There has been a long-standing discussion since the 1980s about the question whether new production models harbor a potential for extended employee participation and involvement, in most cases with disillusioning results. This paper is concerned with so called “agile methods”, which play an important part in the area of knowledge work in the course of the digital transformation. On the basis of two case studies from software development and industrial R&D, the paper examines the concrete implementation of these methods and the employees’ perspective upon them and their consequences. The result is that agile methods present a potential for extended employee participation and involvement; however, the realization of this potential depends on the concrete way how the agile concept of “empowerment” is implemented.  相似文献

Although there is a substantial amount of research that studies how environmental interest groups/non-governmental organizations (ENGOs) influence international environmental negotiations, both the theoretical work and the empirical evidence were not yet able to answer comprehensively if this makes it more likely that states, in turn, commit to stronger environmental agreements. This article seeks to contribute to clarifying this. First, the authors argue that a higher degree of ENGO access to official negotiations and a larger number of ENGOs actively participating during bargaining processes can facilitate outcomes of environmental negotiations. The authors then analyze quantitative data on international environmental regimes and their members’ commitment levels from 1946 to 1998 and obtain robust support for their claims. However, the rationale on the introduced explanatory factors also implies that the impact of ENGO access on states’ commitment levels should vary conditional on the number of ENGOs actively participating. The paper finds evidence for such an interaction, although the results go against our expectations.  相似文献

Technologies play crucial roles in security politics. In a recent push to understand the dynamic interplay between technologies and politics, IR scholars increasingly draw on reflexive research traditions. The aim is to understand the social and political practices that influence the shape, design and use of security technologies instead of assuming that technologies have linear, independent effects on politics. This SPSR debate draws on this new perspective and applies it to topics salient in Swiss public debate. Its contributions analyze how cybersecurity, predictive policing, drones, artificial intelligence, targeted sanctions, urban design and spyware are deliberated, negotiated, programmed and critiqued in Switzerland. They chart different analytical avenues with which to address the recursive and non‐linear relationship between security politics and technologies, and, by familiarizing readers with the tenets and diversity of reflexive political science research, seek to give that longstanding scholarly research tradition better visibility in the Swiss political science community.  相似文献

The evidence of regional authoritarian clustering across different world regions goes together with the finding that after the end of the bipolar world regional patterns of interaction became more important. Especially in the 2000s a process of revitalisation of regional organisations and even the creation of new regional organisations took place. Interestingly, these newly founded organisations consist predominantly of authoritarian regimes. Due to the emergence and resilience of authoritarianism in the world, the question arises: To what extent do regional organisations (ROs) play a role in this phenomenon? We argue that authoritarian protagonists which we call authoritarian gravity centres (AGCs) constitute a force of attraction for countries in geopolitical proximity – and use ROs as a transmission belt and a learning room for disseminating autocratic elements. In a cross-regional comparison, based on extensive field work, we provide empirical analysis on two AGCs (Saudi Arabia and Venezuela) within their respective ROs Gulf Cooperation Council (GCC), Bolivarian Alliance for the Peoples of Our America (ALBA-TCP) and tackle the questions of why and how autocracies decide to move forward multilaterally within the RO.  相似文献

Organizational culture is widely considered to be one of the most significant factors in reforming and modernizing public administration and service delivery. This article documents the findings of a literature review of existing qualitative and quantitative instruments for the exploration of organizational culture. Seventy instruments are identified, of which 48 could be submitted to psychometric assessment. The majority of these are at a preliminary stage of development. The study's conclusion is that there is no ideal instrument for cultural exploration. The degree to which any measure is seen as "fit for purpose" depends on the particular reason for which it is to be used and the context within which it is to be applied.  相似文献
