective theory is confirmed only for 1996.  相似文献

Most presidents may come to realise that a successful individual, gifted though he may be, cannot do everything himself. The president must be assisted by a capable staff and trusted advisors. They are key to policy effectiveness. Surprisingly, in Korea, the past record of presidential performances in these respects has been less than exemplary. Under the current incumbency President Roh (2003–2008), there is accordingly growing public expectation that improvements might take place in his nascent administration. Accordingly, this article assesses the personnel problems of Presidential appointees in the previous as well as the current administration. After a brief but critical examination of the personnel selection system, it considers the ongoing efforts to undertake reform and its innovative direction. In conclusion, it observes that whilst the personnel system for merit‐based civil servants is reasonably well established in the Korean government, the presidential personnel system for political appointments is seriously underdeveloped. This article examines the effect of primary season presidential debates on voters' attitudes toward presidential candidates. Employing a pretest-posttest quasi-experimental design, we examine the 1996 Arizona Republican primary debate. We find that the debate led respondents to change their viability and electability assessments of the candidates and produced significant changes in respondents' vote preferences. In addition, we demonstrate that changes in viability, changes in electability, as well as differences between expected and actual debate performance influenced the vote preferences of audience members. We conclude by speculating about the debate's effect on the Arizona Republican primary, and by noting the potentially important differences between the impact of general election and primary debates.  相似文献

Scholarship on collaborative governance identifies several structural and procedural factors that consistently influence governance outcomes. A promising next step for collaborative governance research is to explore how these factors interact. Focusing on two dimensions of social learning—relational and cognitive—as outcomes of collaboration, this article examines potential interacting effects of participant diversity and trust. The empirical setting entails 10 collaborative partnerships in the United States that provide advice on marine aquaculture policy. The findings indicate that diversity in beliefs among participants is positively related to relational learning, whereas diversity in participants' affiliations is negatively related to relational learning, and high trust bolsters the positive effects of belief diversity on both relational and cognitive learning. In addition, high trust dampens the negative effects of affiliation diversity on relational learning. A more nuanced understanding of diversity in collaborative governance has practical implications for the design and facilitation of diverse stakeholder groups.  相似文献

Courts of modern democratic societies have generally implemented appeal procedures to correct potential errors in ruling. However, considering the time and effort that both litigants spend, availability of an appeal cannot be better than reaching the correct judgment in the original case. This difficulty raises the policy issue of how to reduce the rate of appeals and improve welfare of litigants. In this paper, we assert that lower caseloads allow judges to expend more time and effort on each case, contributing to lower appeal rates. Analysis of court-level data from Korea corroborates our inference.  相似文献

Acculturation strategy, a varying combination of heritage and mainstream cultural orientations and one of the significant determinants of youth development, has been understudied with Asian American youth and particularly at a subgroup-specific level. This study used person-oriented latent profile analysis (LPA) to identify acculturation strategy subtypes among Filipino American and Korean American adolescents living in the Midwest. Associations between the subtypes and numerous correlates including demographics, family process and youth outcomes were also examined. Using large scale survey data (N?=?1580; 379 Filipino American youth and 377 parents, and 410 Korean American youth and 414 parents; MAGE of youth?=?15.01), the study found three acculturation subtypes for Filipino American youth: High Assimilation with Ethnic Identity, Integrated Bicultural with Strongest Ethnic Identity, and Modest Bicultural with Strong Ethnic Identity; and three acculturation subtypes for Korean American youth: Separation, Integrated Bicultural, and Modest Bicultural with Strong Ethnic Identity. Both Filipino American and Korean American youth exhibited immersion in the host culture while retaining a strong heritage identity. Although bicultural strategies appear most favorable, the results varied by gender and ethnicity, e.g., integrated bicultural Filipino Americans, comprised of more girls, might do well at school but were at risk of poor mental health. Korean American separation, comprised of more boys, demonstrated a small but significant risk in family process and substance use behaviors that merits in-depth examination. The findings deepen the understanding of heterogeneous acculturation strategies among Asian American youth and provide implications for future research.  相似文献
